(~ IN RE: CALL TO ORDER Chairman McGraw called the meeting to order at 4:07 p.m. The roll call was taken. I MEMBERS PRESENT: Chairman Steven A. McGraw; Vice-Chairman Athena E. Burton; Supervisors Alan H. Brittle, Gary J. Minter, and Harry C. Nickens MEMBERS ABSENT: None IN RE: EXECUTIVE SESSION Supervisor Nickens moved to go into Executive Session pursuant to the Code of Virginia Section 1.334 (a), (1), (2), (4), and (6). The motion carried by a unanimous voice vote. IN RE: OPEN SESSION I Supervisor Nickens moved to return to Open Session at 4:10 p.m. The motion carried by a unanimous voice vote. County Attorney, Paul Mahoney, requested that the Board consider the approval of the prepared resolution authorizing him to execute an agreement with VVKR for certain furnishings for the Administration Center. He reported that the Board had considered this matter in February but it is not reflected in official ouz Jul 2, 1985 RESOLUTION 85-114 AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE AN AGREEMENT WITH VVKR, INC. CONCERNING PROFESSIONAL SERVICES FOR FURNISHINGS FOR THE ROANOKE COUNTY ADMINISTRATION CENTER I I II i i I I I II ! I I I minutes and records. Supervisor Nickens moved to approve the prepared resolution. BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: WHEREAS, by Resolution No. 83-215.1 dated December 13, 1983, the Board of Supervisors of Roanoke County authorized VVKR, Inc. to perform certain professional services relating to interior design for improvements in equipment, office layout, and traffic flow in the offices of the Treasurer and the Department of Development; and WHEREAS, it is the intent to the Board to modify and amend this resolution to provide for certain professional I architectural and engineering design services for furnishings; and it is determined to be in the public's best interest to secure said professional services in this manner in view of the scope of the amount of services required. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That Resolution No. 83-215.1 be amended to authorize and direct the Acting County Administrator to execute a letter agreement dated 17 June 1985 concerning professional architectural and engineering design services for furnishings for the offices of the County Administrator, the Board of Supervisors and the Department of Public Facilities in an amount not to exceed $1,000 each or $3,000 total. I On motion of Supervisor Nickens and the following recorded vote: AYES: Supervisors Brittle, Minter, Burton, Nickens, and McGraw NAYS: None IN RE: WORK SESSIONS July 2, 1985 003 I 1. Roanoke County's Sesquicentennial Celebration Plans - Ms. Sally Turner, Administrative Analyst, presented a report to the Board recommending that preliminary planning for the sesquicentennial year should begin immediately. She also recommended that the Board establish a core committee composed of a total of 13 members designated as follows: --One community/business/civic leader appointed by each Supervisor --One Constitutional Officer elected or appointed by the Constitutional Officers. --One Board of Supervisors member appointed by the Board of Supervisors --One representative from the Roanoke .Valley Historical Society. I --One representative from the Salem Historical Society. --One representative from each of the three Chambers of Commerce --The future County Administrator Ms. Turner requested that all appointments be made and confirmed by August 15, 1985, and that the core committee meet for organizational purposes on or before September 16, 1985, and at that time elect a chair, begin goal setting and set dates for I future meetings. Supervisor Brittle was appointed by the Board as their representative on this committee. Supervisor Nickens requested that the vinton Historical Society and the Virginia Extension Homemakers Association be included in the core committee. Supervisor Brittle appointed Mr. Gene Glontz as the representative from the Cave Spring area. 2. Report on Options Available to Constitutional Officers Concerning Employee and Personnel Matters - Paul Mahoney, County Attorney and Acting County Administrator, reported to the Board that he has received letters from Thomas M. 004 Jul 2, 1985 Blaylock, Commonwealth Attorney, and Elizabeth Stokes, Circuit Court Clerk, indicating that they would prefer to remain in the I I I days to review the documents and to refer to an outside attorney I ¡i Sheriff o. S. Foster has requested another 30 I County system. for comments and asked that the Board not incur final action today. Keith Cook, Director of Personnel, reported that Mr. Wayne Compton, Commissioner of Revenue, and Mr. Fred Anderson, Treasurer, have verbally indicated to him that they also would like to remain within the County system. Supervisor Nickens directed Paul Mahoney to obtain written answers from Mr. Compton and Mr. Anderson. Chairman McGraw announced that the Board liaisons have changed as follows: Supervisor Nickens, previous liaison to the Commonwealth Attorney, will now be liaison to the Sheriff. Supervisor Brittle, previous liaison to the Sheriff, I will now be liaison to the Commonwealth Attorney. Supervisor Nickens moved that the supplement to the Sheriff's Department for operations (policing) for the 1985-1986 fiscal year be set at $10,000.00. The motion carried by the following roll call vote: AYES: Supervisors Brittle, Minter, Burton, Nickens, and McGraw