The Roanoke County Board of Supervisors of Roanoke
County, Virginia, met this day at the Roanoke County
Administration Center, this being the second Tuesday, and the
second regularly scheduled meeting of the month of June, 1985.

Chairman McGraw called the meeting to order at 3:10 p.m

EXECUTIVE SESSION
Supervisor Nickens moved to go into Executive Session
pursuant to the Code of Virginia Section 1.334 (a), (1), (2),
(4), and (6). The motion carried by a unanimous voice vote.
Supervisor Brittle arrived during Executive Session.
IN RE:
OPEN SESSION
Supervisor Nickens moved to return to Open Session at
4:10 p.m. The motion carried by a unanimous voice vote.
IN RE: WORK SESSIONS
1. Report on Water Softners - Gary Robertson,
Department of Public Facilities, presented a report on water

softeners. He reported that he sent letters to several heart
specialists, Dr. Welch of the Health Department, and to the
American Heart Association. Responses were received from three
of the heart specialist, Dr. Welch, and the American Heart
Association. All responses except one from a heart specialist
were not in favor of installing water softeners due to the
possible effects of sodium. He presented a report from USA Today
which showed a possible link between soft water and heart
diseases. One heart specialists responded that softened water
would only increase the sodium level by one-half gram and that it
would not harmfully affect citizens. While other doctors felt
that the extra sodium could and would be harmful. Dr. Nancy
Welch reported to Mr. Robertson that even though she is against
softening the water, it could be softened up to approximately 80
milligrams per liter. Mr. Robertson felt that this amount of
sodium would not soften the well water enough. He also provided
a comparison of costs: ground water (unsoftened $.46 per 1,000
gallons) and softened water ($1.22 per $1,000). Mr. Robertson
reported that he and his staff feel that it is not in the best
interest of the County to install water softeners. Mr. McGraw
asked Mr. Robertson about the two existing softeners in Belle
Haven and if the softeners were creating a health hazard. Mr.
Robertson reported that the overall content of the Belle Haven
System is only 67 milligrams per liter of sodium.
Mr. Robertson also presented a list that provided ways
to keep water soft without adding sodium. Chairman McGraw
requested that Mr. Robertson forward copies of that information
to Mr. Emmerson Mann, President, of the North Lakes Civic League.
Supervisor Nickens moved that the Board concur with the
staff report not to add water softeners in our system and that
the County further continue to look at wells that have softeners
now and look for a way to get hardness down without adding a
softener. The motion carried by the following recorded vote:

2. Facilities Committee Report on Old Courthouse - Ms.
Bonnie Newlon, Department of Development, presented a report to
the Board asking the Board to proceed with the renovation of the
old Courthouse. The planning staff recommends using the old
courthouse to house the Sheriff's Department, Virginia Appeals
Court, Registrar's Office, VPI Extension Office, and possibly a
Community Museum Room. Staff also requested a top limit budget
of $56,000.00 for negotiations with an architect. Ms. Newlon
reported that space requirements have been discussed with all
departments. Supervisor Nickens directed Ms. Newlon to place the
Youth and Family Services Division on the main floor with the
Detective Division. Ms. Newlon reported that moving the Youth
and Family Services Division to the old Courthouse will allow
Parks and Recreation to be housed in the old Youth and Family
Services Building.
Supervisor Burton directed the Facilities Committee to
look at the buildings located beside the Administration Center
for use and report back to the Board on June 25, 1985 before
deciding on a permanent location for Parks and Recreation.
Ms. Newlon requested the Board to approve the request
of the Planning staff to proceed in hiring an architect, to
designate the users for the old courthouse, and to set some type
of budgetary guidelines with which to negotiate with the
architect. Supervisor Nickens reported that the total renovation
of the courthouse at this point is estimated at $920,000.00 for
construction excluding architectural fees. Ms. Newlon reported
that if the County receives grant funds, it will be matching
funds.
Supervisor Minter moved to spread a resolution
authorizing the hiring of an architect to work on the old
courthouse not to exceed $56,000.00.

