The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County Administration
Center, this being an adjourned meeting from January 14, 1992 for
the purpose of a planning retreat.

IN RE:
CALL TO ORDER
Chairman Eddy called the meeting to order at 8:31 a.m. The
roll call was taken.

REQUESTS TO ADD TOPICS FOR DISCUSSION

( 1) Mr. Hodge added a' request from Salem regarding their
landfill. (2) Supervisor Nickens added discussion on the
possibility of a 1992 bond issue and a tax audit on machinery and
tools tax. (3) Supervisor Minnix added a request for salary
increases for County employees.
IN RE: LONG RANGE GOALS AND POLICIES
~ Services to citizens
Supervisor Eddy presented a list of proposed long range goals
and pOlicies. There was general support for the list from the
Board members, but Supervisor Eddy suggested that the staff also
review the proposal. Mr. Hodge responded he would discuss the
proposed policies and goals with staff and bring back a
recommendation.
~ Fiscal Policies
Supervisor Nickens suggested that a tax audit of the machinery
and tools tax to be conducted by a private company. The purpose
of the audit would be to collect unpaid or overdue taxes. He
advised he would discuss this possibility on an individual basis
with the Board members.
The Board members discussed the possibility of going forward
with a bond issues because construction costs and interest rates
~re so low. Mr. Hodge responded he would bring information on a
bond issue to one of the budget work sessions. Supervisor Eddy
suggested updating the Capital Improvement Program if there is a
bond issue.

Supervisor Minnix suggested the possibility of exploring areas
of regional cooperation with other Valley governments in an effort
to reduce costs. Supervisor Eddy responded that the chief elected
and chief appointed officials plan to meet in February.
IN RE: COMMUNICATIONS
~ Communications with citizens
Supervisor Nickens suggested that since the County newsletter,
Roanoke Countv Todav is no longer published, written communication
could be sent with mailings such as utility bills. Other
suggestions included continuing efforts to speak at civic leagues
and community meetings. Supervisor Nickens asked that Board
members be informed of any community meetings in their district,
and Supervisor Kohinke asked that Board members be involved in news
conferences.
~ Internal Communications
There was a general discussion on keeping the board members
informed on issues. Several board members expressed a desire to
streamline the Board meetings. Suggestions included making better
use of the Consent Agenda for non-controversial and routine
matters, and the elimination of staff presentations when discussion
is not necessary. Supervisor Eddy suggested that future minutes
include only action and not discussion. Supervisor Nickens
requested a set of both "action only" minutes and discussion
.minutes for the Board members to review.

UPDATE ON MAJOR PROJECTS

~ Revised Zoning Ordinance and Comprehensive Plan
Planning & Zoning Director Terry Harrington presented a
calendar and update of the zoning ordinance and comprehensive plan.
He advised that the zoning ordinance would be adopted before the
maps designating zoning. Supervisor Nickens asked the Clerk to
provide information on packaged septic systems be given to the new
board members, and Mr. Hodge suggested a work session on the
subject.
~ Capital Improvement Proqram
Director of Management and Budget Reta Busher advised she will
provide minor updates and revisions to the Capital Improvement
Program and bring it back to the board during the budget process.
~ Privatization
There was a general discussion on the merits of privatization
but no consensus to study the issue further.
IN RE:
1992-93 BUDGET
Ms. Busher presented the revenue projections but advised that
they still don't know the final impact to the budget. She will
keep the board informed. Mr. Hodge reported he met with the
Employee Advisory Committee to discuss the effects of the budget
shortfall on employees and to ask for their assistance in preparing
an employee survey.
Supervisor Minnix expressed concern that County employees have
not received a salary increase. Ms. Busher pointed out that the
public hearing on the overall budget will be April 14.

