Minter MEMBERS ABSENT: None IN RE: EXECUTIVE SESSION Supervisor Burton moved to go into Executive Session pursuant to the Code of Virginia Section 1.334 (a), (1), (2), (4), and (6). I IN RE: OPEN SESSION "..- 3°8 January 8, 1985 RESOLUTION 84-2 CANCELING THE JANUARY 22 1985 BOARD OF SUPERVISORS' MEETING AND RESCHEDULING THE MEETING FOR JANUARY 29, 1985 BE IT RESOLVED by the Board of Supervisors of Roanoke I County, Virginia, as follows: 1. That the January 22, 1985 Board of Supervisors' meeting be, and hereby is, canceled and rescheduled for January 29, 1985, at the Roanoke County Administrator Center, 3738 Brambleton Avenue, Roanoke County, Virginia, at 3 o'clock p.m.; and 2. That a copy of this resolution be posted at the front door of the Courthouse and the Administration Center and advertised in a newspaper having general circulation in the Roanoke Valley. On motion of Supervisor Burton and the following recorded vote: AYES: Supervisors Minter, Burton, and McGraw I NAYS: Supervisors Brittle and Nickens IN RE: JOINT SESSION WITH ROANOKE COUNTY SCHOOL BOARD School Superintendent, Bayes Wilson, handed out a letter that the School Board has sent to the Honorable C. Richard Cranwell requesting consideration for the following legislative concerns: a. Request that consideration be given to a higher level of state funding than has been approved for the second year of the biennium, 1985-86. b. Request that the Literary funds not be diverted for I any other use and, that HB 284 be opposed since the school construction program in Roanoke County is contingent on Literary funds. c. Request that SJR 28 which places a limit on state expenditures be opposed. It is the feeling of the School Board - ~ ~ 399 January 8, 1985 - I that this type of legislation would unduly restrict the funding of education and other needs. d. Request that consideration be given to improving the Virginia Supplemental Retirement System. without a cap should be considered for those "old" system (contributing prior to 1980). should be given to permitting the purchase of a certain amount of military serfice at five percent instead of fifteen percent. This would remove the inconsistency that now exists permitting such purchase of military service at five percent if the employee was a member of VSRS prior to military service, but fifteen percent if the employee was a member of VSRS after military service. The Rule of 90 employees in the Consideration also I e. Request that consideration be given to some funding from the state for elementary guidance counselors since the Standards of Quality encourage elementary counselors, but the state currently provides no funding. f. Request that the state adequately fund its portion of the expense of the Governor's School for Math and Science proposed for the Roanoke area. The participation of the Roanoke County School Board in this project is contingent upon the state funding. Supervisor Burton asked about the location of the Governor's School. Mr. Wilson reported that the State has requested that it be in Roanoke City since that would be a central location. It is expected to be held at Patrick Henry or William Fleming. The state has only funded "planning money" for I this year. There has been a request of $200,000 plus funds for operational funds in addition to the request of the City of Roanoke for Literary funds for an additional wing to house equipment. Mr. Homer Duff, reported on the Cave Spring High School Project. He reported that Buford Lumsden has requested an - ...1 ,...- 400 .¡ 1 January 8, 1985 extension of time and should have their study and data prepared by the middle of January, 1985. Mr. Bayes Wilson handed out a letter from George E. I Calvert, Jr., Director of Debt Management for the Commonwealth of Virginia, concerning the Virginia Public School Authority funding (additional funding needed for William Byrd Junior High School). Mr. Bayse Wilson reported on the progress on the transportation and vehicle services operation. He reported that he and Mr. Flanders would like to suggest to both Boards that a committee be formed (like the data processing committee) to meet once a month with a member of the Board of Supervisors, the School Board, Mr. Flanders, Mr. Bayes Wilson, Mr. Homer Duff, and Mr. John Chambliss for review of the operation. Mr. Pollard reported that the vehicle services operation is presently servicing 284 vehicles of which 123 are serviced at the old facility. Mr. Pollard requested an extra mechanic that could I possibly float between the two service centers. Supervisor Burton volunteered to serve on committee to represent the Board of Supervisors. Mr. Flanders requested an update on the salary survey from the School Board. Mr. Wilson reported that Mr. Robison and Mr. Cook are not prepared to present a report. IN RE: EXECUTIVE SESSION Supervisor Burton moved to go into Executive Session pursuant to the Code of Virginia 2.1-334 (a) (2). The motion carried by a unanimous voice vote. I IN RE: OPEN SESSION The Board of Supervisors and the School Board discussed the needs for more open communication between the two bodies. It - ~ ~ 401 January 8, 1985 was decided that the Chairman of the School Board, David Rowe, is to stay in constant communication with the County I Administrator and County Board Chairman. The salary survey for the Roanoke County schools was briefly discussed and each board agreed that it was imperative to get the base pay in order before starting to add increases for coaches of sports, etc. IN RE: EXECUTIVE SESSION Supervisor Nickens moved to go into Executive Session pursuant to the Code of Virginia 2.1-334 (a) (1), (2), (4), and (6). The Pledge of Allegiance was recited by all present. Chairman McGraw presented a certificate of appreciation I and a plaque to Supervisor Nickens for his excellent leadership during the previous year as Chairman of the Board of Supervisors. Chairman McGraw also announced that the Board had received a report on the airport matter late this afternoon and that he had given it to the staff for their consideration and report. IN RE: CONSENT AGENDA Supervisor Burton requested that Item 7 be removed from the Consent Agenda. Supervisor Nickens requested that Items 9 I and 13 also be removed from the Consent Agenda. Supervisor Nickens moved for approval of the Consent Agenda with the deletion of the Items 7, 9, and 13. RESOLUTION NO. 85-5 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM B - CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. The motions were adopted by the following roll call vote: AYES: Supervisor Brittle, Nickens, Minter, Burton, McGraw NAYS: None RESOLUTION 85-5.A OPPOSING CONSIDERATION OF ROANOKE COUNTY AS A LOCATION FOR A HIGH LEVEL NUCLEAR WASTE DUMP WHEREAS, the United States Department of Energy has identified Roanoke County as being one of fifty-six counties in the Commonwealth of Virginia under consideration for location of a high level nuclear waste dump; and WHEREAS, this identification appears to be based I primarily upon a finding of suitable rock formations; and WHEREAS, contamination by radioactive materials have added over $11 billion to clean-up costs under the EPA Superfund program; and WHEREAS, it appears that the Federal government has been unable to effectively identify and manage such sites without substantial clean-up costs. NOW, THEREFORE, BE IT RESOLVED that the Roanoke County Board of Supervisors opposes any consideration of Roanoke County as a suitable location for a high level nuclear waste dump. On motion by Supervisor Nickens and adopted by the following roll AYES: Supervisor Brittle, Nickens, Minter, Burton, McGraw I call vote: NAYS: None Supervisor Brittle requested that the above prepared resolution be forwarded to the Department of Engergy but to the representatives in Richmond. - ~ ~ 405 January 8, 1985 RESOLUTION 85-5.B ACCEPTING CERTAIN BIDS MADE TO ROANOKE COUNTY SET FORTH AS FOLLOWS I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That those certain bids set forth as follows in the following words and figures be, and hereby are, accepted, upon all and singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder1s proposals, and the provisions of this resolution, to-wit: a. Purchase of four police-type vehicles to be placed in service by the Fire and Emergency Services Division and two police-type vehicles to be placed in service by the Sheriff1s Department through State Contract to JKJ Chevrolet in the amount of $65,543.10. I b. Purchase of one motor fire apparatus 1250 GPM pumper to be placed in service by the Fire and Emergency Services Division at Vinton from Commonwealth Fire Equipment in the amount of $124,427.00. c. Purchase of one motor fire apparatus 1000 GPM pumper to be placed in service by the Fire and Emergency Services Division at Mason's Cove from A-I Fire and Rescue Equipment in the amount of $111,987.00. 2. Supervisor Brittle - Presented a resolution to rescind Resolution 84-174 concerning the bailiff IS position at I the Roanoke County Sheriffls Department. Supervisor Brittle moved for approval of the prepared resolution. RESOLUTION 85-3 RESCINDING RESOLUTION NO. 84-220 ADOPTED DECEMBER 18, 1984 AND AMENDING RESOLUTION NO. 84-174 ADOPTED OCTOBER 9, 1984 BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That Resolution 84-220 adopted December 18, 1984, which amended Resolution 84-101 approving the classification plan for the 1984-85 fiscal year be, and hereby is, rescinded; and 2. That Resolution 84-174 adopted October 9, 1984, which amended Resolution 84-101 approving the classification plan for the 1984-85 fiscal year be amended to read and provide as I follows: Grade 17 Code Title Dept. Supervisor Nickens - Requested a work session I involving the June 30, 1984, financial report. This work session has been scheduled for January 29, 1985. 