IN RE: CALL TO ORDER Chairman McGraw called the meeting to order at 4:10 p.m. I The roll call was taken. MEMBERS PRESENT: Chairman Steven A. McGraw; Supervisors Harry C. Nickens and Alan H. Brittle MEMBERS ABSENT: Vice-Chairman Athena E. Burton (arrived at 4:19 p.m.) and Supervisor Gary J. Minter (arrived at 4:16 p.m.) IN RE: MEETING WITH CONSULTANTS AND STAFF FROM THE CITY OF ROANOKE TO DISCUSS PROPOSED AIRPORT EXPANSION Acting County Administrator, Paul Mahoney, reported that he and the Roanoke County staff had met with Bob Herbert and Kit Kaiser concerning the airport expansion earlier this morning. I Mr. Bob Herbert, Acting Roanoke City Manager, reported that the purpose of this meeting is to discuss the airport master plan. Several alternatives have been developed for City Council to determine in the master plan. The Airport Advisory Commission has already endorsed one of these concepts. Roanoke City has ¡--- ~ r 190 October 1, 1985 also endorsed one concept but feel that it should receive review and comment by the other governing jurisdictions. Montgomery Mr. Jack Smith, Chairman of the Airport Commission, I County has also endorsed one concept. reported that a new terminal is needed because it is the first and last sight seen by many visitors to the area. This terminal is also needed to bring bigger airlines into the area. Mr. Kit Kaiser, Director of utilities and Operations of Roanoke City, reported that 1968 is the base year for the data used for the current master plan. The master plan contains three elements: 1) forecast and projections of needs; 2) placement of facilities; and 3) projection and financial data. Concept B was approved by the Roanoke City Council, Airport Advisory Commission and Montgomery County. Mr. Ed Beale, a member of the design team for Delta I Associates in Richmond, virginia, who developed the master plan, presented the three concepts to the Board of Supervisors. Concept K - This concepts provides for a two story addition to the existing terminal and the addition of two gates. Concept C - Concept C provides the addition of a new terminal to the old terminal and the addition of four gates. The old building would be used for commuter airlines. This concepts calls for a linear plan instead of a pier plan. Concept CI - This concept moves the old terminal to the existing parking lot and provides for the addition of seven gates General Aviation would be housed in the old terminal. This plan allows the use of the old terminal and building around it. This Concept B - The new terminal would be built near the I also provides for a pier concept instead of a linear. fire station existing at the airport and provides for the addition of seven gates. ~ ~ , October 1, 1985 l~ {~ a~ I Mr. Herbert reported that expansion is needed because there is a need for a 25 percent increase in space at the terminal. I Supervisor Burton felt that expansion of the terminal was not needed since the majority of future air service in Roanoke will be commuter service. Mr. Beale, of Delta Associates, responded to Supervisor Burton that Piedmont's flights to Roanoke have increased. More space is needed at the terminal to attract more airlines into Roanoke. Mr. Beale felt that bigger airlines cannot be attracted until terminal facilities are large enough to accommodate them. Mr. Herbert reported that expansion will not guarantee larger air carriers but that the Valley needs to go ahead with the expansion to compete with other localities. He also felt that if air carriers do not come into the Valley, it will be hard to attract corporations to relocate in the Valley. IN RE: EXECUTIVE SESSION Supervisor Burton moved to go into Executive Session pursuant to the Code of Virginia 2.1-334 (a) (1). The motion carried by a unanimous voice vote. IN RE: OPEN SESSION Supervisor Burton moved to return to Open Session at 7:00 p.m. The motion carried by a unanimous voice vote. I IN RE: CONSENT AGENDA Supervisor Minter requested that Item I of the Consent Agenda be removed for separate vote. RESOLUTION 85-170 CANCELING AND RESCHEDULING THE BOARD OF SUPERVISORS' MEETINGS TO BE HELD IN NOVEMBER AND DECEMBER, 1985 BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: ~ October 1, 1985 19~ 1. That the regular meetings of the Board of Supervisors scheduled for November 5 and December 24, 1985, be, I and hereby are, canceled; and 2. That the regular meeting of the Board of Supervisors scheduled for November 12, 1985 be, and hereby is, canceled and rescheduled for November 13, 1985 at the Roanoke County Administration Center; and 3. That the regular meetings of the Board of Supervisors for the months of November and December, 1985, be, and hereby are, scheduled for November 13, November 26, December 3, and December 10, 1985 at the Roanoke County Administration Center; and 4. That that certain bid of B & B Paint Contractors, Incorporated in the amount of $50,000.00 to paint the exterior of I eight water tanks located at various sites within the County, upon all and singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder's proposals, and the provisions of this resolution, be, and same hereby is, ACCEPTED; and 2. ".~ ~þ (.j IN RE: WORK SESSIONS I 1. Report on SPCA Request for Increase of Fees - Held over to October 22, 1985 2. Oral Discussion on Reimbursement to Town of vinton for Curbside Trash Collection - County Attorney, Paul Mahoney, reported that the amount in the resolution and the appropriation resolution will decrease as trash collection becomes more regular. Supervisor Nickens requested that Mr. Mahoney make a correction in paragraph 2 from 1/2 to 1/3. Supervisor Nickens moved to approve the prepared resolutions with the recommended change in paragraph 2. RESOLUTION 85-173 AUTHORIZING REIMBURSEMENT TO THE TOWN OF VINTON FOR THE COSTS OF CURBSIDE COLLECTION SERVICE I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That there is hereby appropriated to the Town of vinton a sum of money not to exceed $94,000; said reimbursement to be a grant to the Town of vinton for the costs of curbside trash collection for residential households in said town; and 2. That one-third of this sum shall be payable in December of 1985 and that the balance of this sum shall be payable in June of 1986; and 3. That it is recognized by the Board and the Town Council that this sum of money is an estimate based upon the best information available to the parties at this time. This sum of I money shall be adjusted as a result of actual audited data and information, the adjustment for each year to be accomplished in the following December's payment; and 4. That this reimbursement grant shall be based on actual costs attributable to curbside trash collection service based upon actual number of residential households served. At i--- ~ r 196 October I, 1985 the County's option, County shall have the opportunity to adjust this reimbursement grant to an amount equal to the County's estimated cost to provide such service in the Town of vinton; and 5. That this reimbursement grant shall be subject to I fiscal appropriations by the Board of Supervisors of Roanoke County. On motion of Supervisor Nickens and the following recorded vote: AYES: Supervisors Burton, Nickens, Minter, Brittle, and McGraw NAYS: None Supervisor Burton reported that she felt that the curbside trash collection would prove to be a much better service and that the costs will be considerably lower. She also reported that she has received some citizen requests that trash collection I remain as it was since they live in areas where it is difficult to take trash to the curb. Mr. Hubbard is currently working up cost information that will reflect additional costs for back door pick up for those areas. I Mr. Hubbard reported that 90 to 95 percent of the citizens are taking their trash to the curb. If citizens desire to change to backdoor service, they should fill out an application. Supervisor Minter presented a memo from Elizabeth Stokes, Clerk of Circuit Court, requesting funds to cover a ceremony to unveil the Judges' portraits at the new Courthouse. The Board directed that the liaison to the Circuit Court Clerk contact her and request that she examine her budget for these funds.
