Moles, principal of Oak Grove Elementary School in Roanoke County, was recognized as Virginia's National Distinguished Principal by the Virginia Association of Elementary School Principals on March 7, 1995, in Williamsburg, Virginia; and WHEREAS, Mrs. Moles was nominated by her school and Parent Teachers Association and was judged on interpersonal skills, resource management skills, and human resource development; and WHEREAS, Mrs. Moles has shown effective leadership and community involvement by being principal of and maintaining the high standards of a nationally recognized Blue Ribbon School, pioneering the School Renewal Project for the Southern Association of Colleges & Schools, and helping establish and =:168 ______,___.::-____!'1ar~h ~~~ 199?_ 1-- . !:::= being an active participant in the mentoring program for administrative interns through Virginia Tech; and WHEREAS, Mrs. Moles will represent Virginia this fall at the White House in Washington, D. (Arnold Covey, Director of Enqineerinq & Inspections) R-31495-2 Mr. Covey reported that the Six-Year Improvement March 14, 1995 169 - Program is the Commonwealth Transportation Board's plan for identifying funds anticipated to be available for highway and other forms of transportation construction in the 1995-2001 plan, The plan is updated annually. The list will be presented at a Pre-allocation hearing on March 22. Roanoke County's budgeted jI projects on the Six-Year Improvement Program are: (1) Route I- 81; (2) Route 221-Brambleton Avenue; (3) Route 115; (4) Route 11- Williamson Road; (5) Support for proposed Interstate 73; (6) Route 220 South; (7) Route 311-Catawba Valley Drive and (8) Access Road to Explore Park. Mr. Covey also presented a list of proj ects not currently on the plan that are in need of road improvements. They are: (1) continuation of improvements toRoute 115-Plantation Road; (2) Additional portions of Route 11- Williamson Road; (3) Route 11j460-West Main Street. Mr. Covey requested that the Board adopt the recommended list. Following discussion, Supervisor Johnson moved to adopt the resolution. The motion carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Eddy, Nickens, Minnix NAYS: None RESOLUTION 31495-2 ADOPTING PRIMARY AND INTERSTATE PROJECTS FOR THE VIRGINIA DEPARTMENT OF TRANSPORTATION SIX-YEAR IMPROVEMENT PROGRAM WHEREAS, the six Year Improvement Program is the Commonweal th Transportation Board's plan for identifying funds anticipated to be available for highway and other forms of lW--- ----- ---- March 14, 1995 r:-- transportation construction for distribution in the 1995-2001 plan; and WHEREAS, this program is updated annually to assist in the allocation of federal and state funds for interstate, primary, and secondary roads. BE IT RESOLVED, by the Board of stJ.pervisors of Roanoke County, Virginia, that the following is a list of the recommended Primary and Interstate proj ects for inclusion by the virginia Department of Transportation Six Year Improvement Program for the 1995-96 Fiscal Year: 1. Route I -81 increase the number of north and southbound travel lanes, improvement of all interchanges and consider the construction of an additional interchange between Wildwood Road (Route 619) and the interchange at Dixie Caverns (Route 460) . 2. Route 221 (Brambleton Avenue) - continuation of improvements to Route 22l from Crystal Creek Road to Route 752 (Old Mill Road) for a distance of approximately 2.3 miles. 3. Route 115 (Plantation Road) continuation of improvements south to the Roanoke City Limits to the four lane section of Plantation Road or, in the alternative, consideration of the construction of a segment between the Roanoke city Limits and Hershberger Road. 4. Route 11 (Williamson Road) - the widening of Route 11 from the Roanoke City Corporate limits north to Route 117 to March 14, 1995 171 - include improvements to the existing bridge structure over Carvins Creek and the realignment of Florist Road to Route 11. 5. Route 11/460 (West Main street) - continuation of the four laning of Route 11 to the existing four lane section of Route 647 (Dow Hollow Road). 6. Route 220 South (Franklin load) - We are also pleased that money has been allocated to prepare a feasibility study to improve the existing corridor from Roanoke to Martinsville. 7. Interstate 73 Roanoke County would like to express our support for this project through the Roanoke Valley. We ask that funds be allocated to continue the study. On motion of Supervisor Johnson to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Eddy, Nickens, Minnix NAYS: None ~ Request from the Sheriff for Authorization to Transfer Funds into the Inmate Medical Copavment Proqram. (Sheriff Gerald Holt) A-31495-3 Sheriff Holt reported that the Department of Corrections now refuses to provide medical, dental and eye care for inmates housed in local jails, and that the Roanoke County- Salem Jail has experienced an increase from $5,000 to $60,000 per March 14, 1995 -----172 _.'