1/26/1984 - Special I I I I ;;W ,(') ~) ,,) ~ 1/26/84 Roanoke County Board of Supervisors Roanoke County Administration Center 3738 Brambleton Avenue Roanoke, VA 24015 January 26, 1984 The Board of Supervisors of Roanoke County, Virginia met this day in open session at the Roanoke County Administration Center, Roanoke, Virginia, this being an adjourned meeting from January 24, 1984. IN RE: CALL TO ORDER Chairman, Harry C. Nickens called the meeting to order at 4:09 p.m. The roll call was taken: MEMBERS PRESENT: Chairman, Harry C. Nickens; Vice Chairman, Athena E. Burton; Supervisors Alan H. Brittle, Steven A. McGraw, Gary J. Minter MEMBERS ABSENT: None IN RE: SUPERINTENDENT OF SCHOOLS REPORT Mr. Bayes Wilson reported on a public hearing he attended in Richmond on January 25, 1984, regarding public education. Chairman Nickens recommended that the Board officially communicate with the Governor and the Members of the General Assembly requesting them to bring the educational funds up to standard. Supervisor Minter moved that a resolution be prepared to be spread in the Minutes. RESOLUTION NO. 84-27 URGING THE HONORABLE CHARLES S. ROBB, GOVERNOR OF VIRGINIA, AND THE GENERAL ASSEMBLY OF VIRGINIA TO TAKE SUCH ACTION AS MAY BE REQUIRED TO FULLY FUND THE COMMONWEALTH'S SHARE OF THE STATE BOARD OF EDUCATION'S STANDARDS OF QUALITY FOR THE 1984-85 BIENNIUM BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: - ~ ~ 1/26/84 --....~...... ~~'f 1. That the Board does hereby most urgently urge the : Honorable Charles S. Robb, Governor of Virginia, and the General Assembly of Virginia to take such action as may be necessary to fully fund the Commonwealth's share of the standards of quality I of the State Board of Education for the 1984-85 biennium; and 2. That the Board does hereby state its unequivocal support of a one percent increase in the retail sales and use tax, the proceeds of which shall be devoted to full funding of the educational needs of the Commonwealth and the County of Roanoke, Virginia; and 3. That the Board does further support any other reasonable alternative necessary to generate the necessary revenues for the reasonable support of education as the General Assembly may determine reasonably appropriate in lieu of the aforesaid sales and use tax increase; and 4. That attested copies of this resolution be forthwith forwarded to the Honorable Charles S. Robb, Governor of the I Commonwealth of Virginia, and to each member of the Roanoke County delegation to the Senate and the House of Delegates of Virginia. Adopted by the following recorded vote: AYES: Supervisors Minter, Brittle, Burton, McGraw, Nickens NAYS: None Mr. Wilson then outlined a copy of proposed salary scale for teachers for 1984 - 1985. Mr. Homer Duff discussed transportation facilities, central purchasing, telephones and insurances. The status of the literary fund and school capital outlay needs along with a report on the ARCSA meeting recently Subsequent to the School Board Meeting on February 9, I held at Center in the Square were then presented by Mr. Wilson. 1984, a resolution will be submitted requesting approval to submit a literary fund loan application. ------ ~ 1/26/84 ~ W# ~~~ IN RE: RECESS At 5:05 p.m. Chairman Nickens called for a recess to Room 600 for the 1984 Planning Session. I IN RE: RECONVENEMENT The County Board of Supervisors reconvened at 6:00 p.m. in Room 600 of the Roanoke County Administration Center. County Administrator, Donald R. Flanders, presented an overview of the activities to be presented at the Planning Session. David Meador, Research Technician in the Administrator's Office, presented a narration and slide program on the goals for 1983 and progress achieved on the attainment. Superintendents, Timothy W. Gubala, John Hubbard, and John Chambliss, and Personnel Director, Keith Cook, presented the Departments' goals for 1984. Chairman Nickens expressed appreciation to all staff I who worked on the presentation and stated that the members of the County Board were supportive of the goals and looked forward to a very productive year. At 9:50 p.m. Supervisor Minter moved to adjourn to 1:00 p.m. January 31, 1984, at the Roanoke County Administration Center to receive a recordation from the Bid Committee as to a general contractor to be retained for repair and remodeling of the Vinton Library. The motion carried by a unanimous voice vote. I
