The Board of Supervisors of Roanoke County, Virginia, met this day in

open session at the Salem-Roanoke County Civic Center in Salem, Virginia, this
being the second Tuesday and the first regular meeting of the month of
October.
Members present: Chairman Robert E. Myers, Vice-Chairman Lawrence E.
Terry, Supervisors May W. Johnson, Edward C. Park, Jr. and T. M. White.

requests were approved to submit for acceptance into the State Highway System
the following streets: Continuation of Willow Creek Drive (1519) from its
intersection with Robin Lynn Road (1528), 0.16 mile to its intersection with
Reedland Road; Willow Ridge Road from its intersection with Willow Creek Drive
0.21 miles to end; Brubaker Drive from its intersection with Willow Ridge

GENERAL REVENUE SHARING
Bruce Mayer, Interim County Administrator reminded the Board that thE
VACO organization asked the Board to contact President Reagan's representative
regarding the General Revenue Sharing program as proposed by his administratioI
The White House was contacted and support for this program was expressed on
behalf of the Board. Mr. Mayer stated that since an across-the-board cut of
12% will be effective, it will cost the County approximately $80,000 in
revenue sharing funds which does not include investment income from that
amoun t .

LABELLEVUE GARDEN CLUB REQUEST FOR SIGNS
Mr. Mayer reminded the Board that approximately one year ago, they
designated an area in the LaBellevue subdivision as a bird sanctuary, and the
LaBellevue Garden Club would now like the County to erect three signs to
that effect in area designated. They inform that the Club will reimburse the
County for cost of the signs.

THE COUNTY OF ROANOKE FOR CONSTRUCTION OF THE TINKER
CREEK INTERCEPTOR.
BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia,
as follows:
1. That a certain bid of Aaron J. Conner, General Contractor, Inc. in
the amount of $1,327,318.35, being the lowest conforming bid, for the construct on
of the Tinker Creek Interceptor, upon all and singular the terms and conditions
of the invitation to bid, the specifications of the County of Roanoke, the
bidder's proposal and the provisions of this resolution, be, and the same is
hereby accepted; and
2. That the County Administrator is hereby authorized and directed to
enter into a contract, upon a form approved by the County Attorney, with
Aaron J. Conner, General Contractor, Inc. for this project; and
3. That all other bids for this project are hereby rejected and the
County Clerk is directed to so notify such bidders and express the County's

REQUEST FOR SHERIFF'S DEPUTY TO ATTEND PLANNING
COMMISSION MEETINGS
Tim Gubala, County Planner, submitted a report on behalf of the
Planning Commission members requesting that a deputy be stationed at the
Planning Commission meetings since controversial matters arise at this
meeting.
The Board, after some discussion, informed Mr. Gubala that if
items of great controversial concern are slated for a meeting, that County
Administrator can engage a deputy and request appropriation for his salary
after the fact. Chairman Myers stated it was not necessary to engage the
services of a deputy for each meeting; adopted by motion of Supervisor Terry
and the following recorded vote.

IN RE
OUTDOOR ADVERTISING SIGNS
At the request of Supervisor Johnson, Tim Gubala, County Planner,
submitted a report on outdoor advertising signs in the County. Mrs. Johnson
earlier said complaints had been brought to her attention of large signs
being erected in various areas. Mr. Gubala did not report on any specific
recommendations.

After some discussion, Mr. Gubala was asked to report to the Board
at a later meeting with recommendations to control advertising signs; all
members of the Board unanimously concurred.
IN RE:
MOBILE HOME RENEWAL PROCEDURES
A report was submitted by Tim Gubala, County Planner, regarding a
possible procedure of renewal of mobile home permits whereby renewals could
be handled administratively unless petitioner does not/has not conformed to
regulations or in the event complaints against petitioner are received. After
further discussion, Supervisor Johnson moved to refer this matter to the
Planning Commission for their procedure and amendment recommendation by way of
public hearing at their Nov. 2 meeting and report to the Board at the followin
meeting; approved by unanimous voice vote.
IN RE:
READVERTISING FEE FOR REZONING AND PLANNING COMMISSION MATTERS
Supervisor White stated his desire to hold this matter over until
further study is completed on procedures for advertising rezonings; adopted
by unanimous voice vote.
IN RE:
PRIVATE SWIM CLUBS
Mr. Gubala stated he was directed to draft an amendment to the
County Code covering the location, licensing and hours of operation for
private swim clubs in the County. On motion of Supervisor Terry and a
unanimous voice vote, Mr. Gubala was again directed to advertise for a public
hearing on the amendment as submitted.

REPLACEMENT OF TANK TRUCK AT CAVE SPRING FIRE STATION
Tommy Fuqua, Interim Fire Coordinator, reported that a tanker truck
at Cave Spring was totally destroyed in an accident over a year ago and
to date a new replacement has not been purchased. Since it is essential to
have this tanker, request is made to secure bids for same.

EMERGENCY PURCHASE OF FIRE HOSE FOR COMPANY 4
Tommy Fuqua, Interim Fire Coordinator, stated that Company 4 of
the Catawba District does not have adequate fire hose apparatus to provide
proper fire protection for citizens of this area and Catawba Hospital in
particular. Mr. Fuqua informed that the County Administrator had authorized
immediate purchase of this hose as a solution.

MOUNT PLEASANT RESCUE SQUAD - AMBULANCE
Supervisor Park inquired of Mr. Fuqua the status of delivery ~n a
unit ordered approximately one year ago. Mr. Fuqua informed the Board such
unit arrived with some 46 defects and a letter was sent to the manufacturer
stating that if such defects could be corrected to meet bid specifications
within 60 to 90 days, this unit would meet approval.

IN RE: SHERIFF'S DEPUTIES - SALARIES
Prior to Board meeting, the Supervisors met with the Sheriff's
Deputies to consider a request for salary increases brought before the Board
in late spring of 1981. The deputies reminded the Board of their compliance
with various studies and postponements regarding salaries for this department.

at this time and since a new County Administrator would be hired as soon as
possible, a new pay plan may be studied for all County employees.

of a pay plan with competitive salaries for all County employees and have it

Initially, a complaint from S. L. Firebaugh of Old Manor Drive
regarding the lack of preparation and maintenance of streets in the Old Manor
Drive and Dairy Road area was investigated and developers Patterson and
Ailstock have filed bankruptcy eliminating funds with which to complete this
work. The County has filed suit to force compliance with the bond in
relation to streets in this area.
Supervisor White moved to have the County Engineer proceed with
securing bids for street work in order to bring them up to standards for
acceptance into the State Highway System; then have the County fund this
project and collect from the developers at a later date, possibly through
judgments; adopted by the following recorded vote.

IN RE: WATER PROBLEM COMPLAINT FROM CITIZEN - JAMES CROSS, JR.
Mr. James Cross, Jr. informed the Board that a well on his property,
which was his only source of water, went dry in July, 1981, due to the County's
drilling a well 366 feet deep near his property. He submitted a report from
the State Water Control Board which confirms his complaint that County
Well #6 did create his water problem by draining said well. Mr. Cross asked
the County to hook-up and supply his water free of charge, or dig a new well
on his property. The Board took no action on this matter since it is a matter
of pending litigation.

reconvened at 10:45 p.m.

WATER PROBLEM - JAMES CROSS, JR.
On motion of Supervisor White and a unanimous voice vote, County
Attorney James Buchholtz, the County Administrator and Leonard Leask, Director
of Operations and Maintenance for Utility Dept.,were directed to meet with
the attorney for James Cross, Jr. to see what could be done to alleviate
this water problem.