3. Supervisor Minter - No Report. 4. Supervisor Burton - Requested the staff to expedite the conclusion of the Burgess/Shindell donation of property. Supervisor McGraw - Expressed his appreciation to all Board members and staff for their support. IN RE: REPORTS OF CONSTITUTIONAL OFFICERS No Report. I IN RE: REPORTS OF OFFICERS, DEPARTMENTS AND COMMITTEES 1. County Attorney - Reported that the Roanoke County Code had been forwarded to Muncipal Code Services of Tallahasse and should be returned in two to three months. 2. Personnel - No Report. 3. Department of Public Facilities - Requested that the report on street light requests be removed from this agenda. 4. Department of Development - Mr. Rob Stalzer, Planning Coordinator, reported on the mini-warehouse ordinance and adult home care facilities. The adult home ordinance currently defines adult homes and such homes are allowed through special exception permits in the A-l Agriculture and B-2 Business districts. Mr. Stalzer feels that both issues could be handled in a report format on a case by case basis or through major revisions of the zoning ordinance. The staff feels that it would be better to include the amendments in the Zoning Ordinance since they are presently in the process of updating this ordinance. A final draft of the land use plan should be available by March 15 and Mr. Stalzer feels that these issues will be addressed in this plan. Supervisor Nickens moved for concurrence of the staffls recommendation (Alternative 1). Gubala, Superintendent of the Department of Development reported on the elevating equipment inspection fees. Mr. Gubala reported that the current inspection fee is $10.00 and that staff feels that the Countyls fees should be increased I to match the fee charged to the County of $25.00 per inspection. Mrs. Burton requested that staff investigate fees charged by other localities. Supervisor Nickens moved that a resolution be spread in the minutes reflecting an elevating equipment inspection fee be increased from $10 to $30. The motion carried by the following roll call vote: AYES: Supervisor Brittle, Nickens, Minter, Burton, and McGraw NAYS: None RESOLUTION 85-7 AMENDING RESOLUTION NO. 83-213 ESTABLISHING CERTAIN FEES FOR CERTAIN SERVICES PROVIDED BY ROANOKE COUNTY THROUGH THE DEPARTMENT OF DEVELOPMENT FOR ZONING AND BUILDING RELATED MATTERS I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That Resolution No. 83-213 establishing certain fees for certain services provided by Roanoke County through the Department of Development for zoning and building related matters be, and hereby is, amended as follows: BUILDING FEES Elevator Inspection $~e.ee $30.00 2. County Administrator - Mr. Bob Frye of VVKR was present to answer any questions the Board may have regarding the Change Order Number 8 for the new Roanoke County Courthouse. Mr. Frye reported that the project is currently 95 percent complete. Supervisor Nickens moved to approve Change Order Number 8 wit the condition that Roanoke County will be able to negotiate with VVKR on costs. RESOLUTION 85-4 APPROVING CHANGE ORDER NO. 8 TO THE CONTRACT FOR CONSTRUCTION OF THE ROANOKE COUNTY COURTHOUSE BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. On motion by Supervisor Nickens and adopted by the following roll call vote: I AYES: Supervisor Brittle, Nickens, Minter, Burton, McGraw NAYS: None Supervisor Minter moved to have staff prepare a work session on procedures of bidding to be brought up after budget work sessions The motion carried by a unanimous voice vote. - ~ ,., January 8, 1985 411 Mr. Flanders, County Administrator, requested that a Courthouse tour for the City Council of Salem be held on January I 28, 1985, from 12:00 to 2:00 p.m. Mr. Flanders also reported that the General Revenue Sharing Program will be phased out. Roanoke County has funds in the amount of 4.5 cents on Roanoke Countyls tax rate available through 1986. Mr. Flanders requested that the Board urge federal legislators to consider retaining a perpetuation of the Federal Revenue Sharing Program for counties since this is basically the only federal funding Roanoke County is eligible for. Mr. Flanders also reported that the 911 Committee would be meeting on Wednesday night, January 9, 1985. The Management Advisory Committee will be meeting on Monday, January 14, 1985. IN RE: PROCLAMATIONS AND RESOLUTIONS I Chairman Steven A. McGraw presented a proclamation to Mr. Steve Goodwin, Director of Product Management for the American Red Cross, saluting Roanoke Valley Vietnam Veterans. Upon motion of Supervisor Nickens and the following recorded vote. PRO C LAM A T ION WHEREAS, there are over 11,000 Vietnam era veterans in the Roanoke Valley area; and WHEREAS, these veterans served their country during I Americanls longest and most controversial war; and WHEREAS, these veterans returned home to adverse social acceptance conditions due to their participation in a controversial and unwon war; and ~ ~ ,...