The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County Administration
Center, this being the organizational meeting and the 3rd day of
January, 1992.
IN RE:
CALL TO ORDER
Chairman Pro Temp Elmer Hodge called the meeting to order at
9:00
a.m. The roll call was taken.

Supervisor Kohinke nominated Supervisor Eddy to serve as
Chairman. There were no further nominations and the nominations
were closed. The motion was carried by the following recorded
vote:

Supervisor Johnson
Chairman Eddy thanked the Board members for electing him.

Supervisor Minnix nominated Supervisor Kohinke to serve
as Vice Chairman. There were no further nomination and the
nominations were closed. Supervisor Kohinke was elected by the

There was board consensus to set the terms for Chairman
and Vice Chairman for one year, ending January 4, 1993.

Schedule for Board Meetinqs in 1992.

county Attorney Paul Mahoney presented the resolution and
explained that there are three meetings in April to accommodate the
budget process, and only one meeting in August because this is
usually a slack time.
He also presented an amendment to the
resolution (3. c) that no amendment or addition to the printed
agenda would be permitted unless approved by unanimous vote of all
Board members present, or unless requested by the County
Administrator or County Attorney as a matter requiring immediate
attention.
Supervisor Nickens suggested that two meetings be
scheduled in August, one of which can be cancelled if there is no
business to transact, and moved to adopt the resolution with the
addition of the August 11 meeting.
Supervisor Eddy offered a substitute motion to adopt the
resolution with the addition of the August 11 meeting and the
addition of Item 3.c.
The motion was carried by the following
recorded vote:

Supervisors Johnson, Kohinke, Minnix, Nickens, Eddy.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:

1. That for calendar year 1992, the regular meetings
of the Board of Supervisors of Roanoke County, Virginia, shall be
at the Roanoke County Administration Center on Brambleton Avenue,
S.W., Roanoke County, Virginia. The meeting dates are set forth
below with public hearings scheduled for 7:00 o'clock p.m. unless
otherwise advertised.

held on Monday, January 4, 1993.
3. That the rules of parliamentary procedure for the
conduct of all Board meetings shall be Robert's Rules of Order;
provided, however, these rules are amended as follows:
a. that no second to motions shall be required in
order to 'consider that motion; and
b. that the chairman may make motions, participate
in debate and vote on all matters considered by the Board.
c. that no amendment or addition to the printed
agenda be permitted unless approved by unanimous vote of all Board
members present, unless requested by the County Administrator or
the County Attorney as a matter requiring immediate attention.
This provision applies to Main Motions and shall not apply to
Privileged Motions, Subsidiary Motions, Incidental Motions, or
Motions That Bring a Question Again Before the Board.
On substitute motion of Supervisor Eddy to adopt the
prepared resolution amended with August 11, 1992 meeting added and
item 3.c added, and carried by the following recorded vote:
AYES: Supervisors KOhinke, Johnson, Minnix, Nickens, Eddy
NAYS: None
IN RE:
REAFFIRMATION OF THE 1991 LEGISLATIVE PROGRAM
Mr. Hodge explained that the area legislators requested
that the 1992 Board of Supervisors determine their level of support
for the legislative package adopted in 1991.
Supervisor Johnson moved to reaffirm the 1991 Legislative

Requests adopted by the previous Board of Supervisors (Resolution
121791-12). The motion was carried by the following recorded vote:

Supervisors Johnson, Minnix, Nickens, Eddy.
NAYS:
Supervisor Kohinke
Supervisor Johnson moved to earmark for education as much
as possible, revenues generated from the proposed charter
amendments which would authorize a local cigarette tax and
transient occupancy tax. The motion was carried by the following
recorded vote:

Supervisors Johnson, Minnix, Eddy.
NAYS:
Supervisors Kohinke, Nickens

ADJOURNMENT
,At 9:28 a.m., Supervisor Johnson moved to adjourn. The
motion carried by a unanimous voice vote.
