The motion carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Minnix, Nickens, Eddy NAYS: None RESOLUTION 51292-1 OF SUPPORT FOR THE ROANOKE AREA JOB OPPORTUNITIES CONVENTION ON MAY 13, 1992 WHEREAS, the second annual Roanoke Area Job Opportunities Convention will be held May 13, 1992, at the Salem Civic Center; and WHEREAS, the Roanoke Area Job Opportunities is jointly sponsored by the Roanoke County Schools, Botetourt County Schools, Craig County Schools, Roanoke City Schools, and Salem I I ~ "'I11III May 12, 1992 '267 I City Schools; and WHEREAS, the purpose of the Roanoke Area Job Opportunities Convention is to provide an opportunity for business, industry, and government representatives to interview 1992 graduating seniors with marketable skills and a desire for full-time employment; and WHEREAS, the Roanoke County School Board believes that such an event will be a learning experience to those students seeking full-time employment after graduation. John Fulton, President of the Roanoke Valley Preservation Foundation; Dr. John Kern, Director of the Department of Historic Resources Roanoke Regional Preservation Office; and Deedie Kagey, local historian and author, accepted the proclamation. IN RE: BRIEFINGS .L.. Presentation on the Historic Resources Survey. (Jon Hartley, Plannincr , Zonincr) Mr. Hartley, staff support for the Historic Preservation Advisory Committee, introduced the other committee members and Consultant William T. Frazier. Mr. Frazier presented the historic resources inventory survey and the recommendations of the Committee by distributing written documents and using a slide presentation. A total of 410 structures were inventoried in the survey, making a total of 626 documented sites in the County. The report also recommended 11 individual properties and 5 potential districts which may be eligible for listing on the Virginia Landmarks Registrar and the National Register of Historic Places. Mr. Frazier provided a list of these properties, and advised that a final report including maps will be brought back to the Board with specif ic recommendations and costs in the next few months. ' May 12, 1992 year period, depending upon the availability of funding. h Results of EmDloyee Survey (Elmer C. Hodge, 'County Administrator) Mr. Hodge advised that following the results of the employee survey being distributed to the Board members, several meetings were held with County employees at various locations to discuss the survey. He advised that some of the employees' concerns were addressed in the budget for fiscal year 1992-93, and some of this information may be used in a contingency plan. Supervisor Nickens suggested that in the event any action is taken as a result of the employee survey, this information should be brought back to the Board members. ~ Draft of the Recrional Cable TV Commi ttee Acrreement. (Anne Marie Green, Public Information Officer) Ms. Green reported that on May 7, the Regional Cable TV Committee met to receive the draft contract from the attorneys. Changes were made to the contract including an agreement that the TV studio would be funded on a proportional basis, at an amount not to exceed the 1% franchise fee, and that any party may terminate the agreement on its own without agreement from the jurisdictions. The agreement will be brought to the Board for approval on May 26. In response to a question from Supervisor Eddy, Mr. Green advised that the budget for the cable TV studio will be discussed ....1 ,... ·27'0, May 12, 1992 at the Cable TV Committee meeting in June. IN RE: NEW BUSINESS .L.. AdoDtion of a ProDosed Statement of Position to be Submitted to the State CorDoration Commission on the DroDosed ADDalachian Power Com~any Transmission Line. (Paul M. Mahoney, County Attorney) A-51292-2 Mr. Mahoney presented a draft statement of Position for approval by the Board and for submission to the state Corporation Commission. He explained that the statement of Position summarizes in one document the recommendations of staff, the costs and benefits to Roanoke County of this proposal, and other various comments and statements by the Planning Commission and, Board of Supervisors. Supervisor Nickens expressed concern with paragraph (8) which requests denial of APCO's request for the 765 kV transmission line in the proposed route. He suggested removing that paragraph and inserting that the Board of Supervisors request that the "least obtrusive route" be chosen for the transmission line. Supervisor Johnson and Kohinke expressed support for Supervisor Nickens' modifications. Supervisor Nickens moved to approve a modified Statement of Position with paragraph (8) removed. (John Cease, Police Chief) A-51292-3 Chief Cease asked the Board to accept from the Division of Motor Vehicles one grant for $1,478.21 for a KR-10 moving radar unit, and one grant of $1,295.00 for a VG-2 Interceptor Radar I Detector-Detector. He advised there would be no cost to the County. Supervisor Johnson moved to accept the grants. The motion carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Minnix, Nickens, Eddy NAYS: None ~ ADDroval of Recommendations to the Vircrinia Association of Counties for their Lecrislative Packacre. (Paul M. Mahoney, County Attorney) A-51292-4 Mr. Mahoney reported that the Virginia Association of I Counties has requested each county to submit its proposals for consideration by VACo's legislative steering committee. He presented the proposals suggested by the Board Chairman and the ~ r '272' May 12, 1992 staff. Following discussion, the following issues were removed: Item 14, giving elected school boards taxing authority; Item 15, allowing a local option income tax; and Item 18, allowing localities to mandate low-consumption water closets. Supervisor Nickens moved to approve the recommendations with Items 14, 15 and 18 removed and staff requests included. The motion carried by the following recorded vote: AYES: Supervisors Johnson, Kohinke, Minnix, Nickens, Eddy NAYS: None