IN RE: EXECUTIVE SESSION At 3: lOp. m., Supervisor Garrett moved to go into I Executive Session pursuant to the Code of Virginia Section 2-1- 344 (A) (6) to discuss investing of public funds concerning the Spring Hollow Reservoir and the Dixie Caverns Landfill. Proclamation declarinQ the week of SeDtember 11 17, 1988 as Constitution Week: Chairman Garrett read a proclamation declaring the week of September 11 through September 17 as Constitution Week. He presented the proclamation to County Attorney Paul Mahoney, a member of the Constitution Bicentennial II Commission. IN RE: NEW BUSINESS I 1. Authorization to Droceed with SDrinQ Hollow Reservoir: County Administrator Elmer Hodge advised that the search for a new water supply has gone on for many years. Studies have been conducted since 1967 by the Corps of Engineers, State Water Control Board and many engineering firms. It is hoped that Roanoke City and Salem City will join the project, but if not, Roanoke County will proceed with an expandable reservoir. Assistant County Administrator John Hubbard presented a history of the search for a water supply. He advised there had been 19 reports conducted since 1967. There were 20 options 128 Se tember 13 1988 studied for a potential water supply. In 1981, a water committee was established and in 1983 it was recommended to pursue the Spring Hollow Reservoir. Roanoke City, Roanoke County and Salem each pro jected their own water needs up to the year 2040. In 1984 the County began applying for the necessary permits from the state and federal government and now have both permits. The state permit allows a yield of 29 million gallons per day and the federal permit allows a yield of 23 million gallons per day. The federal permit will meet our needs to the year 2030. Use of the river will decrease the flow only ten percent. Mr. Hubbard advised that use of Smith Mountain Lake has also been studied for 20 years but none of the consultants have recommended this as the County's water supply because of water quality, cost of operation and construction. The estimated cost for the dam and reservoir in 1983 was $35,000,000. The preliminary updates now project the cost at $36,500,000. If the treatment facilities and transmission mains are added, the total cost will be $70,000,000. However, the costs for treatment and transmission mains would remain the same regardless of the choice of a water supply. None of the consultants recommended use of ground water. Mr. Hubbard announced that the County had made concessions to the environmental organizations by reducing the yield from 29 mgd to 23 mgd to protect the endangered fish I I II I September 13, 1988 129 species and the river. he advised the County has two options. One would proceed with a 17 mgd reservoir to meet Roanoke County's needs only. The other would proceed with a 23 mgd reservoir in phases which would allow the two cities time to decide whether to participate. Staff is recommending that Hayes, Seay, Mattern and Mattern be authorized to proceed with the final design of a dam and reservoir and that $175,000 be allocated toward this project. Supervisor Johnson and Supervisor Garrett expressed hope that the Cities of Roanoke and Salem would join the County in proceeding with the reservoir. Supervisor Johnson moved that the staff and Hayes, Seay, Mattern and Mattern be authorized to proceed with the final design for the dam and reservoir at Spring Hollow to supply 23 million gallons of water per day for the Roanoke Valley. The motion was seconded by Supervisor Robers, and carried by the following recorded vote: AYES: Supervisors Johnson, Robers, McGraw, Nickens, Garrett NAYS: None 2. Year-end Financial Information: Director of Finance Diane Hyatt reported that the preliminary figures are now available although the audit is still ongoing. The revenues are $1 .5 million over budget due to proration of personal property. r } ,.3 0 September 13, 1988 There was a savings in expendi tures due to cutbacks, and by delaying capital and lease purchases. As a result, there is $1.8 million net in additional monies. $500,000 has been appropriated as a beginning balance for 1988/89 fiscal year and $400,000 has been appropriated for Dixie Caverns. The remaining funds could be added to the fund balance. There still remain some outstanding contingencies such as the Dixie Caverns Landfill. Staff is recommending that $50,000 also be added to the Board Contingency Fund. Supervisor Nickens moved to approve the staff recommendation. ADDroval of Roanoke Count v SmokinQ Policv: Director of Human Resources Keith Cook advised that the smoking pOlicy has been reviewed with the Smoking Policy Committee. The changes include a 60-day implementation policy and the specific deletion of the County schools from the policy. Staff recommends that the policy be approved. Supervisor Nickens moved to approve the policy with the exception that the $9,000 funds for ventilation equipment be deleted. ReQuest for additional SDace and other imDrovements at the Administration Center: Assistant County Administrator Don Myers reported that conditions at the Office of Treasurer, Commissioner of Revenue and Real Estate Assessment are extremely crowded. There is no enough room for storage and an effective work area. Also, citizens conducting business with Utility Billing must stand in the hall and speak through a hole in a window . Additional office space is also necessary for the Director of Development and Inspections and in Engineering. Other problems include lack of proper signage and lack of floor covering in the hallways which are very slick. Staff recommends the installation of three modular units on the property to alleviate space problems, proper signage and marking for the parking lot and carpeting of the halls and stairways. The cost would be $50,000. Staff is also requesting permission to proceed with preparation of additional office space by rearrangement of the space in the Community Room and space from Mr. Mahoney's office to the County Administrator's office. In response to a question from Supervisor Johnson, Mr. Myers advised that the ongoing cost for the modular units would be $33,000 per year, based on a five-year lease purchase. 