-_.._-_._---------~._,,<. - - - - year for hospitalization and from $2,0000 to $20,000 per year for prescription drugs. The County has instituted an Inmate Medical Co-payment program which provides that the inmate pay a portion of his medical care. This has resulted in a decrease in requests from the inmates. Sheriff Holt requested that the Board appropriate the fees collected for medical a~d dental care to the Jail Medical Account. He advised that $240 was collected in February. In response to a question from Supervisor Eddy, County Attorney Paul Mahoney recommended that the action be authorized by resolution. Supervisor Eddy moved to approve the transfer of funds with a resolution to be brought back to the March 28, 1995 meeting outlining the action. The motion carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Eddy, Nickens, Minnix NAYS: None h Request to Participate in a Water Line Extension on Loch Haven Road to Serve Honeycutt veterinarian Clinic. (Gary Robertson, utility Director) A-31495-4 Mr. Robertson advised that Mr. Adam Honeycutt has submitted plans to construct a veterinarian clinic on Loch Haven Road. Because this is a commercial development, the owner would -~, March 14, 1995 173 need to extend a minimum 12-inch water line at an estimated cost of $18,750. The portion of this line in excess of 300 feet would be subject to possible credits from his proposed off-site facility fee of $6,554. The line extension is part of the future north transmission line that will extend along Loch Haven Road This line will be a 16-inch line. Mr. Rober~son recommended that the County participate in the project by paying the difference in cost for the 16-inch water line and additional length with the total owner cost of $14,054 and County cost of $32,000. Supervisor Johnson advised he would abstain because one of his real estate agents is participating in the sale of the property. Supervisor Kohinke moved to approve the participation. The motion carried by the following recorded vote: AYES: Supervisors Kohinke, Eddy, Nickens, Minnix NAYS: None ABSTAIN: Supervisor Johnson IN RE: FIRST READING OF ORDINANCES ~ Ordinance Amendinq and Reenactinq Section 22 of the Roanoke County Code to Provide for Monthl v Billinq of water and Sewer Service in the County of Roanoke and to Provide for Conditions Upon the Placement of Liens on Residential Rental Real Estate. (Paul Grice, Assistant Director of -114-----.------:.----- March 14, 1995 _..._.- Finance) Mr. Grice reported that on December 13, 1994 the Board approved the plan for monthly billing of utility customers and staff has developed a proposed ordinance to issue monthly utility bills. Monthly billing would be phased in £eginning July 1 with one third receiving an actual bill and two-thirds receiving an estimated bill. The due date would be moved to the 20th of the month following the bill date. Penal ties would be applied to monthly amounts but cutoff will only be done after the actual meter reading. Mr. Grice advised that the net cost for monthly billing will be approximately $32,000 for increased postage and forms and a public information campaign. Mr. Grice explained that the reason for monthly billing was to be consistent with most other utilities and to assist citizens in managing their finances. David Courey, 3419 Ashmeade Drive S.W., spoke in opposition to the monthly billing because of the additional labor and mailing costs. Supervisor Eddy advised that he had offered some suggested changes to the wording in ordinance. Supervisor Eddy moved to approve the first reading and set the second reading and public hearing for March 28, 1995. March 14, 1995 175 NAYS: None ~ Ordinance Amending and Reenactinq sections 12-51 Penalties for Parkinq violations and 12-52, Parkinq on streets and Hiqhways GenerallY to Authorize the Enforcement ~ of Zoninq violations Involvinq the Unlawful Parkinq of Vehicles by the Issuance of Parkinq Tickets for Such Violations. (Joseph Obenshain, Senior Assistant County Attorney) Mr. Obenshain reported that the zoning ordinance prohibits the overnight parking of trucks or commercial vehicles that have more than two rear wheels in AR and Residential districts. The penalties are enforced by the Zoning Administrator who notifies the property owner in writing and gives them up to 15 days to