RESOLUTION 85-95 AUTHORIZING THE COUNTY
STAFF TO PROCEED WITH RENOVATION PLANS
FOR THE OLD COUNTY COURTHOUSE
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That the County staff is hereby authorized and
directed to take such steps as may be necessary to secure
professional services of an architect to prepare renovation plans I
for the old Roanoke County Courthouse; said professional fees for
these services shall not exceed $56,000.
On motion of Supervisor Minter and the following recorded vote:

Report on Use of Public Service Center - The Facilities
Committee also addressed "pressing" needs at the Service Center.
The Building Inspection staff has reviewed the building and
recommended as a priority, sprinkler work (hooking up the water
system in Salem). In order to do so, a permit is required from N
& w to go underneath their lines. This permit should be issued
by July 1, 1985. Other emergency repairs total $245,000.00. Ms.
Newlon reported that if the Board chose to add any more
departments at the Public Service Center another $100,000.00
would be required for heating and cooling. Supervisor Burton
moved to authorize the necessary work on the Public Service
Center (security fencing and changing of locks, roof repairs, and
water and sewer hookups) by going through the proper bidding
procedures. The motion carried by the following recorded vote:

3. Preliminary Study of Government Structure - County
Attorney, Paul Mahoney, suggested to the Board that each member
address some of the issues that arise from a study of
governmental structure. If the Board desires to proceed with
such a study, he requested that the Board authorize him to meet

with consultants, authorize the consultants to proceed with
a study, and designate some sort of timetable. Mr. Mahoney
suggested that the Board consider establishing a citizens'
committee of constitutional officers and other concerned citizens.
He recommended that the County coordinate its studies with the
Town of Vinton to help forestall costs.
Supervisor Nickens reported that he favors an urban
county charter with the elimination of city funded "citizen
initiated" annexation petitions. He also felt that the Board
should continue to examine the functional consolidation of
services. Supervisor Nickens has also received negative feedback
regarding city status of the County. Supervisor Nickens directed
that the County must coordinate any studies within the Town of
vinton and requested a more detailed discussion by the Board
before involving a citizens' committee.
Supervisor Brittle reported that he has also received
negative feedback on city status. He liked the idea of
functional consolidation of services as long as this
consolidation is done along the lines of total consolidation.
Supervisor Brittle also requested more discussion before a
citizens' committee is established.
Supervisor Burton agreed with Supervisor Nickens about
the urban county charter with immunity from annexation.
Supervisor Nickens moved to direct Paul Mahoney to put
in place during the next six (6) months a study group to include
the Board and consultants previously engaged in other matters for
the County, coordinating our efforts with the Town of Vinton and
that he report back to the Board within the next two (2) to four
(4) weeks with some type of recommendation. Mr. Mahoney was also
directed to correspond with vinton as soon as possible to avoid
duplication of studies and costs. The motion carried by the

4. Report on New Furniture Requests - Ms. Reta Busher,
Department of Fiscal Management reported on requests for new
furniture.
a. New Courthouse - Supervisor Minter moved to receive
and file reports presented by Ms. Busher (June 10, 1985, letter
from Judge Trabue and Many 21, 1985, from Judge Hoback).
Supervisor Nickens called for questions on the motion. The
motion carried by the following roll call vote:

Supervisor Nickens moved that the Board concur with the
staff's recommendations in the memo labelled "Furniture
Relocations at the New Courthouse". The motion carried by a
unanimous voice vote.
Supervisor Burton reported that there was a request for
three lamps in the waiting room in the Circuit Court Judges area
at the new Courthouse. Supervisor Burton moved that the three
lamps in the Administrator's area at the Roanoke County
Administration Center be transferred to the Judges' waiting area
in the Circuit Court at the new Courthouse and that the
appropriate budget adjustments be made. The motion carried by a
unanimous voice vote.
b. Furniture Requests at Administration Center -
Ms. Busher reported that staff has recommended approval of all
requests. Supervisor Burton moved to approve the prepared
resolution. Discussion followed. Supervisor Minter called for
questions on the motion.

