12/3/1985 - Regular .[ () " (} -- I Roanoke County Board of Supervisors Roanoke County Administration Center 3738 Brambleton Avenue, SW Roanoke, Virginia 24015 December 3, 1985 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being the first Tuesday, and the first regularly scheduled meeting of the month of December, 1985. IN RE: CALL TO ORDER Chairman McGraw called the meeting to order at 4:08 p.m. The roll call was taken. I MEMBERS PRESENT: Chairman Steven A. McGraw¡ Vice-Chairman Athena E. Burton¡ Supervisors Alan H. Brittle, Harry C. Nickens, and Gary J. Minter MEMBERS ABSENT: None IN RE: OPENING CEREMONIES The invocation was given by John M. Chambliss, Superintendent of the Department of Fiscal Management. The Pledge of Allegiance was recited by all present. IN RE: COUNTY ADMINISTRATOR'S COMMENTS I Mr. Elmer C. Hodge, County Administrator, advised the Board that the State has announced two additional holidays during Christmas. The State offices will be closed December 26 and 27 in addition to December 25. Supervisor Nickens requested a copy of the Personnel Handbook for defining holidays. ----I ~ ~ o~7 ~u ~ - December 3, 1985 - - - - - - - - Mr. Hodge also requested that the Board establish a meeting date for the reorganizational meeting in January 1986. He suggested January 2, 1986, at 4:00 p.m. The Board concurred I with this suggestion. Mr. Hodge asked Supervisor Brittle to update the other Board members on the Investiture Ceremony. Mr. Brittle reported that the ceremony has been scheduled for December 18, 1985, at 12:00 noon at the Roanoke County Courthouse. Lieutenant Governor-elect Doug Wilder will be the speaker and Senator Dudley J. Emick will also be present. IN RE: REQUESTS TO POSTPONE, ADD, OR CHANGE THE ORDER OF AGENDA ITEMS County Attorney, Paul Mahoney, inquired about a meeting date for the second public hearing on the County Charter. The I Board scheduled December 16, 1985, at 7:00 p.m. for the public hearing and any other business the Board might have. IN RE: CONSENT AGENDA County Attorney, Paul Mahoney, requested that the Board table Item C3 to allow Mr. Hubbard, Superintendent of Public Facilities, and himself to meet with representatives of Water Distributors to work out small details of the contract. Supervisor Burton moved to approve the Consent Agenda with the deletion of Item 3. RESOLUTION NO. 85-226 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM B - CONSENT AGENDA I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. Request for Contract Amendment: Sanitary Sewer Evaluation Study - Mr. John Hubbard, Superintendent of Public Facilities, reported to the Board that Roanoke City has asked the County to sign an amendment to a contract which calls for I additional work in the City of Roanoke at their full cost to enable the completion of this study. Supervisor Brittle moved that the County Administrator be authorized to execute the contract on behalf of Roanoke County. Report on the Health Department on Women, Infants and Children's Program - Ms. Jenny Favret of the Roanoke County Health Department, presented the quarterly newsletter of the I I Health Department to the Board of Supervisors. Ms. Favret reported that there are 11,000 participants in the WIC Program in the Alleghany District. The WIC Program is federally funded. The program ends when children involved reach age 5 since they will be attending school and will be receiving at least one balanced meal. 3. Reports of Constitutional Officers - Supervisor Minter reported that the decals for storing hazardous materials have been designed and that an appropriation resolution in the amount of $1,200.00 is needed. Chairman McGraw suggested that Supervisor Minter and Wayne Compton, Commissioner of Revenue, have a meeting and that Mr. Compton locate the appropriate budget I placement for this project instead of asking that these funds be taken from the unappropriated balance. IN RE: APPOINTMENTS Court Service unit Advisory Board - Chairman McGraw nominated Mr. Danny Hylton, 1870 North Road, Salem, Virginia, 24153, to represent Glenvar High School. Supervisor Nickens moved to approve the nomination. The motion carried by a unanimous voice vote. Supervisor Burton - Supervisor Burton reported that she I IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS has received several inquiries from citizens if the County will offer relief to those suffering flood damage as far as water charges are concerned. County Administrator, Elmer C. Hodge, - ~ -.., December 3, 1985 QAt} u~u -- reported that staff will prepare a report for the