Roanoke, Virginia October 7, 1982 I The Board of Supervisors of Roanoke County, Virginia, met this day in open session at T-Bone Charl ie's Restaurant, 3655 Brambleton Avenue, S.W., Roanoke, Virginia, this being a special meeting of the Board. MEMBERS PRESENT: Chairman Athena E. Burton, Supervisors May W. Johnson, Robert E. Myers, Gary J. Minter, and Harry C. Nickens MEMBERS ABSENT: None IN RE: NOTICE OF SPECIAL MEETING I A waiver of notice of a special meeting of the Board of Supervisors signed by each member of the Board, is filed with the minutes of this meeting IN RE: CALL TO ORDER Chairman Burton called the meeting to order at 12:08 p.m. IN RE: COUNTY ADMINISTRATOR County Administrator Flanders announced he had just been advised the County had received a AA Bond Rating from Standard & Poor's. And a double A rating as well from Moody Investor Services was received. Administrator Flanders reminded the Board of the upcoming meeting at 11:00 a.m. on October 13, 1982, for the opening of the Roanoke County, Virginia $10,000,000 General Obl igation Publ ic Improvement Bonds. He then distributee copies of the Official Statement for the bond issue to the Board members. 1- ~ "..- o LII. 7 ~ I~.J 1: 10-7-32 IN RE: EXECUTIVE SESSION On motion of Supervisor Johnson and carried by a unanimous voice vote, the Board went into executive session at 12:30 p.m., pursuant to the Code of Virginia Section 2. 1-344(a), (6) to discuss a legal matter. I IN RE: RETURN TO OPEN SESSION On motion of Supervisor Minter the Board returned to open session at 2:00 p.m. The motion carried by a unanimous voice vote. IN RE: WORK SESSION - ORGANIZATION FOR ROANOKE COUNTY ADMINISTRATION The County Administrator presented a report to the Board recommending reorganization of the current operating structure of County departments reporting to him. After an extensive review and discussion, tne Board agreed to consider the reorganization plan incorporating several revisions, at the October 12, 1982, session of the County Board. I IN RE: EXECUTIVE SESSION On motion of Supervisor Nickens and carried by a uanimous voice vote, the Board went into executive session at 3:12 p.m., pursuant to the Code of Virginia Section 2. 10344(a), (1) and (6) to discuss personnel and legal matters. IN RE: RECONVENEMENT On motion of Supervisor Nickens and carried by a unanimous voice vote, the Board returned to open session at 5:15 p.m. I I 1 I I 1 Ii nformat:i o@ _I I I ....1 Supervisor Minter moved to consider bids for provision of telephone service for the Roanoke County Administration Center based on that Chesapeake & Potomac Telephone Company of Virginia was now lower in cost. ~ 10-7-32 2 Ll 8 Supervisor Nickens made a substitute motion directing the County Attorney to prepare an appropriate resolution for a change order to the bid submitted by Universal Communications Systems, Inc. to provide telephone I services to the new Administration Center. Chairman Burton called for any discussion on the substitute motion. Supervisor Nickens' motion was adopted by the following roll call vote: AYES: Supervisors Myers, Nickens and Burton NAYS: Supervisor Minter ABSTAIN: Supervisor Johnson Supervisor Myers stated he voted 'yes' because the equipment provided in the bid by UCS would be owned by the County. Chairman Burton then stated that the County Board Chairman and I Administrator would meet with the media ~t the Roanoke County Administration offices, 430 E. Clay Street, Salem at 10:00 a.m. on October 8, 1982, to review the proposed re-organizational structure for the County AdministrativE Departments.