correct, followed by a second written notice. Staff is recommending that the ordinance be amended to permit the Police Department to issue tickets for these violations with a penalty of $15.00 which is consistent with other parking offenses. Board members expressed concerns with several aspects of the proposed ordinance including whether a warning could be issued prior to ticketing and that the ordinance only be enforced on public roadways not on private property. (Timothv W. Gubala, Economic Development Director) R-31495-5 Mr. Gubala advised that the Consortium is requesting use of the County property for a fifteen-month period beginning June 1, 1995. There was no discussion. Supervisor Johnson moved to adopt the ordinance. The motion carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Eddy, Nickens, Minnix NAYS: None ORDINANCE 31495-5 AUTHORIZING EXTENSION OF AN AGREEMENT WITH THE FIFTH DISTRICT EMPLOYMENT AND TRAINING CONSORTIUM FOR USE OF COUNTY PROPERTY LOCATED AT 3330 VALLEY FORGE AVENUE -- March 14, 1995 177 WHEREAS, the Board of Supervisors of Roanoke County, Virginia, authorized the execution of an agreement with the Fifth District Employment and Training Consortium for' the use of surplus County real state located at 3330 Valley Forge Avenue on May 11, 1993; and WHEREAS, the Fifth District Empioyment and Training Consortium has requested an extension of this agreement for the use of this property; and WHEREAS, pursuant to the provisions of § 18.04 of the Charter of Roanoke County, a first reading of an ordinance extending this use of County property was held on February 28, 1995. The second reading on this matter was held on March 14, 1995. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That it is in the County's best interests to extend the agreement for the use of this property located at 3330 Valley Forge Avenue by the Fifth District Employment and Training Consortium for an additional fifteen (15) month period to August 31, 1996 upon the same terms and conditions to assist the Consortium in the administration of a grant to provide employment counseling services to dislocated workers in the Roanoke Valley. 2. That the County Administrator is authorized to execute such documents and take such actions on behalf of Roanoke ~-----=:--==--=--=======_,~!~=~~~:J:~__ County as are necessary to accomplish this transaction, all of which shall be upon a form approved by the County Attorney. KOONTZ, JR. UPON HIS APPOINTMENT TO THE VIRGINIA SUPREME COURT WHEREAS, the Honorable Lawrence L. Koontz, Jr. has served as a member of the judiciary in the Roanoke Valley since 1967, when he was appointed to the Salem Juvenile and Domestic 180-=- __ ___ " - --- March 14, 1995 "- '. --~--". ~ --~. ~- ~- Relations Court; and WHEREAS, Judge Koontz was appointed in 1985 as one of the first members of the Virginia Court of Appeals, where he has served with distinction; and WHEREAS, the Virginia General Assembly has appointed # Judge Koontz to the Virginia Supreme Court, where he will serve as the only Justice from Southwest Virginia. (2) He agreed with Supervisor Eddy's budget memorandum and will look at all expenses with a sharp eye. March 14, 1995 181 - Supervisor Johnson: (1) He expressed concern regarding the Freedom of Information "FOI" articles in the newspaper and felt that there are certain items that must be discussed in private such as offers for property and settlement of law suits, and that the Board must certify what was discussed in executive sessions. Supervisor Kohinke: (l) He visited Transkrit and Medeco and thanked Economic Development Specialist Joyce Waugh for her assistance. (2) He attended a luncheon forum for Moorhead Kennedy from the U. S. Foreign Service and thanked David Wymer with the County Schools for setting it up. (3) He expressed appreciation to the Catawba/Mason Cove Rescue Squad"s for finding the youth who was lost on Dragon Tooth. Supervisor Eddy: (1) He thanked the staff for the new citizen handbook. Ms. Green reported that the handbooks can be picked up from her office. (2) He asked whether the Roanoke County Todav show on monthly utility billing should be aired before the proposed ordinance is approved. Ms. Green advised that they will announce that the ordinance is only being considered. (3) He asked Ms. Allen if there has been any response to the County resolution requesting other localities to form an Organ Donor Commission. Mr. Hodge advised that this is being considered at the next Salem city Council meeting. (4) He asked when the Customer satisfaction Survey will take place. Ms. Green advised that the survey will be conducted around May. (5) 182 