The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County Administration
Center, this being the second Tuesday, and the first regularly
scheduled meeting of the month of January, 1991.

CALL TO ORDER
Chairman McGraw called the meeting to order at 3:01 p.m. The
roll call was taken.

Former Chairman Richard Robers was present and received
a plaque, a framed resolution and a "smart" car, recognizing his
efforts on behalf of the "smart" highway project.
Supervisor Johnson moved to adopt the prepared
resolution.

BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia as follows:
WHEREAS, Richard W. Robers has served with
distinction as Vice Chairman of the Roanoke County Board of
Supervisors in 1988 and 1989 and as Chairman in 1990; and

WHEREAS, Mr. Robers'
leadership provided the
initiative in establishing the Economic Bridges program and the
Smart Highway program which will bring needed economic growth to
our area; and
WHEREAS, Mr. Robers has devoted countless hours to
serving the residents of Roanoke County during his tenure as Vice
Chairman and Chairman and as a member of the Roanoke Regional
Airport Commission.
NOW, THEREFORE BE IT RESOLVED that the Board of
Supervisors of Roanoke County, Virginia, on behalf of all
citizens of Roanoke County, does hereby extend its gratitude and
appreciation to Richard W. Robers for his many significant
contributions to the County as Vice Chairman and Chairman of the
Board of Supervisors, and
FURTHER, the Board expresses its hope that Mr.
Robers will continue his dedication, involvement, and concern for
the citizens of Roanoke County.

Lt. Colonel Carl M. Rydall and SSgt. Shawn Bullman,

NEW BUSINESS
.L. Presentation on Metro Basketball Tournament
John Clark, Regional Executive Officer with Dominion
Bank, presented the plans for the Metro Basketball Tournament to
be held on March 7 - 9, 1991 at the Roanoke Civic Center. He
requested financial support from Roanoke County.
Supervisor Johnson moved that County Administrator
Elmer Hodge bring back a recommendation on potential support for
the project. The motion carried by a unanimous voice vote.
h Appointments of Board of Supervisors memberships
on Committees. Commissions and Boards.
Supervisor Nickens moved to ratify the list of
appointments after removing the Roanoke Valley Cooperation
Committee because it is inactive at this time, and appointing
Supervisor McGraw as liaison to the Virginia Association of
Counties. The motion was carried by the following recorded vote:

County Administrator Elmer Hodge reported that the
current ordinance allows two dogs in residential districts and an
unlimited number in A-1 and R-E Districts with a private kennel
license.
He recommended that the ordinance not be changed

because of one complaint from a citizen.
Supervisor
Nickens
moved
to
approve
the
staff
recommendation.
Supervisor Eddy offered a substitute motion to increase
the number of dogs allowed in a residential district from two to
three. The motion was defeated by the following recorded vote:

Supervisor Nickens again moved to approve the staff
recommendation making no changes to the ordinance.
Following
discussion, he withdrew his motion and the ordinance will remain
as it currently is written.
Supervisor Eddy asked the County Attorney to bring back
a report on an ordinance controlling cats.

Director of Development and Inspection Arnold Covey
advised that the Stormwater Management Section of the manual was
adopted in January 1990. This addition will include the drainage
standards. He advised that developers and engineering companies
will receive training on the new standards.
Supervisor Eddy moved to adopt the resolution after a
minor modification changing the effective date.

RESOLUTION 1891-3 REPEALING RESOLUTION 12390-
8 AND ADOPTING A NEW SECTION OF THE DESIGN
AND CONSTRUCTION STANDARDS MANUAL ENTITLED
"DRAINAGE STANDARDS"
WHEREAS,
the Department of Development is in the
process of preparing a manual to assist the public, and
especially the development community, for clarification of rules,
regulations, and policies applicable to land development in
Roanoke County; and
WHEREAS, a Design and Construction Standards Committee
composed of area engineers r surveyors, members of the Roanoke
Valley Homebuilders Association, and County staff was assembled
to develop the content of the manual and the design standards;
and
WHEREAS, it was the consensus of the committee to
address the areas of water, sewer, street and parking, and
drainage in the manual; and
WHEREAS, at its meeting on February 14, 1989, the Board
of Supervisors of Roanoke County, Virginia, by resolution,
adopted a manual of regulations and policies entitled "Design and
Construction Standards Manual" to assist the public in the
clarification and interpretation of rules, regulations, and
policies applicable to land development in Roanoke County, and in
particular, the areas of water, sewer, street and parking; and
WHEREAS, the water design standards, street and parking

design standards and specifications, and subdivision approval for
on-site sewage disposal and well systems standards chapters of
the manual have been previously completed and adopted; and
WHEREAS, at its meeting on January 23, 1990, the Board
of Supervisors of Roanoke County, Virginia, adopted Resolution
12390-8, which adopted a new section of the Design and
Construction Standards Manual entitled "Stormwater Management
Criteria"; and
WHEREAS, these standards should be revised and amended.
NOW, THEREFORE, be it resolved that the Board of
Supervisors of Roanoke County, Virginia, as follows:
1. That Resolution 12390-8 adopted on January 23,
1990, is hereby repealed as of the effective date of this
Resolution.
2. That there is hereby adopted the revised fourth
component of the Design and Construction Standards Manual
entitled "Drainage Standards" which is attached hereto and
incorporated herein by reference.
3. That this Resolution shall be in full force and
effect from and after January 15, February 1, 1991.
On motion of Supervisor Eddy to amend the effecti ve
date and to adopt the resolution, and carried by the following

