IN RE: CALL TO ORDER Vice Chairman Robers called the meeting to order at 9:01 a.m. The roll call was taken. MEMBERS PRESENT: Vice Chairman Richard Robers, Supervisors Steven A. McGraw, Lee B. Eddy, Bob L. Johnson, Harry C. Nickens MEMBERS ABSENT: None STAFF PRESENT: Elmer C. Hodge, County Administrator; John M. Chambliss, Assistant County Administrator for Human Services; John R. Hubbard, Assistant County Administrator of Community Services and Development; Don M. Myers, Assistant County Administrator for Management Services; Paul M. Mahoney, County Attorney, Mary H. Allen, Clerk to the Board; Anne Marie Fedder, Information Officer 002 - r= IN RE: OPENING CEREMONIES The invocation was given by Supervisor Harry Nickens. The Pledge of Allegiance was recited by all present. IN RE: ORGANIZATION OF COUNTY BOARD vice Chairman Robers turned to the meeting over to the County Administrator Elmer Hodge to serve as Chairman Pro Temp. Supervisor Eddy presented a prepared statement of his expectations of the board chairman. 1. Election of Officers Mr. Hodge opened the nominations for chairman. Supervisor McGraw nominated Supervisor Robers to serve as Chairman. The mot ion was seconded by Supervisor Nickens and carried by the following recorded vote: AYES: Supervisors Eddy, JOhnson, McGraw, Nickens, Robers NAYS: None Mr. Hodge turned the meeting over to Chairman Robers who opened the nominations for vice chairman. Supervisor Johnson nominated Supervisor Nickens to serve as vice chairman. Supervisor Eddy nominated Supervisor McGraw to serve as vice chairman. The motion to nominate Supervisor Nickens was defeated by the following recorded vote: 003 AYES: Supervisors Johnson, Nickens NAYS: Supervisors Eddy, McGraw, Robers The motion to nominate Supervisor McGraw was carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, McGraw, Nickens, Robers NAYS: None IN RE: EXECUTIVE SESSION Supervisor Robers moved to go into Executive Session pursuant to the Code of Virginia 3.1-344 (A) (1) to consider appointments of specific pUblic officers, members of the Board of Supervisors to various committees, commission and boards. The motion was seconded by Supervisor McGraw and was defeated by the following recorded vote: AYES: Supervisors Eddy, McGraw NAYS: Supervisors JOhnson, Nickens, Robers IN RE: ORGANIZATION OF COUNTY BOARD (CONTINUED) 2. Lenqth of Term for Chairman and Vice Chairman Supervisor Johnson moved to set the terms of Chairman and VIce Chairman for one year beginning January 3, 1990 and ending January 3, 1991. The motion was seconded by Supervisor Nickens and carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, McGraw, Nickens, Robers NAYS: None 00 4 - - 3. Resolution Establishing Bvlaws. Rules of Order and Schedule of Board Meetinqs for 1990. Supervisor Nickens moved to adopt the prepared resolution. The motion was seconded by Supervisor Johnson. Supervisor Eddy made a substitute motion adopting the prepared resolution changing Item 3.a and 3.b of the resolution so that no second to a motion is required. The substitute motion was carried by the following recorded vote: AYES: Supervisors Eddy, McGraw, Robers Supervisors Johnson, Nickens NAYS: RESOLUTION 1390-1 ESTABLISHING A MEETING SCHEDULE FOR THE BOARD OF SUPERVISORS OF ROANOKE COUNTY FOR CALENDAR YEAR 1990 AND ADOPTING RULES OF PROCEDURES FOR SUCH MEETINGS BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That for calendar year 1990 the regular meetings of the Board of Supervisors of Roanoke County, Virginia, shall be at the Roanoke County Administration Center on Brambleton Avenue, S. W., Roanoke, County Virginia. The meeting dates are set forth below with public hearing scheduled for 7:00 o'clock p.m unless otherwise advertised. That the organizational meeting for 1991 shall be held on Thursday, January 3, 1991 at 9:00 a.m. 3. That the rules of parliamentary procedure for the conduct of all Board meetings shall be Robert's Rules of Order; provided however, these rules are amended as follows: a. that - a- no second to motions shall be required in order to consider that motion; and b. that the chairman may make motions, seeel"ià 1\\e~:i:el"iSï participate in debate and vote on all matters considered by the Board. On motion of Supervisor Eddy, seconded by Supervisor McGraw as amended, and carried by the following recorded vote: AYES: Supervisors Eddy, McGraw, Robers 006 - - NAYS: Supervisors Johnson, Nickens 4. County Board Membershit>s of Various Committees. Commissions and Boards Chairman Robers presented the list of vacant positions of various committees, commissions and boards and the requests by board members of which committees they wished to serve on. Supervisor McGraw asked that his name be removed for consideration on the Consolidation Negotiations Committee so that he could support Supervisor Eddy. He also expressed support for replacing the current member of the Roanoke Regional Airport Commission and would support Chairman Robers for that position. Supervisor Nickens advised that he was also willing to serve on the Consolidation Negotiations Committee. Supervisor Robers asked that his name be withdrawn from the Consolidation Negotiations Committee. Supervisor Eddy requested that his name be withdrawn from the Audit Committee. Supervisor Robers advised that while he was willing to serve on the Regional Airport Commission, he would support a future appointment of someone with expertise in the operation of airports and transportation systems. Supervisor McGraw suggested tha t Roanoke City also be asked to consider that type of appointment in the future. Supervisor McGraw moved that the State Emergency Services Committee and Regional Partnership be filled by Supervisor Robers; the Social Service Board be filled by Supervisor Nickens; the Audit Committee filled by Supervisor 007 == Robers. the Consolidation Negotiation Committee filled by Supervisor Eddy, the Resource Authority filled by Supervisors Nickens, Johnson and Eddy, Fifth Planning District Commission filled by Supervisor Eddy and Airport Commission filled by Supervisor Robers. Supervisor Johnson asked that the issues be separated for a separate vote on each appointment. County Attorney Paul Mahoney advised that the governing body must remove the present commissioner on the Airport Commission before appointing another commissioner. The following appointments were made: State Emerqency Services: Supervisor Johnson moved to nominate Supervisor Robers. The motion carried by the following recorded vote: AYES: Supervisors Eddy, JOhnson, McGraw, Nickens, Robers NAYS: None Reqional Partnership: Supervisor Johnson moved to nominate Supervisor Robers. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, McGraw, Nickens, Robers NAYS: None Social Services Board: Supervisor McGraw moved to Supervisor Nickens to a four-year term expiring The motion carried by the following recorded vote: Supervisors Eddy, Johnson, McGraw, Nickens, Robers None Supervisor Nickens nominate 12/31/93. AYES: NAYS: ABSTAIN: 008 = 1== Audi t Committee: Supervisor McGraw moved to nominate Supervisor Robers. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, McGraw, Nickens, Robers NAYS: None Consolidation Neqotiation Committee: Supervisor McGraw moved to nominate Supervisor Eddy. Supervisor Johnson nominated Supervisor Nickens. Supervisor Eddy announced he would not wi thdrawn his name for nomination but would support Supervisor Nickens. Supervisor McGraw responded that since Supervisor Eddy expressed support for Supervisor Nickens, he would withdraw his nomination of Supervisor Eddy. Supervisor Nickens was elected by the following recorded vote: AYES: Supervisors Eddy, JOhnson, McGraw, Nickens, Robers NAYS: None Resource Authority: Supervisor Eddy moved to nominate Superv isors Eddy, Nickens, and Johnson to four-year terms expiring 12/31/93.. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, MCGraw, Nickens, Robers NAYS: None Fifth Planninq District Commission: Supervisor Johnson moved to nominate Supervisor Eddy to fill his unexpired three- year term expiring 6/30/90. Supervisor Eddy expressed appreciation to Supervisor Johnson for resigning and allowing him to serve. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, McGraw, Nickens, Robers -< o 0 9 ::=::::; NAYS: None Reqional AirDort Commission: Supervisor Eddy advised that he felt that a sitting member of the Board of Supervisors should be appointed to this commission and moved that Lee Garrett be removed from the Roanoke Regional Airport Commission and that the County express its gratitude to him for his service. The motion carried by the following recorded vote: AYES: Supervisor Eddy, McGraw, Nickens, Robers Supervisor Johnson NAYS: Supervisor Eddy moved that Supervisor Robers be named to replace Mr. Garrett's unexpired term which will expire February 10, 1991. There was a discussion on the merits of placing a business person with expertise in the operation of the airport in the future and asking the City of Roanoke to consider making the same type of appointment. The motion carried by the following recorded vote: AYES: Supervisor Eddy, Johnson, McGraw, Nickens, Robers NAYS: None 5. Ratification of 1990 Holidav Schedule Supervisor McGraw moved to ratify the schedule with the addition of December 24, 1990 Supervisor Eddy offered a substitute motion to ratify the schedule deleting the words "any day appointed by the Governor or State of Virginia". Director of Human Resources Keith Cook advised that this change could impact the employees in 010 - F= that the schedule might not be compatible with the state or constitutional officers. Supervisor Nickens suggested that the schedule be more flexible and that only the set number of hours or holidays be established similar to the schedule now followed by the library. Supervisor Eddy withdrew his substitute motion. Supervisor Johnson moved to close debate. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, McGraw, Nickens, Robers NAYS: None Supervisor Nickens asked to offer a substitute motion and was ruled out of order by Chairman Robers. Supervisor Nickens moved to appeal the ruling by the chairman. The motion sustained the chair's ruling by the following recorded vote: AYES: Supervisors Eddy, JOhnson, McGraw, Nickens, Robers NAYS: None Supervisor McGraw's motion to ratify the schedule with the addition of December 24, 1990 was defeated by the following recorded vote: AYES: Supervisors JOhnson, McGraw NAYS: Supervisors Eddy, Nickens, Robers Supervisor Nickens moved to ratify the schedule as recommended by the staff. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Nickens, Robers NAYS: Supervisors JOhnson, McGraw 011 IN RE: NEW BUSINESS 1. Report from Total Action aqainst Poverty on recovery efforts Ted Edlich, Executive Director of TAP was present and reviewed the efforts made to bring the programs back into operation after a fire destroyed the building. He introduced Al vin Nash, Director of the Southwest Virginia Food Bank, who requested support from the Board of Supervisors to store their food at the Public Service Center. Assistant County Administrator John Chambliss described the facilities that the County can make available to TAP for its food bank. Supervisor Nickens moved to authorize the County Administrator to work with TAP to assure that the necessary space is available and to execute the necessary documents. The motion carried by the following recorded vote: AYES: Supervisors Eddy, Johnson, McGraw, Nickens Robers NAYS: None 2. Report on Recoverv efforts of Shenandoah Homes The Reverend otis Burgher was present. He expressed appreciation to all the County personnel who were involved in the rescue and f iref ighting efforts at Shenandoah Homes. He described the recovery efforts and advised that Shenandoah Homes hopes to purchase a sprinkler system at an approximate cost of 012 ! - - $150,000. They plan to raise $75,000 and asked the Board of Supervisors for a matching contribution of $75,000. Supervisor Johnson reported that he had contacted area members of the General Assembly concerning help in obtaining low or no interest loans. He also asked that the County Public Information Officer assist Reverend Burgher in a public aware campaign to help raise funds.