March 14, 1995 - - He asked Mr. Mahoney to make sure that all executi ve sessions involve only issues that fall within the legal statutes Supervisor Minnix: ( l) He advised that Gordon willis asked him to speak in support of the "Smart Road" at the VDOT public hearing and asked for Board consensus to express support. (2) He expressed concern about the trash and litter along Route 419, Colonial Avenue and other areas. He suggested that emphasis be placed on the cleanup of roadways on Clean Valley Day which will be held April 1. IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS ~ Paula Bittinqer and others Speakinq on Behalf of citizens Concerned about Road Construction and Development of the 221 Corridor. Ms. Bittinger and the following citizens spoke in opposition to the four-laning of Route 221 primarily because it would encourage additional growth and development in that area and destroy the farmland, historic and scenic beauty of the mountains. Diane Rosolowsky, 8314 WillettrLane ~ Gordon Saul on Behalf of the Back Creek civic Leaque, Speakinq on Road Improvements to Route 221- Mr. Saul spoke in support of making all the road improvements to Route 221 explaining that a delay would substantially increase the cost of the road improvements. He presented a video showing the increased traffic volume on Route 221 and the dangerous curves in the road. h Jeff Echols, Resident Enqineer, virginia Department of Transportation. Mr. Echols reported on the meeting and public hearing opportunities that will be available for citizen comment during the location and design process of the road. h Terek Morsie spoke concerninq alleqed harassment by the police department who are checkinq licenses on his vehicles. Chairman Minnix suggested that Mr. Morsie contact an attorney to represent him if he felt he had a legal problem with the County. IN RE: WORK SESSION (5:00 P.M.) March 14, 1995 185 - - ~ Budqet Work Session with School Board The work session began at 5:45 p.m. with all members of the School Board and Board of Supervisors present. The following budgetary issues were discussed: (1) new positions added to the school payroll; (2) proposed increases to # teachers salaries and how their salaries are calculated; (3) employee health care; (4) renovations and maintenance projects at the schools; (5) projected debt for county and schools; (6) proposed new Cave Spring High School and (7) the proposed $10.1 bond referendum. Supervisor Nickens asked for the number of School Board employees who have been added to the payroll. Supervisors Johnson and Eddy asked that staff look at a managed health care program to offer employees another choice. Supervisor Eddy asked the School Board to look at all options for a new high school including the possibility of two smaller schools. IN RE: NEW BUSINESS ~ Request from School Board to Approve a Reimbursement Resolution for Renovations to Cave Sprinq Junior Hiqh School. R-31495-7 Mr. Hodge advised that the School Board wishes to proceed with some building improvements before the $2.5 million literary loan funds are available, and they are are requesting an ~ March 14, 1995 -~---~------*-~ - - advance in the amount of $500,000 to begin work on the Cave Spring Junior High renovations. Supervisor Eddy moved to adopt the resolution amended that the reimbursement will not exceed $500,000. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Nickens, Minnix # NAYS: Supervisors Johnson, Kohinke RESOLUTION 31495-7 OF THE BOARD OF SUPERVISORS OF THE COUNTY OF ROANOKE, VIRGINIA DECLARING ITS INTENTION TO REIMBURSE ITSELF FROM THE PROCEEDS OF A FINANCING FOR CERTAIN SCHOOL CAPITAL IMPROVEMENTS The Board of Supervisors of the County of Roanoke, Virginia ("County") has determined that it is necessary or desirable to advance money to pay the costs of acquiring, constructing, equipping and developing certain improvements or expansions to the Cave Spring Junior High School ("Project") and to reimburse such advances with proceeds of one or more financings. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF ROANOKE, VIRGINIA: 1. The Board of Supervisors adopts this declaration of official intent under Treasury Regulations section 1.150-2. 2. The Board of Supervisors reasonably expects to reimburse advances ñšI0ËgW~*g~~ªfJ&~19::gg~9 made or to be made by the County to pay the costs of acquiring, constructing, equipping and developing the Project from the proceeds of its debt or other March 14, 1995 187 financings. The maximum amount of debt or other financing expected to be issued for the Project is $2,500,000. 3. This resolution shall take effect immediately upon its adoption.
