Members present: Chairman Robert E. Myers, Vice-Chairman Lawrence E. Terry, Supervisors May W. Johnson, Edward C. Park, Jr. and T. M. White. The Board, after some discussion, informed Mr. Gubala that if items of great controversial concern are slated for a meeting, that County Administrator can engage a deputy and request appropriation for his salary after the fact. IN RE: MOBILE HOME RENEWAL PROCEDURES A report was submitted by Tim Gubala, County Planner, regarding a possible procedure of renewal of mobile home permits whereby renewals could be handled administratively unless petitioner does not/has not conformed to regulations or in the event complaints against petitioner are received. After further discussion, Supervisor Johnson moved to refer this matter to the Planning Commission for their procedure and amendment recommendation by way of public hearing at their Nov. 2 meeting and report to the Board at the followin meeting; approved by unanimous voice vote. IN RE: READVERTISING FEE FOR REZONING AND PLANNING COMMISSION MATTERS Supervisor White stated his desire to hold this matter over until further study is completed on procedures for advertising rezonings; adopted by unanimous voice vote. IN RE: PRIVATE SWIM CLUBS Mr. Gubala stated he was directed to draft an amendment to the County Code covering the location, licensing and hours of operation for private swim clubs in the County. IN RE: SHERIFF'S DEPUTIES - SALARIES Prior to Board meeting, the Supervisors met with the Sheriff's Deputies to consider a request for salary increases brought before the Board in late spring of 1981. The deputies reminded the Board of their compliance with various studies and postponements regarding salaries for this department. I Deputies were informed that no money is available for an increase at this time and since a new County Administrator would be hired as soon as possible, a new pay plan may be studied for all County employees. L. Firebaugh of Old Manor Drive regarding the lack of preparation and maintenance of streets in the Old Manor Drive and Dairy Road area was investigated and developers Patterson and Ailstock have filed bankruptcy eliminating funds with which to complete this work. The County has filed suit to force compliance with the bond in relation to streets in this area. Supervisor White moved to have the County Engineer proceed with securing bids for street work in order to bring them up to standards for acceptance into the State Highway System; then have the County fund this project and collect from the developers at a later date, possibly through judgments; adopted by the following recorded vote. Mr. James Cross, Jr. informed the Board that a well on his property, which was his only source of water, went dry in July, 1981, due to the County's drilling a well 366 feet deep near his property. He submitted a report from the State Water Control Board which confirms his complaint that County Well #6 did create his water problem by draining said well. Mr. Cross asked the County to hook-up and supply his water free of charge, or dig a new well on his property. The Board took no action on this matter since it is a matter of pending litigation.