NAYS: None 3. Report on Potential Forms of Governmental Structure - Paul Mahoney, County Attorney and Acting County Administrator, presented a report to the Board concerning the potential forms of government. He reported that the objective of this study is to find the structure of government that most efficiently and I effectively delivers the necessary services to the citizens and taxpayers of the County that is authorized or allowed under the laws of the Commonwealth of Virginia. He reported that the type of governmental structure chosen should provide a balance between the demands of the citizens and the needs of the government. July 2, 1985 05 I This study should also focus upon form and function. Mr. Mahoney also reported that the study should examine the following issues: 1. The different forms of county government authorized by Title 15.1 of the Code of Virginia: - traditional - county executive - county manager - county board - urban county executive 2. City Status 3. County Charter 4. Functional consolidation of services with neighboring municipalities 5. consolidation Supervisor McGraw responded to Mr. Mahoney that the study of functional consolidation of services with neighboring municipalities and consolidation should be done in concert with the other valley governments. Supervisor Minter suggested that the Board consider using the University of Virginia and Virginia Tech to perform the study. I Supervisor McGraw directed Mr. Mahoney to look at the future possibility of vinton becoming a city. Supervisor Nickens directed that paragraph III, page 3, state "it is imperative that the County involve the Town in its studies" instead of ""it is imperative that the County share with the Town the results of its studies." I Supervisor Nickens also requested that the study involve existing groups and parties that have previously worked with the County since they are already familiar with the county form of government. He also recommended that the County pursue the County Charter at the 1986 General Assembly. u06 July 2, 1985 Mr. Mahoney advised the Board that if the Charter is approved, it will probably reduce the likelihood of getting another type of charter which would include exemption from annexation. Supervisor Nickens moved to instruct the County Attorney to proceed pursuant to Chapter 17, Title 15.1 of the Code of Virginia which will allow the County to request approval for a County Charter at the 1986 General Assembly. The motion carried by the following roll call vote: AYES: Supervisors Brittle, Minter, Burton, Nickens, and McGraw NAYS: None Supervisor Minter reported that he would like to see a cooperative attempt with other governments to have the study done by UVA or other institution of higher education and inquire of the other governments what other areas they would consider for cooperation. Supervisor Minter moved to contact other governments including Botetourt and ask their opinions on areas of cooperation. Supervisor Brittle offered an amendment to Supervisor Minter's motion to direct the staff to communicate with the City staff to develop ideas on what areas to handle cooperatively and to have the study performed by an institution of higher education Supervisor Minter accepted Supervisor Brittle's amendment and the motion carried by the following recorded vote: AYES: Supervisors Brittle, Minter, Burton, and McGraw NAYS: Supervisor Nickens Supervisor Minter moved to request an abstract outline study of major characteristics of all the different forms of government for review by the Board at the July 23 meeting to include details of the advantages and disadvantages of a charter. Mr. Mahoney reported that there was not a problem as long as County business was not discussed. Supervisor Nickens announced that there is to be a meeting of the Board of Supervisors on July 29, 1985, at 6:30 p.m. to last no longer than four hours to work on internal communications between and among the Board members. Supervisor McGraw thanked Sally Turner, Administrative Analyst, for her work on the County newsletter. I IN RE: RECESS Chairman McGraw called for a dinner recess at 6:29 p.m. IN RE: MEETING WITH THE TOWN OF VINTON The Board reconvened at 8:30 p.m. to meet with the Town of vinton at the Vinton Municipal Building. Mayor Hill welcomed the Board. Chairman McGraw presented the Council with Mr. Mahoney's report, Preliminary Study of Governmental Structures. Mr. McGraw reported to the Council that paragraph III, page 3, will be changed to "involve the Town . . " from share with the Town . . ." I Mayor Hill reported that he would like for someone on the Vinton staff or a Council member involved in the proceedings of the study so that vinton will be updated. Paul Mahoney reported that the charter concept is new and that he has been directed to proceed with the process to submit to the 1986 General Assembly. IN RE: COOPERATIVE PLANNING Supervisor Nickens reported that the County and Vinton already jointly own a ladder truck; the joint animal control ordinance is currently in the process; and that the two governments are also currently working on refuse collection and the County will be reimbursing the Town of Vinton. Supervisor Nickens also reported that the County and vinton are working on coordinating efforts of services to parks. I Mayor Hill asked Supervisor Nickens to report to the Booster Club that Stonebridge grant will not be lost.
