IN RE: CALL TO ORDER Chairman Eddy called the meeting to order at 3:04 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Lee B. Eddy, Vice Chairman Edward G. Kohinke, Sr., Supervisors Bob L. Supervisor Nickens added an Executive Session Item 2.1- 344A (7), potential litigation regarding Bingo Code enforcement. IN RE: r."~LAMATIONB, REfl(' T·UTJ.ONS, RECOGNITIONS, AND AWARDS ~ Introduction of Visitors from ODole. Poland. II Mr. Myers introduced Zofia Kupinska, Wojciech Drop, and Abigniew Bartkiewicz, from Opole, Poland, who are participating in the Manager to Manager Program. They have been mee'ling with various departments and will be in Roanoke until July 30. There was an exchange of gifts be-c.tveen county off icials and the officials from Opole. IN RE: BRIEFINGS ~ Briefinq from the Virqinia Association of Counties on Local Leqislative Actions. (Larrv Land. Intergovernmental Relations Coordinator. VACo) Mr. Land updated the Board on the activities of VACo, and advised that all 95 counties in Virginia are members. He II l ~ ~ ;.. :,J uly 12, 1994 505 I I reviewed the services offered to localities by VACo including the newsletter, the legislative bulletin and su~~ary, and the Directory of County Officials. He reported that the final decision on VACo's legislative program will be made at the .annual conference in November. ~ Briefinq on 1991 Water Proiects (Gary Robertson. utility Director) Mr. Robertson reported that the project is on schedule and the costs have remained unchanged. He updated the Board on the water treatment plant and the water transmission lines. He advised that they had not been pumping water into the reservoir recently because the Roanoke River was down. Mr. Robertson introduced Bob Benninger who was recently employed as the Assistant utility Director. Mr. Robertson was directed to coordinate plans with Mr. Hodge and set up a tour of the Spring Hollow Reservoir in the near future. ~ status Renort on Roanoke Valley Resource Authority Solid Waste Facilities (John Hubbard. CEO. Roanoke Valley Resource Authority) Mr. Hubbard updated the Board on the Roanoke Valley Resource Authority facilities. He announced that more trash was collected on May 16 than at anyone time in the previous four years. He advised that the trains are making the round trip in three hours, and there has been substantial savings in travel j "... 506 July 12, 1994 þ time by hauling the trash to the transfer station instead of to the landfill. In response to a question, he advised that closure of the old landfill on Rutrough Road has begun, and that Branch and Associates will be working two 10-hours shifts. He advised that the Resource Authority would be glad to assist in planning for a park at the old landfill, but that funding would have to come from the participating localities. IN RE: NEW BUSINESS ~ Request for Roanoke County School Board to SDend a Portion of the Fall 1994 Bond Proceeds in Advance of the Bond Issue (Deanna Gordon. School SUDerintendent) I R-71294-1 Dr. Gordon reported that the School Board has extracted two items from the proposed VPSA fall issue which are critically important. One is $200,000 for renovations to the Roanoke County occupational School because the contractor will only extend his guaranteed bid price through July 13, 1994. The second request is purchase of a mobile classroom for Northside High School at a purchase price of $26,375. The price will expire September 7, 1994. In response to a question from Dr Gordon, Mr. Hodge advised that the work session for school capital projects was set II l ""II1II ~ , July 12, 1994 507 for July 26. Supervisor'Eddy asked that the School Board bring comprehensive options and detailed information. Supervisor Nickens moved to approve the request for $226,375 and adopt the resolution with a total not to exceed $726,375 including the $226,375. The motion carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Nickens, Eddy NAYS: None RESOLUTION 71294-1 OF THE BOARD OF SUPERVISORS OF THE COUNTY OF ROANOKE AUTHORIZING AN APPLICATION TO THE VIRGINIA PUBLIC SCHOOL AUTHORITY WITH RESPECT TO, THE SALE OF $726,375 SCHOOL BONDS II WHEREAS, the Roanoke County School Board has determined that it is advisable to contract a debt and issue general obligation bonds of the County of Roanoke, Virginia ("County") in the amount not to exceed $1,700,000 ("Bonds") to finance certain capital improvements for public school purposes ("Projects") and to sell the bonds to the Virginia Public School Authority ("VPSA"), and WHEREAS, the Board of Supervisors ("Board") of the County has previously determined it is advisable to contract a debt and issue general obligation bonds of the County in an amount not, to exceed $500,000 to finance certain Projects and to sell the bonds to the VPSA, and WHEREAS, the Board now desires to increase the amount "II of the debt and issue general obligation bonds of the County in j "... 508 July 12, 1994 an amount not to exceed $726,375 to finance certain Projects and to sell the bonds to the VPSA¡ NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF ROANOKE, VIRGINIA: 1. The County Administrator is authorized and directed to submit an application to the VPSA in order to sell the bonds to the VPSA at the Fall 1994 VPSA bond sale. 2. The J Board adopts this declaration of official intent under Treasury Regulations Section 1.150-2. The Board \ reasonably expects to reimburse advances made or to be made by ) the County or the County School Board to pay the costs of acquiring, constructing and equipping the Projects from the proceeds of its debt or other financings. The maximum amount of debt or other financing expected to be issued for the Projects is $726,375. 