Roanoke, Virginia 24015 July 3, 1984 I The Board of Supervisors of Roanoke County, Virginia met this day in open session at the Roanoke County Administration Center, Roanoke, Virginia, this being the first Tuesday, and the first regular meeting of the month of July, 1984, rescheduled from July 10, 1984. Minter IN RE: EXECUTIVE SESSION Supervisor Burton moved to go into Executive Session pursuant to the Code of Virginia, Section 2.1-344 (a) (1) (2) (6) to discuss personnel, real estate and legal matters. I On motion by Supervisor Brittle and adopted by the following recorded vote: AYES: Supervisors Brittle, Burton, McGraw, Minter, Nickens NAYS: None RESOLUTION NO. 84-113.a ACCEPTING CERTAIN BIDS MADE TO ROANOKE COUNTY SET FORTH AS FOLLOWS BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That those certain bids set forth as follows in the following words and figures be, and hereby are, accepted, upon all and singular the terms and conditions of the invitation to I bid, the specifications of the County of Roanoke, the bidder's proposals, and the provisions of this resolution, to-wit: a. Contract to sand blast and refinish (5) pressure and three (3) reservoir water tanks serving the County with B & B Contractors, Inc. at an amount not to exceed $14,500.00. b. One year contract (July 1, 1984 through June 30, 1985) to furnish and deliver various grades of stone A.' r ~ 7-3-84 for use by the utility Division with Bob Overstreet Hauling at an amount not to exceed $12,000.00. c. One year contract (July 1, 1984 through June 30, 1985) to furnish various size water meters with Neptune Meter, Rockwell International, and Badger Meter in accordance with low bid. I d. Purchase of approximately 246 pairs of boots and shoes for the Public Works and utility Division personnel from Stuart McGuire Co. at an amount not to exceed $13,219.00. 2. That the County Administrator is hereby authorized and directed to execute the necessary documents on behalf of Roanoke County upon a form approved by the County Attorney; and 3. That all other bids are hereby rejected and the Clerk is directed to so notify such bidders and express the County's appreciation for the submission of their bids. On motion by Supervisor Brittle and adopted by the following recorded vote: AYES: Supervisors Brittle, Burton, McGraw, Minter, Nickens NAYS: None I RESOLUTION NO. 84-114 AMENDING RESOLUTION 84-78 AUTHORIZING THE CLEAN VALLEY COMMITTEE TO APPLY FOR AN ANTI-LITTER PROGRAM GRANT FOR ROANOKE COUNTY BE IT RESOLVED by the Board of Supervisors of Roanoke Virginia, as follows: 1. That the Board hereby expresses its intent to with the City of Roanoke, Town of Vinton, City of Salem, nd County of Botetourt in a mutually agreed upon and cooperative rogram, contingent on approval of the application by the epartment of Conservation and Economic Development, Division of itter Control, and contingent on receipt of such funds; and 2. That the Board hereby authorizes Clean Valley I ommittee, Inc. to plan and budget for a cooperative anti-litter rogram which shall represent said program for all localities this resolution; and 3. That the Board further authorizes Clean Valley ommittee, Inc. to apply on behalf of Roanoke County for a grant, ~ ~ 5 7-3-84 and to be responsible for the administration, implementation and completion of the program; and 4. That the Board further accepts responsibility I jointly with the Clean Valley Committee, Inc. and the City of Roanoke, Town of Vinton, City of Salem, and County of Botetourt for all phases of the program; and 5. That said funds when received will be transferred immediately to Clean Valley Committee, Inc.; all funds will be used in the cooperative program to which the Board gives its endorsement and support; and 6. That the financial records of Clean Valley Committee, Inc. shall be subject to inspection and review by the County Superintendent of Fiscal Management and such data shall be presented to allow proper reporting on a timely basis by the County; and 7. That the Board requests the Department of I Conservation and Economic Development, Division of Litter Control to consider and approve the application and program, said program being in accord with the regulations governing use and expenditure of said funds. Kinsey for his service on the Roanoke County Electoral Board. Mr. Kinsey was not present to receive the resolution. RESOLUTION 84-117 EXPRESSING THE APPRECIATION OF THE BOARD OF SUPERVISORS OF ROANOKE COUNTY TO ROY M. KINSEY FOR TWENTY-ONE YEARS OF SERVICE TO THE COUNTY ------ ~ "..- 6 7-3-84 WHEREAS, Roy M. Kinsey recently resigned his position as Chairman of the Roanoke County Electoral Board; and WHEREAS, Mr. Kinsey has provided long and faithful service to the Electoral Board and the citizens of Roanoke County for over twenty-one years; and WHEREAS, the citizens of Roanoke County gratefully recognize this long and faithful service as well as the numerous contributions Mr. Kinsey has made improving the democratic electoral process in Roanoke County. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby express to Roy M. Kinsey its very deep and heartfelt appreciation for his long and dedicated service to the County and its citizens. BE IT FURTHER RESOLVED that an attested copy of this resolution be forthwith forward to Roy M. Kinsey. I On motion by Supervisor Burton and adopted by the following recorded vote: AYES: Supervisors Brittle, Burton, McGraw, Minter, Nickens NAYS: None I IN RE: CITIZENS COMMENTS AND COMMUNICATIONS Mr. Paul M. Broadwater, 4506 Rosecrest Road, Roanoke spoke on the Variance Permit Procedure. His concern was that a small storage building was built too close to his property line. He disagreed with the Board of Zoning Appeals which allowed the Variance Permit. The matter was turned over the Paul Mahoney, County Attorney to investigate and report to the Board at the next meeting. I IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Brittle - No Report ~ ~ ~ 7 7-3 84 J I Supervisor Burton - Reported the policy of the State Highway Department is to use slurry seal or surface treatment on County secondary roads instead of plant mix, which will need much I less maintenance. Mr. Fred Altizer of the Highway Department stated if the Board of Supervisors requested,he would use plant mix whenever possible. Supervisor Burton moved that the Board transmit to the Virginia Department of Highways & Transportation a request for a review of the maintenance policies to use plant mix instead of slurry seal in subdivisions and high density population areas. The motion carried by a unanimous voice vote. Supervisor McGraw - Announced a letter had been sent to all citizens in the proposed area to be annexed to the City of Salem explaining the ramifications of signing a petition requesting annexation. He also stated those residents requesting I annexation will bear the costs of any legal suit. Supervisor Minter - No Report Supervisor Nickens - No Report IN RE: PUBLIC HEARINGS REQUEST OF JAMES EVERETT BLANKENSHIP FOR A SPECIAL EXCEPTION TO PLACE A MOBILE HOME ON A 5.607 ACRE TRACT LOCATED ON THE WEST SIDE OF STATE ROUTE 819, APPROXIMATELY 500 FEET FROM THE INTERSECTION OF YELLOW MOUNTAIN ROAD AND STATE ROUTE 819 IN THE VINTON MAGISTERIAL DISTRICT. Held over until July 24, 1984. I No one was present in support or opposition. Supervisor Brittle moved that this hearing be continued on July 24, 1984. The motion carried by a unanimous voice vote. THE REQUEST OF GEORGE AND BETTY H. BROGAN FOR A SPECIAL EXCEPTION TO PLACE A MOBILE HOME ON A 7.3 ACRE TRACT LOCATED ON THE SOUTHSIDE OF STATE ROUTE ------ ~ "..- 8 7-3-84 622, APPROXIMATELY 6.0 MILES FROM STATE ROUTE 311 IN THE CATAWBA MAGISTERIAL DISTRICT. Held over until July 24, 1984. No one was present in support or opposition. Supervisor McGraw moved to continue this hearing until July 24, 1984. The motion carried by a unanimous voice vote. THE REQUEST OF RANDY LYNN AND THELMA MARIE PRATT FOR A SPECIAL EXCEPTION TO PLACE A MOBILE HOME ON A 10.0 ACRE TRACT LOCATED ON THE EAST SIDE OF STATE ROUTE 740, APPROXIMATELY 0.9 MILES FROM THE INTERSECTION OF STATE ROUTE 311 AND 740 IN THE CATAWBA MAGISTERIAL DISTRICT. I APPROVED Mr. and Mrs. Pratt were present. No one present was opposed. Supervisor McGraw moved to grant the Special Exception. The motion carried by a unanimous voice vote. THE PETITION OF RONALD L. WILLARD REQUESTING REZONING FROM BUSINESS DISTRICT B-1 TO BUSINESS DISTRICT B-2 OF TRACTS CONTAINING .83 ACRE AND .54 ACRE LOCATED AT 4242 AVENHAM AVENUE EXTENSION AND 4240 AVENHAM AVENUE EXTENSION IN THE CAVE SPRING MAGISTERIAL DISTRICT. Held over until July 24, 1984 I No one was present in support or opposition. Supervisor McGraw moved to continue this hearing until July 24, 1984. The motion carried by a unanimous voice vote. A PUBLIC HEARING TO ELICIT CITIZEN COMMENTS CONCERNING ROANOKE COUNTY'S 1984 VIRGINIA COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION. THE COUNTY INTENDS TO SUBMIT AN APPLICATION FOR $700,000 TO FUND SEWER, WATER, AND ROAD IMPROVEMENTS IN THE CARVINS COVE COMUNITY DEVELOPMENT AREA ALONG STATE ROUTE 648, IMMEDIATELY NORTH OF HOLLINS COLLEGE IN THE HOLLINS MAGISTERIAL DISTRICT. Director of Planning Rob Stalzer announced that the citizens prefer the area be called the Hollins Community Development area, because this describes the location more accurately. he asked for citizens from the areas to speak. Speaking were Wendall Bruce, Route 3, Box 62, Hollins, Va. He stated the entire community was very pleased with the proposed project. He questioned the time frame for the plan. Mr. Stalzer said the project, if approved, would be begin in January 1985 and would take eighteen months to two years to complete. Alice Garrison, Route 3, Box 68, Hollins asked if there were any plans for recreation in the Hollins community area. Mr.Stalzer replied there was an application on file with the state to secure funding for a park. I ~ ~ t 9 7-3-84 REVISION OF EXISTING FUNDING PRIORITY LIST FOR THE SECONDARY SYSTEM OF THE STATE HIGHWAYS FOR THE FISCAL YEAR 1984-85 IN ROANOKE COUNTY. John Hubbard, Superintendent of Public