The Roanoke County Board of supervisors of Roanoke
County, Virginia, met this day at the Roanoke County Administration
Center, this being the second Tuesday, and the first regularly
scheduled meeting of the month of October, 1991.

Supervisors of Roanoke County expresses it deepest appreciation

WHEREAS, Ronald R. Henderson, Sr. was first employed
in May, 1959 as a Deputy Sheriff in the Sheriff's Office; and
WHEREAS, Ronald R. Henderson, Sr. has also served as
Lieutenant and Captain in the Sheriff's Office; and
WHEREAS, Ronald R. Henderson, Sr., through his
employment with Roanoke County, has been instrumental in
improving the quality of life for its citizens.

WHEREAS, Roger D. Huffman was first employed in
September, 1968, as a Firefighter in the Fire and Rescue
Department; and
WHEREAS, Roger D. Huffman served as an acting captain
with the Fire and Rescue Department for a short period of time
during the 1970's until a full time captain could be promoted;
and
WHEREAS, Roger D. Huffman served as a Volunteer Fire
Chief for the Hollins Volunteer Fire and Rescue Inc., in north
Roanoke County and was a member of both organizations; and
WHEREAS, Roger D. Huffman, through his employment with
Roanoke County, has been instrumental in improving the quality of

RESOLUTION 10891-2 OF APPRECIATION TO MAGNETIC
BEARINGS, INC. (MBI) FOR LOCATING IN ROANOKE COUNTY
WHEREAS, MBI conducted a search to relocate its 37
employees and expand its facilities in the Roanoke Valley from
Radford; and

WHEREAS, MBI is a high-tech small business that designs
frictionless bearings for use in the natural gas, oil and machine
tool industries; and
WHEREAS, MBI was assisted in their search by the
Roanoke County Department of Economic Development, Lingerfelt
Development Corporation and other Roanoke Valley businesses and
groups; and
WHEREAS, MBI is constructing a 17,000 square foot
engineering research and manufacturing facility in Valleypointe,
in the Hollins Magisterial District.
NOW, THEREFORE, BE IT RESOLVED that the Board of
Supervisors of Roanoke County, Virginia, does hereby on behalf of
its members and all the citizens of the County, express its
appreciation to MAGNETIC BEARINGS, INC. for choosing Roanoke
County for its new corporate location; and
FURTHER, the Board of Supervisors extends its best
wishes to the company, its officers and employees for success in
the future.

approve the Public-Private Partnership request. The motion was

~ Discussion of crocosed 1991-92 Leaislative Proqram
County Attorney Paul Mahoney advised that items on the
proposed legislative program requests came from individual Board
members, other localities and the Employee Advisory Committee.
He reported that the VACo/VML joint annexation task force is
still studying this legislative request, and that the County
Attorney's office will monitor this and the reallocation of state
funding of education for equity. There was discussion on some
requests as to whether these should be addressed through a
charter amendment or general legislation. Mr. Mahoney advised
that a public hearing must be held for charter amendments and
that a patron must sponsor general legislation in the General
Assembly.
Chairman McGraw asked Mr. Mahoney to bring back a
prioritized list of legislative requests to the October 22, 1991
meeting.
~ Reconsideration of 301 Gilmer Associates Rezoning
Request.
At the request of the attorney for the petitioner,
Supervisor Johnson moved to reconsider the issue. He asked staff

to meet with the petitioner and bring back recommendations to the
Board. The motion was carried by the following recorded vote:

IN RE: REQUESTS FOR WORK SESSIONS
County Administrator Elmer Hodge requested a work session on
October 22, 1991 regarding the Spring Hollow Reservoir
construction bids, and a work session on November 19, 1991
regarding the design and operation of the treatment plant.
IN RE:
FIRST READING OF ORDINANCES
~ Ordinance amendina the Roanoke County Code bv the
addition of Article VIII "Fire and security
Alarms" to ChaDter 16 "Police" to requlate the use
and oDeration of security and fire alarm systems.
Assistant County Attorney Joe Obenshain reported that the
public safety agencies of Roanoke County respond to a large
number of false alarms which are usually made under emergency
conditions. These false alarm are usually due to employee error,
faulty installation, poor maintenance or inferior product
quality. The proposed ordinance would regulate the use and
operation of security and fire alarm systems and establish fees
for false alarms. Mark Light, Fire and Rescue, explained how an
alarm system worked.

ordinance. They were not necessarily opposed to the ordinance
but requested involvement in preparation.

supervisor Robers moved that the item be deferred to allow
for input from the alarm industry. Mr. Hodge asked that the
Board approve the first reading of the ordinance and that the
staff will meet with the alarm industry and bring back more
information for the second reading.
Supervisor Robers amended his motion to approve first
reading and that staff meet with the industry and set a work
session if necessary prior to the second reading of the
ordinance. Supervisor Nickens asked that the second reading
include verification of which firms had been contacted for input.

