4/11/1985 - Special ~ 596 I Roanoke County Board of Supervisors Roanoke County Administration Center 3738 Brambleton Avenue, SW Roanoke, Virginia 24015 April 11, 1985 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being an adjourned meeting from April 9, 1985. IN RE: CALL TO ORDER Chairman McGraw called the meeting to order at 7:10 p.m. The roll call was taken. I MEMBERS PRESENT: Chairman Steven A. McGraw; Vice-Chairman Athena E. Burton; Supervisors Harry C. Nickens, Gary J. Minter, and Alan H. Brittle MEMBERS ABSENT: None IN RE: BUDGET DISCUSSION In discussing the revenue budget, it was shown that the there is a 4.21 percent increase of general revenues over last year. There has been a $300,000,000 increase in taxable property and by retaining the $1.15 tax rate will allow a $4,000,000 gain in real estate tax income. Mr. Flanders reported that the County has received the authority to prorate personal property and will I be starting on that project as soon as possible. Supervisor Brittle directed staff to look into the possibility of charging the State for actual costs of keeping prisoners in the jail. The Board directed staff to look into charging a fee for overdue library books. ----- ~ ~ 597 April 11, 1985 It was also reported that there would be no grants for Parks and Recreation because the County has already received so many and are presently on a waiting list. Mr. Flanders reported that he has tried to get in touch with Senator Trible regarding the reports that revenue sharing would be cut in half. Mr. Flanders has also recommended a 4.0 percent cost of living increase in salaries for County employees. Supervisor Burton directed staff to set up a salary budget with a 4.0 percent cost of living increase to be used by the Board as a working tool. Supervisor Brittle requested a comparison of economic and environmental figures of other localities besides Roanoke City and Salem. The Board also discussed the General Administration I budget. I Supervisor Burton requested a report on the comparisons of leasing and buying a car for the County Administrator. Mr. Flanders reported that the Oldsmobile will be moved into the County fleet. Supervisor Burton requested a more detailed breakdown on travel expenses. Supervisor Burton requested a more in-depth study of renting telephones. She felt that the County should not be renting telephones but should be buying them. The Board discussed the School budget with the members of the School Board. Bayes Wilson, Superintendent of Roanoke County Schools, reported that there were items on the School Board budget that he and his staff could not reduce. The staff also reported that the School Board has decided to try to give the teachers a 10 percent increase. After studying pay increases of similar localities, he found that most localities are also asking for a 10 percent I ----- ~ ~ April 11, 1985 598 increase. Mr. Wilson reported that the 10 percent increase would I create a 7 percent scale increase and a 3 percent step increase. In order to provide the teachers at the top of the scale the same increase as the other teachers, Mr. Wilson and his staff I suggested adding another step (Step 14). He also reported that this would be cheaper for the Board. The proposed school board budget also provides for a 15 percent increase in insurance premiums. utility and textbook costs have also risen. The School Board budget also includes an additional Special Education teacher for Northside High School and an additional librarian for Masons Cove. Supervisor Nickens questioned the purchase of equipment out of the construction fund. Mr. Wilson reported that these pieces of equipment were necessary for capital outlay. Supervisor Nickens expressed concern as to being able to adopt the School Board budget as presented and still have available funds for other County needs. He also requested more detailed information on the contributions made by the state and local governing body to see how it compares regarding instructional personnel over the last five years including the proposed budget for this year with the 10 percent increase and also requested that comparison be made against the salaries of County employees over the same time period, and to see how the Consumer Price Index compares over the last five years over what the County employees have realized regardless of the source of the money. Mr. Wilson reported that the only way to obtain the monies for the increase in salaries would be not to purchase the six school buses. Dr. Nickens reported to Mr. Wilson that even if the County charged the maximum amounts in all taxing categories, the County would only generate $1.6 million which would barely cover the School Board budget request. I ----- ~ ~ I 599 1985 Supervisor Burton requested a summarization of where the $4.5 million dollars will be spent, how much of it will be applied toward salaries, what are the major categories. Supervisor Brittle voiced his support of the school I board budget and feels that even though the state has started to I fund more that the County should not hesitate on their funding. I County Administrator, Donald R. Flanders, requested that Homer Duff meet with John Chambliss to prepare the requested information on the School Board budget to be presented on Monday, April 15, 1985. Supervisor Nickens moved to reduce the total budget by one percent (1%) across the board. Supervisor Minter offered a substitute motion to adjourn to 7:00 p.m. on Monday, April 15, 1985.
