Roanoke, Virginia 24018 } January 3, 1992 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being a special meeting for the purpose of presenting Roanoke County's legislative requests to the Roanoke Valley legislators. IN RE: CALL TO ORDER The meeting was called to order at 8:10 a.m. MEMBERS PRESENT: Supervisors Lee B. Bob L. Johnson, H. Nickens Eddy, Edward G. Odell Minnix, Kohinke, Harry C. MEMBERS ABSENT: None OTHERS PRESENT: Senators Brandon Bell, Malfourd W. Trumbo, Delegates A. victor Thomas, C. Richard Cranwell STAFF PRESENT: Elmer C. Hodge, County Administrator; Paul M. Mahoney, County Attorney; Mary H. Allen, Clerk to the Board; Anne Marie Green, Information Officer County Attorney Paul Mahoney reviewed with the delegates Resolution 102291-4, the legislative program for Roanoke County, and Resolution 121791-12, requesting the General Assembly to amend the Roanoke County Charter. He explained that most of the charter ~ "... 002 January 3, 1992 If r ", ~ amendments deal with allowing equal taxing powers to cities. Mr. Mahoney reported that the County would generate approximately $225,000 from the cigarette tax and $210,000 from the transient occupancy tax. Supervisor Kohinke advised that he was opposed to any charter amendments that would increase taxes, while Supervisor Minnix stated he would support the amendments if the funds were earmarked for education. Supervisors Nickens, Johnson and Eddy expressed support for the amendments Delegate Cranwell advised he would be willing to draft the proposed legislation and discuss with Senator Bell, but suggested that the Board of Supervisors discuss further their level of support for the amendments, and how the revenue would be spent. Senator Trumbo advised he would support the changes to the charter if the funds were earmarked for education. There was Board consensus that the funds would be spent on education. Delegate Cranwell asked the Supervisors to assess the support among the Board before he went forward with the proposed changes.
