The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County Administration
Center, this being the second Tuesday, and the first regularly
scheduled meeting of the month of March, 1991.

CALL TO ORDER
Chairman McGraw called the meeting to order at 3:07 p.m. The
roll call was taken.

WHEREAS, County Administrator Elmer Hodge authorized
that a contest be held through the Roanoke County newsletter, The
County Signal, to find a vision statement that epitomized the

spirit of Roanoke County; and
WHEREAS, thirty-two entries were submitted from
employees and the four entries with the highest vote totals were
presented to the employees for a final selection; and
WHEREAS, Gary Myers, employed by utility Billing,
was a finalist and submitted the entry "Roanoke County - Working
Today for a Better Tomorrow".
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County, Virginia, does hereby extend its
congratulations to Gary Myers for being a finalist in the Roanoke
County slogan contest.
On motion of Supervisor Johnson to adopt resolution,

County Administrator Elmer Hodge advised that he plans
to use the slogan on internal documents at the present time. He
is planning a contest in the County Schools to develop a visual to
go with the slogan and will bring the slogan with the visual back
to the Board for official adoption.
Chairman McGraw presented the resolution to Jennifer st.
Clair.
Supervisor Robers moved to adopt the resolution. The

RESOLUTION 31291-3 CONGRATULATING JENNIFER ST. CLAIR
FOR WINNING THE ROANOKE COUNTY SLOGAN CONTEST
AND AUTHORIZING THE USE OF "ROANOKE COUNTY -
HEART OF THE BLUE RIDGE" AS AN OFFICIAL SLOGAN
WHEREAS, County Administrator Elmer Hodge authorized
that a contest be held through the Roanoke County newsletter, The
Countv Sianal, to find a vision statement that epitomized the
spirit of Roanoke County; and
WHEREAS, thirty-two entries were submitted from
employees and the four entries with the highest vote totals were
presented to the employees for a final selection; and
WHEREAS, the winner of the contest was Jennifer st.
Clair, employed by the Finance Department, and her winning slogan
was: ROANOKE COUNTY - HEART OF THE BLUE RIDGE
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County, Virginia, does hereby extend its
congratulations to Jennifer st. Clair for her winning entry; and
FURTHER, the Board of Supervisors authorizes the
County Administrator to use the winning entry as an official slogan
for Roanoke County whenever he deems it appropriate.

ÅL Presentation of the Peer Review studY from the
University of Virainia Center for Public studY.
Sim Ewing, who coordinated the Peer Review study,
reported that several individuals from other local governments
visited the County on December 17 through 19, 1990 to study County
operations. They presented 27 recommendations in the areas of
communication, departmental activity and management opportunity.
Following discussion, the Board set a work session on
April 9, 1991 to further review the study.

This item was continued from February 26, 1991 to gather
more information. Economic Development Director Tim Gubala
informed the Board that there have been several meetings with the
staff following the last meeting. CMR, Inc. is willing to pay an
annual service fee of 20% of the assessed real estate value of the
property in lieu of taxes for fifteen years which is the period of
the bond.
In response to a question from Supervisor Nickens as to
whether the fifteen year limitation is consistent with other
similar situations, attorney Olin Melchionna advised that other
entities are required by statute to pay sums in lieu of taxes, but
this does not apply to educational facilities.
Supervisor Eddy noted that the report requested approval
of $360,000 while the resolution requested $400,000. Mr.

Melchionna responded that the resolution included additional costs
and cost overruns that might occur. The actual total is $360,000.
Supervisor Nickens moved to adopt the resolution. The
motion was carried by the following recorded vote:

