III RE: CALL TO ORDER Chairman Johnson called the meeting to order at 12:01 p.m. The roll call was taken. Myers, Assistant County Administrator; Anne Marie Green, Director, community Relations Roanoke City Mayor David Bowers, Council Members Wendell Butler, John Parrott, Elizabeth Bowles, William White, Linda Wyatt and Delvis "Mac" McCadden, Assistant City Manager Jim Ritchie, other city officials, Thomas Brock, Past Chairman, Roanoke Regional Chamber of Commerce 158 March 4, 1996 III RE: OPEIIING CEREMONY The invocation was given by Roanoke city Mayor David Bowers. Mayor Bowers and Chairman Bob L. Johnson expressed support for the joint meetings and felt that they were productive. IN RE: NEW BUSINESS ~ Resolution commendinq Roanoke County on its sDring Hollow Reservoir Pro;ect (Mayor David Bowers) The resolution was moved by Councilwoman Bowles, seconded by Councilman White and adopted by the unanimous recorded vote of Roanoke City Council and presented to Chairman Johnson, who expressed appreciation and emphasized the importance of the reservoir project. ~ Authorization to amend the Extraterritorial Arrest Aqreement between the City of Roanoke and County of Roanoke (Police Chief John Cease. Roanoke County and Police Chief David HooDer. Roanoke City) R-030496-1 Chief Hooper and Chief Cease reported that this agreement has been in affect since 1985 but was limited to only several offenses. The proposed amendments would provide officers with arrest powers for any violation of state law committed in March 4, 1996 ~------------_.. _. - ._- - their presence or when probable cause exists to effect an arrest. It also provides officers with arrest powers during their off- duty hours in either jurisdiction. councilman White moved and Councilman McCadden seconded approval of the agreement. The motion passed unanimously by Roanoke city council. supervisor Johnson moved to approve the amendments to the agreement. The motion carried by the following recorded vote: AYES: NAYS: Supervisors Eddy, Minnix, Harrison, Nickens, Johnson None The agreement was executed and signed by all members of Roanoke city council and the Roanoke Board of supervisors. III RE: REPORTS ON REGIONAL COOPERATION EFFORTS BY ROANOKE CITY AND ROANOKE COUNTY Thomas R. Brock, Past Chairman of the Roanoke Regional Chamber of Commerce, reported on the joint committees that have been meeting to review and recommend possible joint cooperative efforts for the future. He explained that these committees were formed as a result of a desire by both governments to find ways to cooperate and become more efficient, and is an outgrowth of the Towers-Perrin Report. He advised that four areas would be discussed at this meeting. The following committees comprised of staff from Roanoke city and Roanoke County presented status reports on their 160 March 4, 1996 - - progress in working toward regionalized services: (1) Communications, presented by Chip Snead, ci ty of Roanoke; (2) Development Review, presented by Arnold Covey, County of Roanoke; (3) Employee Health Care, presented by Diane Hyatt, County of Roanoke; and ( 4) Solid Waste Management, present by Barry Key, City of Roanoke. IN RE: DISCUSSION OF OTHER ISSUES 1. MetroDolitan TransDortation District Both localities expressed disappointment that the General Assembly took no action to authorize a metropolitan transportation district, and expressed concern with the lack of support from the Roanoke Valley legislators. Supervisor Eddy suggested that the issue be included in both legislative programs for the next session of the General Assembly. 2. Greenway and ISTEA aDDlication for a Dilot Valley Greenways Droiect Chairman Johnson invited Roanoke City Council to see the beautification projects that are taking place in the County's portion of Williamson Road. 3. Visitor's Center on the Blue Ridqe Parkway. Supervisor Nickens announced that a letter had been sent to Congressman Bob Goodlatte requesting federal funding of 50% for the Visitor's Center. 4. Reqional SDorts ComDlex Councilman McCadden encouraged the governing bodies to move forward with a regional sports complex and a sports commission, and that the City of Roanoke and Town of Vinton be included in the project. Mayor Bowers asked that this item be included in the next joint meeting of the Roanoke city council and the Roanoke County Board of Supervisors. III RE: ADJOURNMENT At 1: 45 p.m. Mayor Bowers declared a recess of the Roanoke city council until 2: 00 p.m. at Roanoke city council Chambers.
