4/11/1996 - Special April 11, 1996 247 - - Roanoke County Board of Supervisors Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 April 11, 1996 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being an adjourned meeting from April 9, 1996 for the purpose of a Budget Work Session. IN RE: CALL TO ORDER Chairman Johnson called the meeting to order at 3: 07 p.m. The rc:l call was taken. MEMBERS PRESENT: Chairman Bob L. Johnson, Vice Chairman Harry C. Nickens (arrived at 3:25 p.m.), Supervisors Lee B. Eddy Fenton F. "Spike" Harrison, H. Odell "Fuzzy" Minnix, MEMBERS ABSENT: None STAFP PRESENT: Elmer C. Hodge, County Administrator; Paul M. Mahoney, County Attorney; Melinda Rector, Acting Deputy Clerk; John M. Chambliss, Assistant County Administrator; Don C. Myers, Assistant County Administrator; Anne Marie Green, Director, Community Relations, Brent Robertson, Budget Manager, Diane Hyatt, Finance Director IN RE: BUDGET WORK SESSION 248 April 11, 1996 ~ Brent Robertson, Budget Manager, presented information concerning: (1) Revenues, (3) Capital Improvement Projects, (4) Fund Rollover POlicy. and Mr. Hodge (2) Expenditures, Balances and (5) k Revenues Chairman Johnson requested a historical breakdown of the real estate tax revenue as a percentage of the budget from 1986 to 1996. Because of the lost revenue from the General Assembly action regarding the BPOL tax, there was a consensus of the Board to impose a $50 BPOL fee on all businesses in the County, and to increase individual rates to the maximum level to keep the BPOL tax revenue neutral. ~ E~enditures Supervisor Eddy requested specific funding information (maintenance, new sites, etc.) on the gateway beautification budget request. Supervisor Nickens suggested that staff investigate the possibility of local businesses sponsoring gateway sites and maintaining them. Chairman Johnson asked staff to investigate providing incentives to Vinton that are similar to those currently provided to Williamson Road. Supervisor Nickens suggested that funding be made for two resource officers in the Police Department, but that these officers use cars that are going to be replaced by newer vehicles. He felt that the resource officers should not have new vehicles when other reliable vehicles are available. Assistant County Administrator Don Myers will investigate this matter. Supervisor Minnix asked for more justification for the Sheriff's requested positions. Supervisor Johnson requested a new vehicle for Parks and Recreation. Mr. Hodge responded that he would review this request. .L. CaDital ImDrovement proiects: Mr. Hodge added the Police firing .cange to the list of CIP projects. Mr. Myers will supply the cost figures to the Board. Supervisor Nickens expressed concern about the increase in costs ($376,000) and the County's share of those costs. The County would pay half of the costs. ~ Fund Balances: Diane Hyatt, Finance Director, reviewed the fund balances. Ms. Hyatt also passed out a replacement sheet for page 62 of the package distributed at the beginning of the work session. 250 Aprii 11, 1996 ~ ~ ROllover POlicy: Brent Robertson reviewed the rollover policy. There was no discussion and no changes suggested for the policy. IN RE: OTHER BUSINESS Chairman Johnson again suggested a meeting with area legislators during the Budget process. There was a consensus of the Board that staff prepare a report regarding the BPOL tax and its effect on Cox Cable. staff was requested to bring back the Rollover Policy to the Board on April 23, 1996 for adoption. staff was also requested to bring the Debt Policy to the Board for consideration on May 14, 1996.