Supervisor Brittle requested that Item 10 be removed
from the Consent Agenda. Supervisor Nickens requested that Items

2 and 8 be removed for discussion. Supervisor Burton requested
that Item 11 be removed.
Item 2 - River Parkway - Supervisor Nickens advised the
I staff that the last sentence of the letter should be made a part
of the record regarding the construction of a bridge over the
Roanoke River. This was a part of the Board's initial concern
and caused the Board to support the concept. In the absence of
this bridge, Supervisor Nickens felt that the Board should not
support the concept. "Your resolution also supported the
construction of a connection from the proposed River Parkway
across the Roanoke River to Route 24 in the Town of Vinton."
Item 8 - Public Transportation Grant - Supervisor
Nickens expressed feelings of concern that this project was not
getting enough publicity. Sally Turner, Administrative Analyst,
was directed by the Board to prepare a news release.
Item 11 - Access Road for Blue Ridge Beverage -
Supervisor Burton directed staff to refer this matter back to the
Department of Highways and Transportation requesting an
explanation on why Friendship Lane for AMP, Inc., was approved
and Route 852 for Blue Ridge Beverage was not. The two roads and
conditions are almost identical.
Supervisor Minter moved to approve the consent agenda
with the deletion of Item 10.

RESOLUTION 85-91.B APPROVING EXECUTION OF
A CONTRACT WITH THE VIRGINIA DEPARTMENT
OF HIGHWAYS AND TRANSPORTATION FOR AN
EXPERIMENTAL MASS TRANSPORTATION AND
RIDESHARING PROGRAM
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, virginia, as follows:
1. That by Resolution 85-20 the Board of Supervisors
of Roanoke County approved the submission of a grant application
to the Virginia Department of Highways and Transportation for a
grant of transportation special revenues for an experimental mass
transportation/ride sharing project; and
2. That the Virginia Department of Highways and
Transportation has approved this grant application for one year
for the public transportation system, said system to be a joint
cooperative effort between Roanoke County and RADAR. Funding
from the State shall be in the amount of $53,504 (95%) and
funding from local sources shall be $2,816 (5%); and
3. That the acting County Administrator is hereby
authorized and directed to execute the necessary contract with
the Department of Highways and Transportation for the program
upon the terms and conditions of Resolution 85-20 and upon the
funding grant.

form approved by the County Attorney from the developers, the
County Administrator is hereby authorized to authenticate the
acceptance thereof as made and provided by Section l5.l-286 of
the 1950 Code of virginia.

IN RE: PROCLAMATIONS AND RESOLUTIONS
Chairman McGraw presented a proclamation commemorating
the 50th anniversary of the Blue Ridge Parkway.
PRO C LAM A T ION
WHEREASr the intent of the legislation that created the
first national parkway was to provide an elongated park for
public use and enjoyment through safe, uninterrupted, leisurely
motor vehicle travel, and to conserve and interpret the natural
and cultural resources of the Southern Appalachian Mountains;
and
WHEREASr this concept has been embodied over the past five
decades in a park that winds 470 miles through the valleys and
over the peaks that make up the Blue Ridge, Black, Great Craggy,
Great Balsam and Plott Balsam ranges; and

WHEREAS, the Blue Ridge Parkway has become a showcase for
the scenic, recreational and cultural resources of that region;
and
WHEREAS, more than 19 million people visited the Parkway
during 1984 and some 400 million have experienced this unique
area since it first became, one section at a time, accessible to
travelers; and
WHEREAS, this is the Golden Anniversary year of the Blue
Ridge Parkway; and
WHEREAS, it is fitting that this milestone be observed and
that this opportunity be taken to recognize the thousands of
individuals who contributed to the construction and development,
and to acknowledge the strong support provided by the
Commonwealth of Virginia and the State of North Carolina; and
WHEREAS, the Blue Ridge Parkway has become recognized
throughout the world as one of the United States' finest cultural
and recreational resources; and
WHEREAS, the Blue Ridge Parkway will protect the natural
beauty within its boundaries and the rich cultural heritage of
the Southern Appalachian people will not be forgotten.
NOW, THEREFORE, I, Steven A. McGraw, Chairman of the Board
of Supervisors of Roanoke County, Virginia, do hereby proclaim
that this year, 1985, be
THE YEAR OF THE BLUE RIDGE PARKWAY
for the County of Roanoke and that a representative of Roanoke
County be designated to cooperate with the State and Federal
officials in making this auspicious occasion a meaningful one.
Supervisor Nickens moved to spread a resolution for the
support of the Textiles and Apparel Trade Enforcement Act of
1985.
RESOLUTION 85-93 OF SUPPORT FOR THE
"TEXTILES AND APPAREL TRADE ENFORCEMENT
ACT OF 1985"
WHEREAS, imported textiles and apparel now constitute
approximately $16 billion of our county's trade deficit; and

