Roanoke, Virginia 24018 September 19, 1994 The Board of Supervisors of Roanoke County, Virginia, met this day at the Salem civic Center, Salem, Virginia, this being an adjourned meeting from September 13, 1994 for the purposes of a joint meeting with the Salem City Council. I IN RE: CALL TO ORDER Chairman Eddy called the meeting to order at 12:45 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Lee B. Eddy, Vice KOhinke, Supervisors Bob L. Eddv. Chair. Roanoke County Board of Supervisors Mr Eddy thanked the City of Salem for hosting the luncheon. He reported on a previous joint meeting with the Roanoke city council and explained that they requested the joint meetings for the purposes of getting acquainted with new members and reviewing joint projects and activities. Mayor Jim Taliaferro responded that Salem City council thought it was a good idea to get the governing bodies together and suggested a social dinner in the future. IN RE: DISCUSSION OF ISSUES The following issues were discussed at the joint IN RE: I meeting: 1. Sewaqe Treatment Contract: Mayor Taliaferro expressed concern as to why the contract had not been signed by all participating localities. Supervisor Eddy responded that the Board of Supervisors would probably approve the contract at the next meeting. 2. Low Band Radios: Supervisor Eddy and Councilman Howard Packett expressed support for the purpose of low band radio to encourage tourists on I-81 and the Blue Ridge Parkway to stop in the Roanoke Valley. Mayor Taliaferro advised that the Salem City Council has supported this issue and were willing to help fund the project. Water Contract: Salem City Manager Randy Smith advised that staffs are working on the water contract. 4. River Conservation: Supervisor Eddy described the amendments to the Zoning Ordinance for the Roanoke River Conservation Overlay District which will be heard by the Board of Supervisors on September 27, which is an effort to preserve the water quality and land uses within the river corridor area. 5. PUblic Transportation: Councilman Packett advised that lack of public transportation is a problem in Salem. Several possible solutions were discussed including a central telephone answering system for rides and a voucher system. 5. Roanoke CountY/Salem Jail: Supervisor Eddy described plans for adding space to the jail. Mayor Taliaferro responded they are waiting for preliminary cost figures, and City Manager Randy Smith advised that the Salem City Sheriff has been attending the planning meetings. 6. Roanoke Valley Resource Authoritv: Councilman Alex Brown asked if the offer is still open for the City of Salem to use the RVRA landfill. The consensus from the Board of Supervisors was that Salem could still join the Authority. IN RE: ADJOURNMENT At 1:30 p.m. Supervisor Minnix moved to adjourn. motion carried by unanimous voice vote. Eddv. Chair. Roanoke County Board of Supervisors Chairman Eddy advised that Supervisors Kohinke and Minnix could not attend the meeting due to unforseen conflicts in their schedules. He explained that the Board of Supervisors requested the joint meeting to give the members an opportunity to discuss topics of mutual interest between Botetourt çounty and Roanoke County. He advised that the Board has already met with Roanoke City Council, Salem Ci ty Council, and is planning to meet wi th the vinton Town Council. h Robert E. Lavman. Chair. Botetourt County Board of supervisors Chairman Layman welcomed everyone to the meeting and thanked 1 the Board for the invitation. He advised that Botetourt County and Roanoke County has cooperated on several successful joint proj ects, some of which were new for the State of Virginia. He reported that the Board members are looking forward to cooperating in the future as the opportunities arise. IN RE: DISCUSSION OF SUGGESTED AGENDA ITEMS AND ESTABLISHMENT OF SUGGESTED AGENDA ITEMS ~ Update on the Blue Ridqe Librarv (Steve Vest. Librarv Director) Mr. Vest advised that the Blue Ridge Library opened on April 11, 1988, as a joint proj ect between Botetourt county and Roanoke 1 Although both counties own the facility equally, Botetourt county. ~ ~ 1 1 ~ September 26, 1994 653 County manages the library with Botetourt paying 75% of the operating expenses and 25% funded by Roanoke County. He reported on the significant increase in the growth of the library since 1988. h Update on Read Mountain Fire Department (Tommy Fuqua. Fire' Rescue Chief. Garrv Rock. Department Chief) Chief Fuqua, Roanoke County Fire & Rescue Department, advised that the