IN RE: BID COMMITTEE Purchasing Supervisor E. D. Fitzgerald read the Bid Committee's report on Exterminator Services for various Roanoke County facilities and suggested that the contract be awarded as recommended in the report. Supervisor Minter moved for adoption of the following prepared resolution: RESOLUTION NO. 3283 ACCEPTING A BID MADE TO THE COUNTY OF ROANOKE FOR EXTERMINATOR SERVICES FOR VARIOUS ROANOKE COUNTY FACILITIES BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. Supervisor Johnson moved for adoption of the following prepared resolution: RESOLUTION NO. 3261 ACCEPTING A BID MADE TO THE COUNTY OF ROANOKE FOR A PREVENTATIVE MAINTENANCE TEMPERTATURE CONTROLS CONTRACT COVERING VARIOUS COUNTY BUILDINGS BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That a certain bid of Mechanical Maintenance in the amount of $7,077.00 for a twenty-one month preventative maintenance temperature I controls contract beginning October 1, 1982, upon all and singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder's proposal and the provisions of this resolution, be, and the same hereby is ACCEPTED; and 2. NAYS: None I At this point, Mr. Fitzgerald asked that more time be allowed to look into the matter of a copier to be instal led at the Roanoke County Administration Center. Mr. Fitzgerald then presented the Committee's report for paving, repair and patching of areas damaged by water breaks and sewer stoppages, and recommended that the award be made as outl ined in the report. Supervisor Johnson moved for adoption of the following prepared rpsolution: RESOLUTION NO. 3264 ACCEPTING A BID MADE TO THE COUNTY OF ROANOKE FOR REPAIR AND REPAVING OF AREAS DAMAGED BY WATER BREAKS AND SEWER STOPPAGES BE IT RESOLVED by the Board of Supervisors of Roanoke County, I Virginia, as follows: I. That a certain bid of Markham Paving Company in an amount not to exceed $32,000.00 for a nine month contract for repair and repaving of areas damaged by water breaks and sewer stoppages, upon all and singular the terms and conditions of the invitation to bid, the speci- fications of the County of Roanoke, the bidder's proposal and the provisions of this resolution, be, and the same hereby is ACCEPTED; and - ~ ~ 225 9-30-32 2. Adopted on motion by Supervisor Johnson and the following roll call vote: AYES: Supervisors Myers, Minter, Johnson, Nickens and Burton NAYS: None Chairman Burton then asked Mr. Fitzgerald if the bid for paving, repair and patching would cover the needs on Brookwood Drive. She was informed that it would be taken care of. IN RE: REPORT OF COUNTY ADMINISTRATOR County Administrator Flanders expressed appreciation for the opportunity of the Board to meet in the Town of Vinton Chambers. Mr. Flanders then introduced Dan Bolt, with the firm of VVKR, Inc. who gave a brief progress report on the cost of such items as painting, storm windows, replacement of windows for the Roanoke County Administration Center. He expressed concern regarding the extra costs at this time with several items and recommended that he be given a 1 ittle more time and come back to the Board with prices. County Administrator Flanders then reviewed a 1 ist of items to be completed prior to moving into the new center. He stated that Mr. Bolt was securing quotes on several items and at this time he needed approval for I; I completion of the County Treasurer's Private Office at a cost of $1,794.00. I After some discussion and on motion by Supervisor Johnson, Mr. Buchholtz I. was directed to include the completion of the County Treasurer's Private Office in the resolution adopted on September 28, 1982. I I I I ~ 9-30-82 . ,~~ 9~i) ~~, AYES: Supervisors Myers, Minter, Johnson, Nickens and Burton NAYS: None County Administrator Flanders then brought to the Board's attentior I the two day cost of the move to the new Roanoke County Administration Center. After some discussion, on motion by Supervisor Minter, Mr. Buchholtz, County Attorney, was directed to include the low bid award to Garst/Bekins Movers in the resolution adopted on September 28, 1982. Motion was carried by the following roll call vote: AYES: Supervisors Myers, Minter, Johnson, Nickens and Burton NAYS: None Supervisor Johnson then asked what would be done with all the trash at the present offices when the County moved. Mr. Flanders responded by informing that a staff meeting had been held and Cycle Systems, Inc. will pay twenty-five cents per hundred pounds for paper not being moved to the I RCAC. County Administrator Flanders then recommended that the Board establ ish 8:00 a.m to 5:00 p.m. as the normal work hours at the RCAC allowing for flextime arrival and release of employees, thus allowing employees less congested times to get to and return from work while providing standard hours for all operating departments to serve the publ ic. After some discussion, Supervisor Minter moved for adoption of the following prepared resolution: RESOLUTION NO. 3265 ESTABLISHING THE HOURS DURING WHICH THE ROANOKE COUNTY ADMINISTRATION CENTER WILL BE OPEN FOR THE CONDUCT OF PUBLIC BUSINESS BE IT RESOLVED by the Board of Supervisors of Roanoke County, I Virginia, as follows: 1. That commencing the 18th day of October, 1982 and until further direction of the Board, the hours during which the Roanoke County Administration Center shall be open for the conduct of publ ic business shall be from 8:00 a.m. until 5:00 p.m., Monday through Friday; and 2. That the several departments of the County in order to properly conduct the public1s business during the hours aforesaid are authorized -- and directed to establ ish flexible work schedules for the employees of ~ "..