RESOLUTION 31291-4 APPROVING ISSUANCE OF BONDS BY
THE INDUSTRIAL DEVELOPMENT AUTHORITY OF ROANOKE
COUNTY, VIRGINIA, FOR THE BENEFIT OF THE CERTIFIED
MEDICAL REPRESENTATIVES INSTITUTE, INC.
WHEREAS, the Industrial Development Authority of
Roanoke County, Virginia (the "Authority") has considered the
application of The Certified Medical Representatives Institute,
Inc. (the "Company") for the issuance of the Authority's Industrial
Development Revenue Bonds in an amount not to exceed $360,000 (the
"Bonds") to assist in the financing of the Company's acquisition
and equipment of an office facility (approximately 5,409 square
feet in aggregate size) (the "Project") for use in the Company's
nonprofit activities; and
WHEREAS, the initial owner and operator of the
Project will be the Company; and
WHEREAS, the Project will be located at 4950
Brambleton Avenue, S.W., in Roanoke County, Virginia; and
WHEREAS, the Authority held a public hearing on such
application on February 13, 1991; and
WHEREAS, the Authority has requested the Board of

"Board of
Supervisors") to approve the issuance of the Bonds to comply with
Section 147(f) of the Internal Revenue Code of 1986, as amended,
which provides that the governmental units having jurisdiction over
the issuer of private governmental bonds and over the area in which
any facility financed with the proceeds of the private activity
bonds is located must approve the issuance of the bonds; and
WHEREAS, the Authority issues its Bonds on behalf
of the County, the Project is to be located in the County, and the
Board of Supervisors constitutes the highest governmental unit of
the County; and
WHEREAS, a copy of the Authority's resolution
approving the issuance of the Bonds, a record of the public
hearing, and a fiscal impact statement relating to the Project have
been filed with the Board of Supervisors.
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF
ROANOKE COUNTY, VIRGINIA AS FOLLOWS:
1. The Board of Supervisors approves the issuance
of the Bonds by the Authority for the benefit of the Company, to
the extend required by Section 147(f) of the Code, to permit the
Authority to assist in the financing of the Project.
2. The approval of the issuance of the Bonds, as
contained in this Resolution, does not constitute an endorsement
of the Bonds, the financial liability of the Project or the credit
worthiness of the Company. Further, as required by Section 15.1-
1380 of the Code of Virginia of 1950, as amended, the Bonds shall

provide that neither the Commonwealth of Virginia, the County, nor
the Authority shall be obligated to pay the principal of, premium,
if any, the interest thereon, or other costs incident thereto
except from the revenues and monies pledged therefor and any
applicable security, and neither the faith, credit, nor the taxing
power of the Commonwealth, the Authority, or the County, shall be
pledged thereto.
3. This Resolution shall take effect immediately
upon its adoption.

~ Aoorooriation of Interest Income from 1988 VPSA
Bonds to the County Schools

Finance Director Diane Hyatt advised that there is
$342,350 net interest remaining from a $2,500,00 1988 VPSA bond.
The School Board is requesting appropriation of this amount for
completion of Bent Mountain and Back Creek School Projects, Cave
Spring Junior site Improvements, and roof replacement and other
capital improvements.
Following discussion, Supervisor Nickens moved to
continue this item for discussion in the joint work session with
the School Board at which time Ms. Hyatt will present a more

complete breakdown of how the costs will be spent. The motion was

h AODroval of Fiscal Year 1991-92 Roanoke Reaional
Airoort Commission Budaet.

Supervisor Johnson moved to approve the budget.
Supervisor Nickens advised he was opposed to salary increases for
airport employees since Roanoke City and Roanoke County will not
receive increases. Supervisor Johnson explained that the increases
are budgeted, but the Commission will follow the same action taken
by Roanoke County and Roanoke City.

RESOLUTION 31291-5 APPROVING THE ROANOKE
REGIONAL AIRPORT COMMISSION BUDGET FOR FY
1991-1992, UPON CERTAIN TERMS AND CONDITIONS
WHEREAS, Section 24.B of the Roanoke Regional Airport
Commission Act and Section 17. (a) of the contract between the City
of Roanoke, Roanoke County, and the Roanoke Regional Airport
Commission provide that the Commission shall prepare and submit its
operating budget for the forthcoming fiscal year to the Board of
Supervisors of the County and City Council of the City; and
WHEREAS, by report dated February 13, 1991, a copy of

which is on file in the office of the Clerk to the Board, the
Chairman of the Roanoke Regional Airport Commission has submitted
a request that the County approve the FY 1991-1992 budget of the
Roanoke Regional Airport Commission.
THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia, that the following FY 1991-1992 budget
for the Roanoke Regional Airport Commission is hereby APPROVED:
THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County, Virginia that the FY 1991-1992 budget and proposed
capital expenditures for the Roanoke Regional Airport Commission
as set forth in the February 13, 1991, report of the Commission
Chairman, a copy of which is incorporated by reference herein, is
hereby APPROVED, and the County Administrator and the Clerk are
authorized to execute and attest, respectively, on behalf of the
County, any documentation, in form approved by the County Attorney,
necessary to evidence said approval.