Read Mountain Fire Department is jointly owned by Botetourt County and Roanoke County, and is located about six miles equally from the Hollins, Vinton, Troutville, and Blue Ridge stations. He advised that the Read Mountain station has received certification from the Virginia Department of Health as a non-transporting Advanced Life Support Agency. The commission established to operate the station has been abolished and the agreement between the two counties is being updated and will be submitted to both Boards for approval in the future. Chief Rock, Read Mountain Fire Station, welcomed everyone to the station and presented each Board member with a fire station patch. He advised that the station is operated by twenty-eight volunteers with the majority from Botetourt County. He distributed a list of fire responses for Read Mountain, Hollins, Vinton, Troutville, and Blue Ridge for the years 1992, 1993, and through August, 1994, and reported that the calls are split evenly between Botetourt and Roanoke County. He advised that the southern end of Botetourt: County is the fastest growing community in the Roanoke Valley, and described their projected need for an additional truck because of the increased and ~ ,... 654 September 26, 1994 þ anticipated growth in the area. ~ status Report on Jack c. smith Industrial Park/Hanover Direct (Tim Gubala. Director of Economic Development) Mr. Gubala briefed the Boards on the Hanover Direct project on Hollins Road in Roanoke County. Both Boards participated in a performance agreement for this proj ect, and it is currently under construction with limited occupancy by December 1994 and complete occupancy in Spring 1995. He also provided information on the Hanover Direct project, located in the Jack C. smith Industrial Park. He advised that this facility is now known as the Apparel Distribution Center, and that a number of catalog companies are located there. supervisors Eddy and I is considered for the Johnson suggested that when any expansion building, consideration be given to its appearance from the Blue Ridge Parkway. ~ status Reoort on East Park Commerce Center. (Ned McElwaine. Botetourt Economic Development) Mr. McElwaine briefed the Boards on the East Park Commerce Center, Phases I and II, which was purchased by Botetourt County in May, 1990, as a primary site for manufacturing concerns. He also advised that in April, 1994, Botetourt County purchased the 104 acre Rice farm in the Cloverdale section for an industrial park. h status Report on ValleyTech Park. (Tim Gubala. Director I of Economic Development) ~ ~ I I ~ September 26, 1994 655 Mr. Gubala briefed the Boards on ValleyTech Park which consists of 177 acres that Roanoke County purchased for the Allied Signal Corporation. After Allied Signal decided not to build a facility, Roanoke County continued the planning and development of the park. It should be completed in september, 1994, and includes a large tract of 85 acres and smaller sites of 10 acres. Roanoke County is marketing the project through the Roanoke Regional Partnership. ~ other Issues: Supervisor Eddy commented on studies made by the Fifth Planning District Commission regarding public transportation and inquired whether there was a need in Botetourt County. Supervisor Wingo advised that only the southern part of Botetourt County is in the Roanoke Area Metropolitan Planning Organization with the remainder in the Rural Transportation Planning Area. Mr. Burgess advised that a recent study by the 5th PDC found that public transportation was not feasible for the southern part of Botetourt County due to the distances and low ridership. IN RE: EXECUTIVE SESSION At 4:45 p.m., Supervisor Nickens moved to go into Executive Session pursuant to the Code of Virginia 2.1-344 A (3) to discuss the condition, acquisition or use of real property for public purposes. The motion carried by the following recorded vote: AYES: supervisors Johnson, Nickens, Eddy NAYS: None ABSENT: Supervisors KOhinke, Minnix RESOLUTION 92684-1 CERTIFYING EXECUTIVE MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia and the Board of Supervisors of Botetourt County, Virginia I have convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act: and WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the Board of supervisors of Roanoke County, Virginia, that such executive meeting was conducted in conformíty with Virginia law. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Roanoke County, Virginia, hereby certifies that, to the best of each members knowledge: 1.
