8/26/1995 - Special ~ I I ~ September 26, 1995 w Roanoke County Board of Supervisors Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 September 26, 1995 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, Roanoke Virginia, this being a special meeting for the purposes of a joint meeting hosted by the Roanoke County Board of Supervisors. IN RE: WELCOME AND INVOCATION Chairman H. Odell Minnix welcomed the Vinton Town Council and staff to the meeting. The Invocation was given by John M. Chambliss, Assistant County Administrator. Luncheon followed the invocation. IN RE: CALL TO ORDER Chairman Minnix called the meeting to order at 1: 00 p.m. The roll call was taken. MEMBERS PRESENT: Chairman H. Altice was absent) IN RE: REMARKS Mayor Hill and Chairman Minnix expressed appreciation for the opportunity to meet and discuss areas of joint cooperation. IN RE: REQUESTS TO ADD TO OR CHANGE THE ORDER OF AGENDA ITEMS I Mayor Hill asked that potential use of the old school located in vinton and currently used by Total Action Against Poverty be discussed. IN RE: DISCUSSION OF AGENDA ITEMS: ~ Coal Combustion BVDroduct Ash proiect Members of the Vinton Town Council expressed concern about the use of flyash for fill at the new Foodette located at the corner of 24th and Feather Road because of the wells located near the site. A Special Use Permit for the foodette was approved by the Board of Supervisors in November 1994. The flyash more extensively. I petition was originally postponed for 30 days to study the use of l ~ I I ~ September 26, 1995 655 Supervisor Nickens advised that he was confident the use of the flyash was safe based on reports from the Department of Environmental Quality and the Environmental Protection Agency, but that if something negative happened, Roanoke County would be obligated to provide water to the Town at the water rate effective in the Town of vinton at that time. There was discussion on ways to inform the Town of vinton when the County considers an issue that affects the town. There was consensus of both governing bodies that the County should contact Town officials immediately when a zoning or land use issue could affect them. ~ Discussion on future use of old school currently beinq used bv TAP Vinton Councilman Barton asked about the possibility of using the school as a teen center when it is no longer used by Total Action Against Poverty. Mr. Hodge advised that the buildin~ is Roanoke County School Board property and that they would have to make the decision, but he would discuss the issue with the School Board. Supervisor Nickens requested a copy of the agreement with TAP for the use of the building. h Greenwavs Supervisor Eddy updated the governing bodies on the Fifth Planning District Commission greenway study. He advised ---.-.--.- -.-----....-.-- -" ----------------..-- j "... 6Sb September 26, 1995 that an ISTEA grant had been accepted for Hanging Rock. ~ Metropolitan Transportation District Mr. Hodge reported to the vinton Town Council on discussions wi th Roanoke ci ty on the possibili ty of a Metropolitan Transportation District whereby localities could add a local gas tax to fund transportation needs. vinton Town Manager Clay Goodman advised that Valley Metro will also make a presentation to vinton officials. County Attorney Paul Mahoney reported that a transportation district would require special legislation and~ Vinton could request to be treated as a separate entity. Supervisor Nickens requested that Mr. Hodge send Mr. Goodman a copy of his memorandum reporting on the meeting with Roanoke City. There was general consensus to go forward on studying the issue if there is a corresponding tax reduction. ~ Roanoke Valley Councl of Governments Chairman Minnix advised that he sent a letter to the chief elected officials of the Roanoke Valley governments asking if they were interested in forming a regional council of governments to look at recommendations presented in the Towers- Perrin Report. Mayor Hill questioned the need for another council since the managers/administrators are currently meeting to discuss these issues and are studying the potential for a joint health care contract. There was no consensus on support l þ I I ~ September 26, 1995 - 657 ~ for a regional council. ~ Discussion on development of the McDonald Farm supervisor Nickens reported that he had discussed with Mr. Goodman and Mayor Hill potential development of this tract of land. Both localities should work together to determine the most appropriate use and zoning for the property. It was decided that Mr. Hodge and Mr. Goodman will study the appropriate zoning or rezoning, make arrangements to plant a tree buffer around the property, and solicit comments and ideas from the neighboring community. IN RE: ADJOURNMENT I At 1:12 p.m., Supervisor Nickens moved to adjourn. The motion carried by a unanimous voice vote with Supervisors Johnson and Kohinke absent.