.L. Ordinance authorizinq acceptance and acauisition
of surplus real estate ad;acent to Fort Lewis Elementarv School
and authorizinq conveyance to the Commonwealth of Virqinia.
(CONTINUED FROM DECEMBER 18. 1990.)
Mr. Mahoney advised that this ordinance authorizes
conveyance of real estate owned by the School Board to the
Virginia Department of Transportation, the City of Salem Electric
Department, Appalachian Power Company and C&P Telephone Company
for the construction and improvement of Route 460 West.
Supervisor Nickens moved to approve first reading. The

SECONDARY ROAD SYSTEM
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That this matter came this day to be heard upon
the proceedings herein, and upon the application of Glade Hill
Circle, from its intersection with Carson Road, South to the cul-
de-sac, for a distance of 0.06 miles, and Cundiff Drive, from its
intersection with Carson Road, South to the cul-de-sac, for a
distance of 0.23 miles to be accepted and made a part of the
Secondary System of State Highways under Section 33.1-229 of the
Virginia State Code.
2. That it appears to the Board that drainage
easements and a fifty (50) foot right-of-way for said road have
heretofore been dedicated by virtue of a certain map known as
Glade Hill Estates Section 1 Subdivision which map was recorded
in Plat Book 11, Page 33, of the records of the Clerk's Office of
the Circuit Court of Roanoke County, Virginia, on October 4, 1990
and that by reason of the recordation of said map no report from

a Board of Viewers, nor consent or donation of right-of-way from

abutting property owners is necessary.

the proceedings herein, and upon the application of Arabian Lane
from Newport Road (Rt 624) to the intersection of Filly Court for
a distance of 0.69 miles and Filly Court from Arabian Lane to the
cul-de-sac for a distance of 0.16 miles to be accepted and made a
part of the Secondary System of State Highways under Section
33.1-229 of the Virginia State Code.

the proceedings herein, and upon the application of Meadow Valley
Circle, from a point 450 feet South of its intersection with
Meadow Creek Drive to the cul-de-sac, for a distance of .07 mile
to be accepted and made a part of the Secondary System of State
Highways under Section 33.1-229 of the Virginia State Code.
2. That it appears to the Board that drainage
easements and a fifty (50) foot right-of-way for said road have
heretofore been dedicated by virtue of a certain map known as
Meadow Creek Section 4 Subdivision which map was recorded in Plat
Book 12, Page 118, of the records of the Clerk's Office of the
Circuit Court of Roanoke County, Virginia, on April 26, 1990 and
that by reason of the recordation of said map no report from a
Board of Viewers, nor consent or donation of right-of-way from
the abutting property owners is necessary. The Board hereby
guarantees said right-of-way for drainage.
3. That said road known as Meadow Valley Circle and
which is shown on a certain sketch accompanying this Resolution,
be, and the same are hereby established as a public road to

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
SUPERVISOR EDDY: (1) Requested an update from the
County Attorney on the nuisance ordinance. Mr. Mahoney advised
he was working on a stricter ordinance, but the problem was in
determining who should handle enforcement the police
department or zoning enforcement officer. (2) Asked abut the
recorded message system. Assistant County Administrator John
Chambliss advised that the system should begin in March or April
and will be published in the telephone directory "blue pages".
(3) Asked for a report on extending the Allied Signal sewer lines
to Dixie Caverns. Mr. Hodge will bring back a report on January
22, 1991. (4) Asked why checks for tax payments, etc. are made
out to "Alfred Anderson, Treasurer", instead of "County of
Roanoke". Mr. Hodge responded he would request a report from the
County Treasurer regarding this issue. (5) Asked for an update
on the Vehicle Replacement Policy. Mr. Hodge will bring a report
to the Board dur ing the budget process. ( 6) Asked whether a
letter went out to the County businesses regarding the smoking
ordinance. Public Information Officer Anne Marie Green has
prepared a draft and it is currently being reviewed by the County
Attorney. (7) Announced that the Recycling Advisory Committee
membership is now complete.
SUPERVISOR JOHNSON: Asked that information on a County
Auditor position and leaf collection be added to the Board
Retreat agenda on January 11, 1991.