WHEREAS, last year these imports have increased over
40% while the domestic textile and apparel industry grew by a
bare 2%; and
WHEREAS, it is necessary to bring some balance and
fairness to this trade problem and more importantly to enforce
the rules, regulations and statutes currently in place; and
WHEREAS, certain legislation has been introduced in the
u.s. Congress this year entitled "Textile and Apparel Trade
Enforcement Act of 1985", the purpose of this legislation is to
achieve the objectives of the International Multi-Fiber Agreement
(MFA).
NOW, THEREFORE, BE IT RESOLVED by the Board of
Supervisors of Roanoke County, Virginia, as follows:
1. That this Board hereby supports the goals and
purposes of this legislation in order to address the critical
problem of foreign textile and apparel imports, said imports
having critically affected thousands of American jobs. This
Board further urges our federal representatives to support this
legislation and to encourage their colleagues to support this
legislation; and
2. That the Clerk of the Board is hereby directed to
forward a certified copy of this resolution to the respective
clerks of the House of Representatives and the Senate of the
United States of America, Senators John Warner and Paul Trible
and Representative Jim Olin, and Ali Y. Khan of Burlington
Industries, Inc.

members of the Management Advisory Council presented their report
to the Board. A copy of this report is included in the packet of
the Deputy Clerk. The Management Advisory Council consists of
eleven representatives from area businesses, industries, and
professions. Its purpose was to evaluate the organizational and
operational changes made in Roanoke County's administrative
structure during the past two years and to make recommendations.
The Board commended the Council on their in-depth study.
2. Mr. Lawrence Perry, Chairman, Air Pollution
Advisory Board, appeared before the Board to encourage them to
keep the Roanoke County Air Pollution Division instead of
deleting the division and working through the State Air Pollution
Control Board.

Since no one was present to speak on this public
hearing, Supervisor Nickens moved to hold the request until June
25, 1985. The motion carried by the following recorded vote:

Petition of Louvenia Baker for a
Special Exception Permit to place a
mobile home on a 0.93 acre tract, to be
occupied by Mr. and Mrs. H. J. Lester,
sister and brother-in-law, located on the
west side of State Route 649
approximately .33 mile from the
intersection of State Route 639 and 649
in the Catawba Magisterial District.
DENIED
Claude Lee, Zoning Administrator, explained that Ms.
Baker filed for a petition to place a mobile home on her property.
She then applied to the Board of Zoning Appeals for a variance,
which was granted. In the meantime, Mr. Lester (K2) contacted
Appalachian Power Company and leased an acre which adjoins Ms.
Baker's property. Appalachian Power company then received a
variance and placed the mobile home on Mr. Lester's property
since that lot is more easily accessible. After realizing this
had been done, Mr. Lee contacted Ms. Baker to see if she would be
willing to withdraw or continue her request until July. She
reported that she would. Ms. Baker came to Mr. Lee's office to
sign the paper to allow her request to be heard in July but
refused to sign it.
The petitioner or representative was not present to
address the public hearing and no one was present in opposition.
Supervisor Brittle moved to deny the request for a Special
Exception Permit. The motion carried by the following recorded

