Roanoke, Virginia 24018 March 10, 1992 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being the second Tuesday, and the first regularly scheduled meeting of the month of March, 1992. IN RE: CALL TO ORDER Chairman Eddy called the meeting to order at 3:00 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Lee B. Eddy, Vice Chairman Edward G. Kohinke, Sr., Supervisors Bob L. March 10, 1992 ~ IN RE: OPENING CEREMONIES The invocation was given by the Reverend Robert M. Hamner, Grandin Court Baptist Church. The Pledge of Allegiance was recited by all present. IN RE: REQUESTS TO POSTPONE, ADD TO, OR CHANGE THE ORDER OF AGENDA ITEMS Chairman Eddy added Item 4 under New Business, a presentation on the proposed zoning ordinance by Director of Planning & Zoning Terry Harrington. County Administrator Elmer Hodge requested an executivl session on Dixie Caverns Landfill. IN RE: PROCLAMATIONS, RESOLUTIONS, RECOGNITIONS, AND AWARDS ~ Resolution of Appreciation to the Roanoke Moose Lodqe #284 for their Donation of a Vehicle to the Mason Cove Fire Department. R-31092-1 Mr. Rice McNutt, Governor of the Roanoke Moose Lodge, was present to accept the resolution. Supervisor Minnix moved to adopt the resolution. The motion Chief Norman Darnall, Mason Cove I Fire Department, was also present. ~ ~ I I """'l1lI March 10, 1992 142· carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Nickens, Eddy NAYS: None RESOLUTION 31092-1 OF APPRECIATION TO THE ROANOKE MOOSE LODGE #284 FOR DONATION OF A VEHICLE TO THE MASON COVE FIRE DEPARTMENT WHEREAS, the Roanoke Moose Lodge #284 has provided a variety of benefits to the people of Roanoke County, and in particular to the residents of the Catawba Valley; and WHEREAS, the Roanoke Moose Lodge #284 recently· donated a utility vehicle to the Mason Cove Fire Department; and WHEREAS, the new vehicle will allow the Mason Cove Fire Department personnel to respond more efficiently to fire and disaster scenes, by providing transportation to a number of firefighters along with the necessary gear for emergency situations. NOW, , THEREFORE, BE IT RESOLVED, tha t the Board of Supervisors of Roanoke County, ,Virginia, on its own behalf and on behalf of the citizens of Roanoke County, does hereby extend its sincere gratitude and appreciation to the ROANOKE MOOSE LODGE #284 for their generosity and community service to the residents of the Catawba Valley. R-31092-2 Ms. Betty Lucas was presented with the resolution, a plaque for service over twenty-nine years, and notification that a $100 savings bond has been purchased for her. Supervisor Nickens moved to adopt the' resolution. The motion carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Nickens, Eddy NAYS: None RESOLUTION 31092-2 EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO BETTY M. LUCAS FOR TWENTY-NINE YEARS OF SERVICES TO ROANOKE COUNTY WHEREAS, Betty M. Lucas was first employed on February 11,1 1963, as a Social Worker in the Department of Social Services: and WHEREAS, Betty M. Lucas has also served as a Social Work Supervisor, Superintendent, a~d as Director of the Social Services Department since January 1, 1972; and WHEREAS, Betty M. Lucas has shown great dedication and perseverance in dealing with three agency relocations, the implementation of many new programs, and budgetary constraints: and WHEREAS, Betty M. Lucas' progressive leadership has enabled the Social Services Department to be a frontrunner in the State of virginia with such service programs as family therapy and custody/visitation mediation: and WHEREAS, Betty M. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its deepest appreciation and the appreciation of the citizens of Roanoke County to BETTY M. LUCAS for twenty-nine years of capable, loyal and dedicated service to Roanoke County. FURTHER, the Board of Supervisors does express its best wishes for a happy, restful, and productive retirement. March 10, 1992 ~ AYES: Supervisors Johnson, Minnix, Nickens NAYS: Supervisor Kohinke, Eddy Supervisor Nickens requested that a minority report be attached to any information sent to the State Corporation commission. .L. Request from the Junior Leaque and clean Valley Council for Funds for Household Hazardous Waste Disposal Day. A-31092-4 Assistant County Administrator Don Myers advised that a one- time household waste disposal day will be held April 11, 1992, at the Salem civic Center. This will give the citizens of the Valley an opportunity to dispose of household hazardous waste in an EPA approve~ manner and raise the community awareness of the need for a more permanent method of dealing with this problem. Mr. Myers advised that the project is being supported by the City of Salem, the City of Roanoke, the Roanoke Valley Regional Solid Waste Management Board and members of the business communi ty . He recommended that Roanoke County donate $3,300 which would complete the project's $50,000 budget. Supervisor Kohinke moved to appropriate $3,300 from the Board contingency Fund. He also expressed his concern that the County does not make provisions for citizens to dispose of household hazardous waste on a weekly on-going basis. Chairman Eddy requested that Mr. Hodge bring back a report on how County citizens can dispose of household waste on a regular basis. ~ Presentation of 1992-94 Economic Development strateqy. Director of Economic Development Tim Gubala advised that the economic development strategy examines .six economic opportunity areas with proposed recommendations, and presents a tourism strategy. The six areas are: (1) I-81 corridor; (2) Hollins Road Industrial Area; (3) Route 460 East Corridor; (4) West County (5) Explore Project Area; and (6) Southwest County/419 Corridor. Mr. Gubala requested that the Board adopt the strategy by resolution at the next meeting. Supervisor Johnson moved to receive apd file the report and set a work session to discuss the strategy before adoption of the budget. The motion carried by the following unanimous voice vote: AYES: Supervisors Johnson, KOhinke, Minnix, Nickens, Eddy NAYS: None ~ Presentation of Proposed Zoninq Ordinances. Mr. Harrington presented copies of the proposed 1992 Zoning ~ II'" 14 7 March 10, 1992 Ordinance to the Board members. He reported that five open houses~ have been