- . 227 9-30-32 said departments. Adopted on motion of Supervisor Minter and the following rollcall vote: AYES: Supervisors Myers, Minter, Johnson, Nickens and Burton I NAYS: None. The County Administrator stated it would be necessary to hire a maintenance person for the new Center to provide cleaning service either through adjustment of the current contract or with a change to County-hired part-time cleaning staff. He recommended the creation of the position of Building Maintenance Man, Grade 25, to be assigned to the Roanoke County Administration Center. Supervisor Johnson moved that the County Attorney be directed to prepare an appropriate resolution to authorize the County Administrator to hire a Building Maintenance Person at Grade 25, with salary beginning with Step A ($10,632.00) and with major assignment at the new center. Her motion was adopted by the following recorded vote: I AYES: Supervisors Myers, Minter, Johnson, Nickens and Burton NAYS: None The County Administrator related he had talked with Senator Emick relative to the hotel and motel tax study and was advised that it would be tough to get any legislation through; although the sub-committ~e approved County equal ity to cities in the taxing of hotels and meals. He added there would be a bill presented to the legislature and if the County wanted equal ity, the County would have to support it by contacting all legislators. The Administrator advised that the Commissioner of Revenue had been working with the County staff to determine how collection of del inquent into parking lots of apartments and condominiums and had found over 600 I taxes could be improved. He advised the Board that a task force had gone i cars with outdated decals or no decals at all, that letters had been sent I out and as of September 23 the Commissioner had received a 50% response. After some discussion the County Administrator was directed to talk with the Sheriff concerning assigning staff at the entrance to apartment complexec -... to check decals. ~ ~ 9-30-32 !ill ') 8 . (.;;kti -- The County Administrator informed that the staff was continuing efforts in collection of del inquencies in personal property, real estate, and followup procedure to make sure that those citizens who are receiving I garbage collection services pay the fee. The Administrator stated the County Attorney had attended a conference recently and had some information regarding the collection process for delinquent real estate taxes and he felt the County should investigate this to accelerate collections. The County Administrator then asked John Peters of the Engineering Department to report on the Joint Legislative Audit and Review Commission (JLARC) study on Secondary Highway Construction Funding. The Board had before them a complete packet of this study and a report by Mr. Peters. Mr. Peters requested the Board accept his report and vote to send this to the JLARC staff and local State Legislative Members. After a short discussion, Supervisor Minter moved the report be forwarded to JLARC and his motion was adopted by a unanimous voice vote. I The County Administrator then reported the Board would be receiving a letter relative to National Salute to Vietnam Veterans to be held in Washington, D.C. on November 13, requesting delegates from Roanoke County to march one mile in a parade. He was directed to send the letter to Veterans groups in the County asking that they represent the County Board and Roanoke County citizens. The Administrator then reminded those present that the October 5th Board session had been cancelled and the Board would be meeting at 11 :00 a.m. on October 13 to receive bids for the bonds to build the Courthouse and public sewers. Supervisor Myers suggested the regularly scheduled October I 12 meeting be recessed to be continued to October 13. He also stated the November 2nd meeting would be moved to November 3rd because of Election day. He then advised the Board Mr. M. T. Lalka, of Roanoke, had a tree he wanted to donate to the County for a ceremonial community Christmas tree at the new Roanoke County Administration Center. He advised he was having Mr. Roy Nester look into this matter. ~ ~ 229 9-30-82 The County Administrator next commented on the trip to New York to meet with Standard & Poors and Moody's investment consultant firms. He stated he felt the meetings went very well and was very pleased with the Burton represented