The Board of Supervisors of Roanoke County, Virginia, met
this day at the Roanoke County Administration Center, this being an
adjourned meeting from Tuesday, April 12, 1994.
INRE :
CALL TO ORDER
Chairman Eddy called the meeting to order at 8:07 a.m. The
roll call was taken.
MEMBERS PRESENT:
Chairman Lee B. Eddy, Vice Chairman Edward G.
KOhinke, Sr., Supervisors Bob L. Johnson, H. Odell
"Fuzzy" Minnix, Harry C. Nickens
MEMBERS ABSENT:
None
STAFF PRESENT:
Elmer C. Hodge, County Administrator; Brenda J.
Holton, Deputy Clerk; Anne Marie Green, Director,
Communi ty Relations; Homer Duff, School Director

Chairman Eddy announced that the Board would be in work
session to discuss this item.
IN RE:
WORK SESSION
Mr. Duff reported that Supervisor Johnson had requested
answers to a number of questions prior to and since the April 12, 1994
meeting, and that he would explain his written responses to Supervisor
Johnson.
There was considerable discussion about whether or not fundsl
from the 1993 General Obligation Bonds should have been used to
install an elevator for handicapped access a':: Burlington School and
convert a coal room to a teacher's work room at Oak Grove School.
Supervisor Nickens asked that the brochures and bond documents be
researched to determine if these expendi ture were appropriate. He
also recommended that the County's legal and bond counsel be consulted
for their opinions.
Supervisor Johnson recommended a thirty-day delay before
taking any action, and that the County employ a consultant to resolve
the Board's concerns.
Basil T. Cox, Cox & Associates, Architects, and Kurt Johnson
from Johnson Controls were present and answered questions.
After further discussion, Supervisor Kohinke moved

approve the prepared resolution. Chairman Eddy ruled that his motion
was out of order because the Board was still in a work session.
IN RE:
REGULAR SESSION
Supervisor Nickens moved to come out of the work session and
into regular session. The motion carried by a unanimous voice vote.
Supervisor Kohinke moved to approve the prepared resolution.
Supervisor Nickens moved to amend the motion to include (1)
reporting back to the Board the details of expenditures on each
project to date and proposed projects; (2) to repay the bond project
for any identified inappropriate expenditures; and (3) discontinue or
remove any item not consistent with the bond project. The motion was
defeated by the following recorded vote:
AYES: Supervisors Minnix, Nickens
NAYS: Supervisors Johnson, Kohinke, Eddy
Supervisor Johnson moved to postpone Supervisor Kohinke' s
motion to approve the resolution until May 24, 1994, at which time
Supervisor Johnson would ask that the item be removed from the table,
and during that time, directed that (1) the County employ a consultant
to study bidding practices and procedures in place; (2) Counsel would
look at propriety of utilization of these funds; and (3) that the
County Administrator prepare a report on the above items. The motion
carried by the following recorded, vote:
AYES: Supervisors Johnson, Minnix, Nickens
NAYS: Supervisors Kohinke, Eddy

Supervisor Johnson moved to (1)
Administrator to contract with an appropriate consultant to study the
procedures in place with School Board now 'moving forward with this
project; (2) that a report be prepared and ready for May 24, 1994; (3)
that legal opinions be available on whether the expenditures are
appropriate; and (4) that funds for the consultant come from the Board
Contingency Fund. The motion carried by the fOllowing recorded vote:
AYES:
Supervisors Johnson, Minrdx, Eddy
NAYS:
Supervisors Kohinke, Nickens
IN RE:
ADJOURNMENT
At 9:45 a.m., Supervisor Johnson moved to adjourn to 1:001
p.m., Tuesday, April 26, 1994, for a budget work session. The motion
carried by a unanimous voice vote.