3. This resolution shall take effect immediately. On motion of Supervisor Nickens to approve the request for $226,375 and adopt the resolution not to exceed $726,375, and carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Nickens, Eddy NAYS: None INRE: REQUESTS FOR WORK SESSIONS ~ Request for Work Session with Fire and Rescue Ad Hoc Committee. l þ I I ~ ~ July 12, 1994 509 Mr. Chambliss updated the Board on the committee meetings. The work session was set for July 26, 1994, with August 23, 1994, as an alternate date. Supervisor Eddy moved to approve the first reading and set the public hearing and second reading for July 26, 1994. Director of General Services) County Attorney Paul Mahoney presented the report and advised that the Board was provided the background information on this ordinance during the June 28 work session. Mr. Mahoney explained that the Board agreed to a six month trial period, and asked if the Board wanted a sunset provision setting up an expiration date for six months which would apply only to bulk and brush collection or to the entire ordinance. Following discussion, there was Board consensus to remove the expiration date and make the ordinance effective September 1. The Board would review the ordinance in six months to determine whether to continue with the method of bulk and brush collection described in the ordinance. l þ I I ~ ~ July 12, 1994 511 I I There were no citizens present to speak on this issue. Supervisor Minnix moved to approve the first reading with the expiration date removed from the ordinance and set the public hearing and second reading for July 26, 1994. Mrs. Pickard's term will expire August 31, 1995. IN RE: CONSENT AGENDA R-71294-2 Supervisor Minnix moved to adopt the Consent Resolution after discussion of Item 4 and removal of Item 2 for a separate vote. On motion of Supervisor Mi.nnix to adopt the Consent Resolution after discussion of Item #4 and removal of Item #2 for separate vote, and carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Nickens, Eddy NAYS: None On motion of Supervisor Nickens to adopt Item #2, ,and carried by the fOllowing recorded vote: AYES: Supervisors Johnson, Minnix, Nickens, Eddy NAYS: None PRESENT: Supervisor Kohinke I RESOLUTION 71294-2.b REQUESTING ACCEPTANCE OF LABRADORE DRIVE, APPLETREE DRIVE AND BRITANEY ROAD INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY ROAD SYSTEM WHEREAS, the streets described on the attached Additions Form SR-5(a) , fully incorporated herein by reference, are shown on plats recorded in the Clerk's Office of the circuit Court of Roanoke County¡ and WHEREAS, the Resident Engineer for the Virginia Department of Transportation has advised this Board that the streets meet the requirements established by the Subdivision Street Requirements of the Virginia Department of Transportation¡ and NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of Transportation to add the streets described pn the attached Additions Form SR-5(A) to the secondary system of state highways, pursuant to §33.1-229, Code of Virginia, and the Department's Subdivision Street Requirements, and I BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-of-way, as described, and any necessary easements for cuts, fills and drainage, and .... IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Johnson: He asked if Buckland Mill Road would be paved this year, and if so, why was it being currently patched. Assistant Engineering Director George Simpson responded that it was scheduled for paving this year and he would check on why it was being patched. Supervisor Kohinke: He expressed appreciation to Detectives Hogan and Sturgill for "nabbing" the individuals who had committed burglaries in his district. (2) He asked Supervisor Eddy about his memos regarding departmental mission statements and a drop off box for paYments. Supervisor Eddy replied that he met with the Budget staff, and it was too late to change the mission statements for this year, but staff will begin development of mission statements and goals this fall which will be brought to the Board for approval and will be ready for next year's budget process. Mr. Myers advised that the drop off box has been installed at the front of the Roanoke County Administration Center and that signage will be improved throughout the building. Supervisors Johnson and Eddy suggested ~ þ II I ~ I I ~ July 12, 1994 515 that a volunteer or regular employee be placed on the first floor to assist citizens. (3) He advised that he attended the New Century Council Cooperation subcommittee -meeting and will serve as recorder of the group. (4) He announced that he attended the Explore Grand Opening and felt that the Explore Advisory Còmmittee should have been given credit for their contribution to the project. Supervisor Minnix: (1) He announced that he would not be at the July 26 meeting because he would be in Florida on business. (2) He announced that he had accepted the position as head football coach at Hidden Valley Junior High School. Supervisor Eddy: (1) He advised that the New Century Council Cooperation subcommittee has asked that each local government designate one official member. It was consensus of the Board that Supervisor Eddy advise the Council that there are several members representing the county and all could serve in an official capacity. (2) He advised that Roanoke City has accepted the County's invitation for a joint meeting, but that all board members cannot attend any of the proposed dates. He asked Ms. Allen to contact Mary Parker, Clerk of Roanoke city Council, for other potential dates. He advised that Botetourt County also accepted the invitation and that Mr. Hodge is working wi th their County Administrator. (4) He advised that Wayne Compton may attend the NACo annual conference in Las Vegas. There was Board consensus that Mr. Compton represent the County ~ ,..- 516 July 12, 1994 in voting. Ms. Allen was asked to get the voting credentials for Mr. Compton. (4) He asked that for the next several meetings, the agenda include an item for media' questions as Supervisor Kohinke suggested. Ms. Allen was directed to add this item to the agenda prior to the Executive Session. IN RE: RE~ORTS Su.pervisor Minnix moved to receive and file Items 1 through 4, aI~ that Item 5 be removed and returned to staff for further study ami inclusion of BOë:.rd suggestions. The staff was directed to review the current procedures and develop new procedures that would standardize fees for connections and reconnect ions . The Board offered several different options for establishing these fees.
