~ Chairman and Vice chairman
Supervisor Eddy nominated Supervisor Minnix to serve as
Chairman and Supervisor Eddy to serve as Vice Chairman. There were
no further nominations and the nominations were closed. The motion
was carried by the following recorded vote:
AYES: Supervisors Johnson, Kohinke, Minnix, Nickens, Eddy.
NAYS: None

There was board consensus to set the terms for Chairman
and Vice Chairman for one year, ending upon the election of a new
chairman at the 1994 Organizational Meeting on January 3, 1994.

Chairman Minnix explained that an amendment 3.d had been
included in the resolution which states that further citizen
comment at public hearings or other issues before the Board be
curtailed once all speakers submitting "Appearance Requests" had
been heard and a motion had been made by a Board member.
Supervisor Nickens moved to adopt the prepared
resolution. supervisor Eddy offered a substitute motion to adopt
the resolution with Item 3.d eliminated. He expressed concern that

if .a Board member chose, he could immediately offer a motion which
would cut off citizen comment.

He felt that this prerog~tive
should belong to the chairman and flexibility should be allo~ed.
In response to a question from supervisor,Nickens~ Mr~
Mahoney advised that generally, there should be no public comment

after a motion is-made by a Board member. He recommended!that
I
after all opportunity for public comment is exhausted and a mption
is on the floor, debate should be limited to Board members. !

order to consider that motion; and
b. that the chairman may make motions, participate
in debate and vote on all matters considered by the Board.

Proposals for an Architect/Engineer to assist in the site
selection, and that information on sites be available at the
January 26, 1993 meeting.

Legislators who were present for this meeting were C.
Richard Cranwell, A. victor Thomas, Malfourd W. "Bo" Trumbo, and
J. Brandon Bell.
County Attorney Paul Mahoney explained that Roanoke
County's legislative requests are divided between those goals
supported by other counties and cities through Virginia Municipal
League and Virginia Association of Counties, and those requests
unique to Roanoke County.
The legislative requests included the following:
I.
Amend Section 2.02 of the Roanoke County Charter to
authorize the Board by duly adopted ordinance to increase
the tax on hotel and motel rooms from 2% to a rate not to
exceed 6%.
II.
Equalize the taxing and borrowing powers of counties with
those powers granted municipalities.
I
III.
Support the recommendations of the Governor's Advisory
Commission on the Dillon Rule and Local Government.
IV.
Support the reduction of unfunded regulatory and
statutory mandates, and oppose any state mandates on
local governments without sufficient funding to cover the
costs of these mandates.
V.
continue the moratorium on any city annexation and city
annexation initiated by citizens of counties.
VI.
Grant local governments the authority to adopt growth
management ordinances, including the power to impose
impact fees, to restrict the authority of the courts to
overrule local land-use decisions, and to allow
reasonable procedures and time periods for the
amortization of non-conforming signs.
VII.
Support legislation establishing a deposit on beverage
containers.

Mr. Mahoney advised one of the Board's priorities is to
amend the Roanoke County Charter to authorize the Board to increase
the tax on hotel and motel rooms from 2% to a rate not to exceed
6%. There was general consensus from the legislators that the tax
should be uniform with other localities in the Roanoke Valley which
is 4 to 5%. The Board of Supervisors also generally agreed to a
cap of 5%, and that 50% of any new increase in the hotel/motel tax
above the current 2% would be earmarked for tourism. Senator Bell
and Delegate Cranwell agreed to sponsor the legislation.
Mr. Mahoney presented the remaining list of requests.

There was general discussion on other state issues such
as teacher salary increases, local option income tax, crime and the
need to build jails and prisons, and a ban on Sunday hunting.

motion carried by a unanimous voice vote.
