8/30/1984 - Special 124 ~ August 30, 1984 Roanoke County Board of Supervisors Roanoke County Administration Center 3738 Brambleton Avenue, SW Roanoke, Virginia 24015 I August 30, 1984 The Roanoke County Board of Supervisors of Roanoke County, Virginia, met this day at the Roanoke County Administration Center, this being a Work Session, followed by a joint meeting with the Roanoke County Planning Commission at the Home Place Restaurant in Catawba, Virginia. IN RE: CALL TO ORDER Chairman Nickens called the meeting to order at 3:15 p.m. The roll call was taken. MEMBERS PRESENT: Chairman Harry C. Nickens; Vice-Chairman, Athena E. Burton; Supervisors Steven A. I McGraw, Alan H. Brittle MEMBERS ABSENT: Supervisor Gary J. Minter IN RE: WORK SESSION Superintendent of Public Facilities, John Hubbard, presented a Change Order for the County's contract with VVKR, Inc. for the construction of the Roanoke County Courthouse. Supervisor McGraw moved the following prepared resolution. RESOLUTION 84-151 APPROVING CHANGE ORDER NO. 6 TO THE COUNTY'S CONTRACT WITH VVKR, INC. FOR CONSTRUCTION OF THE ROANOKE COUNTY COURTHOUSE BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: I 1. That Change Order No.6 to the County's contract with VVKR, Inc. for construction of the Roanoke County Courthouse be, and hereby is, approved as follows: Temperature control system Add $1,946.53 2. That the County Administrator is hereby authorized and directed to execute Change Order No.6. - ~ ~ 12,5 August 30, 1984 - --' -~ On motion of Supervisor McGraw and the following recorded vote: AYES: Supervisors Burton, McGraw, Brittle, Nickens. NAYS: None. Superintendent of Fiscal Management, John Chambliss, requested an executive session to discuss the Change Order for the vinton Library. Superintendent of Fiscal Management, John Chambliss, reported on the telephone system for the County Courthouse. The report on rejection of proposals was considered first. Mr. Chambliss recommended to the Board that the earlier accepted bid of Universal Communication Systems be rejected and that the bid from C & P Telephone Co. be accepted. Supervisor Brittle moved the following prepared resolution. Superintendent of Fiscal Managment, John Chambliss, reported on the new Centrex tariff which takes effect September 10, 1984. The monthly lease for Centrex Ines will be $2,769.06 per month, the wiring cost, which is a one time charge, will be $8,550.00 (projected maximum cost), and equipment purchase will be $7,488.18. RESOLUTION 84-153 AWARDING A CONTRACT FOR THE INSTALLATION OF AN APPROPRIATE TELEPHONE SYSTEM FOR THE NEW COURTHOUSE FACILITY BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That that certain bid of C & P Telephone Co. in the amount of $2,769.06 for the monthly lease of Centrex lines; $8,550.00 for a one-time wiring cost; and $7,488.18 for the equipment purchase in accordance with their proposal dated August 27, 1984, in the Roanoke County Courthouse facility, upon all and' singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder's proposals, and the provisions of this resolution, be, and same hereby is, ACCEPTED; and ~ ~ II I ¡ I I I 126 ;> ~ August 30, 1984 2. That the County Administrator is hereby authorized and directed to execute the necessary documents on behalf of Roanoke County, all to be upon form approved by the County I Attorney; and 3. That all other bids for this project are hereby rejected and the Clerk is directed to so notify such bidders and express the County's appreciation for the submission of their bids. On motion of Supervisor Brittle, and the following recorded vote: AYES: Supervisors Burton, McGraw, Brittle, Nickens NAYS: None John Chambliss, Superintendent of Fiscal Management, reported on the interviews for the bond counsel services. Mr. Chambliss recommended that the award of this contract to McGuire, Woods & Battle. Supervisor Brittle moved the following prepared resolution. I RESOLUTION 84-150 ACCEPTING A CERTAIN BID FOR BOND COUNSEL SERVICES BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That that certain bid of McGuire, Woods & Battle in the amount of $55 to $130 per hour plus out-of-pocket expenses for professional legal services as bond counsel during the development of a Capital Improvements Program, the conducting of any required bond referenda, and the subsequent sale of bonds or similar instruments, upon all and singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder's proposals, and the provisions of I this resolution, be, and same hereby is, ACCEPTED; and 2. IN RE: EXECUTIVE SESSION Supervisor Brittle moved to go into Executive Session at 3:35 p.m. pursuant to the Code of Virginia, Section 2.1-344(a) (2) to discuss legal matters. The motion carried by a unanimous voice vote. Supervisor Gary J. Minter arrived during Executive Session. IN RE: OPEN SESSION I Supervisor McGraw moved to return to Open Session. The motion was carried by a unanimous voice vote. IN RE: RECESS Chairman Harry C. Nickens called for a recess at 4:35 p.m. for travel to the Home Place Restaurant in Catawba for dinner and a meeting with the Planning Commission. IN RE: JOINT MEETING WITH PLANNING COMMISSION Chairman Harry C. Nickens called the meeting to order I and directed Mary Allen, acting Deputy Clerk to reflect that all the members of the Planning Commission were present for the purpose of the minutes. Brittle MEMBERS ABSENT: None I IN RE: ISSUES LIST Rob Stalzer, Director of Planning and Zoning, presented the Issues List which contained three major issues: How can the zoning process be improved?; What are the most important planning issues facing Roanoke County over the next five years?; and What resources do we need to resolve these issues? In order for the zoning process to be improved, Mr. Stalzer reported that the following steps need to be taken. The zoning ordinance needs to be updated to correspond with the I revised land use plan, the rules need to be verified with respect to the rezoning procedures, a continuous channel of communication needs to be established between the Board of Supervisors and the Planning Commission, a more established method of reporting Commission recommendations to the Board needs to be developed, the zoning districts need to be more carefully structured to allow for controlled flexibility, the code enforcement needs to be continuous and effective, negotiations, especially between the developer and adjoining property owners, should be encouraged prior to public hearing, and community education and awareness of County intent and available methods of zoning need to be brought before the public on a more regular basis and more effectively. Mr. Stalzer reported that his staff had been meeting with I realtors to have the businesses wishing to develop in Roanoke County prepare a package that will include their plans for developing. Mr. Stalzer reported on the most important planning issues that will be facing the County over the next five years. These include the rise in "brush fires" such as annexation and - ~ "..--- 129 - -- I I I , I! II II it II i transportation, and public facilities; diversifying the tax base;'1 preparing the capital improvements program; updating the zoning . I I flood control; developing and maintaining a comprehensive plan I that confronts and solves the problem of land use, ordinance to implement plans and programs; and developing an effective subdivision ordinance and bonding procedures. Mr. Stalzer also reported on the resources the County needs to resolve the issues listed above. Gubala, Superintendent of Department of I Development, presented project schedule. Donald R. Flanders, County Administrator, suggested that the list of Issues be used as a systematic means of evaluating the planning process, utilizing that as an ongoing update. Mr. Flanders stated that the Board of Supervisors and its administrative staff would be meeting and reviewing goals along with the other goals of Roanoke County and establish the same type of mechanism. Mr. Gubala reported that the Planning Commission is developing a Mission Statement to use as a guidelines for all of the Boards and Commissions that serve the Board. Discussion was made on using a Facilitator to expand on the activities presented at this meeting. Dr. Nickens suggested I a gentleman that is presently working at VPI in the Community Resources Development.