132 September 13, 1988 Supervisor Nickens stated he felt this was a "bandaid" approach and too costly at $62.00 per square foot. He also felt other al ternatives could be more cost-effective. Supervisor Johnson requested that future reports show the entire cost of a project, not just a yearly cost. Supervisor Nickens moved to table the issue time in the future. Authorization to Droceed with the location and construction of the Bonsack Fire Station: Fire and Rescue Chief Tommy Fuqua advised that $300,000 has been set aside from the 1985 bond issue for a fire station in the Bonsack area. Staff has met wi th other localities to discuss the possibility of a joint operation and there is interest in the concept. Staff has property currently designated for this fire station adjacent to the Botetourt-Roanoke County joint library, but has identified a site that would provide better service at State Route 604 and 608 adjacent to Challenger Drive. Supervisor Johnson moved to approve staff recommendations and to report back to the board on negotiations to relocate the fire station. Authorization to execute aareement with Roanoke Ci t v concernina Dretreatment of industrial waste discharae: Utility Director Clifford Craig advised that the municipalities in the Roanoke Valley have proposed that they enter into an agreement whereby each municipality would administer their own sewage use ordinance as it pertains to industrial waste. Reporting of industrial sanitary sewer users is a requirement under the permit which the City has and they are required to report to EPA, but cannot gather information from other municipalities. Staff is requesting authorization to execute this agreement. Supervisor Nickens moved to approve the staff recommendation. FOR THE RELOCATION OF KENWORTH ROAD VALLEYPOINTE, PHASE I BE I T RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to provisions of Section 18.04 of the Charter of Roanoke County, a first reading concerning the herein- after described real estate was held on August 23, 1988. A sec- ond reading on this matter was held on September 13, 1988. This real estate consists of 0.518 acre, more particularly described as Roanoke County Tax Map No. 37.07-1-6 and located in the Ho1- I I I September 13, 1988 135 lins Magisterial District adjacent to Interstate 581 and Peters Creek Road; and 2. That the 0.518 acre of real estate from Smithsub Inc. to the Board of Supervisors of Roanoke County for $64,500.00 is hereby authorized and approved; and 3. That the County Administrator is authorized to exe- cute such documents and take such actions on behalf of Roanoke are necessary to accomplish the acquisition of this all of which shall be upon form approved by the County County as property, Attorney. The motion was seconded by Supervisor Johnson, and carried by the following recorded vote: AYES: Supervisors Johnson, Robers, Nickens, Garrett NAYS: None ABSTAIN: Supervisor McGraw 136 September 13, 1988 ORDINANCE 91388-7 AUTHORIZING THE ACQUISITION OF EASEMENTS TO FACILITATE THE EXTENS ION OF PUBLIC SEWER SERVICE TO THE APPALACHIAN POWER COMPANY SERVICE CENTER BE I T ORDAINED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to provisions of Section 18.04 of the Charter of Roanoke County, a first reading concerning the acquisi- tion of the hereinafter-described easements was held on August 23, 1988. A second reading on this matter was held on September 13, 1988. The sewer easements are located across the property of I the George Harris Estate (Roanoke County Tax Map No. 36-15-1-10) and Leonard Huffman (Roanoke County Tax Map No. 36.10-1-14); and 2. That the acquisition of the sewer easements from the George Harris Estate in the amount of $4,300.00 and the sewer easement and 8-inch diameter carrier pipe 1,100 feet across Inter- state 81 from Leonard Huffman in the amount of $30,000.00 are hereby authorized and approved; and 3. That the County Administrator is authorized to exe- cute such documents and take such actions on behalf of Roanoke County as are necessary to accomplish the acquisition of these easements, all of which shall be upon form approved by the County On motion of Supervisor Nickens, seconded by Supervisor I Attorney. Johnson and carried by the following recorded vote: September 13, 1988 1 S 7 l AYES: ABSTAIN: NAYS: Supervisors Johnson, Nickens, Robers, Garrett Supervisor McGraw None IN RE; REPORTS AND INQUIRIES OF BOARD MEMBERS I SUDervisor McGraw advised that he will not make any decision on a landfill site nor lobby to keep a site from any area until all the facts and figures are available on every proposed site. SUDervisor Johnson asked that the public be informed that formal action will be taken concerning right-of-entry to the proposed landfill sites at the September 27, 1988 meeting. SUDervisor Nickens concurred with Supervisor McGraw's comments and advised that although he originally opposed the site in Mount Pleasant, he now feels differently. He will not vote on right-of-entry until the three conditions the County requested from the Landfill Board are met. IN RE: CONSENT AGENDA Supervisor Johnson moved to approve the Consent Agenda. That that certain section of the agenda of the Board of Supervisors for September 13, 1988, designated as Item K - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated Items 1 through 8, inclusive, as follows: 1. Confirmation of committee appointment to the Grievance Panel. 