The Board of Supervisors of Roanoke County, Virginia, met
this day at the Roanoke County Administration Center, this being an
adjourned meeting from March 22, 1994 for the purpose of budget work
sessions.

CALL TO ORDER
Chairman Eddy called the meeting to order at 6:10 p.m. The
roll call was taken.

County Administrator Elmer Hodge added: (1) A report from
Assistant Economic Development Director Brian Duncan on Tour
DuPont Cycling Race; (2) Supervisor Nicken's request to adopt a
resolution regarding the Blue Ridge Parkway; and (3 ) Executive
Session items regarding the Roanoke city Water Bill, an economic
development prospect; and litigation with an economic development
prospect.

h Re'Dort on Tour DU'Dont (Brian Duncan. Assistant
Director of Economic Develo'Dment)
Mr. Duncan updated the Board on plans for the Tour I
Dupont Cycling Race when it comes through the Roanoke Valley on
May 9. He outlined the route through the County and advised
which roads will be closed or partially closed during that day.

Parkwav to Reopen As Soon as Possible.

Supervisor Nickens advised that because of the winter
storms in February, the Blue Ridge Parkway in the Roanoke Valley
has been closed which could have a detrimental affect on tourism
in the area. He asked for adoption of a resolution requesting
that the Blue Ridge Parkway mobilize local and regional resources
to reopen as soon as possible.

Supervisor Minnix moved to adopt the resolution. The
motion carried by the following recorded vote:

RESOLUTION 4594-1 URGING THE BLUE RIDGE PAR1CWAY TO
REOPEN AS SOON AS POSSIBLE
WHEREAS, the Blue Ridge Parkway extends for 26 miles
through Roanoke County and the Roanoke Valley; and
WHEREAS, the Blue Ridge Parkway estimates 3.2 million
I
visits through the Roanoke Valley annually contributes an
estimated $90 million to the Valley's economy; and
WHEREAS, the winter storm of February 1994 effectively
blocked the Blue Ridge Parkway causing the closing of a 14.6 mile
section between U.S. Route 220 (mile post 121.4) and the Blue
Ridge Parkway access at Adney Gap (mile post 136); and
WHEREAS, the Blue Ridge Parkway has indicated that
cleanup will delay pUblic use and access until late April 1994
,
because of manpower and budget constraints.
THEREFORE, BE IT RESOLVED, THAT THE ROANOKE COUNTY
BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, does urge the
Blue Ridge Parkway to mobilize local and regional resources to
quickly reopen the Blue Ridge Parkway to the traveling public.
On motion of Supervisor Minnix to adopt the resolution,
and carried by the following recorded vote:

IN RE:
BUDGET WORK SESSION
h Discussion of CIP and Related Items
Mr. Hodge presented the Capi tal Improvement Program
(CIP) . He and Budget Manager Brent Robertson explained that a
CIP Review Committee was established to review the project
requests from department heads and to develop a ranking system.
Additionally, the department heads were asked to indicate a level
of need for each project which was based only on the perceived
need of the individual department head. Mr. Hodge advised that
some of the proj ects listed on the CIP will be funded in the
proposed budget or will be lease purchased, and these projects
will be removed from the CIP. I
Some department heads highlighted their CIP requests.
They were Fire and Rescue Chief Tommy Fuqua, Library Director
Spencer Watts, ~nd Parks and Recreation Director Pete Haislip.
Following discussion the Board members asked that the
CIP be brought back with more detail on the individual projects
and a debt retirement schedule to determine what funds will be
available.

At 7: 15 p.m., Chairman Eddy declared a five minutes
recess.
IN RE: JOINT BUDGET WORK SESSION WITH SCHOOL BOARD
At 7:20 p.m. School Board Chairman Frank Thomas called
the School Board to order for a joint budget work session with

the Board of Supervisors.
The budget presentation was made by Mr. Thomas and
School Superintendent Bayes Wilson. Mr. Thomas introduced the
members of the School Board budget committee who worked on the
non-salary portion of their budget. He advised that 89% of the
budget is salary related. Funding for ten new positions and a
three percent salary increase was included.
Mr. Thomas advised that the budget includes $1.6
million more that the $2.5 million that the County has already
allocated. He also asked for approval for apply for $500,000
funding from the Virginia Public School Authority for capital
needs at various schools.
Dr. Wilson reported that the State had adopted
legislation requiring free text books for all students. They
will provide ~300,000 to local governments to purchase the books,
but Roanoke county will still have to spend an additional
$300,000. Dr. Wilson also advised that the state money is
primarily going to poor and inner city school systems. Chairman
Eddy requested that County Attorney Paul Mahoney add to the
proposed legislative program a request to improve school
disparity funding to localities like Roanoke County.

requested more details on individual budget requests before they
made a decision on whether to approve any additional funds for

EXECUTIVE SESSION
At 9:05 p.m., Supervisor Minnix moved to go into
Executive Session pursuant to the Code of Virginia 2.1-344 (a) (1)
. to discuss a personnel matter, i.e. Clifford Craig; (7) a Legal
matter regarding the Roanoke City Water Bill and litigation with
an economic development prospect and (5) to discuss an economic
development prospect.
The motion was carried by the following

At 10:05 p.m., Supervisor Minnix moved to return to
Open Session and adopt the Certification Resolution. The motion

RESOLUTION 4594-2 CERTIFYING EXECUTIVE MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke
County, Virginia has convened an executive meeting on this date
pursuant to an affirmative recorded vote and in accordance with

the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that,
to the best of each members knowledge:
1. Only public business matters lawfully exempted
from open meeting requirements by Virginia law were discussed in
the executive meeting which this certification resolution
applies, and
2. Only such pUblic business matters as were
identif ied in the motion convening the executi ve meeting were
heard, discussed or considered by 'the Board of Supervisors of
Roanoke County, Virginia.
