Iii ~(j 4 I Roanoke County Board of Supervisors Roanoke County Administration Center 3738 Brambleton Avenue, SW Roanoke, Virginia 24015 December 16, 1985 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being an adjourned meeting from December 10, 1985. The purpose of this meeting is to have a public hearing on the proposed Roanoke County Charter. IN RE: CALL TO ORDER Chairman McGraw called the meeting to order at 7:01 p.m. The roll call was taken. I MEMBERS PRESENT: Chairman Steven A. McGraw; Vice-Chairman Athena E. Burton; Supervisors Alan H. Brittle, Harry C. Nickens, and Gary J. Minter MEMBERS ABSENT: None IN RE: PUBLIC HEARING ON THE PROPOSED ROANOKE COUNTY CHARTER Chairman McGraw reported that he has received a letter from Mr. Fred Anderson, Treasurer, and Mr. Wayne Compton, Commissioner of Revenue, both of whom are Constitutional Officers, expressing their support of the proposed charter. County Attorney, Paul Mahoney, presented a memorandum I to the Board and the public which answers the questions raised at the last public hearing on December 10, 1985, concerning the proposed charter. Mr. Mahoney also presented a list of suggested changes. A copy of these two documents is included in the packet of the Deputy Clerk. He also reported to the Board that the procedures followed concerning the charter are correct as set out ~ ~ ~ ¿)Ö5. December 16, 1985 in §15.1-835 of the Code of Virginia. Mr. Lee Eddy, 2211 pommell Drive, SW, Roanoke, Virginia, complimented the Board on proceeding with the charter and also offered his recommended changes. Mr. E. C. Warren, II, President of the Virginia Restaurant Association, 2522 Colonial Avenue, SW, Roanoke, Virginia, was also present to speak against the inclusion of a meals tax. Mr. John Hart recommended that the Board defer the I charter and submit it to the Roanoke County citizens in a referendum. Mr. Ron Atkins expressed a concern about the sudden "rush" to obtain a charter. Mr. Atkins presented his recommended changes to the Board but reported that he felt the Board should be working on consolidation instead of the charter. After Mr. Mahoney reviewed the suggested changes with the Board members, Supervisor Brittle moved to approve the prepared resolution with the amendments based upon the input received this evening. RESOLUTION 85-237 REQUESTING THE GENERAL ASSEMBLY FOR THE COMMONWEALTH OF VIRGINIA TO GRANT ROANOKE COUNTY A GOVERNMENTAL CHARTER I WHEREAS, Article VII, Section 2 of the Constitution of Virginia, and Chapter 17 of Title 15.1 of the Code of Virginia authorizes the General Assembly to grant a governmental charter to a county; and WHEREAS, Roanoke County has complied with the provisions of §15.1-835 of the Code of Virginia, and has held - ~ ,;~ \..., December 16, 1985 public hearings on this proposed charter on December 10 and 16, 1985, after due legal notice, at which the citizens had the I opportunity to be heard concerning this proposed charter. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, that the General Assembly for the Commonwealth of Virginia is hereby requested to grant Roanoke County a new charter. A new charter for Roanoke County is attached hereto and incorporated herein by reference for submission as a bill for consideration by the General Assembly.
