9/3/1985 - Regular ~ 125 I Roanoke County Board of Supervisors Roanoke County Administration Center 3738 Brambleton Avenue, SW Roanoke, Virginia 24015 September 3, 1985 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being the first Tuesday, and the , first regularly scheduled meeting of the month of September, 1985. IN RE: CALL TO ORDER I Chairman McGraw called the meeting to order at 4:06 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Steven A. McGraw; Vice-Chairman Athena E. Burton; and Supervisor Alan H. Brittle MEMBERS ABSENT: Supervisors Gary J. Minter (arrived at 4:33 p.m.) and Supervisor Harry C. Nickens (arrived at 4:31 p.m.) IN RE: MISCELLANEOUS ITEMS Superintendent of the Department of Development, Timothy W. Gubala, introduced Mr. Brent Sheffler, the new I Economic Development Specialist. The Board welcomed Mr. Sheffler to the Roanoke County staff. IN RE: WORK SESSIONS 1. Report on the Establishment of a Recreation Commission - Darrell Shell, Director of Parks and Recreation reported to the Board that the State Office Division of Parks and ~ ~ ,... "1 (">6' Jt f'Jl'" ' If September 3, 1985 Recreation will operate free work shops for any recreation commission members and he recommended that he be directed to immediately contact the State office for help in setting up the I new commission. Mr. Shell also recommended that the Board appoint two citizens from each magisterial district to the commission. Supervisor Burton requested that the function of the advisory commission be in the form of a resolution. The prepared resolution does not state that the commission will be working with staff. She directed that this be changed in the resolution. Supervisor McGraw suggested meeting with Salem and Roanoke City to see if there is a possibility of a single recreation commission. Supervisor Burton also requested that in Article 6, Section 3 of the Bylaws that the statement "that the Director of Parks and Recreation will be appointed" be deleted. Mr. Shell suggested that the commission look at the I bylaws and make appropriate changes. The Board directed that the opening statement of the resolution be deleted and to include a paragraph that the commission will be working with the County staff and to bring the corrected resolution to the September 10, 1985, Board meeting. 2. Report on Delivery of Emergency Medical Services During Daylight Hours - Tommy Fuqua, Fire and Emergency Services Coordinator, reported that Keith Cook, Director of Personnel, requested an opportunity to examine the proposed salaries and determine if they fit in with the firefighters and rescue personnel section of the Classification and Pay Plan. Mr. Mark Light, Fire and Emergency Services, I recommended hiring emergency medical technicians and eight paramedics and presented a cost estimate of $150,000 to implement the program. - ~ ~ September 3, 1985 127 Supervisor Brittle recommended that staff obtain comments from Sheriff Foster on any potential that might exist to I have deputies trained as rescue personnel. Supervisor Nickens suggested that the Board follow Supervisor Brittle's suggestion to look into other alternatives and directed Paul Mahoney, Acting County Administrator, to report back to the Board on September 24 with a plan on how to come up with the $150,000.00 needed to fund the project. 3. Report on Holdback Pay for County Employees - Keith Cook, Director of Personnel, presented the Board with four alternatives on the holdback pay system. Alternative 1: Implement system by employees giving up 10 days of sick leave; Employees will be paid at sick day rate upon termination of employment. I Alternative 2: daily rate of pay. Alternative 3: Approve original concept and pay at Rescind resolution and direct staff to further review with the adoption of the 1986-1987 budget. Alternative 4 - Drop all consideration of holdback pay. Supervisor Nickens moved to approve alternative 3 and to involve the Employee Advisory Committee when developing a system to the 1985-1986 budgetary process. RESOLUTION NO. 85-146 IMPLEMENTING HOLD-BACK PAY. BE IT RESOLVED by the Board of Supervisors of Roanoke County as follows: I 1. That the Resolution approved on August 27, 1985, implementing hold-back pay be rescinded. 