SUPERVISOR MCGRAW:
(1) Announced that the VACo/VML
Cooperation Committee met on January 3 to discussion joint
ventures.
(2) Advised that the VACo/VML Task Force on annexation
will meet on January 17 in Richmond.
SUPERVISOR NICKENS:
(1) Complimented those responsible
for leaf collection and advised he did not receive any complaints
this year.
(2)
Asked for a report from the Commissioner of
Revenue regarding efforts in tracking those who do not purchase
county decals or pay personal property tax.
SUPERVISOR ROBERS:
(1) Announced that Bud Konrad,
General Electric Company, has been added to the Smart Highway
Committee.
(2)
Advised that the County Attorney and he would
meet with the residents in Green Valley to discuss the "Too Tall"
building on Route 419.
(3) Asked for a report on comparison of
costs between Blue Cross-Blue Shield and CCN.
Mr. Hodge will
include this information at the February 12 budget work session.
Supervisor McGraw asked that a survey be sent to all employees
before there are any changes to health care.

CITIZENS' COMMENTS AND COMMUNICATIONS

Mr. Claxton asked for support from the Board of
Supervisors in opposing road improvements to Crystal Creek Drive.
Mr. Hodge responded that he would be bring a report to the Board
on January 22, outlining the history and progress on the project.

hearing before making any decision.

Mr. Kohinke suggested that the Board of Supervisors
recognize in some way the efforts of Don Terp and Citizens
Against Merger (CAM) for their successful efforts opposing
consolidation.

At 4: 40 p.m., Supervisor Nickens moved to go into
Executive Session pursuant to the Code of Virginia 2.1-344 (a)
(7) to discuss a legal matter concerning landfill and another

RESOLUTION 1891-5 CERTIFYING EXECUTIVE MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke
County, Virginia has convened an executive meeting on this date
pursuant to an affirmative recorded vote and in accordance with
the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
County, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
NOW, THEREFORE, BE IT RESOLVED, that the Board of
Supervisors of Roanoke County, Virginia, hereby certifies that,
to the best of each members knowledge:
1. Only pUblic business matters lawfully exempted
from open meeting requirements by Virginia law were discussed in
the executive meeting which this certification resolution
applies, and
2. Only such public business matters as were
identified in the motion convening the executive meeting were
heard, discussed or considered by the Board of Supervisors of

At 5:32 p.m., Chairman McGraw declared a dinner recess.
EVENING SESSION
IN RE: RECONVENEMENT
At 7:01 p.m., Chairman McGraw reconvened the meeting.
All members of the Board of Supervisors were present. Also
present were the members of the Planning commission, Dr. Bayes
Wilson, Superintendent of Schools and Frank Thomas, School Board
Chairman.
IN RE:
WORK SESSION
.L. Joint Work Session with the Planninq Commission on
the Capital Improvement Plan.
Mr. Hodge explained that the Capital Improvement
Program is a planning document, and that it does not include the
landfill which will be funded by the Resource Authority or other
regional projects. He recommended that $500,000 be included in
the 1991-92 budget for county and school capital projects if
funds are available. He also recommended a $14.7 million bond
referendum in November of 1991 to cover the costs of additions
and renovations to schools, drainage, a new Hollins Library and a
Senior citizens Recreation Center.
Director of Management and Budget Reta Busher reported that
the document is a five-year plan from 1991-92 to 1995-96.
Projects were submitted by County directors, and must have a cost

greater than $50,000 and at least a seven-year life. The
directors were asked to rate each project as Urgent, Necessary,
or Desirable.
Several board members pointed out that maintenance should be
part of ongoing expenses and not included in the CIP. Mr. Busher
responded that maintenance has been deferred for the past several
years and the list reflects the desires of the department heads.
There was board consensus that no additional park land be
purchased until completion of the current parks and that
maintenance and repair should be the first priority before any
capital purchases.
Dr. Bayes Wilson, School Superintendent, presented the list
of school capital improvements. Supervisor Nickens suggested
that boundary adjustments be studied before agreeing to funding a
new Cave Spring High School. Supervisor Eddy advised he felt
that school projects should be funded with Literary Fund loans
because they are the least expensive and requested a
justification for construction of a new Cave Spring High School.
Supervisor McGraw advised that he felt that a senior citizens
center should be centrally located in the Roanoke Valley and not
necessarily in the southwest geographic area. He also questioned
development of Walrond Park because of the high value of the
land. Supervisor Eddy asked for an analysis of lease-purchase
versus other funding methods.
Planning Commission member Don witt advised that the
Planning Commission sees stormwater management as one of the

critical needs.
Another joint work session with the Planning Commission has
been scheduled to discuss the Capital Improvement Program on
February 12, 1991.

At 9:40 p.m., Supervisor Nickens moved to adjourn to 1:00
p.m., on January 11, 1991 at Hollins College for the purpose of a
retreat. The motion carried by a unanimous voice vote.