~ Reauest for aooroval to terminate Leaf Vacuum
Collection Service.

Mr. Hodge advised that he is recommending the termination
of the leaf vacuum collection because of the age of the trucks and

the costs necessary to maintain them. The service is also not
available county-wide. He further stated that this will not be a
cost savings but cost avoidance since new trucks will not have to
be purchased.
Supervisor Nickens moved to
approve the

recommendation with the County Administrator setting the effective

~ Consideration of oarticioation in 1991-92 VDOT
Revenue SharinG PrOGram.
Supervisor Nickens moved to send a letter of intent to
the Virginia Department of Transportation indicating our interest
in matching funds up to $200,000. Mr. Hodge suggested that the
motion be made contingent upon matching funds being available.
Following discussion, Supervisor Nickens withdrew his
motion and moved to continue the item to March 26, 1991 and that
the County Attorney bring back a legal opinion on whether the
County is bound by the letter of intent.

Scholarshio Fund.

Supervisor Nickens advised that the U. S. Flag, and the
state and local flags were lowered in honor of Terry Plunk, a
William Byrd High School graduate and VMI graduate who was killed

h Ordinance authorizinq the sale of 1.5 acres in
Shamrock Park.
Supervisor McGraw removed himself from any discussion of
this issue and announced he was abstaining from the vote.
Supervisor Nickens advised that he felt that $19,750 was
not enough money for the property and asked for an appraisal before
the second reading. Supervisor Mahoney advised that a 20 foot
sanitary sewer easement is necessary and this will be included in
the ordinance at the second reading. Supervisor Eddy requested
that a map be included in the second reading.

IN RE:
REPORTS AND INQUIRIES OF BOARD MEMBERS
SUDervisor EddY: (1) Asked Supervisor McGraw to report
on the cable TV negotiations. Supervisor McGraw advised that he
has requested staff to make sure that the 24 uni t per mile
requirement to install cable will serve the neighborhoods who
request cable. (2) Asked staff to follow up with Animal Control
and the Treasurer regarding a cat ordinance.
Supervisor McGraw
asked that the ordinance be brought back on May 14, 1991. (3)

Asked for a report on procedures declaring a road a Virginia Byway
on April 9, 1991.
(4) Asked Board Clerk Mary Allen to let the
Board members know when the current Mental Health Services
appointment expires.

Asked about a joint All-America City
application with Botetourt County. Mr. Hodge advised that three
joint projects are needed and the two localities have only two.
(6) Asked for recognition of County Schools who won awards in the
Odyssey of the Mind competition.
Suoervisor Nickens: (1) Asked that the Admissions Tax
be placed on the March 26, 1991 agenda with an effective date of
April 1. County Attorney Paul Mahoney suggested that the effective
date be set for April 10 so that a second reading of the ordinance
could be scheduled for April 9, 1991. (2) Asked that a letter be
sent to those businesses who would be affected by the admissions
tax. (3) Asked for assistance to the East County Community in
testing of well water because of the possibility of a toxic waste
dump in the area. He was advised that Fire and Rescue personnel
are working with the residents in the community.
SUDervisor Robers:
(1) Announced he had attended the
opening of the Valley Arts Program, and asked that a resolution of
appreciation be presented to Becky Arrington at the March 26th
Board meeting.
(2) Advised that he attended a meeting with the
Green Valley residents and was impressed with the presentation made
by Police Officer Leun. (3) Announced that he will go to Northern
Virginia on March 15 to participate in the Economic Bridges
Program.

