The Board of Supervisors of Roanoke County, Virginia, met
this day at the Roanoke County Administration Center, this being the
second Tuesday, and the first regularly scheduled meeting of the month
of June, 1992.

Chairman Eddy called the meeting to order at 3:03 p.m. The

Chief Finney reported to the Board on the plans for the
50th Anniversary celebration and parade.

NEW BUSINESS
h Authorization to ADDlY to the Virqinia Public
School Authority for the Fall 1992 Financinq.

Ms. Hyatt advised that the School Board is applying to
the VPSA for $1,930,000 in the fall of 1992. Chairman Eddy asked
if they will be able to begin roof repairs prior to approval of
the bond. Ms. Hyatt responded that the School Board will borrow
$500,000 from the County this summer and will reimburse the
County when the VPSA bond money is available.
Supervisor Johnson moved to adopt the resolution. The
motion carried by the following recorded vote:

RESOLUTION 6992-1 AUTHORIZING AN APPLICATION
TO THE VIRGINIA PUBLIC SCHOOL AUTHORITY WITH RESPECT TO THE
SALE OF SCHOOL BONDS AND DECLARING ITS INTENTION TO REIMBURSE

ITSELF FROM THE PROCEEDS OF SUCH BONDS FOR CERTAIN EXPENDITURES
WHEREAS, the Roanoke County School Board and the Board of
Supervisors ("Board") of the County of Roanoke, Virginia
("County" )
have determined that it is advisable to contract a debt and issue
general obligation bonds of the County in an amount not to exceed
$1,830,000 to finance certain capital improvements for public
school purposes ("Bonds") and to sell the Bonds to the Virginia
Public School Authority ("VPSA");
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS
OF THE COUNTY OF ROANOKE, VIRGINIA:
1. The County Administrator is authorized and directed to
submit an application or applications to the VPSA in order to
sell the Bonds to the VPSA at the Fall 1992 VPSA bond financing
or such subsequent VPSA bond financing as the County
Administrator may determine to be in the best interest of the
County.
2. The County adopts this declaration of official intent
under Treasury Regulations Section 1.103-18.
3. The Board reasonably expects to reimburse advances made
or to be made by the County to pay the costs of certain capital
proj ects for school purposes, including roof _, replacements and
possibly other school renovations and improvements, from the
proceeds of its debt or other financing. The maximum amount of
debt or other financing expected to be issued or reimburse such
expenditures is $500,000.

4. Beginning no later than 30 days after the adoption of
this resolution and ending on the date on which the debt or other
financing is issued, this resolution will be reasonably available
for inspection by the general public during normal business
hours, at the office of the County Administrator.
5. This resolution shall take effect immediately.

~ Request for AdoDtion of Goals and Policies for the
County of Roanoke. (Elmer Hodqe, County
Administrator)
Mr. Hodge advised that Chairman Eddy first presented the
goals and policies at the January Planning Session and asked the
staff to review the proposal and bring it back to the Board for
adoption.
Supervisor Nickens suggested that language regarding funding
of programs be eliminated from individual goals and added to the
preamble.
Mr. Hodge asked that the Board members bring any additional
suggestions to him and a revised proposal will be brought back to
Board at the June 23, 1992 meeting. Supervisors Johnson and Eddy
requested that the policy manual be completed so that policies,
procedures and goals could be located in one place.

ORDINANCE 6992-3 FOR AUTHORIZATION TO ACQUIRE A
SANITARY SEWER EASEMENT FROM GEORGE HUGHES AND GERTRUDE
HUGHES
WHEREAS, a permanent sanitary sewer easement across a tract
of land owned by George Hughes and Gertrude Hughes is required in
connection with the Hollins Community Project; and
WHEREAS, staff has negotiated with the property owners for
the acquisition of said easement and the owners have accepted an
offer in the amount of $~OO.OO; and
WHEREAS, Section 18.04 of the Roanoke County Charter directs
that the acquisition of real estate be accomplished by ordinance;
the first reading of this ordinance was held on May 26, 1992 and

the second reading was held on June 9, 1992.
NOW, THEREFORE, be it ordained by the Board of Supervisors
of Roanoke County, Virginia, as follows:
1. That the acquisition and acceptance of a 20-foot wide
permanent sanitary sewer easement from George Hughes and Gertrude
Hughes for a sum not to exceed $100.00 is hereby authorized and
approved; and
2. That the consideration of $100.00 shall be paid from
the funds previously appropriated by the Board of Supervisors to
the utility Department budget for the Hollins Community Project;
and
3. That the County Administrator is hereby authorized to
execute such documents and take such actions as may be necessary
to accomplish this acquisition, all of which shall be on form
approved by the County Attorney.
On motion of Supervisor Johnson to adopt the resolution, and
carried by the following recorded vote:

APPOINTMENTS

Supervisor Nickens advised that he will discuss with
Betty Jo Anthony whether òr not she would like to be reappointed.
If she does not wish to be reappointed, the Social Services Board
will make a recommendation to the Board of Supervisors.

BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the certain section of the agenda of the Board
of Supervisors for June 9, 1992, designated as Item J - Consent
Agenda be, and hereby is, approved and concurred in as to each
item separately set forth in said section designated Items 1
through 4, inclusive, as follows:

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
SUDervisor Nickens: (1) He asked that the Procurement
Department get Requests for Proposals to hire a consultant to
investigate the costs for lighting park fields, and the potential
payback if the lighting systems were changed. (2) He asked
about an audit of machinery and tools tax. Supervisor Eddy asked
Mr. Hodge to meet with staff and bring back a report on June 14,
1992. (3) In connection with the memo on staff achievement, he
advised that he has a great deal of respect for staff and felt
the Board needs to convey to staff their genuine appreciation.
(4) He announced that Roanoke Stars 13 and Under are going to a
national championship in July and need a raffle permit raise
funds for the trip. He asked that the Board approve the permit
contingent upon receipt of the fee and approval by the
Commissioner of the Revenue. (5) He encouraged staff to look
into getting private funds for the DARE Program.

Supervisor Nickens moved to approve a raffle permit for
the Roanoke Stars 13 and Under, subject to the payment of the fee

SUDervisor Johnson: He asked that the memo regarding staff
achievement be discussed as a personnel matter in Executive
Session.
SUDervisor Kohinke: He encouraged the Board members to
volunteer to work on the Virginia Games.
SUDervisor EddY: (1) He asked for additional information on
how to speed up action on violators of the Weed Ordinance. Mr.
Harrington is surveying other localities and will bring back a
report on June 23, 1992. (2) He asked about the change order
procedures for Spring Hollow Water Project. Mr. Hodge will bring
back the procedures for approval on July 14, 1992. (3) He asked
about the Board Retreat. Mr. Hodge will schedule the retreat for
a weekend in July.
SUDervisor Minnix: He commended Mr. Hodge and Mr. Craig for
their assistance to citizens who experienced sewer backups during
the recent flood.

Mr. Hodge reported that staff is proposing not to increase
the total value of the bond issue, but to reduce the amount

included for Valley TechPark by $250,000 and the amount for Cave
Spring High School property by $250,000. He presented a revised
list of parks and recreation projects to be funded with $1. 5
million.
Supervisor Nickens expressed concern that it may be
difficult to convince the citizens in east County to support the
bond referendum because there is little included for that area of
the County. Supervisor Eddy asked what would be done with the
$750,000 for Valley TechPark. Economic Development Director Tim
Gubala advised it would cover a portion of the development costs
such as erosion control and matching funds for the industrial
access road.
FOllowing discussion, there was Board consensus to reduce
the amount for Dixie Caverns Landfill closeout by $250,000 and
add the funds to provide addi tional park improvements in the
vinton Magisterial District.
School Superintendent Bayes Wilson reported that the air
conditioning projects had been reviewed by Ron Martin with
Architects and Engineers. Mr~ Martin presented their cost
estimates to air condition the schools.

Zoninq Ordinance
The Planning Commission was called to order and all
members were present. Planning and Zoning Director Terry
Harr ington descr ibed the steps taken from October 1991 to June

1992 to prepare the zoning ordinance.
Supervisor Eddy asked if Special Uses must be approved by
the Board of Supervisors. Mr. Harrington responded in the
affirmative but advised that this action will eliminate many
rezoning requests and will allow the Board to set conditions to a
Special Use Permit rather than proffer rezonings. Special Use
Permits will also minimize conditional zoning. Mr. Harrington
explained that lot sizes were determined in rural areas in terms
of health and safety and as a growth management tool. He further
advised that over 80% of the changes requested by the
Homebuilders Associations were included in the zoning ordinance.
In response to a question from Supervisor Kohinke, he
advised that package treatment plants were not addressed in the
ordinance, but the staff would explore the issue and bring back a
report.
Steve Strauss with the Homebuilders Association was present.
He expressed concern about adopting the ordinance before the maps
are prepared, and advised that they still did not agree with the
lot sizes in the proposed zoning ordinance.
Ray Scher, a citizen, was also present. He stated he felt
the staff and Planning Commission had worked hard to satisfy
concerns of the Homebuilders and hoped that the Board would adopt
the ordinance as prepared by the Planning staff.
Mr. Harrington presented a schedule to the Board and
advised that the first reading of the Zoning Ordinance will be
held on June 23, 1992.
