The Roanoke County Board of Supervisors of Roanoke
ounty, Virginia, met this day at the Roanoke County
dministration Center, this being the second Tuesday, and the

and outlined their plans for the upcoming year.

BE IT RESOLVED by the Board of Supervisors of Roanoke
ounty, Virginia, as follows:
WHEREAS, Jack C. Smith has served with distinction as
xecutive Vice President of the Roanoke Valley Chamber of
ommerce since 1960, and
WHEREAS, during that time he has played a prominent
ole in the economic development of the entire valley through his
ctivities in the Roanoke Valley Development Corporation, the
reater Roanoke Valley Development Foundation, and serving as an
fficer in the Airport Advisory Commission, the Virginia
ssociation of Chamber of Commerce Executives, and Chairman of
he Industrial Development Authority for the City of Roanoke, and
WHEREAS, he was also instrumental in providing
utstanding cultural and social enrichment for valley citizens
hrough his involvement with the founding of the Mill Mountain
heatre, Valley Beautiful, the Miss Virginia and Miss America
and the Virginia Independence Bicentennial Commission,

WHEREAS, Mr. Smith has promoted the Roanoke Valley in
every possible manner for almost thirty years and has served the
citizens of the valley in a unique and special way.
THEREFORE, BE IT RESOLVED that the Board of Superv sors
of Roanoke County, Virginia wishes to express its deepest
appreciation and the appreciation of the citizens to Jack C.
Smith for his many years of capable, loyal and dedicated ser ices
to the citizens of the Roanoke Valley; and
FURTHER, the Board of Supervisors does express its best
wishes for a happy, restful and productive retirement.

1.ReDort on UDcomina Sesauicentennial Activities:
Chairman Garrett expressed appreciation to the Sesquicentenn al
Committee for the Gala, held on March 20, 1988. County
Administrator Elmer Hodge thanked those involved, especially
Tanglewood Mall for funding the Gala. The Gala cost $55,000 and
the cost was completely donated by Tanglewood Mall.

Sesquicentennial Director Kathy Davis advised that the
ala made $20,000 and was considered very successful. This money
ill be used to fund other events planned in the future. The
ext event is Festival Week from March 23 through March 30th.

OF FAIR HOUSING WITHIN THE COUNTY OF ROANOKE
WHEREAS, the Board of Supervisors of Roanoke County, vi -
ginia wishes to ensure equal opportunity to all persons resi ing
in the County of Roanoke to live in decent housing facilitie ,

and
WHEREAS, discrimination on the basis of race, color, re i-
gion, ancestry, national origin, sex, place of birth, age or
handicap in connection with the sale, purchase, leasing, or
financing of housing facilities is unlawful in Virginia.
NOW, THEREFORE, BE IT RESOLVED that the Roanoke County oard
of Supervisors endorses the concept of fair housing within t e
County of Roanoke.

dvised the board the the County had received proposal from
even area banks to offer a Bank Services Contract for a three-
ear period. The consultants feel that First Virginia Bank will
ollow the same level of services at a lower cost.
In response to a question from Supervisor Nickens, Mr.
derson advised that the County should realize $1500.00 in
nvestment income which will offset the cost for the services of
846.40.
Supervisor Johnson asked if the bids were made by the
ocal offices of the bank. Mr. Anderson responded that all
equests for bids were made to the local offices.

for bank services for Roanoke County, upon all and singular he
terms and conditions of the invitation to bid, the specifica ions
of the County of Roanoke, the bidder's proposals, and the
provisions of this resolution, be, and same hereby is, ACCEP ED;
and
2. That the County Administrator is hereby authoriz d
and directed to execute the necessary documents on behalf 0
Roanoke County, all to be upon form approved by the County
Attorney; and
3. That all other proposals for this service are h eby

4. Claim of J. Kav Parr: County Attorney Paul
Mahoney reported that Ed Natt, attorney for Kay Parr had
submitted a claim for annual and sick leave benefits in the
amount of $997.05 for payment while she was on leave from he job
as a result of the adoption of an infant child. The board

he authority to accept the claim and authorize the payment or to
eject the claim. If the claim is rejected, Mr. Natt can then
o forward and file the papers with Circuit Court.
Supervisor Nickens moved that the claim be denied. The

5. Authorization to neqotiate riqhts-of-wav and
asements for Utilit Director of Utilities Clifford
raig advised that there are frequently significant delays on
rojects due to the time necessary to acquire easements and
ight-of-ways. There are several projects between now and July
990 that the staff requests authorization to proceed with
cquiring the necessary easements and rights-of-way. Any
cquisition which require substantial consideration will be
ubmitted to the board for the adoption of an ordinance. The
oncontroversial acquisitions will be adopted pursuant to
rdinance 102787-4.
Supervisor Nickens moved to approve the staff

Supervisor Nickens moved to set the public hearing for
pril 26, 1988. The motion was seconded by Supervisor McGraw and

SUDervisor Robers advised he had met with Mr.
and Mr. Hodge regarding the setting of goals for economic
evelopment. He requested another meeting for further discussion.