SUDervisor Johnson: Asked that citizen groups and the
Board of Supervisors in Montgomery County be offered assistance
from Roanoke County on the landfill issue. He also requested that
Montgomery County again be contacted regarding landfill
participation.
SUDervisor McGraw: (1) Announced that the cable TV
negotiators have come to a substantial agreement on a new franchise
and complimented Roanoke City Councilman Howard Musser on his work
with the franchise. (2) Advised that the Virginia Association of
Counties Executive Committee will meet in Roanoke on March 15 and
that the Task Force will meet on March 16 to discuss legislation
that would reconstitute the Grayson Commission.
IN RE:
CITIZENS' COMMENTS AND COMMUNICATIONS
1. Bruce Roy, representing the Roanoke County
Firefighters Association requested that Roanoke County approve
payroll deduction of the union dues. County Attorney Paul Mahoney
was directed to bring back a report for action on March 26, 1991.
IN RE:
REPORTS
Supervisor Nickens moved to receive and file the
following reports after discussion of Item 3. The motion carried
by a unanimous voice vote.

Public Information Officer Anne Marie Green will meet
with the County Treasurer and bring back a report on March 26,
1991.

At 5:10 p.m., Chairman McGraw declared a recess.

At 5:25 p.m., Chairman McGraw reconvened the meeting.
IN RE:
WORK SESSIONS
h BUdqet Work Session on Revenue proiections
Mr. Hodge presented the budget objectives determined at
the January Board Retreat which were: Adopt a real estate tax rate
of $1.13; Absorb County and school state revenue reductions; and
Leave the Unappropriated Fund Balance at the current level.
He presented the estimated revenue losses equalling
$2,813,610.
He advised that increased revenue proj ections are
approximately $3,045,611. After covering the state funding loss
and the increase in school dental insurance, the remaining new
revenue is estimated to be $206,345.
There was a general discussion on the possibility of
leaving the real estate tax rate at $1.15 per $100 of assessed
value instead of lowering the rate by two cents as previously

approved, or raising the personal property, machinery and tools tax
or utility tax in order to increase revenues.
There was no
consensus to pursue this action.

Supervisor Nickens moved to return to regular session.

Following discussion, Supervisor Nickens moved that the
tax rates should be advertised not to exceed $1.13 for real estate
taxes, $3.50 for personal property tax and $3.00 for machinery and
tools tax.
Mr. Hodge advised that if the Board of Supervisors
later decided to raise the tax rates, another public hearing and
advertisement would be necessary. The motion was carried by the
following recorded vote:

IN RE:
EXECUTIVE SESSION
At 6:00 p.m., Supervisor Nickens moved to go into
Executive Session pursuant to the Code of Virginia section 2.1-
344 A (7) to discuss a legal matter concerning negotiations with
respect to a landfill agreement and to discuss a legal matter
concerning negotiations with the Town of Vinton. The motion was
carried by the following recorded vote:

RESOLUTION 31291-9 CERTIFYING EXECUTIVE MEETING WAS
HELD IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Board of Supervisors of Roanoke County,
Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the

WORK SESSIONS
h Joint Work Session with Planninq Commission on
Caoital ImDrovement Proqram.
Planning Commission Chairman Kyle Robinson reviewed the
process regarding the Planning Commission's study of the Capital
Improvement Program. They held two work session and a public
hearing on February 5. He advised that their top priorities have
been identified as education, utilities, public safety, drainage
and roads, and parks and recreation.
In response to a question from Supervisor Eddy, Planning
Director Terry Harrington advised that Roanoke County does qualify
to allow off-site proffers. However, the CIP must have a policy
regarding stormwater management and other issues that would be

addressed in off-site proffers, and it may be necessary to have a
separate policy document. Commissioner witt advised that drainage
is a recurring problem at Planning Commission public hearings.
Mr. Hodge asked the Planning Commission to bring back a
recommendation on what they felt should be included in a $10 to $20
million bond referendum.
Supervisor Eddy suggested that the specific projects be
ranked.
Mr. Hodge responded that he would like to have the
Employee Advisory Committee and the staff come up with a rating,
using a variation of Supervisor Eddy's system.
Supervisor Nickens suggested that Fire and Rescue and the
School Board should also review the CIP and prioritize those items
that could be included in a bond referendum.