h Recruest for ApDroDriation of Funds to Renovate the Lower Floor of the Roanoke County Administration Center. (Arnold Covey, Director of Engineerincr , InsDections) A-51292-5 Mr. Covey reported that when the Department of Engineering merged with the Department of Development/Inspections, the staff was given the task of finding ways to improve operations and enhance customer service. The staff developed a new floor plan that would: (1) improve operations; (2) improve customer service by centraliz ing informational materials and staff associated with construction; and (3) reduce disruption of other departments not associated with the general public. The plan was reviewed with and received the support of the Homebuilders Association. In response to a question from Supervisor Eddy; Mr. Hodge .... ~ I I "'I11III I May 12, 1992 273 advised that the staff was working on long range space needs and would bring a report back to the Board. There was Board consensus that when renovations begin, the restrooms near the Board office would also be repaired. Mr. Covey advised that the renovations would take approximately 30 to 60 days. Supervisor Johnson moved to approve with funds not to exceed $47,500. IN RE: FIRST READING OF ORDINANCES .L.. Ordinance ADDroDriatincr the Funds for the 1992-93 Fiscal Year Budcret for Roanoke County. (Reta Busher, Director of Manacrement and BUdcret) I In response to an inquiry from Supervisor Johnson, Mr. Hodge reported that if the tobacco tax is not approved by the State, .... ,... (Paul M. Mahoney, County Attorney) Supervisors Eddy and Johnson announced they would donate their salary increases to charity. Supervisor Nickens moved to approve the first reading. The motion carried by the following recorded vote: AYES: Supervisors Johnson, KOhinke, Nickens NAYS: Supervisor Minnix, Eddy ~ Ordinance authorizincr the reconveyance of a 0.470 acre tract of real estate, more or less, located in the Southwest Industrial Park (Paul M. Mahoney, County Attorney.) Mr. Mahoney advised that in 1986, the Board entered into an agreement with the Higginbotham family and Corrugated Container Corporation for conveyance of 16.21 acres of real estate to Roanoke COUlity. The County planned to market the I I "'I11III ~ May 12, 1992 275 property as an industrial park and would reconvey the remaining property upon termination of the agreement. Staff requested that the remaining property now be conveyed. The motion carried by the following recorded vote: AYES: Supervisors Kohinke, Minnix, Nickens, Eddy NAYS: Supervisor Johnson 'I ORDINANCE 51292-6 AMENDING ORDINANCE 52891- 12 REAPPORTIONING THE REPRESENTATION IN THE BOARD OF SUPERVISORS OF ROANOKE COUNTY, VIRGINIA, BY ALTERING THE BOUNDARIES OF CERTAIN ELECTION DISTRICTS AND PRECINCTS BY ESTABLISHING A NEW VOTING PRECINCT, INCORPORATING A MAP SHOWING THE BOUNDARIES OF SAID DISTRICTS AND PRECINCTS, AND PROVIDING FOR AN EFFECTIVE DATE OF THIS ORDINANCE. ~ ,... 276 May 12, 1992 WHEREAS, legal notice of a public hearing concerning the adoption of an ordinance establishing certain reV1S10ns to magisterial or election districts and precincts for the County of Roanoke was provided as required by law; and WHEREAS, Ordinance 52891-12 was adopted by the Board of Supervisors of Roanoke County, Virginia, on May 28, 1991; and WHEREAS, subsequent to the adoption of said ordinance, the General Assembly for the Commonwealth of Virginia made certain changes in the boundaries of certain districts for representation in the' House of Delegates and Senate of the Virginia General Assembly and the united States Congressional Districts, said changes now require further amendments to election districts and precincts in Roanoke County; and WHEREAS, the first reading and pUblic hearing on this ordinance was held on April 28, 1992; the second reading was held on May 12, 1992. NOW, THEREFORE BE IT ordained by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That there is established in Roanoke County five magisterial districts or election districts to be known and designated as follows: Catawba Magisterial District Hollins Magisterial District Vinton'Magisterial District Cave Spring Magisterial District Windsor Hills Magisterial District from each of which there shall be elected one member of the Board of Supervisors of Roanoke County; and 2. That the outside boundaries of two of the five said magisterial districts shall be amended as follows: Catawba Macristerial District "ª I Beginning at the common corner between Craig, Montgomery, and Roanoke counties; thence with the line between Craig and Roanoke counties along the crest of North and Brush Mountains in a northeastern direction to the common corner in the line between Roanoke, Craig, and Botetourt counties; thence with the line between Roanoke and Botetourt counties in a southeasterly. Assistant County Administrator John Chambliss presented the Parks and Recreation Annual Plan including items that the Parks and Recreation Commission wished to be considered in the proposed bond referendum. These included $500,000 in renovations of existing facilities including ball fields, tennis courts, facilities and playgrounds, and repairs to existing facilities; and $500,000 in new facilities. Supervisor Nickens pointed out that the actual need for renovations and new facilities was $2.8 million. Assistant Parks and Recreation Director Debbie pitts reported that there had been a 43% increase in youth sports participation since 1988. Mr. Hodge asked the Parks and Recreation Commission to bring back a specific request for inclusion in the bond referendum at the May 26 meeting. h Joint Work Session with Library Board Leesa Dalton, Chairman of the Library Board, reported on the \ need for a new Hollins Library. Library Director Spencer Watts presented criteria for choosing a site including size of the land and accessibility. Mr. Hodge reported that they would like to allocate the proceeds from the sale of the current library to the new 1 ibrary .