Mike Smeltzer was present representing John and Kathy
McCloud. The McClouds have bought the unitarian Church on
McVitty Road and that is the property to be rezoned. Mr. and
Mrs. McCloud will be operating a day care center but the Church
will still be used as a Church. The following members of the
unitarian Church were also present: Sandy Flowers, President;
George McFarlane, Trustee; Micky Dowling, Director; Henry Light,
Director and Past President; and Mrs. Jenny Banks.
Mr. Henry Light, 5858 Bridlewood Drive, Roanoke,
Virginia, reported that his congregation requested that the
Church remain in its present physical condition and that the new
owners continue to use it as a Church and that the historical
appearance of the Church not be altered. He reported that the
McClouds have agreed to both requests by the congregation.
Mr. John McCloud reported that his wife has been in the
child care business for nine years and presently operates a
center in the City of Salem. He feels that the Church would be a
good location for the center since most of the facility is
classrooms. He reported that they do intend to continue to use
the building as a Church facility, renting it to congregations
that need public facilities. The only change the McClouds intend
to make would be to put fencing around the building. The

McClouds spoke with the neighborhood citizens and found a large
amount of support. There were concerns about the future use of
the land and modifications to the exterior of the Church. They
have prof erred that if the Church were not to be used as a child
care center or a church, the property would revert back to R-l
zoning. The McClouds have also met with the Highway Department
to obtain an entrance permit.
Mrs. Kathy McCloud reported that the center will be
licensed for approximately 90 to 100 children, ages 2 to 12.
There will be additions to provide restrooms but the sanctuary
will be left in tact. There will be small landscaping changes
made. Ms. McCloud stressed the fact that the facility would
provide educational services.
Supervisor Burton expressed a concern about the
entrances and exits because of the site distance. Mr. McCloud
reported that he will be petitioning for a 25 mile per hour speed
limit on that road. The Highway Department has forecasted a 35
mile per hour speed limit which requires a 350 foot site distance
requirement. Mr. McCloud reported that the site distance is 350
feet at the present time, but that he does intend to clear some
of the trees to provide a better site distance. Supervisor
Burton also reported that there has been concern expressed to her
by citizens that the Church is hooked to a neighborhood well.
She is concerned about the consumption of water from that well
since it will put the well right at its limit. To relieve the
concern of citizens, Supervisor Burton advised the public that
this area has been designated for hookup to the County system
should problems occur.
Mr. Kevin Larkin, 3246 Rasmont Road, SW, Roanoke,
virginia, 24018, representing the citizens of the Crestwood Park
Homeowners Association, opposing the rezoning to R-3 because of
the water concern, the property adjacent to the Church has

already been denied a rezoning to R-3, and the increase in noise
and traffic.
John Hubbard, Superintendent of Public Facilities,
reported that it is included in the Capital Improvements Plan for
the water in this area to be interconnected with the Penn Forest

neighbors are concerned about the future commercialization of the
neighborhood, increased traffic, and decrease in property value.
He does not feel that this spot rezoning will affect the
neighborhood since the house actually borders Peters Creek Road.
He presented statements signed by property owners along Peters
Creek Road that have businesses in front of their neighborhoods.

ORDINANCE 85-98 AMENDING THE COUNTY'S
FRANCHISE ORDINANCE WITH ROANOKE VALLEY
CABLEVISION, INC. TO PROVIDE FOR THE
ESTABLISHMENT OF THE FRANCHISE FEE,
AMENDING ORDINANCES 1178 AND 1314
WHEREAS, on January 28, 1975, the Board of Supervisors
of Roanoke County, Virginia, adopted Ordinance No. 1178, which
granted a franchise for a CATV system in Roanoke County; and
WHEREAS, Section 14 of said ordinance provided for a
payment to the County of five percent of the gross subscriber
revenues from cable television service or operations in the
County; and
WHEREAS, on September 23, 1975, the Board adopted
Ordinance No. 1314, which amended Section 14 of said franchise
ordinance by providing for a payment to the County of five
percent of the gross subscriber revenues from cable television
service or operations in the County; however, if the FCC failed
to approve said fee, then the rate shall be three percent; and
WHEREAS, the FCC failed to so approve, and therefore
the rate was three percent, until the adoption of the Cable
Communications Policy Act of 1984, which authorized a five

