The Board of Supervisors of Roanoke County, Virginia, met this day in
open session at the Salem-Roanoke County Civic Center in Salem, Virginia,
this being the fourth Tuesday and the second regular meeting of the month
of February.
Members present:
Chairman Edward C. Park, Jr., Vice-Chairman Athena
E. Burton and Supervisor Gary J. Minter.

Mr. John Edwards, Attorney, was present to represent this request
on behalf of Mrs. Thorne. No one appeared in opposition. Mr. Edwards
explained the intention of Mrs. Thorne to make special flower arrangements
for use in weddings, special events and general use. These arrangements
would be created using a room in the basement of her residence with a cold
storage unit in the garage. The arrangements would be delivered with a
! limited number of customers picking up orders.
Mr. Edwards further stated this would be for a period of 5 hours

Virginia, as follows:
1. That Chapter 21. Zoning, Article XVII. Sign Regulations,

Section 21-116. Permits of the Roanoke County Code be amended to read
and provide as follows:

To insure compliance with the regulations contained in this article
pertaining to signs, a sign permit shall be required for signs exceeding
six square feet in area. Application for such permit shall be on a form
prescribed therefor and shall be accompanied by a reasonable filing fee.

Such fees shall be set by separate resolution and maintained in the
office of the Zoning Administrator. Upon compliance with the sign
regulations set forth herein a permit shall be issued. A tag issued by
the County indicating the sign permit number shall be affixed to the
sign so as to be readily visible.

RESOLUTION NO. 3064 ESTABLISHING SIGN FEES FOR THE PLACING
OF TEMPORARY SIGNS IN ROANOKE COUNTY PURSUANT TO SECTION 21-
116 OF THE ROANOKE COUNTY CODE.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That pursuant to Section 21-116. Permits of Article XVIII. Sign
Regulations of the Roanoke County Code, the following sign fees will be

collected with the issuance of a temporary sign permit:

IN RE:
RAFFLE PERMIT
On motion of Supervisor Minter and a unanimous voice vote, a raffl
permit request was approved for the Botetourt Jaycees to conduct a raffle
in Roanoke County.

REQUEST OF G. A KINGERY FOR RENEWAL OF A SPECIAL USE *
PERMIT TO OPERATE A LANDFILL ON ONE-ACRE OF LAND * CONTINUED
LOCATED AT RT. 657 IN ROANOKE COUNTY. *
Mr. Kingery was not present to support this request. Tim Gubala,
County Planner, informed the Board that Mr. Kingery has allowed items other
than those proffered to be "dumped" at the landfill and that some problems
are noted with the landfill.
After some discussion, Supervisor Minter moved to continue this
matter until the meeting of March 9, 1982; motion adopted unanimously.

INCREASED EXPENSE ALLOWANCE FOR SUPERVISORS

Administrator Donald Flanders stated that recently the Supervisors
are attending an increased number of meetings in performing their duties

for the County. Since an allowance for mileage is now $50.00 monthly,
this seems to be inadequate.. Therefore, a recommendation is made to increas

from $50.00 to $100.00 per month the allowance to Supervisors for mileage
reimbursement.
On motion of Supervisor Burton and the following recorded vote,
the $100.00 per month allowance was approved since money is already in the
budget for the remainder of this fiscal year.

COUNTY SUBDIVISION STREETS

Administrator Flanders submitted a list of County subdivision stre s
not currently in the Secondary Highway System. He recommended the Highway
Dept. be petitioned to accept same. The Board concurred with Mr. Flanders'
recommendation and Supervisor Minter moved to petition the State Highway
Dept. to accept all of the listed streets into the Highway System; adopted
by the following recorded vote.

Supervisor Minter noted that he receives numerous calls from
citizens regarding the street situation and feels that developers should
be responsible for bringing these roads up to standards and they have not
done that.
IN RE:
RESOLUTION NO. 3065 AUTHORIZING THE ENGAGEMENT OF
BOND COUNSEL TO REPRESENT THE COUNTY OF ROANOKE IN THE
PREPARATION OF APPROXIMATELY $9 MILLION IN GENERAL
OBLIGATION BONDS.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the Richmond law firm of McGuire, Woods & Battle be,
and hereby is authorized to be retained to represent the County of
Roanoke in the preparation and sale of approximately $9 million worth

of general obligation bonds; and
2. That the fee for such representation of the County shall not
exceed the sum of $7,000 plus out-of-pocket expenses for said bond
issue, without additional authorization of the Board; and
3. That the County Administrator is hereby authorized and directed
to engage the law firm of }lcGuire, Woods & Battle of Richmond, Virginia,
upon the hereinabove set out terms and conditions, any written agreement
for such representation to be upon a form approved by the County Attorney.

