Roanoke, VA 24015 I February 28, 1984 The Board of Supervisors of Roanoke County, Viraginia, met this day at the Roanoke County Administration Center, Roanoke, Virginia, this being the fourth Tuesday and the second regular meeting of the month of February, 1984. Minter IN RE: EXECUTIVE SESSION Supervisor Brittle moved to go into Executive Session pursuant to the Code of Virginia, Section 2.l-344{a) (I), (2), (4), and (6) to discuss personnel, real estate, location of a prospective business or industry, and legal matters. The motion carried by a unanimous voice vote. Supervisor Minter arrived at 3:07 during the Executive Session. IN RE: CONSENT AGENDA Supervisor Brittle deleted Item #14 for clarification to be discussed under his name. Chairman Nickens I deleted Item 122 for consideration at a future meeting pursuant to a request of the Roanoke Valley Home Builders Association in their February 28, 1984, letter to Superintendent of the Department of Development, Timothy Gubala. Chairman Nickens also deleted Item #29 to be clarified by the Superintendent of the Department of Fiscal Management, John Chambliss. That that certain bid of Telemarketing Communications of the Roanoke Valley for a contract for a reduced cost accounting system for long distance service for the Roanoke County Offices and the Roanoke County School Administration Offices at no cost to the County, upon all and singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder's proposals, and the provisions of this resolution, be, and same hereby is, ACCEPTED; and 2. That the County Administrator is hereby authorized and directed to execute the necessary documents on behalf of I Roanoke County, all to be upon form approved by the County Attorney; and 3. "WHITEY" WHITEHURST, JR. FOR HIS MANY CONTRIBUTIONS TO ROANOKE COUNTY AND ITS CITIZENS UPON HIS RETIREMENT I WHEREAS, C. L. "Whitey" Whitehurst, Jr. began his employment with C & P Telephone Company in Norfolk, Virginia, forty-two years ago; and ~ ~ 2-28-84 3 9 f~ WHEREAS, in 1964, C. L. "Whitey" Whitehurst, Jr. was moved to Roanoke, Virginia, in the course of his employment and I thereafter rose to the position of Manager of C & P Telephone Company, from which position he retired in December, 1983; and WHEREAS, over the course of his employment, C. L. "Whitey" Whitehurst, Jr. found time to actively participate in social, civic, and service organizatioins too numerous to mention, through all which Mr. Whitehurst provided many benefits to the citizens of Roanoke County and the entire Roanoke Valley. NOW, THEREFORE, the Board of Supervisors of Roanoke County, Virginia, does express its most sincere appreciation to C. L. "Whitey" Whitehurst, Jr. for his many endeavors on behalf of all the citizens of Roanoke County and the Roanoke Valley through his deep involvement in many community activities upon the occasion of his retirement as Manager of C & P Telephone I Company and does further wish him continued good fortune in his retirement. The interest rate should be 13.9634% in lieu of 10.59%. Supervisor Minter moved the resolution as amended: RESOLUTION NO. 84-38.f AUTHORIZING ROANOKE COUNTY TO ENTER INTO A LEASE/PURCHASE AGREEMENT FOR WORD PROCESSING EQUIPMENT I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the County be, and it hereby is, authorized and directed to enter into a certain lease/purchase agreement with Horner Barksdale Company for $75,000 with interest on unpaid balances at 13.9634 percent for the lease/purchase of certain - ~ ~ ~- 40()' 2-28-84 word processing equipment from Lanier Business Products, said lease/purchase agreement to be expressly subject to annual appropriation by the Board as made and provided by law; and 2. That the County Administrator is hereby authorized I and directed to execute this lease/purchase agreement and such other documents as may be needful and necessary in the premises to consummate such lease/purchase on behalf of Roanoke County, all of which shall otherwise be in form approved by the County Attorney. The resolution congratulating the Auxiliary Police was held over until the March 13, 1984, meeting. Supervisor Brittle moved the following resolution: RESOLUTION NO. 84-39 CONGRATULATING MISS LISA KEMP ON HER SELECTION AS VIRGINIA'S JUNIOR MISS FOR 1984 WHEREAS, Miss Lisa Kemp, a senior at Cave Spring High School, entered into the Roanoke Valley Junior Miss competition and was there selected as the Roanoke Valley representative to compete in the Virginia Junior Miss pagent; and WHEREAS, Miss Lisa Kemp thereafter entered the state wide Junior Miss pagent in Fairfax County, Virginia, and was NOW, THEREFORE, the Board of Supervisors of Roanoke I there selected as Virginia's Junior Miss for 1984. Supervisor Minter moved that a thank-you note be sent to a business associate