7/5/1995 - Special ~ I I ~ July 5, 1995 517 Roanoke County Board of Supervisors Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 July 5, 1995 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being an adjourned meeting from June 27, 1995, for the purpose of meeting with the Honorable Robert w. Goodlatte, united States House of Representatives. IN RE: WELCOME Chairman Minnix thanked Congressman Goodlatte for scheduling this meeting with the Board. He advised that Supervisors Kohinke and Nickens were unable to attend, and that they asked him to express their regrets to Congressman Goodlatte. Hodge, County Administrator; Joseph B. Obenshain, Senior Assistant County Attorney; Brenda J. Holton, Deputy Clerk; John M. Chambliss, Assistant County Administrator; Don C. Myers, Assistant County Administrator; Anne Marie Green, Director, Community Relations IN RE: NEW BUSINESS Chairman Minnix advised that he was served with a copy of the petition concerning the consolidation of the County of Bedford and City of Bedford, and requested from the County is necessary. that Mr. Hodge determine if a response I IN RE: BRIEFING AND DISCUSSION WITH CONGRESSMAN GOODLATTE Congressman Goodlatte advised that he. is meeting with the localities in his district every two years to brief them on current legislation, determine their concerns, and offer his assistance. He advised that Congress passed the unfunded mandate legislation which requires that a cost-benefit analysis to local government be provided as a part of any proposed legislation. He reported on the budget deliberations by Congress and advised that funding might be eliminated for the Economic Development Administration (EDA) and the Appalachian Regional Commission (ARC). He advised that he continues to support the inclusion of Roanoke I County in the ARC, and will support the continued funding of both of --------- - - --~---- -,----_...... - - ----.----- --- _.---- -- - ..-- - ----- -----------.------. --.-..-..---- --- ------_._~-~----~._---_. ~ ~ ~ July 5, 1995 519 these organizations. There was general' discussion concerning the Roanoke Regional Airport Commission funding; I-72 Highway bill; superfund program; prayer in schools and recent U. S. Supreme Court decisions; tax reform and flat tax; redistricting decisions by U. S. Supreme Court; Contract with American Family; transportation districts and funding; and Explore funding and visitors center. Supervisor Johnson asked for support in dealing with the various regulations of the Environmental Protection Agen~y (EPA) for the Dixie Caverns Landfill cleanup and support for pursuing the 'I responsible partner to recover the cost of the cleanup. Congressman Goodlatte advised that he was willing to join in sending a letter or participating in a meeting to resolve problems between the County and the EPA. There was a discussion concerning the effects of the proposed flow control legislation on the County, and Congressman Good1atte advised that he will research the State and Federal regulations on this subject and get back with the County on his findings. IN RE: ADJOURNMENT At 11;40 a.m., Supervisor Johnson moved to adjourn to 12:30 p.m., July 11, 1995, for a joint meeting with the Roanoke City Council ~I at the Roanoke County Administration Center.