2. Public Education Program for the Bond Referendum - County Attorney and Acting County Administrator, Paul Mahoney, reported to the Board that the Board must answer the following questions: How much of public funds should be budgeted for this process? What degree of commitment of Board members to attend various committee meetings and if a staff member is to accompany Board members to meetings to present maps, pictures, etc. Mr. I Mahoney also reported to the Board on the opinion of the Attorney General on expenditure of funds for materials concerning the bond referendum. The Attorney General's opinion is that the cost of printing information explaining the bond issue is a proper expenditure of funds if it is non-partisian in nature and if it takes no position for or against the bond issue. Ms. Sally Turner, Administrative Analyst, presented a list of ideas on publicizing the bond issue. This list has been included in the packet of the Deputy Clerk. Supervisor McGraw directed Ms. Turner to include the Salem and Roanoke County Chamber of Commerce and the vinton Chamber of Commerce to her list of contacts. Supervisor Minter suggested a special issue of Roanoke I County Today devoted only to the bond issue. Ms. Turner responded that that would be double coverage if the Board also approved a special paper promoting the bond issue. Supervisor Burton suggested that staff develop a brochure and a slide presentation. - ~ ~ September 3, 1985 129 Supervisor Nickens moved to designate an amount not to exceed $20,000 for the public information program regarding the I bond issue. Staff to determine best sources of funds. The motion carried by the following recorded vote: AYES: Supervisors Minter, Brittle, Burton, Nickens, and McGraw NAYS: None The Board directed that staff should accompany Board members to citizen meetings to help with presentations of the bond issues. Supervisor Burton recommended designating two or three staff people to attend meetings so that they will be familiar with the material. Supervisor Burton also suggested a citizens committee. IN RE: CONSENT AGENDA I Supervisor Minter requested that Item 3 be removed from the Consent Agenda for discussion. Item 3 - Supervisor Brittle reminded the Board and the public that this is an issue apart from and removed from the special tax that has been mentioned referring to the E9ll System. The E9ll special tax is only on telephones. Supervisor Nickens moved to advertise for public hearing for Tuesday, October 8, 1985, an amount not to exceed the maximum state allowable. RESOLUTION 85-149 AUTHORIZING THE PREPARATION AND ADVERTISEMENT OF APPROPRIATE LEGAL NOTICES REGARDING AN AMENDMENT TO CHAPTER 21 TAXATION OF THE ROANOKE COUNTY CODE FOR THE ADDITION OF SECTION 21-3 UTILITY SERVICE TAX I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Acting County Administrator be, and hereby is, authorized and directed to prepare appropriate legal notices and advertisements to hold a public hearing for the purpose of ~ ~ ,... 1;30 '. September 3, 1985 amending Chapter 21 Taxation of the Roanoke County Code by the addition of Section2l-3 utility service tax. On motion of Supervisor Nickens to advertise for public hearing to be scheduled October 8, 1985, not to exceed state maximum I allowance rates and the following recorded vote: AYES: Supervisors Brittle, Burton, Nickens, and McGraw NAYS: None ABSENT: Supervisor Minter Item 1 - Mr. Mahoney advised the Board that with their permission he would like to change paragraph 3 before the listing for clarity purposes. The change is as follows: after "to pay a collection charge as shown below" add "or secure a private collection service" Supervisor Burton moved to approve the prepared resolution with the appropriate changes per Mr. Mahoney. RESOLUTION 85-147 ESTABLISHING POLICIES FOR THE COLLECTION OF REFUSE AT THE CURBSIDE I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Board of Supervisors, having previously adopted the curbside collection program to become effective October 1, 1985, hereby establishes the following curbside refuse collection policies. 2. Definitions: "Residential customers" shall include single family, duplexes and single lot mobile homes. "Commercial, business, apartment, mobile home parks and institutional service" shall be by application only. "Road" shall be defined as a passable street or roadway serving three or more separate residences or businesses. I "Curbside" shall be defined as the point at which a lot adjoins a road. "Backyard service" will be provided to qualifying disable citizens. "Disabled" Everyone in the house must be disabled and unable to carry refuse to the curb. Disabilities must be certified by a physician. Qualified applicants must make their - ~ ~ ~g! ~ ~~ September 3, 1985 own arrangements to have any materials that are not part of their regular household refuse placed at the curb for collection. 