the Board in a most effective manner and John Chambl iss I outl ine that the financial consultants developed and he felt Chairman did an excellent job as well. The Administrator passed out to the Supervisors copies of a proposed resolution authorizing a lease agreement between the County and Mr. Hal Cobble for a small parcel of land on the North-II property. It was noted the lease agreement was on a month to month basis. Supervisor Minter moved that the prepared resolution be accepted. RESOLUTION NO.3266 AUTHORIZING THE COUNTY ADMINISTRATOR TO ENTER INTO A CERTAIN LEASE AGREEMENT LEASING TO HAL COBBLE A CERTAIN PIECE OR PARCEL OF LA~D UPON CERTAIN TERMS AND CONDITIONS BE IT RESOLVED by the Board of Supervisors of Roanoke County as I follows: I. That a certain piece or parcel of real estate being a part of the property of Roanoke County generally known and designated as the North 11 tract, said parcel being two feet in width and ten feet in length located generally on the Southwest portion of the said North 11 tract and being approximately 30 feet from the Easterly right-of-way line of Barrens Road and approximately 15 feet from the Northerly right- : i of-way 1 ine of Peters Creek Road, having been proposed to be leased by Hal Cobble from Roanoke County for the purpose of erecting a certain directional sign, a maximum height of six feet above grade and a maximum length of eight feet, on a month to month basis at a fair market rental of $1.00 per month, said rental to be paid each twelve month period for I which such lease shall extend, be and said proposal hereby is Accepted; and 2. After some discussion it was felt that December 4 would be acceptable for the dedication date and the committee structure proposed was approved. IN RE: REPORT OF UTILITY OPERATIONS AND MAINTENANCE Mr. Kenneth E. Boone, Util ities Superintendent, presented a report on costs to do the paving on Brookwood Drive. Supervisor Johnson moved that a special appropriation resolution I be prepared to allow the contractors to begin paving on the following Monday. Buchholtz stated he had been reviewing a report received from Fairfax County describing a systematic program used in the collection of delinquent taxes. He stated he would look into this further and make a written report to the Board, as he felt this was a good program. He added that he and Mr. John Hubbard, Director of Uti1 ity Administration and Engineering had attended a meeting of the State Water Association in C1arksvi11e, and that this commission is interested in making a recommendation to the General Assembly on some form of inter-basin transfer. He informed he had been requested by the Attorney General to serve on a task force to study legislative needs in the anti-trust area relating to local government. I IN RE: REPORT OF DIRECTOR OF FINANCE Mr. John Chamb1 iss, Director of Finance, presented a report on carry-over appropriations requesting that certain monies previously obligated, but enexpended, be reappropriated to various account within the County's budget. Supervisor Johnson stated she felt that when these carry-over appropriation items were discussed previously, there were some that probably should be removed because certain items had been on the books for some time. Boone, Util ities Superintendent, presented a report on costs to do Col iform Testing, stating that at the present time the County has its bacteriological testing done by the State Consol idated Laboratories in Richmond. He added that because of processing problems, other sources of testing were investigated, that the City of Salem quoted --- , I I I I~ "..- ,> 3. L~ /.J t.) 9-30-32 the lowest cost for processing and Operations personnel felt it would be wel worth the expense to have the testing done by Salem and thereby avoiding violations of the Waterworks Regulations. Supervisor Myers moved the Board carry this item over until later in the meeting. His motion was I adopted by a unanimous voice vote. IN RE: RECESS On motion of Supervisor Johnson and a unanimous voice vote, the meeting recessed at 4:30 p.m. to be reconvened following the publ ic session. The Board of Supervisors and Vinton Town Council members were then escorted on a tour of Vinton, including the Fire Station, Water works, Parks and Recreation and Library facil ities. After the tour, the group convened at the Vinton War Memorial for dinner. I IN RE: VINTON MAGISTERIAL DISTRICT MEETING CALL TO ORDER Chairman Burton called the meeting to order at 7:30 p.m. The Chairman welcomed the citizens in attendance and informed them that the Board of Supervisors, at the first meeting in January, had scheduled a meeting in each of the Magisterial Districts to bring the governing body of Roanoke County as close to the people as possible so they would have access to the Board and to have better communication. Chairman Burton opened the meeting to the citizens for comments, complaints, suggestions and input of any type. She added there were members I of the staff present, representatives of the School Board, Sheriff's Department and Treasurer's Office as well. -' .... 