At 12:15 p.m., Chairman Eddy declared a luncheon recess.
IN RE: RECONVENEMENT
Chairman Eddy reconvened the meeting at 1:15 p.m.
IN RE: DISCUSSION OF REGIONAL ISSUES
~ Hotel Roanoke
There was general consensus that the Board did not have enough
information to make any decisions regarding participation in the
Hotel Roanoke project. Mr. Hodge advised he would get a written
update for the Board.
~ UQarade of Sewaae Treatment Plant
Mr. Hodge reported he had discussed this issue with the Fifth
Planning District Commission in an effort to get the 'state to
redefine the capacity.
~ Explore proiect
Mr. Hodge updated the Board on this proj ect. Supervisor
Nickens suggested that the Explore Management Team should begin
meeting again. He also stated that there is a need for emergency
access onto the Blue Ridge Parkway for emergency vehicles and
school buses.
.L.. Water
Assistant County Administrator John Hubbard reported that 60%
of the reservoir area has been cleared, the grouting has starting
and the staff is interviewing consul tants for design of the
treatment plant. Supervisor Johnson asked for a list of the local
subcontractors.
~ Solid Waste

Mr. Hubbard updated the Board on the smith Gap landfill. He
reported he will go to Richmond discuss the Part B application.
Mr. Hodge advised he had met with officials at Salem and Montgomery
County and had begun work on a draft contract. Mr. Mahoney
reported that the Roanoke Valley Resource Authority had been
approved by the SCC, and the organizational meeting will be held
February 4, 1992.
~ Economic Development
Mr. Hodge informed the Board that Economic Development
Specialist Joyce Waugh will be working part-time at the Economic
Development Partnership until a new director is hired.
IN RE: MISCELLANEOUS
~ Update on the Revised Administrative Structure
Mr. Hodge described how the new "team" management structure
is operating and advised it has been successful as of this date.
~ Report on Peer Review Study Recommendations
Supervisor Eddy asked for an update on the implementation of
the Peer Review 'Study recommendations. Mr. Hodge will prepare a
report for the February 11 meeting.
~ Update on recruitment of New Librarv Director
Mr. Hodge reported that a committee made up of staff and
members of the Library Board will participate in the interview
process. The position has been advertised in North Carolina and
virginia newspapers.

Supervisor Eddy asked the staff for preliminary planning on
protecting the County's greenways along rivers. Supervisor
Johnson suggested a policy statement and use of the zoning
ordinance to protect greenways whenever possible.
~ Development of Position Statement Reqardinq New Services
(Supervisor Nickens)
Supervisor Nickens reported he was concerned about the
possibili ty of the County participating in a government access
channel and did not feel the County should fund a new service at
this time. Mr. Hodge suggested a work session on this subject
during the budget process.
~ Lenqth and Format of Board Meetinqs ( Supervisor Kohinke)
This issue was discussed under Internal Communications.
.L.. Policy on Naminq County-owned Facilities (Eddy)
Supervisor Eddy stated he felt it would be desirable to have
a policy on naming county-owned facility and presented a draft with
his suggestions. Mr. Mahoney advised that the Board of Supervisors
had no authority over the naming of school buildings. There was
no consensus to develop a policy at this time.
IN RE: EXECUTIVE SESSION
At 3:40 p.m., Supervisor Nickens moved to go into Executive
Session pursuant to the Code of Virginia 2.1-344 (a) (1) to discuss
a personnel matter regarding hiring. The motion was carried by the
following recorded vote:

CERTIFICATION OF EXECUTIVE SESSION

At 4:00 p.m., Supervisor Johnson moved to return to Open
Session and adopt the certification Resolution.
The motion was
carried by the following recorded vote:
AYES:
Supervisors Johnson, Kohinke, Minnix, Nickens, Eddy.
NAYS:
None
RESOLUTION 11892-1 CERTIFYING EXECUTIVE MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the, Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant,
to an affirmative recorded vote and in accordance with the
provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that, to
the best of each members knowle~ge:
1. Only public business matters lawfully exempted
from open meeting requirements by Virginia law were discussed in
the executive meeting which this certification resolution applies,
and

Following general discussion of miscellaneous issues,
Supervisor Nickens moved to adjourn at 4:46 p.m. The motion
carried by unanimous voice vote.
