IN RE: CALL TO ORDER Chairman McGraw called the meeting to order at 4:10 I p.m. The roll call was taken. MEMBERS PRESENT: Chairman Steven A. McGraw; Vice-Chairman At he na E. Minter MEMBERS ABSENT: None IN RE: OPEN SESSION Tommy Fuqua, Coordinator of Emergency Services reported that a 4 wheel drive Advanced Life Support rescue squad vehicle was wrecked on August 3, 1985. Since there was no collision coverage to cover this expenditure, he requested that the Board authorize him to negotiate for a similar rescue squad vehicle I under Section 2-59.3 of the County Procurement Policy, describing emergency purchases. He estimated the cost at $38,000. Attorney Phillip Morris, of Browder, Russell, Morris & Butcher in Richmond, was available to answer further questions on his presentation at the July 23, 1985 board meeting concern1ng alternate forms of government for Roanoke County. Mr Morris' interpretation of the new legislation to secure a new charter is that two options exist: have a referendum on the charter and then present it to the General Assembly for approval or after a public hearing, presentation to the General Assembly. The process for applying for city status would include (1) a resolution by the Board, (2) referred to the Commission on Local Government for their recommendations, (3) the county would go to a three judge court to hear the matter, (4) a charter would be drafted and presented to the public in a referendum, requiring a I vote of the citizens. present the charter. IN RE: RECESS Chairman McGraw called for a dinner recess at 6:15 p.m. IN RE: CALL TO ORDER Chairman McGraw reconvened the meeting at 7:10 p.m. I IN RE: WORK SESSIONS Public Improvements Bond Referendum Superintendent of Public Facilities, John Hubbard presented a report on the potentials for groundwater supplies 1n the East County and Vinton area. After discussion with the State Water Control Board geologists and a study prepared for Vinton by Geotechnics, Inc., which was presented to the Board, there does not seem to be sufficient evidence of groundwater supplies at the present time. Geotechnics recommends that eight additional wells I be drilled, to determine where they may find higher quantities of water, the quality of water available, and to monitor the wells. Mr. Hubbard recommended pursuing the recommendations of the study. This study could take several months to several years in order to properly monitor the wells. ~ I~ ~ 067 August 6, 1985 Supervisor Minter suggested that the Board of Supervisors meet with Mr. Burrell Whitlow of Geotechnics for a presentation on the groundwater potentials, and that the Vinton Town Council be invited to participate. The Board directed that I Mr. Hubbard contact Mr. Whitlow and the Vinton Town Council to to attend a meeting to be continued from the August 13th meeting. Supervisor Burton questioned the county's right to test drill pr10r to condemnation of property for the public's use. Mr. Hubbard will discuss this 1ssue with the County Attorney and report back to the Board. Superintendent of Fiscal Management John Chambliss requested the Board's input on how they wanted to proceed on the bond referendum. Supervisor Nickens suggested that proposals be solicited from professional agencies who have exper1ence 1n presenting bond issues to the public. Mr. Chambliss reported he felt that the projects should be generalized into broad categories such as the water 1ssue, and the needs identified 1n the Comprehensive Plan, rather than specific dollar amounts assigned to each individual project. Supervisor Burton and Supervisor Minter suggested that the issues be refined and prioritized by staff pr10r to I presentation to to the citizens. Supervisor Nickens advised that the water 1ssue cannot be discussed until the valley water negotiations are complete, but that the citizens 1n the planning areas could provide input which would allow the Board to establish priorities. Mr. Chambliss requested that the Board set the specific priorities based on the general needs outlined by staff. Supervisor Nickens moved that any Board member with questions on the public improvements bond referendum discuss these with Acting County Administrator Paul Mahoney, and that the individual priorities be determined by the Board at the August 13, 1985 I ~ ~ August 6, 1985 068 board meeting. Resolution Number 85-132 On motion made by Supervisor Nickens, the General Appropriation Resolution of Roanoke County, Virginia, adopted June 11, 1985 be, and is the same hereby amended as follows to become effective as of the date of the adoption of this resolution.