2. Approval of minutes of meetings - May 10, 1988, May 24, 1988, June 14, 1988 3. RESOLUTION 91388-8.d REQUESTING ACCEPTANCE OF STONEBRIDGE CIRCLE INTO THE VIRGINIA DEPARTMENT OF TRANSPORTATION SECONDARY ROAD SYSTEM BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1 . That this matter came this day to be heard upon the proceedings herein, and upon the application of Stonebridge Circle from the intersection with Stonebridge Drive, Route 1007, to the terminus at the cul-de-sac for a distance of 0.11 miles to be accepted and made a part of the Secondary System of State Highways under Section 33.1-229 of the Virginia State Code. 2 . That it appears to the Board that drainage easements and a fifty (50) foot right-of-way for said road has been dedicated by virtue of a certain map known as Stonebridge Court which map is recorded in Plat Book 9, Page 304, of the record in the Clerk's Office of the Circuit Court of Roanoke County, Virginia, on September 4, 1984 and that by reason of the ~ 14'0 September 13, 1988 recordation of said map no report from a Board of Viewers, nor consent or donation of rïght-of-way from the abutting property owners is necessary. The Board hereby guarantees said right-of-way for drainage. 3. That said road known as Stonebridge Circle and which is shown on a certain sketch accompanying this Resolution, be, and the same is hereby established as a public road to become a part of the State Secondary System of Highways in Roanoke County, only from and after notification of official acceptance of said street by the Virginia Department of Transportation. Informational Report on removal action at Dixie Caverns Landfill Utility Director Clifford Craig presented an update on the removal. He announced the drums and tires have been removed. They are working on negotiations with Roanoke Electric I I I I l Steel concerning the dust area. The biggest problem is the amount of material in the sludge area which is 10 times more than I I '-, September 13, 1988 },'4 I . __ _.. _'T._ ~ _ anticipated, and the cost has increased significantly. Steger spoke requesting an increase in the minimum lot sizes in the Catawba Valley to a minimum of five acres by designating the valley "Rural Preserve". He was II concerned that future subdivision development could change the beauty of the area. Supervisor Nickens directed the Planning staff and Planning Commission to review the possibility of changing Catawba Valley to "Rural Preserve" and increasing the minimum lot size. 142 September 13, 1988 IN RE: RECESS At 4: 20 p. m., Chairman Garrett declared a five minute recess. IN RE: WORK SESSIONS 1. Street and off-street Darkina desian standards and sDecifications: Arnold Covey, Director of Development and Inspections, reported that in August 1986, the Board asked that a manual be developed to assist the public and development community in establishing the regulations and policies applying to land development. The only component that has been completed and approved by the Board of Supervisors is the water design standards. The committee was composed of area engineers, surveyors, members of the Roanoke Valley Home Builders, and county staff. The key issues in the design construction standards are plant-mix streets and curb and gutter standards in the urban service area as defined in the Comprehensive Plan. Lots of less than 100 feet would require curb and gutter. The committee also studied entrance connections regarding subdivisions and commercial entrances. The county staff has met with the Roanoke Valley Homebuilders to try to address their concerns, which I I ~ September 13, 1988 143 include curb and guttering requirements and the use of plant mix on roads. II In response to a question from Supervisor Johnson, the Homebuilders responded that the cost of meeting these requirements would add an average $1,133 to the cost of a house. Mr. Covey advised that the County receives many requests from homeowners requesting curb and guttering after the house has been built. The Homebuilders expressed concern that the proposed county standards are much higher than the state standards. Supervisor Nickens stated he felt that curb and gutter should not only be used on lots of less than 100 feet, but used in any subdivision. Mr. Hodge suggested that the staff and homebuilders association continue to meet to solve their differences, that suggestions by board members be incorporated, and that staff bring a report to the board in 30 days for approval. 2 . ProDosed leaislati ve Dackaae: County Attorney Paul Mahoney presented a prioritized list of legislative requests from the board members, constitutional officers, school board members, and department heads. He felt the top priority should be resolving problems with the meals tax, followed by solid waste management, and support for a one-half cent local option sales I tax. School Superintendent Bayes wi 1son reviewed the school administration legislative requests. Supervisor Johnson ~ 144 September 13, 1988 requested a resolution of support at the September 27th meeting for House Joint Resolution 63 that the joint subcommittee study ways to provide low cost health care coverage for school employees. Mr. Mahoney added several requests from Sheriff Kavanaugh, who was present to explain his additional requests. Supervisor Nickens stated he felt that the County should only pick several priority items to request of the legislators instead of the entire package. Supervisor Johnson asked if we could amend the charter to resolve our meals tax problems rather than enabling legislation for the entire state. Mr. Mahoney advised he would make the requested changes and bring the legislative package back to the board for approval on September 27, 1988.
