Roanoke, Virginia 24015 May 16, 1983 The Board of Supervisors of Roanoke County, Virginia, met this day in open session at the Roanoke County Administration Center, Roanoke, Virginia, this being a continuation of the regular meeting of May 10, 1983, and a continuation of the 1983-1984 Budget Review. IN RE: CALL TO ORDER Chairman Johnson called the meeting to order at 1:22 p.m. The roll call was taken. MEMBERS PRESENT: Chairman May W. Johnson, Supervisors Athena E. Burton, Harry C. Nickens, and Gary J. Minter MEMBERS ABSENT: Supervisor Robert E. Myers IN RE: EXECUTIVE SESSION At the request of County Administrator, Donald R. Flanders, Supervisor Nickens moved to go into Executive Session pursuant to the Code of Virginia, Section 2.1-344(a), (1) to discuss personnel matters. The motion carried by a unanimous voice vote. During the Executive Session, Supervisor Myers arrived at 4:45 p.m. IN RE: RECESS Superivsor Nickens moved to return to open session at 5:30 p.m. Motion carried. Supervisor Nickens moved to have a dinner recess at 5:30 p.m., and the motion carried by a unanimous voice vote. 6 9 3 5-16-83 IN RE: OPEN SESSION At 7:10 p.m. Supervisor Myers moved to go back to regular session, and the motion carried by a unanimous voice vote. I IN RE: SERVICE ORGANIZATIONS REQUESTING CONTRIBUTIONS Supervisor Minter requested that all contributions be made using the same amount as last year. It was determined that since these agencies appeared before the Board individually to make their presentations that County contributions should i be determined on an individual basis. County Administrator, Donald R. Flanders, pointed out two additional requests for money from the League of Older Americans and Southwest Virginia Health Systems Agency, Inc. He also informed the Board that the level of these payments from last year was $95,700, that this year's requests amount to in excess of $172,000, and that his budget recommendation allocated $100,650 for the 1983- 1984 fiscal year. I Mental Health Services - received $60,000 last year, requested $63,929 this year, and will receive $60,000 on motion by Supervisor Myers and the following voice vote: AYES: Supervisors Minter, Myers, Nickens and Johnson NAYS: Supervisor Burton Virginia Western Community College - received $2,700 last year, requested $2,643 this year, and will receive $2,643 on motion by Supervisor Myers and the following voice vote: AYES: Supervisors Burton, Minter, Myers and Johnson NAYS: None ABST AIN: Supervisor Nickens I 5-16-83 694 TAP received $20,000 last year, requested $30,000 this year, and will receive $20,000 on motion by Supervisor Myers and the following voice vote: AYES: Supervisors Minter, Myers and Nickens I NAYS: Supervisors Burton and Johnson Blue Ridge Soil &: Conservation - received $200 last year, requested $250 this year, and will receive $200 on motion by Supervisor Minter and the following voice vote: AYES: Supervisors Burton, Minter, Myers, Nickens and Johnson NAYS: None League Of Older Americans - received $4,000 last year, requested $9,942 this year. Supervisor Nickens moved to hold this over until all others are considered since the request was late. The motion was defeated by the following voice vote: AYES: Supervisors Nickens NAYS: Supervisors Burton, Minter, Myers and Johnson I Supervisor Nickens then moved not to fund the League for failure to comply with the submission date. Supervisor Minter made a substitute motion to give $4,000 and the motion carried by the following voice vote: AYES: Supervisors Burton, Minter, Myers, and Johnson NAYS: Supervisor Nickens Planned Parenthood - did not receive anything last year, requested $5,000 this year, and will not receive a contribution this year on motion by Supervisors Myers and carried by the following voice vote: AYES: Supervisors Minter, Myers, Nickens and Johnson NAYS: Supervisor Burton Supervisor Minter offered a substitute motion to give each organization I exactly the same as last year, and the motion was defeated by the following voice vote: AYES: Supervisor Minter NAYS: Supervisors Burton, Myers, Nickens and Johnson fi 9 5 f 5-16-83 Trust - received $500 last year, requested $2,000 this year. Supervisor Minter moved to give $500. Supervisor Nickens made a substitute motion to give $1,000, and the motion carried by the following voice vote: AYES: Supervisors Burton, Minter, Myers, Nickens and Johnson NAYS: None I Big Brothers/Big Sisters - received $300 last year, requested $272 this year, and will receive $272 on motion by Supervisors Nickens and the following voice vote: AYES: Supervisors Burton, Minter, Myers, Nickens and Johnson NAYS: None Children's Home Society - did not receive anything last year, requested $1,000 this year, and will not receive a contribution since it is a private organization and the Board could not justify County benefits from this agency. Supervisor Burton moved not to fund, and the motion carried by the following voice vote: AYES: Supervisors Burton, Minter, Myers, Nickens and Johnson I NAYS: None Council of Community Services - Supervisor Myers moved not to fund the $3,001 request since the Council receives other funding, and the motion carried by the following voice vote: AYES: Supervisors Burton, Minter, Myers, Nickens and Johnson NAYS: None Family Services of Roanoke Valley ($9,000 request) - Red Cross ($6,249 request) - Speech & Hearing ($1,000 request) - Supervisor Minter moved not to fund these three, and the motion carried by the following voice vote: NAYS: None I AYES: Supervisors Burton, Minter, Myers, Nickens and Johnson I I II '.." .'