Roanoke, Virginia 24018 February 11, 1992 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being the second Tuesday, and the first regularly scheduled meeting of the month of February, 1992. IN RE: CALL TO ORDER Chairman Eddy called the meeting to order at 3:05 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Lee B. Eddy, Vice Chairman Edward G. Kohinke, Supervisors Bob L. IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS Supervisor Eddy asked that Item 2 under Appointments be deleted because the Board does not appoint a member to the League of Older Americans Board of Directors. He asked that appointments to the Roanoke Valley Resource Authority and the Roanoke Regional Solid Waste Management Board be discussed in Executive Session. Supervisor Johnson asked that Item 5, Discussion of Virginia Amateur Sports, be added to New Business. IN RE: NEW BUSINESS h Consideration of County Position on the ADDalachian Power Line. A-21192-1 County Administrator Elmer Hodge reported that at the November 19 meeting, the Board directed staff to prepare a notice of protest regarding the APCO proposal to site a 765 kv power line within the Catawba Magisterial District, and asked that the Planning staff and Planning Commission review the APCO proposal. The Planning commission identified the impact to the Catawba Rural Historic District, the Route 785 Scenic Byway, the smith Gap Landfill and the residences within the proposed corridor as issues of concern. Mr. Hodge advised that the Board may consider several alternatives: (1) full support of the project; (2) take no position and remain neutral; (3) oppose the project by registering concern; and (4) fully oppose the project by a letter of protest and legal action. ~ ~ I I ~ I I "'II1II Fahru~ry 11, 1992 :0:,9 2.' ! .......: .~. ~ Mr. Charles Simmons, Vice President of Appalachian Power, spoke on behalf of APCO. He reported that the last major transmission reinforcement was in 1973, and that customer demands have increased by over 80% since that time. He advised that when APCO recognized the need for additional power, they asked a team from VPI and West Virginia University to independently select a route. He further explained that 25% of the power would be set aside for independent power producers. Appalachian Power also agreed to underwrite a consultant to study the potential impac~ to the smith Gap Landfill and the consultant reported that there would not be a significant impact. Supervisor Nickens asked if the new line would serve VEPCO. Mr. Simmons responded that VEPCO could only use the 25% that would be set aside. Jeff Janesko, representing the Roanoke County Preservation League, spoke in opposition to the proposed power line. He presented a petition with 150 signatures and advised that the Fort Lewis civic League, the Red Lane Ext. civic League, and the Catawba Ruritan Club opposed the line. Consultant for APCO. P. O. Box 1750, Roanoke. Supervisor Minnix moved to set a work session on March 10, 1992 to study the issue further before making a decision. Supervisor Kohinke responded he did not feel a work session was necessary and was ready to go forward with a decision. Supervisor Minnix withdrew his motion. Supervisor Kohinke moved to take a neutral position on the proposed power line, but withdrew his motion in support of Supervisor Nickens' motion. Sup~rvisor Nickens moved to withdraw the Notice of Protect to the SCC and remain neutral on the issue. A-21192-2 William Rosebro, Chairman of the Transportation and Safety Commission, asked that the Board adopt the amendments to their bylaws and that all expirations dates be changed to June 30. He explained that this date would coincide with their fiscal year and make all terms consistent. Supervisor Nickens moved to approve the amendments to the bylaws and change the of term expiration dates to June 30. The motion I AYES: Supervisors NAYS: None h Reauest for SUDDort for virainia Amateur Sports~, ~ ,.. 0'95 February 11, 1992 ~ ~ Supervisor Johnson asked for support from staff and others in keeping the Commonwealth Games, sponsored by Virginia Amateur Sports in the Roanoke Valley. Economic Development Director Tim Gubala reported that the total economic impact to the Roanoke Valley from these games in 1991 was $4,506,400. Staff was directed to contact the Virginia Amateur Sports Board of Directors to discuss how the Board of Supervisors and County staff can assist in keeping the Commonwealth Games in the Roanoke Valley. IN RE: REQUESTS FOR WORK SESSIONS A Work Session on the economic development strategy was set for March 10, 1992. THEREFORE, BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to the provisions of § 18.04 of the Roanoke County Charter, the acquisition and disposition of real estate can be authorized only by ordinance. A first reading of this ordinance was held on January 28, 1992; a second reading was held on February 11, 1992; and 2. That pursuant to the provisions of § 16.01 of the Charter of Roanoke County, the remaining rights in the subject parcel of real estate are hereby declared to be surplus and the condition applicable to the property renders it unacceptable and unavailable for other public uses; and 3. That the offer of Five Hundred Dollars ($500) from Lawrence E. McMahon for this well lot is hereby accepted and all other offers, if any, are rejected. 