The Board of Supervisors of Roanoke County, Virginia, met this
day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia
this being the fourth Tuesday and the second regular meeting of the month of
August.

Chairman Myers called the meeting to order at 7:00 p.m.

On motion of Supervisor Terry and a unanimous voice vote, the minutes
of the meeting for August 11, 1981 and special meeting of August 15, 1981

Bruce Mayer, Interim County Administrator, read aloud an Order
entered in Circuit Court and signed by the judges of Circuit Court which
appoints Thomas M. Blaylock as the Commonwealth Attorney for Roanoke County
effective September 1, 1981 due to the resignation of the current Commonwealth
Attorney John N. Lampros. Order filed with the minutes of this meeting.

BIO-GRO, INC.
Immediately preceding this meeting, the Board met with Dr. Nancy Welc
Director of Alleghany Health District, Leonard Leask, Utility Department, and
the representative of Bio-Gro, Inc. to discuss the matter of spreading
sludge on farmland in Roanoke County. This matter was continued from the
meeting of July 28, 1981. It was determined by the Board that this would be
an asset to the farmers and Supervisor Johnson moved to appoint a committee to
overseee and approve the proposed sites where the sludge would be applied.
Supervisor Park asked that the committee look closely at the flood plain areas
before applying the sludge. Adopted by the following recorded vote.

said Parcels A and B, consisting of 0.739 and 0.149 acres, more or less, from
Business District B-2 to Business District B-3, lying and being on the south
side of Route 419 just west of the intersection of Route 419 with Ogden Road
in the Cave Spring Magisterial District of the County of Roanoke, State of

I
NOW, THEREFORE, BE IT RESOLVED and ORDERED that at this meeting
of the Board of Supervisors of Roanoke County, Virginia, held on the 25th day
of August, 1981, that the westerly portion of said Section 7, LaBellevue, be
vacated, being all of the property to the west on a line extending from corners
8 to 9 to 1 to 2 as shown on a plat of a proposed Section 8, LaBellevue, and
that said vacation be made contingent upon the recordation of a Map of Section
8, LaBellevue, which includes said vacated portion of Section 7, that the
existing 15 foot wide easement along the division line between Lots 15 and 16
and located inside Lot 16 be permanently discontinued and closed, from its
intersection with Summit Ridge Road to its intersection with the outside
boundary line of said Section 7, LaBellevue, and that there be substituted for
said easement the drainage easement shown on the plat of Section 8, LaBellevue,
extending in a southerly direction from Summit Ridge Road, and that the portion

COURTHOUSE EXPANSION - OBLIGATION BONDS
Supervisor Terry moved to appoint a committee to study the site
location~ footage and all related matters to the construction of a new court-
house and to work as a professional committee with the architects of VVKR~ and
make a report to submit to the Board on this project. This committee to serve
and report to the Board periodically as needed~ throughout the entire design
and planning of the Courthouse; adopted by the following recorded vote.

Mrs. Carole Ashland~ League of Women Voters~ stated the League would
like the public to be more informed prior to election time~ on the advantages
of both methods of payment for construction of the new courthouse. She stated
the League will help with any information available to see that the public is
well informed.
Mrs. Athena Burton stated she would like information regarding the
$7 million figure and how it was arrived at. She presented some information on
the figures and construction of the Roanoke City Courthouse and expressed the
opinion that $7 million was too much for the proposed County Courthouse and
that $5 million is more in line.

RESOLUTION NO. 2946 AUTHORIZING THE ISSUANCE OF $7 MILLION
OF GENERAL OBLIGATION BONDS OF ROANOKE COUNTY~ VIRGINIA~ AND
PROVIDING FOR THE SUBMISSION OF THE QUESTION OF THE ISSUANCE
THEREOF TO THE VOTERS OF ROANOKE COUNTY.
WHEREAS~ the Board of Supervisors of Roanoke County has heretofore
recognized the need for the construction and/or reconstruction of the
Roanoke County Courthouse in order to provide adequate Court facilities

for Roanoke County; and
WHEREAS, the Board of Supervisors determines that it is advisable
to contract a debt and issue bonds of Roanoke County in the aggregate

