IN RE: CALL TO ORDER Chairman Brittle called the meeting to order at 8:05 a.m. The roll call was taken. MEMBERS PRESENT: Chairman Alan H. Brittle; Vice-Chairman Bo Johnson; Supervisors Lee Garrett, Steven A McGraw, and Harry C. Nickens MEMBERS ABSENT: None STAFF PRESENT: Elmer C. Hodge, County Administrator; John R. Hubbard, Assistant County Administrator of Public Facilities; John M. Chambliss, Assistant County Administrator of Management Services; Timothy W. Guba1a, Assistant County Administrator of Communit Development; Robert A. Stalzer, Director 0 Planning, Zoning, and Grants; Gary Huff, Buildings and Grounds; Darrell Shell, Director of Parks and Recreation; Brent Sheffler, Community Development; Bobbie L. Hall, Deputy Clerk; Mary H. Allen, County Administrator's office; and Janet Johnstone, Public Information Officer IN RE: REQUESTS TO POSTPONE, ADD, OR CHANGE THE ORDER OF AGENDA ITEMS Chairman Brittle announced that the item on the agenda for airport discussion will not be heard at this meeting but wi1 be heard on December 16, 1986, at 2:00 p.m.. IN RE: JOINT WORK SESSION ON ECONOMIC DEVELOPMENT STRATEGY , 225 December 8, 1986 The Board of Supervisors met with the Planning Commission, the Industrial Development Authority, and the School Board to discuss economic development strategy. Mr. Tim Guba1a and Mr. Brent Sheffler of the Department of Community Development presented the proposed strategy. As a result of this work session, Mr. Hodge reported to the Board that the staff would work with the Board of Supervisors ~o identify five developable industrial sites. At the second neeting in January, the Board will prioritize these sites, then staff will begin working with land owners and prepare a master plan to be in place by July 1, 1987. This will allow time to build funds into the budget for improvement to the sites. IN RE: JOINT WORK SESSION ON THE PARKS MASTER PLAN The Board also met with the Recreation Commission to ~iscuss the park master plan. Mr. Eldon Karr was present to show ß slide presentation on the development of each park. Mr. Hugh Key of the Recreation Commission reported that ~he Recreation Commission gave conditional approval assuming annual review as this plan proceeds. Mr. Key also reported that ~he commission is concerned that the South County Park should ~ave lights for the soccer field. The Commission is also ~oncerned that lights be installed at Vineyard Park as soon as possible before Roanoke City develops the area around the park and the same situation occurs that occurred at Hidden Valley. The Recreation Commission requested that there be additional community meetings on the park designs and that the Recreation þommission, the Board of Supervisors, and any recreation clubs ILhat use park facilities be notified. .1 2,26 December 8, 1986 ~.___. Supervisor Nickens requested that another work session be scheduled to complete the update on the park master plan.
