11/28/1995 - Special ~ I I ~ November 28, 1995 817 Roanoke County Board of Supervisors Roanoke County Administration Center 5204 Bernard Drive Roanoke, Virginia 24018 November 28, 1995 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being the fourth Tuesday of November, and an adjourned meeting from November 21, 1995 for the purpose of a joint work session with the Roanoke County School Board. IN RE: CALL TO ORDER Chairman Minnix called the meeting to order at 3: 01 p.m. The roll call was taken. MEMBERS PRESENT: Chairman H. Odell "Fuzzy" Minnix, Vice Chairman Edward G. Myers, Assistant County Administrator; Anne Marie Green, Director, Community Relations, Diane Hyatt, Finance Director, Penny Hodge, Payroll and School Finance Manager ~ JII""" 818 November 28, 1995 þ OTHERS PRESENT: School Board Members Jerry Canada, Haurice Mitchell, Michael Stovall, Thomas Leggette, Frank Thomas, School Superintendent Deanna Gordon, Dr. Jerry Hardy, Director of Budget and Data Management, Martin RObison, Executive Assistant and Homer Duff, Director of Facilities and Operations IN RE: WORK SESSION School Board chairman Jerry Canada presented an update of the Capital Improvement Program through 2001 and advised that the School Board had received the f~asibility study of the southwest schools. He reported that a steering committee had been formed consisting of administrators, teachers and members of the business community. He informed those present that on I November 16, the School Board moved to request funding to construct a new high school in southwest County and to convert the present high school to a middle school. The motion passed unanimously. School Superintendent Dr. Deanna Gordon advised that the School Board cannot proceed with further plans until the Board of Supervisors makes a decision on whether to build a new high school in southwest County. Discussion followed on ways to fund construction of a new high school, possible savings realized by not air conditioning the current Cave Spring Junior High School and delaying other projects. Mr. Hodge advised that both the County I and schools could achieve potential savings by delaying other l ~ November 28, 1995 8W ~ I I capital projects such as fire stations and school projects. In response to the Board of Supervisors questions, Mr. , , Hodge advised that a new high school could be èonstructed' by using a combination of resources including a bond issue of $25 million in GOA bonds, $5 million in literary loans, funds already allocated for other school proj ects and a two cent increase in the real estate tax rate. County Attorney Paul Mahoney reported that 60 days is needed to hold a special election for a bond referendum. Finance Director Diane Hyatt advised that the County would need $2 million in cash to payoff the bonds until 2001 when the debt drops. Concerns were expressed by members of the Board of Supervisors and School Board that the bond referendum may not pass, and if it does not, the schools requested assurance that the renovations at Cave Spring Junior High School will be completed. More specific information was also requested by Supervisor Eddy. County Administrator Elmer Hodge was asked to bring to the December 12 meeting three options for construction of a new high school. A joint work session with the School Board was also set for 2:00 p.m. on December 12, 1995. IN RE: ADJOURNMENT AT 4:20 p.m., Supervisor Johnson moved to adjourn.