4. That the sale and conveyance of the subj ect parcel, described as a well lot located in the La Bellevue Subdivision (Tax Map No. 39.02-3-24) of the Hollins Magisterial District of Roanoke County, Virginia, to Lawrence E. BE IT ORDAINED by the Board of Supervisors of the County of Roanoke, Virginia, as follows: 1. 'That Article II, "Virginia Statewide Fire Prevention Code" of Chapter 9 of the Roanoke County Code is hereby amended and reenacted as follows: Sec. 9-21. Amendments. The Virginia Statewide Fire Prevention Code is hereby amended and changed pursuant to section 27-97 of the Code of Virginia in the following respects: * * * * * (14) F-313.5. Specifications. BE IT ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to the provisions of § 18.04 of the Charter of Roanoke County, a first reading concerning the lease of a portion (Area 2) of the Old Starkey Sewage Treatment Plant as shown on Exhibit "A" attached to this ordinance was held on October 22, 1991. The second reading on this matter was held on February 11, 1992. 2. That it is in the County's best interests to lease this property to the Valley Soccer Club, Inc., a Virginia corporation, in order to assist the Club by providing facilities for its athletic activities. In exchange for the authorization to utilize a portion of the Old Starkey Sewage Treatment Plant, The Valley Soccer Club, Inc. has indicated its willingness to construct several soccer fields on the property. 3. That the County Administrator is authorized to execute such documents and take such actions on behalf of Roanoke County as are necessary to accomplish this transaction, all of which shall be upon a form approved by the County Attorney. The term will expire June 30, 1992. ~ Planninq Commission Supervisor Kohinke asked that a resolution of appreciation be prepared for Marian Chappelle who has resigned from the Planning Commission. That this matter came this day to be heard upon the proceedings herein, and upon the application of Huntridge Road, from the end of state maintenance to the intersection of Rome Drive, for a distance of 0.19 miles and Golden Circle, from the intersection of Huntridge Road to the cUl-de-sac, for a distance of 0.06 miles to be accepted and made a part of the Secondary System of State Highways under Section 33.1-229 of the Virginia State Code. 2. '1' ~ 10 6' February 11, 1qq~ to the Board of Supervisors of Roanoke County, Virginia requesting that road improvements in their community begin ,as soon as possible, and WHEREAS, the residents also expressed concern about the speed limit in that area and the increase in tractor trailers traveling on Colonial Avenue towards Route 221, and WHEREAS, at the January 28, 1992 meeting, by unanimous vote, the Board of Supervisors directed that notification be sent to the Virginia Department of Transportation advising them of the residents request. THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County, Virginia hereby requests that the Virginia Department of Transportation investigate the possibility of decreasing the speed limit on Colonial Avenue to 25 miles per hour, and that tractor-trailers be prohibited from traveling on Colonial Avenue. BE IT FURTHER RESOLVED, that the Board of Supervisors supports these residents in their efforts to address the current dangerous situation on Colonial Avenue near the Hazel Drive intersection. On motion of Supervisor Johnson to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Nickens, Eddy, NAYS: None RESOLUTION 21192-7.f OF APPRECIATION TO LINGERFELT ASSOCIATES FOR SUPPORTING THE EASTER SEAL SUMMER CONCERTS AT VALLEYPOINTE PARK ~ ,.. 107 February 11, 1992 ~ WHEREAS, for the past three years, Society of Virginia has held fund raising Valleypointe; and WHEREAS, "Valleypointe After Hours" has raised significant funding for the Easter Seal Society; and WHEREAS, Lingerfelt Associates, the developer of Valleypointe, has been instrumental in the success of this endeavor, and has demonstrated the spirit of corporate generosity in allowing this event to take place at the complex. NOW, THEREFORE, BE IT RESOLVED, that the Roanoke County Board of Supervisors does hereby extends its appreciation and gratitu4e to LINGERFELT ASSOCIATES for their support of "Valleypointe After Hours" for the enjoyment of the citizens of Roanoke Valley and for the benefit of the Easter Seal Society of Virginia. SUDervisor Johnson (1) Thanked Terry Harrington for a copy of the draft zoning ordinance. (2) Asked that a letter from Mr. Don Terp regarding Cox Cable and the potential sale of satellite dishes be referred to staff for study and a response. (3) Asked about the results of the employee survey. Mr. Hodge advised the results should be available by March 10. SUDervisor Kohinke (1) Thanked Terry Harrington and the Planning staff for attending community meetings with him. (2) Thanked Tim Gubala for giving him a tour of the County economic development sites. (3) Thanked, the Employee Advisory Committee for the recent luncheon. SUDervisor Eddy: (1) Announced he will attend Legislative Day in Richmond. (2) Announced that Salem will be joining the Roanoke Valley Resource Authority.