amount and for the purpose hereinafter set forth and to request the
Circuit Court of the County to make an order as hereinafter set forth.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of
Roanoke County that said Board hereby determines that it is advisable to
contract a debt in an amount not to exceed $7 million and to issue
general obligation bonds of Roanoke County of the maximum amount of $7
million, pursuant to the Public Finance Act to finance the cost of
construction and/or reconstruction of Court facilities for Roanoke
County, including the acquisition of real estate, if any.
BE IT FURTHER RESOLVED that said Board respectfully requests the
Circuit Court of Roanoke County to make an order requiring the Judges of
Election on the day fixed by the order to open a poll and take the sense
of the qualified voters of the County on the question of contracting

such debt and issuing such bonds.
BE IT FURTHER RESOLVED that the Clerk of the Board is hereby directed
to certify a copy of this resolution and to present it to the Judge of
the Circuit Court for the County of Roanoke.
BE IT FINALLY RESOLVED that the Clerk of this Board is hereby
directed to file a certified copy of this resolution with the Clerk of
the Circuit Court for the County of Roanoke.

Virginia. The Board expressed their concern for the personnel and set up a
meeting of Oct. 13 at 3:00 with representatives from the Sheriff's Dept. to

AUTHENTICATE SUCH ACCEPTANCE AS MADE AND PROVIDED BY LAW.

1. That the offer of the developer of the commercial office building
known as the Oyler Building to donate the sewer lines installed with the
building to the Board of Supervisors of Roanoke County be, and it hereby
is ACCEPTED; and
2. That upon receipt of a duly executed deed upon a form approved
by the County Attorney from the developer conveying the hereinabove
mentioned sewer lines to the Board of Supervisors of Roanoke County, the
County Administrator is hereby authorized to authenticate the acceptance
thereof, as made and provided by Section 15.1-286 of the 1950 Code of
Virginia, as amended.

INSTA-PHONE
Bruce Mayert Administratort informed the Board of an agreement with
the Virginia State Office of Emergency Services which requires renewal in order
to continue the phone service for emergency weather warnings. He stated this
is a valuable service tool to the emergency departments and the renewal would
be for a one-year period.
On motion of Supervisor Park and a unanimous voice votet the contract

ROANOKE DISTRICT PTA MEMBERSHIP
On motion of Supervisor Johnson and a unanimous voice votet the
Board did make the following proclamation.
WHEREASt the educational process in Roanoke County is significantly
interrelated to the cooperative involvement of both the parents and the
teachers of the Roanoke County School Division as exemplified by the Roanoke
District Parent-Teachers Association.
NOWt THEREFOREt be it proclaimed that the month of Octobert 1981t bet

equipment for a period of five years (60 months) at a monthly rental

HEARING OF CITIZENS
Rev. Harold Brooks inquired of the Board,who sets the speed limit on
Garst Mill Road? A portion of this road is in the County and Mr. Brooks
stated several accidents have taken place and with the speed limit varying,
he felt this could be a contributor. Bruce Mayer was asked to contact Fred
Altizer, Virginia Dept. of Highways Engineer, and discuss the matter with him.

RESOLUTION NO. 2958 CANCELLING THE ORDERING OF CERTAIN DATA

REPORTS OF BOARD MEMBERS
Supervisor White stated he received a petition from residents of the
Stoning ton Road area expressing their desire to get Roanoke Cablevision service
in that area. Supervisor White directed the County Administrator to contact
said company to learn if there's a possibility of cablevision service in that
area.
Supervisor White informed those present of the Board's meeting with
City Council on August 24 to discuss the extension of runway 23 at Woodrum
Field. He stated there was a lot of information exchanged and discussed
between the Board and Council members regarding this matter. In particular,
runway 5 at the airport was discussed as a possible extension rather than

runway 23. Mr. White said residents in the area would not need to move if
this runway was used.
Supervisor White moved that the Board go on record as being opposed
to runway 23 being extended but, we're in favor of extending runway 5 west by
, building a bridge over Interstate 581. Further, if runway 23 is extended beyond
the 900 feet proposed, the runway will go into the Roanoke Valley Christian
\
School and could possibly affect Friendship Manor if a plane should have
engine failure. Adopted by the following recorded vote.

Supervisor Johnson stated she has been notified by Darrell Shell,

Director of Parks and Recreation, that a grant which had been frozen, can now
be issued to the County so that a park may be built in the Penn Forest School

Mrs. Johnson further directed Bruce Mayer, Interim County Administrato ,
to talk with John Hubbard, Director of Engineering operations for the Utility
Department, to see if there is a possibility of water shortage in the Cave

Spring District area. She stated some citizens have expressed concern for
others abusing the use of water in the area.