of his at Prudential, John King, who was originally responsible for pointing out the inequity in the County trash collection procedure. Chairman Nickens agreed to draft this letter. The motion carried by a unanimous voice vote. Supervisor Minter moved that prior to adopting the budget, the Board consider studying the concept of hiring an independent auditor to report directly to the Board of Supervisors. Supervisor Brittle moved that Superintendent of the Department of Public Facilities, John Hubbard pursue this request with the Virginia Department of Highways and Transportation to determine if this request is appropriate. HURT REQUESTING REZONING FROM BUSINESS DISTRICT B-1 TO BUSINESS DISTRICT B-2 OF A TRACT CONTAINING .3 ACRES AND LOCATED AT MT. Department of Development - Superintendent, Timothy Gubala, presented an Expedite Policy for processing the building review program and the development of commercial and industrial projects. Supervisor Brittle moved the following prepared resolution: RESOLUTION NO.84-4l ESTABLISHING A POLICY PROVIDING FOR EXPEDITED PROCESSING FOR CERTAIN COMMERCIAL AND INDUSTRIAL PROJECTS BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as folows: I 1. That the Board does hereby establish a certain policy to be designated as the Expedited Processing Procedure for Commerical and Industrial Projects; and 2. That such procedure shall be applicable based upon the following criteria, to-wit: (a) Those businesses or industries desiring to locate or expand their existing facilities in Roanoke County must provide evidence that indicates their intent and the ability to proceed with the physical improvements within a reasonable time following approval of their development plans. (b) The operation of businesses and industries proposing to locate or expand their existing facilities in the County must not alter the nature and character of the County and its communities to any significant extent. Chairman Nickens expressed the I Board's concurrence to proceed with the Action Plan with information to be brought back in a Work Session. Personnel - Personnel Officer, Keith Cook, told the Board that an Employee Assistance Program is being designed in cooperation with the City of Roanoke to provide consultation and referral for employees and their families who are ~ .~ ~ 40n ~ 2-28-84 experiencing personal problems. Chairman Nickens expressed the Board's concurrence to proceed with the development of this program. The Employee Health Insurance Plan will go out for I bids on February 29. In response to Supervisor Burton's question, Mr. Cook advised that the insurance consultant recommended that there would be no advantage to consolidating health insurance coverage with the School Board due to claim experience. County Attorney - no report. Department of Public Facilities - the report and resolution on Terminal Road Water Line and Fire Protection was held over until a future meeting. County Administrator - Donald R. Flanders, recommended a coverage increase from $1,000,000 to $5,000,000 for Public Official Liability Insurance. A request for I authorization to approve coverage for the $5,000 deductible was also made. Supervisor Minter moved the prepared resolution for the $5,000 deductible: RESOLUTION NO. 84-42 PROVIDING FOR CERTAIN ADDITIONAL PROTECTION FOR PERSONS COVERED PURSUANT TO ROANOKE COUNTY INSURANCE POLICY NO. That Roanoke County Insurance Policy No. PO-243-94, Public Officials Liability, presently contains an exclusionary clause excluding insurance coverage of sums of less than $5,000, I and it being the intent of the Board to authorize protection for persons covered by such policy within the exclusionary range; and 2. That the Public Officials Liability Insurance to be maintained in full force and effect on the public officials of I Roanoke County shall be at the limits of $5 million with the exclusion of the first $5,000 to be maintained, all of which shall be in full force and effect from and after March 10, 1984; and 2. That the County Administrator be, and hereby is, authorized and directed to enter into the requisite contractual agreements needful and necessary to secure and maintain the aforesaid $5 million public officials liability limits, all of which shall be upon form approved by the County Attorney. This Agreement is puruant to Resolution I No. 83-37, adopted March 8, 1983; and Supervisor Burton moved the prepared resolution appropriation the first annual sum of $7,800: RESOLUTION NO. 84-44 AUTHORIZING ROANOKE COUNTY TO ENTER A CERTAIN SOIL SURVEY AGREEMENT FOR LAND USE PLANNING IN ROANOKE COUNTY WITH THE SOIL CONSERVATION SERVICE, UNITED STATES DEPARTMENT OF AGRICULTURE aE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the County be, and hereby is, authorized to enter into a certain