SUDervisor Nickens suggested that the letter by
Garrett sent to the School Board and any followup be
with Mr. Robers' correspondence concerning consolidation

SUDervisor McGraw announced that the joint VACO-
L task force on annexation problems met last week and hope to
ake recommendations to the General Assembly by the middle or end
year.
SUDervisor Garrett expressed concern about
ittering on right-of-ways in Roanoke County. He directed the

Director of Parks and Recreation Stephen Carpenter
presented his budget requests and outlined his plans for the
fiscal year 1988-89. He advised the board he would bring ba k
recommendations for a policy for user fees.

RECOGNITION OF EMPLOYEE OF THE YEAR
1. DeDartmental EmDlovees of the Year: Directo
of Human Resources Keith Cook advised the Board that this pr gram
was designed to encourage outstanding employees. The County
Employee of the Year is chosen by a six-member committee
from the employees nominated from their departments. The
Departmental nominees receive a certificate and a
Sesquicentennial coin, and the Employee of the Year receives a
certificate, resolution, $100 savings bond, $300 bonus check and
his or her portrait is hung in the Administration Center.

1988/89.
County Administrator Elmer Hodge presented the udget
and plans for Management Services and other department and
requested questions from the board.
Chairman Garrett advised the other board member that

Chairman Garrett advised that he had received a reques
from the petitioner that this hearing be continued to April 26
1988. Supervisor Johnson said he would not agree to this
request until he had an opportunity to ask questions of the
petitioner.
Mr. Stalzer reported that this request would use an
existing 76-unit motel as a home for adults under a B-2 zoning
district. Planning Commission review is not required. The
significant impact factors include the site layout which is
predetermined, minimal open or green space, screening and
landscaping. The signage has also not been described. The

primary strength is that the existing building will be improve
and cleaned up. The weaknesses are the density of units on th
property of 12 to 24 units, and the existing layout limits the
possibility of protecting residents from lights, noise, odors
and litter. There are conditions if the petition is approved.
The petitioner, Jay Landis, was present to answer
questions. Supervisor Johnson asked if the first floor would
used for ambulatory persons. Mr. Landis responded affirmative
and advised he could include that in the conditions. He advis
there would be about 55 rooms for 2 residents per room. They
will enclose the walkway. Supervisor Johnson inquired whether
there was a need for another adult facility in the valley. Mr

Landis outlined the state regulations they had to meet.

A developer will install the sewer lines and resolve the healt
problem. The County has attempted negotiations but has not be n
successful. They will continue to negotiate a settlement, but
the staff still recommends going forward with the proceedings.
Mr. Mahoney advised that the petitioners will be compensated w th
any outbuildings that may be removed.
Janet McQuarrie, the property owner whose septic sys em
is failing was present. Her husband met with the Bryants to t y
to work out the problems. Money has been placed in escrow to ay
for the buildings or any other costs that arise.
Mr. Mahoney advised that the Bryants expressed no
interest in a negotiated settlement. By following this
procedure the County must give a certain time for the landowne
to challenge this in court. The County is facing a time limit
with the developer who is installing the sewer line.

BE IT RESOLVED by the Board of Supervisors of Roanoke
Co nty, Virginia, as follows:
1. That the acquisition of a sanitary sewer easement
is being undertaken by the County of Roanoke to allow for the
el mination of an improperly functioning drainfield by extending
lic sewer to the property of George McQuarrie; and
2. That in order to complete this project one sanitary
se er easement is needed and more particularly described as a

fi teen (15) foot wide strip of land across the property of Helen
V. Bryant and more particularly described on the attached apprai-
sa report as being located along the rear property line and con-
ta ning 3,086.55 square feet, together with a ten (10) foot wide
te porary construction easement. The fair market value of the
af resaid permanent easement is $593.00 and the estimated dam-
ag s, if any, to the residue property is $2,045.00; such compensa-
ti n having been offered the property owner; and
3. That it is immediately necessary for the County to
en er upon and take such property on April 22, 1988, and commence
th construction of said sanitary sewer easement in order to ex-
te d public sewer service to said property owner in order to

NO. 9887-6 AND ACCEPTING AN OFFER FOR
AND AUTHORIZING THE SALE OF REAL ESTATE
ADJACENT TO FORT LEWIS FIRE STATION ON
U.S. 11-460 AND AUTHORIZING THE LEASE
OF THE BALLFIELDS BY ROANOKE COUNTY ON
SAID TRACT
WHEREAS, pursuant to the provisions of Section 16.01 of
the Charter of Roanoke County, the subject property has been d -
clared to be surplus; and
WHEREAS, pursuant to the provisions of Section 18.04 of
the Charter of Roanoke County, a first reading concerning the
sale and disposition of the real estate was held on August 25,
1987. A second reading and public hearing was held on Septem-
ber 8, 1987, whereupon the Board of Supervisors adopted Ordinace
No. 9887-6; and
WHEREAS, the terms of the real estate transaction ha e
been amended whereby Lewis Gale Building Corporation would pur
chase 7.057 acres adjacent to the Fort Lewis Fire Station on U S.
Route 11-460; and
WHEREAS, in consideration for this real estate, Lewi
Gale Building Corporation would convey 5.1779 acres off of Rou e
221 and $60,000; and
WHEREAS, the acreage of real estate off of Route 11-
at the Fort Lewis Fire Station was changed to reflect the addi
tion of a 50-foot wide strip to the west. This was done to ac
modate the future expansion of the structure in 1992; and

Co poration in exchange $60,000 cash and the conveyance of 5.1799

Co in the amount of $1.00 per annum through December 31,