---- 412 January 8, 1985 WHEREAS, the contributions and sacrifices of vietnam veterans on behalf of this Nation have not been adequately recognized; and WHEREAS, the lack of recognition has denied vietnam veterans the public acceptance, appreciation and praise they deserve. NOW, THEREFORE, I, Steven A. McGraw, Chairman of the Roanoke County Board of Supervisors, do hereby proclaim the ~eek of January 7 through January 12, 1985, as ROANOKE VALLEY SALUTE TO VIETNAM VETERANS WEEK and urge all County citizens to recognize our vietnam vetera!s, to provide an official "Welcome Home" in order to create gre~ter public awareness and recognition of the contributions of Vie~nam veterans, to express the communities I appreciation for their service, and to inspire more responsive care and concern for the nation's "forgotten" veterans. Chairman McGraw read a prepared resolution express'ng the appreciation of the Board of Supervisors to Ira Bradley ~pon his retirement. RESOLUTION 85-6 EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO IRA M. BRADLEY FOR TWENTY-ONE YEARS OF SERVICE TO THE COUNTY WHEREAS, Ira M. Bradley was employed by the Count~ of Roanoke in July, 1963, as a refuse collector in the Roanoke County Refuse Collection Department where he served as a dedicated and loyal employee for twenty-one years; and WHEREAS, he did hold the position of Motor EquipmEat Operator I and was promoted to Refuse Collection Foreman in February, 1975. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Roanoke County expresses its heartfelt appreciation and the appreciation of the citizens of RoanokE - ~ I I I ~ 413 January 8, 1985 County to Mr. Ira M. Bradley for his twenty-one years service in the Roanoke County Refuse Collection Department; and I FURTHER, the Board of Supervisors does, on behalf of the citizens of Roanoke County, express its best wishes for a happy, restful, and productive retirement. BE IT FURTHER RESOLVED that an attested copy of this resolution duly authenticated be forthwith presented to Mr. Ira M. Bradley. S. Savings Bond from Roanoke County. IN RE: CITIZENS COMMENTS AND COMMUNICATIONS Ms. Betty Desper of Total Action Against Poverty, was present and presented a check in the amount of $500 to the County in reimbursement for the preliminary engineering study for the Water and Waste Water Project in Hollins. This check was presented on behalf of the Virginia Water Project and TAP. Ms. Desper also reported that TAP was selected as the model community action agency in the nation. Ms. Desper requested that the Board present a proclamation to TAP for their 20 year anniversary in I May. Mr. Phillip Ragland reported on the Weatherization Project. They exceeded their goal for Roanoke County for 1984 by nine (9) houses. A total of 69 houses were weatherized. Mr. Ragland also reported that funding has been increased for this - ~ ~ 414 January 8, 1985 project in the upcoming year and intend to weatherize over 80 I houses. Ms. Martha Ogden of TAP reported that TAP does receive I referrals from the Board of Supervisors and other agencies and organizations for the Weatherization Programs. At present, there are three outreach workers who scan the communities and take applications from these clients. Ms. Ogden also reported that their Community Outreach Program also provides emergency assistance on a one-time basis and makes referrals to other agencies and organizations, distribute Chirstmas baskets (25 baskets were distributed this year), receive applications for Farmers I Home Lines, Water and Waste Water, Fuel Assistance, and Weatherization applications. As a result of these services over $1,800 in WP grants were awarded to Roanoke County residents, $4,000 in Farmer Home Grants to Roanoke County residents. IN RE: PUBLIC HEARINGS I Petition of Paul E. The motion carried by a unanimous voice vote. IN RE: WORK SESSIONS Work Session - Comprehensive Plan - Rob Stalzer, Planning Coordinator, presented a report on land use for Roanoke County. He also presented a map of Roanoke County showing districts as either rural, urban, or suburban in nature. Mr. Stalzer also reported on the Plan for Libraries. I All library locations have been studied for availability to each citizen. Staff is considering the potentials of a Bonsack substation perhaps building in conjunction with satisfaction of the needs of the Blue Ridge area in Botetourt County. The headquarters library on 419 will require approximately 1,500 more square feet since it houses the administration end of the library system. A Bonsack branch or sub-branch should be planned within the next 10 years because of anticipated growth in that area. Additional space is also needed at the Hollins library. Glenvar and Bent Mountain libraries are in good shape at the present time. Mr. Stalzer and his staff have also studied travel time of fire and rescue stations within each community.
