6/29/1983 - Special I I I - f'l i .;-y ;-:i 6-29-83 Roanoke County Board of Supervisors Virginia State Legislators Holiday Inn - Tanglewood Roanoke, Virginia June 29, 1983 The Board of Supervisors of Roanoke County, Virginia met this day with the representatives of the Virginia State Legislature at the Holiday Inn - Tanglewood, Roanoke, Virginia at a luncheon meeting specially requested by the Board of Supervisors. IN RE: CALL TO ORDER Chairman May W. Johnson called the meeting to order at 12:10 p.m. She welcomed the members of the Board of Supervisors, the Constitutional Officers, and the members of the State Legislature. Hubbard, Personnel Officer- Keith Cook, Superintendent of Schools-Bayes Wilson 796 6-29-83 IN RE: PURPOSE OF MEETING The County Board of Supervisors requested this special meeting in order to have an opportunity to meet with the constitutional officers and the various legislative members of the State Senate and House of Delegates to discuss their concerns about the fiscal management problems and organizational and operational problems. An outline of these problems was distributed to everyone prior to the meeting and is also attached to the agenda. County Attorney, James E. Buchholtz, addressed the problems created by the establishment of County Board salaries. Superintendent of the Department of Fiscal Management, John Chambliss, talked about the fiscal concerns. Superintendent of the Department of Public Facilities, John R. Hubbard, outlined problems relative to highways and roads. Superintendent of Schools, Bayes Wilson, urged that the State education funding ratio not be reduced any further and stressed the importance of restoring the literary fund. Roanoke, Virginia 24015 I June 29, 1983 The Board of Supervisors of Roanoke County, Virginia met this day in open session at the Roanoke County Administration Center, Roanoke, Virginia, this being a continuation of the meeting of June 28, 1983, to complete agenda matters that were not covered. Flanders first reported that hours of operation for the Welfare Department would be from 7:30 a.m. to 12:30 p.m. during the emergency heat situation which currently exists. The cost of temporary air circulating equipment, fans, and lost time will be charged to the bankruptcy situation. The attorney, Ms. Helen Parrish, and Mr. Flanders are to inspect the facility on Thursday, June 30, 1983. An update of the telephone negotiations between the Virginia Municipal League and Virginia Association of Counties was presented. C & P Telephone I Company is offering a Centrex Rate Stabilization Plan to local government customers. Item B-3 of the Consent Agenda appropriated $3,647.25 as Roanoke County's share of the cost for the Virginia Municipal League and the Virginia Association of Counties to negotiate the telephone rates with C & P Telephone Company. 798 - , 6-29-83 , " Supervisor Burton moved for the following prepared resolution: RESOLUTION NUMBER 83-110.a On motion made by Supervisor Minter, the General Appropriation Resolution of Roanoke County, Virginia, adopted June 14, 1983 be, and is the same hereby amended as follows to become effective June 28, 1983: DESCRIPTION ACCOUNT NUMBER INCREASE (DECREASE) Class: Fund: Dept: Object: Dept: AYES: NAYS: Expenditures General Operating Miscellaneous Negotiation of Telephone Rates 03-6-09105-30021 $3,647.25 (3,647.25) Unappropriated Balance 03-6-99999-99999 Adopted by the following roll call vote: Supervisors Minter, Burton, Nickens, Johnson None ABSENT: Supervisor Myers The agenda item relating to the understanding between VPI and Roanoke County for a Cooperative Extension Agent was continued until the July 12, 1983, meeting. Mr. Flanders also announced that the county softball team would be reorganized. He requested an Executive Session to discuss personnel, real estate, and legal matters. has had a chance to view the location on which Strauss Construction Company has Department of Development - The Zoning Administrator, Mr. Claude Lee, requested a Special Use Permit for a landfill. Supervisor Nickens moved that the permit be granted, and the motion carried by a unanimous voice vote. , ,," I I I I I I 79!J 6-29-83 Department of Public Facilities - Superintendent John Hubbard reported that funds are available through the Small Business Administration program for landscaping and improvements to public parks. He recommended Roanoke County participate in this program through a grant application. Supervisor Burton moved for the following prepared resolution: RESOLUTION NO. 83-123 AUTHORIZING THE COUNTY ADMINISTRATOR TO FILE A CERTAIN GRANT APPLICATION WITH THE COMMISSION OF OUTDOOR RECREATION, COMMONWEALTH OF VIRGINIA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That a certain grant application for the total sum of $64,000.00 for certain plantings, trail renovation, and erosion control at the following parks, to- wit: Clearbrook, Garst Mill, Mt. Pleasant, Penn Forest, Shamrock, Walrond and Whispering Pines in an amount not to exceed $8,000.00 at each such park be submitted for funding with the Commission of Outdoor Recreation of the Commonwealth of Virginia; and 2. That the County Administrator be, and hereby is, authorized and directed to cause such grant application to be duly executed on behalf of Roanoke County and to include thereon express provision agreeing to comply with all grant requirements, all of which shall be upon form approved by the County Attorney; and 3. That an attested copy of this resolution be attached to said grant application for submission. Adopted on motion by Supervisor Burton and the following roll call vote: A YES: Supervisors Minter, Burton, Nickens, Johnson NA YS: None ABSENT: Supervisor Myers Funds in the amount of $200,000 per locality are available through the Commission on Outdoor Recreation to provide for access road funding to public recreational areas. Mr. Hubbard requested approval and authorization to submit a grant application to have park access roads taken into the secondary highway system. 