Roanoke, Virginia 24018 April 22, 1992 The Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being ~he fourth Wednesday, and a special meeting for the purpose of declaring a local emergency in Roanoke County. IN RE: CALL TO ORDER Chairman Eddy called the meeting to order at 11: 00 a.m. The roll call was taken. MEMBERS PRESENT: Chairman Lee B. Eddy, Vice Chairman Edward G. Kohinke, Sr., Supervisors Bob L. John~on, H. Odell "Fuzzy" Minnix MEMBERS ABSENT: Harry C. Nickens STAFF PRESENT: Elmer C. Hodge, County Administrator; Paul M. Mahoney, County Attorney: Brenda J. Holton, Deputy Clerk: John M. Chambliss, Assistant County Administrator: Don M. Myers, Assistant County Administrator: Arine Marie Green, Information Officer IN RE: NEW BUSINESS ..... ".. 217 April 22, 1992 ~ ~ ReDort on Damaae Caused bv Recent Heavv Rains. Thomas C. Fuqua, Chief of the Fire & Rescue Department, reported that the preliminary estimates of damages included $50å,000 for vinton; $50,000 Stonebridge; $305,000 Bent Mountain: $20,000 Summerdean: $500,000 West River Road; and $50,000 for exterior shrubbery. He advised that in the Palm Valley Section three houses were assessed as totally destroyed and 13 houses damaged. Chief Fuqua will report back to the Board when the final cost figures are compiled. Chief Fuqua advised that Roanoke County citizens sustained substantial damage due to the 6 to 7.8 inches of rain which fell I during a twenty-four hour period, April 20 and 21, 1992. He related that a flash flood warning was issued by the National weåther Service at 1:12 p.m. on April 21st; the Roanoke County Emergency Operations Center was open by 3 p.m., and acting as the Emergency Services Coordinator, he declared a local state of emergency at 9:20 p.m. that evening. Chief Fuqua reported that while the damage was very close to that experienced during the Flood of 1985, the damage was Countywide instead of being concentrated in the West and North County. He advised that the declaration of a local emergency will allow the state to offer services and possible reimbursement for costs associated with the preparation, response, and recovery for this disaster. R-42292-1 County Administrator Elmer Hodge reported that the County was better prepared for this emergency than during the flood of 1985 because of the improvements which was made in procedures following that flood. He expressed appreciation to the Board members, staff, citizens, and volunteers for their efforts during this recent emergency. He requested that the Board ratify the declaration of a local emergency by supporting the adoption of the resolution. In response to Supervisor Kohinke's inquiry, Mr. Hodge advised that there was a mudslide at the Smith Gap Landfill construction site which caused some water damage to a house. Supervisor Johnson moved to adopt the resolution. The motion carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Eddy NAYS: None ABSENT: Supervisor Nickens RESOLUTION 42292-1 DECLARING A LOCAL EME~GENCY TO EXIST IN ROANOKE COUNTY, VIRGINIA WHEREAS, the Board of Supervisors of the County of Roanoke, Virginia, does hereby find as follows: 1. That due to the occurrence of major flooding by the Roanoke River and its tributaries on April 21 and 22, 1992, the County of Roanoke is facing a condition of immediate peril to the lives, safety and property of the residents of Roanoke County: and ~ ".. 21 9-- April 22, 1992 the proclamat~ 2. That as a result of this immediate peril, of the existence of an emergency is necessary to permit the full powers of government to deal effectively with this condition of peril. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of Supervisors of the County of Roanoke, Virginia, that a local emergency now exists throughout the County of Roanoke; and IT IS FURTHER RESOLVED AND ORDERED that during the existence of this emergency the powers, functions, and duties of the Director of Emergency Services and the Emergency Services organization of the County of Roanoke shall be those prescribed by the laws of the Commonwealth of Virginia and the ordinances, resolutions, and approved. plans of the County of Roanoke in order to mitigate the effects of I said emergency. IT IS FURTHER RESOLVED AND ORDERED that the County Administrator be authorized to end the declared emergency when appropriate. On motion of Supervisor Johnson to adopt the resolution, and carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Minnix, Eddy NAYS: None ABSENT: Supervisor Nickens ~ ReDort on Assistance Available to citizens. Anne Marie Green, Information Officer, advised that by declaring a local emergency, Roanoke County citizens may be eligible for special local and/or state assistance. The Fire & Rescue I Department will be responsible for coordinating the citizens' requests ~ I I 1; April 22, 1992 for this assistance. ""I11III 22 0 Ms. Green also provided a list of telephone reference numbers for other types of assistance for citizens. Ms. Green responded to Supervisor Johnson that in the areas where electricity is unavailable, citizens will be contacted by the Assessor's Office and the Fire & Rescue Department.