December 10, 1985, Board of Supervisors meeting. I Supervisor Nickens - Supervisor Nickens reported that he would like to meet with Mr. Mullins of the Soil Conservation Committee regarding the soil survey for the County. Supervisor Nickens also reported that a decision must be made in the immediate future regarding the Public Service Center. Mr. Elmer C. Hodge, County Administrator, reported that the staff is currently working to determine the extent of damage to that facility. He reported that the results will be back during the week and he will report to the Board at the December lO, 1985, Board of Supervisors meeting. Supervisor Brittle - Supervisor Brittle inquired about leaf pick-up. Mr. John Hubbard reported that the schedule has I been revised since the leaf burning ordinance was adopted. Leaf pick-up is provided in the same areas that were provided last year and anyone who calls in for leaf collection. He also reported that additional people and machinery are needed since three leaf vacuums were destroyed in the flood. Mr. Hodge reported that procedures have not been started to purchase more machinery since Roanoke County should not expend funds that cannot be federally reimbursed. He has spoken with representatives of the Federal Emergency Management Agency who reported that funding would not be allowed for any machinery that can be repaired, only for replacement machinery. Supervisor Brittle directed Mr. Hodge to prepare a press release explaining the delay in leaf pick-up. Supervisor I Burton requested that this press release include the reason of reduced income. Supervisor McGraw - Supervisor McGraw reported that he and Mr. Hubbard have been working with Roanoke City on placement of signs. The City has agreed to allow the placement of Roanoke County signs on the boundaries of Roanoke City. ~ ~ ~ 341 December 3, 1985 Supervisor Nickens reported that he felt funds should be expended to place Roanoke County signs on County buildings instead of placing County signs on the boundaries of Roanoke City Chairman McGraw stated that any Supervisors who feel items have been overlooked, should submit a list of these items to the County Administrator. I IN RE: DISCUSSION ON CHRISTMAS HOLIDAYS After the Personnel Handbook was made available to the Supervisors, Supervisor Nickens moved to provide 1/2 day holiday on Christmas Eve and 1/2 day holiday on New Year's Eve. Supervisor Burton reported that she felt that employees should be given a full day holiday on Christmas Eve instead of the two half days. Supervisor Brittle requested that Supervisor Nickens provide an amendment to his motion to state "in lieu of State holidays, December 26 and 27 as authorized by Governor Robb." Supervisor Nickens accepted Supervisor Brittle's amendment. After discussion, Supervisor Nickens withdrew his I motion. Supervisor Brittle moved for 1/2 day holiday on Christmas Eve and 1/2 day holiday on New Years Eve in lieu of December 26 and December 27 as stated by Governor Robb. Supervisor Burton requested that the two holidays be voted upon separately. Supervisor Brittle withdrew his earlier motion and moved that the Roanoke County employees be granted a 1/2 day holiday on Christmas Eve. The motion carried by the following recorded vote: AYES: Supervisors Brittle, Nickens, Minter, Burton, and McGraw NAYS: None I - ~ ~ ~ 0 u ~ December 3, 1985 - -- - Supervisor Brittle moved that the Roanoke County employees be granted a 1/2 day holiday on New Year's Eve. The I motion carried by the following recorded vote: AYES: Supervisors Brittle, Minter, and McGraw NAYS: Supervisors Nickens, and Burton Supervisor Nickens moved to strike from the personnel handbook, any wording following "Supervisors" in Section H I, page 39 and that the calendar be made up for inclusion in the handbook in advance to avoid these discussions in the future. The calendar to be determined on January 2, 1986, at the reorganizational meeting. Supervisor Brittle called for questions. The motion carried by the following recorded vote: AYES: Supervisors Nickens, Burton, and McGraw NAYS: Supervisors Brittle and Minter I IN RE: EXECUTIVE SESSION Supervisor Nickens moved to go into Executive Session pursuant to the Code of Virginia 2.1-344 (a) (2) and (6) to discuss the acquisition of real estate regarding the acquisition of a right of way and a legal matter regarding enforcement of the County ordinance. The motion carried by a unanimous voice vote. IN RE: OPEN SESSION Supervisor Nickens moved to return to Open Session at I 6:05 p.m. The motion carried by a unanimous voice vote.