9-30-82 2;3ti IN RE: CITIZENS COMMENTS I Mr. Fred Anderson, 342 Dalandier Drive, Vinton, brought to the attention of the Board an interest of citizens in the Fall ing Creek and Chestnut Mountain subdivisions. He expressed concern as to why Roanoke Valley Cablevision was not being responsive to that area1s needs. He was informed the County would look into this matter. An unidentified citizen, who stated he lived in Dillonwood in the east County area, voiced his opinion concerning the amount of taxes he pays in personal property taxes to Roanoke County and the Town of Vinton. He felt he was not receiving services from Roanoke County. I Chairman Burton called upon Mr. Tommy Fuqua, Coordinator of Fire and Emergency Services to anwer the citizen's questions. He presented a report of recent capital expenditures made to benefit fire and rescue squad operations in the Town of Vinton. John R. Hubbard, Superintendent of the Department of Publ ic Facil ities, gave a brief report cocerning the County and Vinton contract to develop a joint water system, including provision of storage tanks and wells. Chairman Burton then asked Mr. Darrell Shell, Director of Parks and Recreation to comment. He stated the County currently operates the total recreation program in the Town of Vinton with the exception of the Senior Citizens Program and the Swimming Pool. I Chairman Burton asked for a report on the Vinton Branch Library. County Administrator Flanders noted the I ibrary in the Town of Vinton was built and operated by the County to serve the citizens in the East part of the County. Chairman Burton called upon mr. Aubrey Vaughan of the Roanoke County School system to comment on the number of school buildings located within the Town of Vinton, and the approximate cost of educating each child ~ r 9 ') ~7 , ""; ,.) 9-30-82 for one year. He provided statistical information and did remind those present of the cost to the County of the Hardy Road School, and that the Roland E. Cook School had been refurbished. He added, that while many citizens were aware of the elementary and secondary programs available the I County also provided Special Education Programs for the children in the Town of Vinton. Mrs. Betty Lucas, Director, Department of Human Services commented briefly concerning the services of this agency stating that about one third of the case load in this department came from the Vinton area, mentioning services such as food stamps and ADC cases. She further stated that other services such as protective services to children and adults, companion services to the elderly and adoption services are available to the citizens of Vinton. Chairman Burton noted the satell ite office of the County Health Department in the Town of Vinton. I IN RE: CHAIRMAN'S COMMENTS Chairman Burton expressed her interest in the tour of the facil itiE in the Vinton area. She also noted the Craig Avenue Center and said she had been most impressed with the activities going on there. The group had toured the area of the proposed construction of the new Junior High School. They also visited recreational facil ities and water storage tanks and wells. Chairman Burton felt the County was making tremendous strides in offering services to the people in the entire County. I Supervisor Nickens felt the Board was very much concerned in alerting the Vinton residents of services provided by the County. Superviso Nickens stated he felt the current Town Council and Board were committed to working for the best interest of tne people. He pledged to the people I--- ~ ~ 9-30-82 008. ~U in the Vinton Magisterial District to do everything he could to find out what the total needs were, including the Town of Vinton and stated he would represent that body of citizens as best he could. I Supervisor Nickens addressed Mr. Vaughan, of the School system, with a concern he had heard repeatedly from citizens about placing sixth grade students back into the elementary school system. Mr. Vaughan answered by saying a citizens' committee had been formed several years ago and they were very much interested in getting the sixth grade back from Junior High School to the elementary system. He said the committee, after further study of the situation, felt a change could not be made until the 1983-84 school year with plans being made in this direction, but three classes will have to be added to the Mount Pleasant School and three to four classes to the East Vinton School. Plans are being made to get these classes ready by August or September and move the sixth grade back, and there are I alternate plans should the classrooms not be ready. The County Administrator expressed appreciation to the Town of Vinton in providing work space for the County Treasurer and the Commissioner of the Revenue during the tax assessment and tax collection periods. He felt this allowed the citizens in the Vinton area to become famil iar with the Town of Vinton, as well as saving citizens transportation to