percent franchise fee, said Act becoming effective December 29,
1984; and
WHEREAS, a dispute has arisen between Roanoke Valley
Cablevision, Inc. and the Board concerning the interpretation of
this Act as it relates to the power of the franchisee to pass
through to the subscribers any increase in the franchise fee; and
WHEREAS, in compromise of this dispute, the franchise
fee shall be established at four percent and that no part of this
franchise fee shall be passed through to the subscribers or
customers.
BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That Section 14 of the franchise ordinance for a
CATV system in Roanoke County is amended as follows:
The Grantee shall pay to the County (subject to the
approval of the FCC) €~ve four percent of the Grantee's gross
subscriber revenues (as currently or as may be subsequently
defined by the FCC) from cable television service or operations

the real or tangible personal property of the said Grantee in the
County.
The fee shall be payable quarterly not later than
thirty days after the expiration date of the quarter for which
payments are due. If Grantee fails or refuses to make such
reports or pay such fee, the County may maintain an action
against the Grantee for the amount of such fee and all expenses
of collecting same, including reasonable attorney's fees.
2. That no additional charge or rebate shall be made
to the customers or subscribers of Roanoke Valley Cablevision,
Inc. based on this amendment to the franchise ordinance.
3. That this ordinance and amendment shall be
retroactive to January 1, 1985, and shall be deemed to have been
in full force and effect from January 1, 1985.

IN ROANOKE COUNTY
WHEREAS, Ordinance No. 1684 dated January 11, 1977,
established the magisterial districts, precincts and voting
places for Roanoke County; and Ordinance No. 3161 dated June 22,
1982, re-established the boundary lines of certain precincts in
Roanoke County and provided for the designation of voting places
for the precincts so re-established.
WHEREAS, in order to make certain voting places more
readily accessible to the handicapped and to provide more parking
for voters, certain changes are recommended in the voting places
of certain precincts.
NOW, THEREFORE, BE IT ORDAINED by the Board of
Supervisors of Roanoke County, Virginia, as follows:
1. That the voting place in the Clearbrook Precinct in
the Cave Spring Magisterial District from and after the date
hereof shall be moved from the Clearbrook Fire Station to the
Clearbrook Elementary School; and
2. That the voting place in the Bonsack Precinct in

ORDINANCES NOT INCLUDED THEREIN;
PROVIDING A PENALTY FOR THE VIOLATION
THEREOF; PROVIDING FOR THE MANNER OF
AMENDING SUCH CODE; AND PROVIDING WHEN
SUCH CODE AND THIS ORDINANCE SHALL
BECOME EFFECTIVE
BE IT ORDAINED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
Section 1. The Code of Ordinances, consisting of
Chapters 1 to 23, each inclusive, is hereby adopted and enacted
as the "Code of the County of Roanoke, Virginia," which Code
shall supersede all general and permanent ordinances of the
County passed on or before November 27, 1984, to the extent
provided in Section 2 hereof.
Section 2. All provisions of the Code shall be in full
force and effect from and after June 15, 1985, and all ordinances
of a general and permanent nature enacted on final passage on or
before November 27, 1984, and not included in the Code or
recognized and continued in force by reference therein are hereby
repealed from and after the effective date of the Code.
Section 3. The repeal provided for in Section 2 hereof
shall not be construed to revive any ordinance or part thereof

that has been repealed by a subsequent ordinance which is
repealed by this ordinance.
Section 4. A violation of any provision of such Code,
or any provision of any rule or regulation adopted or issued
pursuant thereto, shall be punished as provided in Section 1-10
of such Code or as provided in any other applicable section of
such Code.
Section 5. Any and all additions and amendments to the
Code, when passed in the form as to indicate the intention of the
County to make the same a part of the Code, shall be deemed to be
incorporated in the Code, so that reference to the Code shall be
understood and intended to include the additions and amendments.
Section 6. In case of the amendment of any section of
the Code for which a penalty is not provided, the general penalty
as provided in Section 1-l0 of such Code shall apply to the
section as amended, or in case the amendment contains provisions
for which a penalty, other than the aforementioned general
penalty, is provided in another section in the same chapter, the
penalty so provided in the other section shall be held to relate
to the section so amended, unless the penalty is specifically
repealed therein.
Section 7. Any ordinance adopted after November 27,
1984, which amends or refers to ordinances which have been
codified in such Code, shall be construed as if they amend or
refer to like provisions of such Code.
Section 8. This ordinance and the Code adopted hereby,
shall become effective June 15, 1985.