cooperative agreement for acceleration of soil surveys to provide land use planning in Roanoke County, Virginia, with the Soil Conservation Service, United States Department of Agriculture, at an annual sum to be paid by the County not to exceed $7,800.00, without additional authorization I of the Board and to contain express provision for annual appropriation as made and provided by law; and 2. That the County Administrator is hereby authorized and directed to execute said agreement on behalf of Roanoke County, upon a form approved by the County Attorney. The target date for 13, 1984. I establishing the guaranteed maximum cost of this project is March Supervisor McGraw received a letter from Library Board Member, Paula Winstead, requesting better communication and a more meaningful role of the Library Board in making decisions. Mrs. Winstead and Library Director, George Garretson, requested ~ ~ 2-28-84 4.: f) c I that they be able to work more closely with the Board of Supervisors. The Board of Supervisors expressed their concern and interest to cooperate as fully as they can with the Library Board. I In order to protect the right to negotiate for county/city/town telephone rates to be established by the State Corporation Commission, Roanoke County appropriated $3,800. This bill was voted down by a vote of 14 - 6 and carried over until the 1985 General Assembly Session. A steering committee meeting will be held, and a report made pursuant to this meeting. A check in the amount of $134 was received for the fans purchased for the Social Services Department located in the Salem Bank & Trust Building last summer. The building has been purchased by a new owner, and the current lease will be terminated. A Brambleton Avenue Improvement Association was recommended by Mr. Flanders to upgrade and beautify the area. He will communicate with the local merchants to expedite this idea. Supervisor Minter indicated that the Cave Spring Jaycees expressed an interest in cleanup. An effort is being made to coordinate the application process for social service agency requests from the City of Roanoke, the County, and the Town of vinton. If a coordinated form is not established in time for County budget preparation, the County will use a form similar to one used the City of Roanoke. I IN RE: APPOINTMENTS Supervisor McGraw moved to appoint Mrs. Evie Gunter to fill the unexpired term of Gary L. Stewart on the Air Pollution Advisory and Appeals Board, and the motion carried by a unanimous voice vote. Malone on the Court Service Unit Advisory Council/Youth and Family Services Board, and the motion carried by a unanimous voice vote. The term begins March 22, 1983, and expires March 22, 1985. Supervisor McGraw moved to reappoint Gerald Curtiss for another two-year term on the Court Service Unit Advisory Council/Youth and Family Services Board, and the motion carried by a unanimous voice vote. The term begins March 22, 1984 and expires March 22, 1986. Chairman Nickens suggested that Dr. J. Andrew Archer be reappointed for another two-year term on the Court Service Unit Advisory Council/Youth and Family Services Advisory Board. Supervisor Minter made the motion, and it carried by a unanimous voice vote. The two-year term will be effective March 22, 1984 and expire March 22, 1986. The Human Services Committee members were appointed for a one-year term effective March 1, 1984, and ending March 1, 1985, on motion of Supervisor Burton and a unanimous voice vote as follows: Supervisor Burton - H. At the recommendation of Chairman Nickens, the Board agreed to personally contact prospective appointees in order to establish better communication with these citizens. Mr. Hubbard provided an updated background. A discussion was held regarding a method to prevent dumping garbage over the side of Twelve O'Clock Knob. Chairman Nickens expressed thanks for updating the Board. I Work Session - Park Concession Stand Policy. Mr. Hubbard outlined the previous concession stand policies. Supervisor McGraw moved to establish a Committee to make recommendations for Penn Forest Park and to establish a policy of order for all concession operations in the County. The motion carried by a unanimous voice vote. Supervisor Brittle was designated by Chairman Nickens to serve with a committee to be appointed by the County Administrator. Work Session - County Vehicle Use Policy. Supervisor McGraw moved to approve the concept of an organized system of vehicle control (excluding the Sheriff's Department) with the County Administrator to report at the next Board session. The motion carried by a unanimous voice vote. I Work Session - Collection of Delinquent utility Accounts. Mr. John Chambliss explained that the County currently has no formal policy for collection of delinquent utility accounts.