Facilities I requested the Board's recommendations or approval of the Priority List. Supervisor Minter moved that the Priority List be approved and the following resolution be spread in minutes. RESOLUTION NO. 84-118 APPROVING CONSTRUCTION FUND PRIORITIES FOR THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION SECONDARY SYSTEM FOR ROANOKE COUNTY FOR FISCAL YEAR 1984-85 BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That pursuant to notice and public hearing, the Board does hereby establish for fiscal year 1984-85 those certain construction fund priorities for the Virginia Department of I Highways and Transportation secondary system of highways in Roanoke County as set out on that certain list of priorities with recommended amendments as presented to the Board at its meeting on July 3, 1984; and 2. That a copy of this resolution duly attested be forthwith forwarded to the Virginia Department of Highways and Transportation - Salem Residency office along with a duly attested copy of said priority list with amendments by the Clerk to the Board. On motion of Supervisor Minter, and the following roll call vote: AYES: Supervisors Brittle, Burton, McGraw, Minter, Nickens I NAYS: None IN RE: REPORTS OF OFFICERS, DEPARTMENTS AND COMMITTEES Human Services Committee - Chairman Nickens introduced Theodore Edlich, Executive Director of Total Action Against Poverty, who asked Cabell Brand, a TAP volunteer to speak on ~ ~ "..- 10 7-3-84 ~ behalf on additional funding for TAP. Mr. Brand described the services which TAP sponsors or aids, with both financial and volunteer help. Supervisor Minter moved that funding for Total Action Against proverty be raised from $17,000 to $20,000, with the additional money coming from the general fund. Supervisor Burton presented a substitute motion to hold any action on additional funding for any agency until after the report from the Human Services Committee had been presented. The substitute motion was adopted by the following recorded vote. AYES: Brittle, Burton, McGraw, Nickens NAYS: Minter Chairman Nickens requested that in the future funding for Total Action Against Poverty be included as a line item in the budget and not funded by the Human Services Committee. Supervisor Minter moved that any funding to Planned Parenthood be limited only to local educational programs. The motion carried by the following recorded vote. AYES: Brittle, Burton, McGraw, Minter NAYS: Nickens Supervisor Brittle stated he felt there should be some form of monitoring of the agencies. Supervisor Burton suggested that the Human Services Committee do the monitering this year. Supervisor Minter moved that $1200 be allocated from the general fund to monitor funding of the Human Services agencies. The motion failed by lack of a majority voice vote. Supervisor Minter moved that the funds recommended by the Human Services Committee for Total Action Against Poverty be increased from $17,000 to $20,000. No member wished to do so. IN RE: REPORTS OF OFFICERS, DEPARTMENTS AND COMMITTEES School Board - Homer Duff, Director of Business and Finance for Roanoke County School System presented a prepared resolution requesting that entrances to Glenvar Elementary and Glenvar High School be placed in the Secondary Highway System by I the Virginia Department of Highways and Transportation. Supervisor Minter moved that this request be referred to the Department of Public Facilities for preparing a plat and a formal resolution. The motion carried by a unanimous voice vote. Department of Public Facilities - John Hubbard, Superintendent reported that they have looked at the plans for I---- ~ ~ 14 7-3-84 the Big Hill water project, and expect completion of the plans for final bidding later this summer. He has met with the attorney and engineer for the Clearbrook Water Project. They have also received approval from the Virginia Water Project for $2,000 to cover connection fees. I Mr. Hubbard requested approval of plats for park access road to Walrond, Garst Mill, Clearbrook and Mount Pleasant so the Virginia Department of Highways and Transportation can proceed with construction. Supervisor Burton moved the approval of the plats and requested that the following resolution be spread in the minutes. RESOLUTION NO. 84-119 APPROVING AN APPLICATION TO THE COMMISSION ON OUTDOOR RECREATION AND THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION FOR PARK ACCESS FUNDS BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: I 1. That the Board hereby approves an application to the Commission on Outdoor Recreation and the Virginia Department of Highways and Transportation requesting park access funds to construct state maintained roads into Clearbrook, Garst Mill, Mount Pleasant, and Walrond Parks; and 2. That attached to and made a part of this resolution and application are four (4) plats or surveys granting the required right-of-way to the Commonwealth of Virginia for the purpose aforesaid. Lazurri to the Community Corrections Resources Board for a one-year term. The motion carried by a unanimous voice vote.