Attorney, to check with the School Board to see what size Roanoke
County seals they need for their buildings. Directed John

consider using youth from TAP to clean parks, etc. Asked John
Chambliss, Superintendent of Fiscal Management if the auditing
differences with School Board have been cleared up. Mr.
Chambliss reported that some differences would have to be written
off.
2. Supervisor Minter - Supervisor Minter moved for
staff to contact Wayne Compton and Mr. Trenor to design a
schedule for making coded county stickers showing if the building
contains flammable materials, etc. Supervisor Brittle requested
more information before he could vote on such a motion.
Supervisor Minter withdrew his motion.
3. Supervisor Brittle - Inquired about the status of
the Mount Pleasant Library. Ms. Sally Turner, Administrative
Analyst, reported that the opening would be July 1, 1985, with a
formal dedication at a later date.
4. Supervisor Burton - Inquired about the
hospitalization contract for the County of Roanoke. Keith Cook,
Director of Personnel, reported that the committee has received
proposals and the preliminary reports from the consultants. The
committee will be meeting on June 12, 1985, with the consultants.
Interviews have been scheduled with the two Blue Crosses. Moved
to write to the State Corporation Commission opposing the merger
of Blue Cross/Blue Shield of Virginia and Blue Cross/Blue Shield

Robertson reported to the Board that the bid by Graybill was not
for the same work that was bid by the citizens of the Catawba
Civic League. He presented a resolution rescinding the
resolution approving the bid of Graybill and accepting the bid of
the Catawba Community.
Supervisor Minter moved to spread a resolution
rescinding Resolution 85-60.G awarding the contract for repairs
to the Catawba School to Graybill and awarding the contract to
the Catawba Citizens Committee.

NO. 85-60 G. AND AWARDING A CONTRACT FOR
THE RENOVATION OF THE CATAWBA SCHOOL
BE IT RESOLVED by the Board of Supervisors of Roanoke
County, Virginia, as follows:
1. That Resolution No. 85-60 G. adopted April 23,
1985, accepting the bid of J. C. Graybill for the renovation of
the Catawba School be, and hereby is, rescinded; and
2. That the proposal of the Catawba School Committee
in the amount of $14,000.00 for the renovation of the Catawba

4. Department of Public Facilities - Superintendent of
Public Facilities, John Hubbard, presented a report on paving at
the Ogden Center. Supervisor Brittle moved to direct staff to
proceed with surface treatment of entire area not to exceed
$6,225.00. After discussion, Supervisor Brittle called for
questions on his motion. Supervisor Nickens called for a vote on
the call for questions. The call for questions failed by the
following recorded vote:
AYES: Supervisors Minter, Brittle, and Burton
NAYS: Supervisors Nickens and McGraw
Supervisor Nickens offered a substitute motion that
this matter be held over to the June 12, 1985, meeting. The
motion failed by the following recorded vote:
AYES: Supervisors Nickens and McGraw
NAYS: Supervisors Minter, Brittle, and Burton
The original motion by Supervisor Brittle carried by
the following recorded vote:
AYES: Supervisors Minter, Brittle, and Burton
NAYS: Supervisors Nickens and McGraw
Mr. Hubbard also presented a request for sewer waiver
by Mount Vernon Heights. Supervisor Nickens moved to coordinate
with staff's recommendation to deny the request and recommend to
Mr. Beck that he obtain a 15 foot sewer easement, extend the
sewer line to his property and then deed the easement and sewer
line to Roanoke County. The motion carried by the following
recorded vote:
AYES: Supervisors Minter, Nickens, Brittle, Burton, and McGraw