Mr. Mahoney presented the staff report and advised that the
County agreed in 1983 to distribute proceeds from the sale to
Bent Mountain Rescue Squad with $3,000 allocated to the Fire
Department and $3,000 allocated to the Rescue Squad.
Supervisor Eddy moved to adopt the ordinance. The motion

ORDINANCE 10891-4 ACCEPTING AN OFFER FOR AND

BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That pursuant to the provisions of Section 16.01 of the
Charter of Roanoke County, the subject property has been declared
to be surplus and is being made available for other public uses;
and
2. That pursuant to the provisions of Section 18.04 of the
Charter of Roanoke County, a first reading was held on September
24, 1991; and a second reading was held on October 8, 1991,
concerning the sale and disposition of 0.443 acre, more or less,
known as the Old Bent Mountain Fire Station, Tax Map No. 111.00-

3. That an offer having been received for said property,
the offer of Dennis L. Humston to purchase this property of Nine

16.01 of the Roanoke County Charter; and
5. That the County Administrator is authorized to execute
such documents and take such actions on behalf of Roanoke County
as are necessary to accomplish the conveyance of said property,
all of which shall be upon form approved by the County Attorney.

IN RE: REQUEST FROM SOCIAL SERVICES BOARD FOR SUPPORT IN
OPPOSITION TO AMENDMENTS TO THE CHILD ABUSE AND NEGLECT LAW
Several Board members asked for more information on this
issue which would exclude local school personnel from being
investigated by Social Services agencies for allegations of child
abuse and neglect.
Supervisor Eddy moved to defer this item to gather further
information including input from the Schools and staff. There
was no vote. Supervisor Robers offered a substitute motion to
bring back the issue on October 22, 1991 with additional input
from the school administration and staff. The motion was carried
by the following recorded vote:

IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS
SUDervisor EddY: (1) Announced he had attended Congressman
Jim Olin's seminar on affordable housing. He requested a report
from the Planning staff on Roanoke County's effort to provide
affordable housing. The Board members suggested that Supervisor
Eddy meet with the Planning Director instead. (2) Asked for
more information on the Spring Hollow bid timeframe. Mr. Hodge

advised he will provide a report following the work session.
SUDervisor Johnson: (1) Asked for an update on the final
audit. Mr. Hodge reported he will schedule a meeting with the
Audit Committee on October 22, 1991. (2) Asked for a
recommendation on how the year-end surplus will be spent when the
audit is presented.
SUDervisor McGraw: (1) Announced that the VACO/VML
Annexation Task Force is coming to conclusions and will meet in
November to discuss remaining areas of concern. (2) Asked the
staff to draft a noise ordinance. Mr. Mahoney responded that he
plans to bring back a report on November 19, 1991 on the results
of the noise ordinance in Roanoke City.

IN RE:
WORK SESSION
~ Joint Work Session with ADDalachian Power
Officials - APCO Transmission Line
Mr. Hodge introduced officials from Appalachian Power
Company. They included Charles A. Simmons, vice President,
Construction and Maintenance and Dr. Leonard J. simutis, Study
Team consultant.
Mr. Simmons provided an overview of the APCO and American
Electric Power study which was undertaken by a study team from
West Virginia University and VPI&SU who recommended a preferred
corridor and an alternate corridor for the 765 kv line. The
proposed line will cross Roanoke County in the Catawba area. He
advised that SCC will hold public hearings on April 2, 1992 in
New Castle, Virginia and on April 6, 1992 in Richmond regarding
the preferred and alternate corridors. Dr. Simutis reported that
the study team studied 26 different routes and the team paid
particular attention to residences and the potential scenic
impact to the Jefferson National Forest and the Appalachian
Trail. They were also mandated to parallel existing transmission
lines whenever possible. He advised there were only 17 homes in
Virginia within 500 feet of the preferred corridor.
Mr. Hodge advised that the staff would continue to work with
the citizens in the affected area, with Appalachian Power
officials, and will keep the board informed. Supervisor McGraw
asked that the Board of Supervisors be provided with a list of
residences that would be impacted by the transmission line.

IN RE:
OTHER BUSINESS
Mr. Hodge asked for a meeting on October 17, 1991 to accept
the bids for the Spring Hollow Reservoir bond issue. Supervisor
McGraw asked for a report at that time on the possible impact to
the new water rates because of the lower bids. Supervisor
Johnson asked for a history of bond activity since 1985.

EXECUTIVE SESSION
At 6:25 p.m., Supervisor Nickens moved to go into Executive
Session pursuant to the Code of Virginia 2.1-344 (a) (7) for
discussion with legal counsel and briefings by staff with respect
to various agreements pertaining to the new landfill, and
discussion on the Dixie Caverns Landfill. The motion was carried
by the following recorded vote:

Virginia has convened an executive meeting on this date pursuant
to an affirmative recorded vote and in accordance with the
provisions of The Virginia Freedom of Information Act; and
WHEREAS, section 2.1-344.1 of the Code of Virginia
requires a certification by the Board of Supervisors of Roanoke
county, Virginia, that such executive meeting was conducted in
conformity with Virginia law.