-. ...." .......,-. The motion carried by the following voice vote: A YES: Supervisors Burton, Minter, Myers, Nickens and Johnson NA YS: None Shenandoah Valley Travel - Supervisor Nickens moved to deny this $100 request and the motion carried by the following voice vote: A YES: Supervisors Burton, Minter, Myers, Nickens and Johnson NAYS: None Child Abuse &: Neglect Coordinating Council - requested $1,722. Since the report indicated that the Council serves 9 City residents to 1 County resident, and the City of Roanoke gave $1,000, Supervisor Minter moved to give $150, and the motion carried by the following voice vote: A YES: Supervisors Burton, Minter, Myers, Nickens and Johnson NA YS: None Association of Retarded Citizens - received $5,000 last year, requested $14,724 this year, and will receive $8,000 on motion by Supervisor Minter and carried by the following voice vote: A YES: Supervisors Burton, Minter, Myers, Nickens and Johnson NAYS: None Crippled Children's Hospital (Richmond) - Supervisor Minter moved to vote on the last four items. Supervisor Nickens moved that the request be denied, and the motion carried by the following voice vote: AYES: Supervisors Burton, Minter, Myers, Nickens and Johnson NAYS: None I Roanoke Area Ministries - $1,000 was requested. Supervisor Nickens moved to approve the request. Supervisor Minter offered a substitute motion to give $500, and the motion carried by the following voice vote: AYES: Supervisors Minter, Myers and Johnson NAYS: Supervisors Burton and Nickens Epilepsy Foundation - Supervisor Nickens moved the request for $1,600 be denied, and the motion carried by the following voice vote: AYES: Supervisors Burton, Minter, Myers, Nickens, and Johnson NAYS: None I League of Women Voters - received $250 last year and requested $250 this year. Supervisor Minter moved to give $250, and the motion was defeated by the following voice vote: AYES: Supervisor Minter NAYS: Supervisors Burton, Myers, Nickens and Johnson Supervisor Nickens moved the request be denied, and the motion carried by the following voice vote: AYES: Supervisors Burton, Myers, Nickens, and Johnson NAYS: Supervisor Minter Supervisor Minter left the meeting at 8:03 p.m., but expressed a desire to give a contribution to Health Systems before leaving. Supervisor Burton moved to deny the request, and the motion carried by the following voice vote: I AYES: Supervisors Burton, Myers, Nickens and Johnson NAYS: None ABSENT: Supervisor Minter IN RE: RECESS At 8:10 p.m. Chairman Johnson called for a recess. IN RE: RECONVENEMENT At 8:15 p.m. the work session reconvened. I IN RE: MEMBERSHIPS & DUES In an attempt to reduce the figures for memberships and dues and to re- evaluate the County benefits from these memberships, Supervisor Nickens moved that the staff review all memberships for duplication, eliminate the duplications wherever possible, and maintain County memberships. Individual memberships will be continued at not more than 50% reimbursement. The motion carried by the following roll call vote: A YES: Supervisors Burton, Myers, Nickens, and Johnson NAYS: None ABSENT: Supervisor Minter Supervisor Myers moved that if an employee still wants to continue an individual membership that his request be reviewed by the superintendent and I constitutional officer to determine if the membership will be used to the advantage of Roanoke County. If it is not, the membership will be dropped. The motion carried by the following roll call vote: 6 9 9 5-16-83 A YES: Supervisors Burton, Myers, Nickens, and Johnson NAYS: None ABSENT: Supervisor Minter I IN RE: NON-SALARY AND NON-FIXED COSTS Supervisor Nickens moved that t of 1 % of non-salary and non-fixed costs ($18,472) be removed from the appropriate parts of the budget. The motion carried by the following roll call vote: A YES: Supervisors Burton, Myers, Nickens and Johnson NA YS: None ABSENT: Supervisor Minter IN RE: CAPITAL OUTLAYS - PARKS & RECREATION In recognition of the fact that the minor requests of the parks keep I coming up, Supervisor Nickens moved that the ! of 1% amounts deleted from the County & /School Budgets which would be approximately $32,000, be allocated as a one-time basis to the capital needs of the parks area. The needs are to be prioritized by Mr. Darrell Shell through Mr. John Hubbard and submitted to the County Administrator to be finalized by the Board of Supervisors. The motion carried by the following roll call vote: A YES: Supervisors Myers, Nickens, and Johnson NA YS: Supervisor Burton ABSENT: Supervisor Minter IN RE: SALARY LEVELS County Attorney, James E. Buchholtz, is to clarify the Attorney General's I ruling regarding when to determine Board salaries and when they can be paid. The County Administrator is proposing a 7% across-the-board rate increase for classified employees, with employees maintaining their grade as of June 30, 1983.