3. Specific collection categories shall be as follows: I COMMERCIAL AND BUSINESS CUSTOMERS, APARTMENTS, MOBILE HOME PARKS AND INSTITUTIONAL Roanoke County provide once per week service to all licensed commercial establishments generating not more than 10 cans, 30-gallons each of refuse per week. (Ten bags may be substituted.) All establishments generating more than this amount will have the option to pay a collection charge as shown below, or secure a private collection service: 11-15 cans per week will be charged $5. 16-20 cans per week will be charged $10. 21-25 cans per week will be charged $15. 26-30 cans per week will be charged $20. 31-35 cans per week will be charged $25. All generators of over 35 cans per week are not eligible for County collection and will be required to secure private collection. NON-COUNTY RESIDENTS I Roanoke County provide weekly service to non-County residents upon application and agreement to pay a collection fee of $10.00 per month. CONDOMINIUMS AND TOWNHOUSES (FOR SALE) Roanoke County provide once per week curbside or single location service to all condominium and townhouse developments. On motion of Supervisor Burton with changes discussed and the following recorded vote: AYES: Supervisors Brittle, Burton, Nickens, and McGraw NAYS: None ABSENT: Supervisor Minter Supervisor Burton also moved to approve the prepared resolution concerning the South Park Circle inflow/infiltration. I RESOLUTION 85-148 AUTHORIZING THE EXECUTION OF SUCH DOCUMENTS AS ARE NECESSARY TO ACCOMPLISH THE SOUTH PARK CIRCLE INFLOW/INFILTRATION STUDY BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Acting County Administrator be, and hereby is, authorized and directed to execute such documents as are ~ ~ r 16.! The motion carried by a unanimous voice vote. IN RE: OPEN SESSION Supervisor Nickens moved to return to Open Session. The motion carried by a unanimous voice vote. Supervisor Nickens moved to stop the clock. The motion carried by the following recorded vote: AYES: Supervisors Minter, Burton, Nickens, and McGraw NAYS: Supervisor Brittle IN RE: EXECUTIVE SESSION I Supervisor Nickens moved to return to Executive Session pursuant to the Code of Virginia 2.1-334 (a) (6). I IN RE: JOINT MEETING WITH VINTON TOWN COUNCIL vinton Mayor, Mr. Charles Hill, reported to the Board of Supervisors that it is the intent of Vinton to work with the County in the development of the E9ll System. vinton is concerned about the routing of E9ll. They have met with C & P officials and they still suggest a combined system but having the vinton calls go straight to Vinton. John Hubbard, Superintendent of Public Facilities, reported that curbside trash collection will go into effect on October 1, 1985, and that the County plans to provide some type of repayment to the Town of vinton. I Supervisor Nickens reported that the County has provided funds for water exploration. He also reported that vinton needs the Board's approval to continue with the well development. Supervisor Nickens moved that the Board spread a resolution to permit the Town of Vinton to proceed as expeditiously as possible to develop eight wells. RESOLUTION 85-150 AUTHORIZING THE TOWN OF VINTON TO DEVELOP A WATER SUPPLY SYSTEM IN ROANOKE COUNTY WHEREAS, the Town of vinton has notified the Roanoke County Board of Supervisors of its intention to develop a certain water supply system within Roanoke County, Virginia; and WHEREAS, this written notice seeking approval by the County for the development of a water supply system is required I by the provisions of Article 7, Chapter 9 of Title 15.1 of the 1950 Code of Virginia, as amended. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, that the application by the Town of Vinton seeking approval by the County of the ~ ~ September 3, 1985 development of a water supply system in the County, namely, the development of eight wells, is hereby authorized and approved. On motion of Supervisor Nickens and the following recorded vote: I AYES: Supervisors Minter, Brittle, Burton, Nickens, and McGraw NAYS: None John Hubbard, Superintendent of the Department of Public Facilities, presented plans for a park project at the Vineyard Park site. He announced that these plans will be on display at the vinton library for citizen comment. He also stressed the fact that the plans are still at the concept stage. IN RE: MISCELLANEOUS INFORMATION Supervisor Burton reported that she has been asked to serve on the Health and Education Steering Committee for the National Association of Counties. Supervisor Brittle moved that the Board endorse I Supervisor Burton's appointment to this steering committee and that the County pay her travel expenses.