set for the community to review the proposed zoning ordinance. The Planning Commission will have a work session in March, and its first public hearing is scheduled for April 7, 1992. There will be a joint work session with the Planning Commission and Board scheduled at a later date. IN RE: REQUESTS FOR WORK SESSIONS Mr. Hodge requested that a work session on the Economic Development strategy be held on April 14, 1992. Supervisor Johnson suggested that a work session on RObertsll Rules of Order be held sometime in the future. IN RE: FIRST READING OF ORDINANCES ~ An Ordinance authorizinq the Conveyance of Well Lot to Randy S. Peters. There was no discussion or staff presentation. Supervisor Nickens moved to approve the first reading. Williamson to another four-year term which will expire April 13, 1996. Supervisor Eddy nominated Larry Lester to become a regular member for a four-year term which will expire April 27, 1996. Supervisor Eddy nominated Richard E. Evans to become an al ternate member replacing Larry Lester whose term will expire July 25, 1994. IN RE: CONSENT AGENDA R-31092-5 Supervisor Kohinke moved to approve,the Consent Resolution. Confirmation of Committee Appointments to the League of Older Americans Advisory Council and Planning commission. 2. Request for Approval of a Raffle Permit from the Roanoke County Occupational School PTA. 3. Request to increase the number of vehicles authorized in the County fleet by the addition of one vehicle for use by the Mason Cove Fire Department. 2. Supervisor Minnix: Reported on attempts to resolve the off- street parking of students at Cave Spring High School. Supervisor Nickens: Invited everyone to attend the May 2, 1992 Annual Dogwood Festival in vinton. The theme this, year is "It's A Small World". Supervisor Eddy: (1) Advised that he supported Mr. Hodge's proposed changes in the County's administrative structure. (2) Advised that a commission headed by Granger Macfarlane will hold a discussion on the Dillon Rule, on April 14, 1992, at Virginia Western Community College. Mr. Hodge and Mr. Mahoney advised that they will attend and are working on a presentation. (3) Advised that County Government Day will be held on April 4, 1992 at Tanglewood Mall. (4) Requested that Supervisor Nickens ask the Social Services Board to reconsider the commodity surplus food program which was eliminated in 1990. IN RE: CITIZENS' COMMENTS AND COMMUNICATIONS Mr. Charles Thornton. 1007 Barrens Villaqe Court. was concerned that local self government is disappearing. Chairman Eddy and Supervisor Johnson answered several questions from Mr. Thornton about the relationship between Roanoke County and the State government. IN RE: STAFF BRIEFINGS ~ Budqet Mr. Hodge advised that the state revenues I are better than anticipated earlier but the final figures would not be received for another three to four weeks. Mr. Hodge reported that the hotel/motel tax was not approved by the General Assembly but the tobacco tax of ten cents a pack was approved to be effective July 1, 1992. This will generate an estimated revenue of $400,000 which the Board had previously designated for education. At Mr. Hodge's request, it was the consensus of the Board to advertise before the next meeting the tax rates for real estate, personal property, and machinery and tools, at a rate no higher than last year. ~ Director of' Management & Budget Reta Busher advised thai ~ ~ I I ""II1II March 10, 1992 \15 2 . according to present state funding information, the County will receive $200,000 less while the Schools will receive an increase of $2.8 million and a $200,000 maintenance supplement. The Schools will also receive an estimated $400,000 revenue from the tobacco tax. She reported that the library will receive 95% of its requested funding and there will be a slight increase in the amount for the Police Department. Ms. Busher distributed a budget calendar. She advised that the public hearing scheduled for April 7th will have to rescheduled for April 6th at 7:00 p.m. due to a conflict with the Planning Commission public hearing on the proposed 1992 Zoning Ordinance previously scheduled for April 7th. Ms. Busher advised that the school budget will be presented at the School Board Meeting on March 12, 1992, and to the Board on March 24, 1992. Supervisor Johnson and Supervisor Nickens requested that a copy of the School Board presentation be provided to each supervisor as soon as possible. There was a discussion concerning the possibility of a bond issue referendum being held in November, and the Schools' suggestion of issuing bonds through the Virginia Public School Authority. .L. Virqinia state Games Mr. Hodge reported on the meeting that he attended in Richmond on March 6, 1992, concerning the Virginia State Games. He advised that the Governor's Commission and National Congress on Youth ~ ".. \15 3 March 10, 1992 group~ Athletics previously designated Virginia Amateur Sports as the in Virginia authorized to sponsor programs of this kind through 1995. If the Governor's Commission which will expire in April, 1992, is reappointed and reorganized, there could be a decision to change the designation. Mr. Hodge suggested that the Board should express its support for keeping the games in Roanoke and sponsored by the Virginia Amateur Sports. IN RE: PROPOSED TOUR OF FACILITIES IN WEST COUNTY Mr. Hodge advis~d that the proposed tour had to be deferredll due to the rainy weather conditions. IN RE: EXECUTIVE SESSION At 5:35 p.m., Supervisor Nickens moved to go into Executive Session pursuant to the Code of Virginia Section 2.1-344 A (7) to ,discuss a specific legal matter requiring the provision of legal advice by the County Attorney and briefing by staff members concerning Dixie Caverns Landfill. The motion was carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Minnix, Nickens, Eddy NAYS: None RESOLUTION 31092-6 CERTIFYING EXECUTIVE MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Board of Supervisors of Roanoke County, Virginia has convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act: and WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by the Board of Supervisors of Roanoke County, Virginia, that such executive meeting was conducted in conformity with Virginia law.