800 6-29-83 " " " " " " Supervisor Burton moved for the following prepared resolution: RESOLUTION NO. 83-124 AUTHORIZING AND DIRECTING THAT A CERTAIN GRANT APPLICATION BE SUBMITTED ON BEHALF OF ROANOKE COUNTY TO THE COMMONWEALTH OF VIRGINIA, DEPARTMENT OF HIGHWAYS AND TRANSPORTATION AND THE COMMISSION OF OUTDOOR RECREATION I BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1 .That the Board, being the owner of certain parks situate, lying and being in Roanoke County, to-wit: Clearbrook, Garst Mill, Stonebridge I, Stonebridge II, Mt. Pleasant, and Walrond, does hereby authorize that a certain grant application in the sum of $200,000 be forthwith submitted to the Commonwealth of Virginia, Department of Highways and Transportation and the Commission of Outdoor Recreation in order to have the access roads serving said parkS taken into the secondary highway system; and 2. That the County Administrator be, and hereby is, authorized and directed I to cause the requisite grant application to be prepared and submitted, the same to contain among other provisions such certification of right-of-way and zoning as may be required in the premises, all of which shall be in form approved by the County A ttorney; and 3. That an attested copy of this resolution be attached to and submitted with such grant application. Adopted by the following roll call vote: A YES: Supervisors Minter, Burton, Nickens, Johnson NA YS: None ABSENT: Supervisor Myers IN RE: STREET NAME PETITION A petition has been received from the property owners along Route 607 I requesting to name this private road "Pinetree Lane". County policy requires that all property owners sign, and that there be no name duplication. Supervisor Minter moved that the resolution be adopted and that a letter be sent to the citiznes advising I I I 80.1 6-29-83 . . them that the County has no obligation since this is a private road. County Attorney Buchholtz advised the Board that if they exercise dominion over the road, that State law dictates that the County has a legal obligation to maintain it. Supervisors Nickens moved to deny the petition, and that staff write a letter to the citizens advising them of the County's position and that they can change the name themselves if they want to. The motion carried by the following roll call vote: A YES: Supervisors Minter, Burton, Nickens, Johnson NA YS: None ABSENT: Supervisor Myers Mr. Hubbard presented the resolution which would authorize the County Administrator to execute easements for the Ore Branch Extension. Supervisor Minter moved the prepared resolution. RESOLUTION NO. 83-125 AUTHORIZING AND DIRECTING THE COUNTY ADMINISTRATOR TO ACCEPT CERTAIN EASEMENTS RELATING TO CERTAIN SEWER PROJECTS TO BE CONSTRUCTED IN ROANOKE COUNTY BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Board of Supervisors heretofore authorized and directed that certain sewer projects located in Roanoke County be undertaken, to-wit: Ore Branch Extension, Project 82-1-S, Phase I - Roanoke River, Project 79-1-S, and Project 82-3- Sand Brooklawn Water Line Replacement, Project 81-11-S; and 2. That pursuant to such direction and in order that construction may commence, it is necessary that certain easements be acquired by Roanoke County; and 3. That certain easements may hereafter be offered to be granted to the County of Roanoke upon terms and conditions acceptable to the County and that such easements as made and provided by law are required to be accepted on behalf of Roanoke County; and 4. That the County Administrator be, and hereby is, authorized and directed as made and provided by law to accept such easements for and on behalf of the County 802 6-29-83 H . .. of Roanoke and to duly authenticate on each such grant this acceptance, all of i which shall be upon form approved by the County Attorney. Adopted on motion of Supervisor Minter and the following roll call vote: AYES: Supervisors Minter, Burton, Nickens, Johnson I NAYS: None ABSENT: Supervisor Myers The agenda item regarding the selection of alternatives for the regional water supply will be held over until July 12, 1983. Mr. Hubbard reported that he has responded to the letter of June 13, 1983 from the United States Department of the Interior Water Resources Division advising them that the County already has the information offered in that letter and that if any new information is available such as location of wells, and testing, that the County would be interested. I IN RE: APPOINTMENTS On motion by Supervisor Minter and a unanimous voice vote, Mrs. Eudora J. Altice, Dr. Harry C. Nickens, and Mr. Charles D. Cox were reappointed for a one-year term to the County Health Insurance Appeals Board. IN RE: REPORTS OF OFFICERS, DEPARTMENTS AND COMMITTEES Department of Development - Regarding the agenda item for hiring a person for the Air Pollution Control Office, Supervisor Nickens indicated that he did not hear Mr. Gubala's statement concerning the funding for this position. He requested Personnel Director Keith Cook to check into the funding for this position, and that the Board would address this matter before it adjourned this day. I r . . . IN RE: EXECUTIVE SESSION At 3:09 p.m. Supervisor Burton moved to go into Executive Session pursuant to the Code of Virginia, Section 2.1-344(a), (0, (2), and (6) to discuss personnel, real estate, and legal matters. The motion carried by a unanimous voice vote. IN RE: OPEN SESSION Department of Development - At 4:30 p.m. Supervisor Burton moved to return to open session. Supervisor Nickens moved to reconsider the resolution concerning an employee in the Air Pollution Control office and moved for the following two resolutions: RESOLUTION NO. 83-126 ESTABLISHING ONE NEW POSITION IN THE CLASSIFIED SERVICE OF ROANOKE COUNTY AND PROVIDING FOR A GRADE AND PAY RATE FOR SUCH POSITIO N BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That, from and after July 1, 1983, there be, and hereby is, established as a position in the classified service of the County the position of Office Technician for the Air Pollution Control Office; and 2. That the position of Office Technician for the Air Pollution Control Office herein established shall be placed in the classified pay plan at Grade 21 with the following pay range: A - $9552, B- $9960, C - $10,440, D - $10,920, E - $11,376, and F - $11,964.