County Engineer Gene Robertson stated that a list of subdivision
streets not currently in the State Highway system submitted earlier in the
meeting, contains the streets with special problems and do not meet specifi-

cations for acceptance. Mr. Robertson further stated that in his opinion,

After a lengthy discussion, Supervisor Minter again (see previous
motion earlier in the minutes) moved to submit these streets for acceptance

into the Secondary Highway system. If the Highway Dept. does not accept
them into the system, then, County Attorney Buchholtz is directed to
investigate the possibility of forcing the developers to maintain these

private roads.

PROPOSED VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION'S
ROAD IMPROVEMENTS
Engineer Robertson informed that the Highway Department proposes
road improvements on U. S. Rt. 220 south near Graham's Curve and on Rt. 605
near the Botetourt Co. Line (see report filed with the minutes of this
meeting). Mr. Robertson recommended the Board concur with improvements
and direct the County Engineer and County Planner to notify the State
Highway Dept. of same; adopted on motion of Supervisor Minter and the
following recorded vote.

ACCEPTING A CERTAIN BID OF B. F.
GOODRICH CO. MADE TO THE COUNTY OF ROANOKE TO FURNISH THE
COUNTY WITH TIRES FOR A TWELVE MONTH PERIOD.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That a certain bid of B. F. Goodrich Co. in an amount not to
exceed $67,535.47, being the lowest and best bid received by the County
to furnish tires for a twelve month period beginning March 1, 1982, upon
all and singular the terms and conditions of the invitation to bid, the
specifications of the County of Roanoke, the bidder's proposal and the
provisions of this resolution, be, and the same hereby is accepted; and
2. That the County Administrator is hereby authorized and directed

to enter into a twelve month contract with B. F. Goodrich Co. upon a
form approved by the County Attorney for the purchase of these tires;
and
3. That all other bids for this purchase are hereby rejected and

furnish and install lighting for the baseball/football field and tennis

USE OF BONSACK RURITAN BUILDING FOR SENIOR CITIZEN'S PROGRAMS

Darrell Shell, Director, Parks and Recreation, informed the Board
that a recent inspection by the County Building Inspector resulted in the
County's violation of the Building Code in using the Bonsack Ruritan Building

to conduct programs for the senior citizens of Bonsack. Therefore, Mr. Shell
recommends a committee of various staff members and citizens of that area
be formed to look for some possible alternatives to the present arrangement.

The Board concurred with the recommendation of Mr. Shell to look into the
matter of alternatives through committee.
IN RE:
RESOLUTION NO. 3070 AUTHORIZING THE COUNTY OF ROANOKE TO
EXECUTE A CERTAIN DEED OF EASEMENT GRANTING APPALACHIAN POWER
COMPANY AN EASEMENT ACROSS THE COUNTY'S GARST MILL PARK PROPERTY.
BE IT RESOLVED by the Board of Supervisors of Roanoke County,
Virginia, as follows:
1. That the County of Roanoke be, and hereby is authorized to
grant a utility line easement to Appalachian Power Company across the
County's Garst Mill Park property from Southwoods Well No.1 to South-
woods Well No.2; said easement being fifteen feet in width and being
further described on a plat prepared by Appalachian Power Company iden-
tified as Drawing No. R-1572 and being more particularly described in a

deed of easement of record in the Clerk's Office of the Circuit Court of
Roanoke County; provided however, the County of Roanoke shall incur no
financial liability as a result of its execution of said deed of easement
and said deed of easement to be otherwise approved as to form by the
County Attorney; and
2. That the County Administrator is hereby authorized and directed
to execute the aforesaid deed of easement on behalf of the County of
Roanoke.

1. That it does concur in and does further encourage the Board of

Directors of the New River Valley Regional Police Academy to incorporate
said academy as a non-stock corporation pursuant to the laws and statutes
of the Commonwealth of Virginia as made and provided; and
2. That in order to incorporate said academy the Roanoke County
members of the Board of Directors thereof are hereby expressly authorized
to take such action as may be required in the premises; and
3. That a duly attested copy of this resolution be forthwith

RELEASE OF VEHICLE TITLE
A 1974 Toyota pick-up truck used by the Public Works Dept. is a
total loss due to involvement in an accident recently. Since the insurance
company has offered $1,950.00 for the settlement, it is recommended the

IN RE:
HEARING OF CITIZENS
Mr. Mike Wood, 3352 Colonial Ave., S. W., was in attendance and
questioned why the County requires dog tags and no license is required for
cats. He felt this should be required of cats as well as dogs.
Mr. Wood was informed that the State Code probably does not provide
for licensing of cats (the County Attorney was directed to look into this
Code section).
Supervisor Park
noted that healthwise, cats don't normally pose
the problems that are faced by dogs.

The County Attorney will report his findings to Mr. Wood.

REPORTS OF BOARD MEMBERS
Supervisor Minter informed that Cave Spring Jaycees would like

to organize a Youth Center in that area and have some funds and manpower
to donate toward that effort. They will be in touch with the County to ask
how they might help.

Supervisor Burton informed those in attendance that a meeting of
the Board will be held on February 25th at 5:00 p.m. in the School Adminis-
tration Office Building, and a possible joint meeting between the Supervisor
and the County School Board.