Salem to conduct business. Supervisor Johnson expressed her appreciation to the Vinton citizen She reminded citizens that the Courthouse could not be moved because the people of Roanoke County, including a majority of those in Vinton, voted I against a referendum held in 1979. She added the citizens had also voted against moving the Jail to the County. She mentioned the move of the County I Administrative offices from Salem to within Roanoke County and invited all I citizens to feel a part of the new building and the Administration. Vinton Town Mayor, Charles R. Hill expressed his appreciation to the Board of Supervisors for meeting in the Town of Vinton. I --- I~ r 9-30-82 239 I ! Mayor Hill invited the Board to hold meetings in the Town Council Chambers anytime and as often as they wished. Chairman Burton stated on behalf of the Board their appreciation I for the opportunity to meet with the Vinton Town Council and citizens in the Council IS Chambers. After further discussion, the Board decided to continue Supervisor Myers' motion to table the matter until more informatio could be gathered. IN RE: REPORT OF DIRECTOR OF UTILITY ENGINEERING AND ADMINISTRATION On motion of Supervisor Myers all bids were rejected for the installation of a fire hydrant for the Burl ington School in the Catawba District and the Department of Util ity Operations and Maintenance was I directed to perform the work at a cost not to exceed $7,000.00. I I I 9""30-82 ') I~.? ,,"" "., (...; IN RE: REPORTS AND INQUIRIES OF BOARD MEMBERS Supervisor Johnson questioned if the grant had been approved for the fitness trail for the Ogden Park. Mr. Darrell Shell, Director of Parks I and Recreation, responded by stating it had been approved. He added he would need an official resolution from the Board approving the County's involvement and the fact that the County would be matching the grant with an in-kind contribution. Supervisor Minter asked the County Attorney if there was a fine for Cablevision if they did not meet their contract. County Attorney Buchholtz responsed that he could not address the question, but he would look into the legal conditions. County Administrator Flanders said he had attended a meeting last December relative to the progress of cablevision and their extension, and he had received communication relative to the schedule I for extensions and he had been advised that cablevision had abided by the number of hook-ups per mile through the contract period. He added he would be glad to communicate with cablevision persons as to what their schedule was again. Supervisor Minter stated he felt this would be a good idea. Supervisor Minter then asked Mr. Gene Robertson, County Engineer, if he had anything to report on the Verndale Road situation, in reference to letters and responses from the developer and the State Highway Department. Mr. Robertson said he had received a response from the State Highway Department disclaiming all responsibil ity for the part of Verndale in question. He stated he would bring a full report to the Board as well as I look into procedures for closing the street. Supervisor Minter mentioned he had attended a meeting with respresentatives of the Fifth District Consortium concerning the Workfare program and that they are working on a model program, which he thought to be mandated next January for all local ities to have some Workfare provision, - ~ ~ ';,']':3 ~:. ~ 9-30-82 even if only on an experimental nature. He added he thought this was mandated by the Federal Government and not by the State and he felt the Board should talk with other local ities and maybe see if the 5th District Consortium or VEC would handle a program that the County would participate in, as this was going to be mandatory. After some discussion as to how the I County would participate, the County Administrator suggested this be referred to the Social Services Director to follow up and report. Supervisor Nickens mentioned a recent article in the local newspaper deal ing with the operation of game machines and electronic machines. He stated he would 1 ike to have the County Administration investigate and do comparison between what the County is now doing in this area, in reference to 1 icenses, gross receipts, etc. He added that if the County could increase revenue in this area, we could then employ someone with the increased revenue on a part-time basis to make a search of the machines. I The County Administrator responded to Supervisor Nickens by saying he had created a task force to make a study of all fees and 1 icenses, I and that a final report is being developed for the Board1s consideration. I I i Chairman Burton then asked the County Attorney the progress on the formulation of a pol icy for Roanoke County to be in compl iance with the new State requirement effective January 1, 1983. He responded by saying plans were being made to hold a meeting for this purpose. I Chairman Burton then asked the County Administrator for an update on information concerning the Block Grant request.