At 8:15 p.m., Chairman McGraw reconvened the meeting.
~ Joint BUdqet Work Session with School Board
Superintendent Bayes Wilson reported that state aid
reductions equalled approximately $1.9 million.
It is estimated
that they will gain approximately 125 students so the total loss
with the additional students is approximately $1.6 million. He
advised that the proposed school board budget freezes all salaries
and includes no step increases.

Supervisor Johnson asked whether the School Board felt
that the VPSA interest should be spent as outlined in item D-3,
under New Business. Dr. Wilson advised it was necessary to
complete the site improvements at Cave spring Junior High School
for safety reasons because of the road improvements to Route 221.
Homer Duff, Director of Facilities and Operations explained why the
County must expend these funds instead of the Virginia Department
of Transportation. Dr. Wilson explained why the funds were
necessary for the other improvements.
Dr. Wilson presented their prioritized list of capital
improvement needs through 1996 as follows: (1) additions and
renovations to Green Valley Elementary School; (2) renovations to
Cave Spring Junior High School; (3) acquisition of site for a new
Cave Spring High School; (4) additions and renovations to William
Byrd High School, Glenvar High School and Northside High School;
(5) additions and renovations to Cave Spring Elementary School; (6)
additions to Mason's Cove Elementary School; (7) additions to Back
Creek Elementary School; and (8) classrooms for at-risk preschool
students. Also included were asbestoes abatement and maintenance
expenses with a total cost of the school projects at $14,730,000.
Dr. James Gallion, Director of Administration, presented
a report on the future school needs in southwest County regarding
the potential need for a new high school. They recommended that
land be acquired for a new high school with no change in attendance
lines at this time.

In response to a question from Supervisor McGraw, Dr.
Wilson advised that the only school that could accommodate more
students was Glenvar High School. Supervisor McGraw asked that the
School Administration provide the board members with a list of the
current enrollment and attendance lines at all County schools.
Supervisor Eddy asked about the Literary Fund loan
status. Dr. Wilson responded that there are no funds available
until after July 1992. Roanoke County can get on the inactive
waiting list, and after July of 1992 the County will be placed on
the active list and may submit plans. It is estimated there will
be no money available for up to two years. Supervisor Eddy
recommended considering Literary Loans because of the savings in
interest. There was general agreement to get on the inactive
waiting list for Literary Loan funds.
Chairman Frank Thomas advised they will have a copy of
their proposed budget available for the budget work session on
March 26, 1991.
~ Joint BUdqet Work Session with Fire and Rescue
Participating in the work session were Chief Gene Wagner,
Mount Pleasant Fire Department; Mike Chewning, vinton First Aid
Crew; Mark Light, Fire and Rescue Department; and Larry Logan, Fire
and Rescue Department.
Chief Fuqua presented the list of accomplishment and
program enhancements during 1990-91. Their goals and objectives
for 1991-92 are: (1) to maintain current service levels with the
same funding and no major capital replacements; (2) increase the

fire prevention permit process; (3) continue the retirement system
and workers compensation supplement for volunteers; and (4)
maintain acceptable response times to emergency calls.
Chief Fuqua further presented their addback priority list
which totalled $609,600.
Chief Wagner advised that the
firefighters first priority was a pumper fire truck for the Mason
Cove Fire station at a cost of $250,000. Chief Chewning reported
that the rescue squad's first priority was a need for two
ambulances at a cost of $110,000.
Chief Fuqua advised that an ambulance would take 12
months for delivery and a fire unit would take 180 days from when
the bid is awarded.
In response to a question from Supervisor
Eddy, Chief Fuqua stated that the squads recommend replacement of
20% of the protective clothing each year.
IN RE:
APPROPRIATION OF INTEREST INCOME FROM 1988 VPSA BONDS TO
THE COUNTY SCHOOLS
This item was continued from the afternoon session.
Finance Director Diane Hyatt presented information regarding the
cost analysis of how the funds would be spent.
Ms. Hyatt advised
that $81,350 is needed to complete Back Creek and Bent Mountain
Schools.
Supervisor Nickens moved to appropriate the $342,350 as
the School Board requested.
