I Roanoke County Board of Supervisors Roanoke County Administration Center 3738 Brambleton Avenue, SW Roanoke, Virginia 24015 January 3, 1985 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being a special meeting for discussion of the organization for 1985. IN RE: CALL TO ORDER Chairman Nickens called the meeting to order at 10:06 a.m. The roll call was taken. I MEMBERS PRESENT: Chairman Harry C. Nickens; Vice-Chairman Athena E. Burton; Supervisors Gary J. Minter, Steven A. McGraw, and Alan H. Brittle MEMBERS ABSENT: None IN RE: PRELIMINARY MATTERS 1. Selection of Temporary Chairman - Supervisor Brittle moved to appoint Mr. Donald R. Flanders, County Administrator, as the temporary chairman. The motion carried by a unanimous voice vote. 2. Invocation and Pledge of Allegiance - Supervisor Harry C. Nickens gave the invocation. The pledge of allegiance ~as recited by all present. Supervisor Nickens also announced I the death of Circuit Court Judge, F. L. Hoback, Sr. IN RE: ORGANIZATION OF COUNTY BOARD 1. January 3, 1985 5Etcc:;1-ion 0--\ a. Chairman - Supervisor Gary J. Minter nominated Supervisor Steven A. McGraw for Chairman. No other nominations were made. Supervisor Minter moved that nominations be closed. The motion carried by a unanimous voice vote. The Clerk to the I Board of Supervisors cast a unanimous ballot for Steven A. McGraw as Chairman of the Roanoke County Board of Supervisors from January 3, 1985, through December 31, 1985. The ballot carried by a unanimous voice vote. S ~ e clkXì c>f- b. Vice Chairman - Chairman Steven A. McGraw nominated Supervisor Burton for Vice-Chairman. Supervisor Brittle nominated Supervisor Nickens for Vice-Chairman. Supervisor Minter moved that all nominations be closed. The motion carried by a unanimous voice vote. The voting was as follows: Supervisor Minter - Athena E. Burton Supervisor Burton - Athena E. Burton Supervisor Brittle - Harry C. Nickens Supervisor Nickens - Harry C. Nickens I Chairman McGraw - Athena E. Burton The Clerk declared by a 3-2 vote that Supervisor Athena E. Burton would be the Vice-Chairman of the Roanoke County Board of Supervisors to serve from January 3, 1985 through December 31, 1985. Chairman Steve McGraw commended Dr. Nickens on his excellent leadership as chairman during the previous year. 2. Adoption of Rules of Order and Schedule of County Board Sessions for 1985 and Time of Adjournment of Meetings - Supervisor Brittle suggested that the Board adopt Robert's Rules of Order for 30 days to allow the Board time to consider the suggestions of the County Attorney and to consider rules of order I for the Board in particular at the first meeting in February, 1985. Supervisor Burton reported that the Board has operated in the past under modified Robert's Rules for Small Groups which does not require a second to a motion and requested that if Roberts Rules are adopted that the stipulation be included that a - ~ January 3, 1985 1)93 second to motions not be required. Supervisor Brittle moved that Item 2 on the prepared resolution be amended to read "That the rules of procedure for the conduct of all Board meetings shall be I Robert's Rules of Order for a period ending the first meeting in February, 1985," at which time the Board will reconsider that portion of the prepared resolution. The motion carried by a unanimous roll call vote. Supervisor Minter moved that paragraph 3 of the prepared resolution be approved. The motion carried by a unanimous roll call vote. Supervisor Brittle moved that the words "second and fourth Tuesday" be inserted in the first blank of paragraph 1 of the prepared resolution and 3:00 be inserted in the second blank of the same paragraph. Supervisor Burton, as a substitute motion, moved that the Board meetings be scheduled for the first, second, and fourth Tuesdays of the month with the first meeting devoted to work sessions and executive sessions I commencing at 4:00 p.m. and ending at 9:00 p.m. and that the second and fourth meetings commence at 3:00 p.m. and adjourn no later than 11:00 p.m. Supervisor Nickens moved to table. The motion did not carry by the following recorded vote: AYES: Supervisors Brittle and Nickens NAYS: Supervisors Minter, Burton and McGraw The vote on Supervisor Burton's substitute motion to have three meetings a month as stated above is as follows: AYES: Supervisors Minter, Burton, and McGraw NAYS: Supervisors Brittle and Nickens Supervisor Minter moved for approval of the following prepared resolution. I RESOLUTION NO. 85-1 ESTABLISHING A MEETING SCHEDULE FOR THE BOARD OF SUPERVISORS OF ROANOKE COUNTY FOR CALENDAR YEAR 1985, ADOPTING RULES OF PROCEDURE FOR SUCH MEETINGS, AND ESTABLISHING AN ORDER AND METHOD OF VOTING ON ROLL CALL VOTES BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: ~ !~ ~. 394 January 3, 1985 1. That for calendar year 1985 the regular meetings of the Board of Supervisors of Roanoke County shall be held on the first, second and fourth Tuesday of each month at the Roanoke County Administration Center (Community Room) on Brambleton Avenue, S.W., Roanoke County, Virginia. The first meeting of the month shall be a regular meeting, limited to Work Session items;and shall commence at 4:00 o'clock p.m. and end at 9:00 o'clock p.m. The second and fourth meetings shall commence at 3:00 o'clock p.m. and end at 11:00 p.m. of each such day; provided, however, no matter set for public hearing or otherwise of general public interest shall be heard and finally disposed of prior to 7:00 o'clock p.m. on any such meeting date; and provided further, nothing herein contained shall be deemed to prevent the Board from cancelling any meetings herein established and set in excess of one (1) meeting per calendar month; and 2. That the rules of procedure for the conduct of all Board meetings shall be Robert's Rules of Order; provided, however, a motion duly made by a member of the Board shall not require a second in order to be considered by the Board. However, these rules shall be effective only until February 12th 1985; and 3. That the voting procedure of the Board shall continue to be by roll call viva voce, as made and provided by law in rotating order from meeting to meeting as heretofore established; provided however, the Chairman shall at all time cast the last vote upon any such roll call. Upon motion of Supervisor Minter and the following recorded I I vote: Supervisors Minter, Burton, and McGraw Supervisors Brittle, and Nickens 4. Consideration of Seating and Voting Order - Supervisor Brittle moved to approve the rotation on seating and voting used during the previous year. The motion carried by a unanimous roll call vote. IN RE: EXECUTIVE SESSION I Supervisor Nickens moved to go into Executive Session pursuant to the Code of Virginia of 1950 Section 2.1-344(a) (1), (2), (3), (4), and (6). The motion carried by a unanimous voice vote. IN RE: OPEN SESSION Supervisor Brittle moved to return to Open Session at 12:07 p.m. The motion carried by a unanimous voice vote.
