Board of Supervisors Salem-Roanoke County Civic Center Salem, Virginia April 28, 1981 I The Board of Supervisors of Roanoke County, Virginia, met this day in open session at the Salem-Roanoke County Civic Center in Salem, Virginia, this being the second Tuesday and the first regular meeting of the month of April. Members present: Chairman Robert E. Myers, Vice Chairman Lawrence E. Terry, and Supervisors May W. Johnson, and Edward C. Park, Jr. Members absent: Supervisor T. M. ~~ite. IN RE: PROCLAMATION FOR NATIONAL VOLUNTEER WEEK .;1 PRO C LAM A T ION \~EREAS, each year thousands of community service volunteers contribute time and energy for the benefit of our community; and WHEREAS, volunteers are made up of individuals of all ages and from I all income and educational levels, from every race and faith; and WHEREAS, a volunteer offers his/her services in recognition of the need for social services and without concern for his/her personal monetary gain; and WHEREAS, volunteerism is an expression of patriotism in its purest sense and America's volunteers represent our greatest natural resourse; and ~ r 451 ~ 4-28-81 WHEREAS, volunteer work is especially important in these trying financial times when public programs are by necessity being reduced or eliminated, because volunteer services can make up for and replace these reductions. NOW, THEREFORE, I, Robert E. Myers, Chairman of the Board of Supervisors of Roanoke County do hereby proclaim the week of April 27 through May 3 as National Volunteer Week and ask all residents of the Roanoke Valley to join with me in taking time to personally thank those volunteers who have rendered such valuable service to the citizens of the Roanoke Valley and further to investigate the possibility of each citizen's service in the future as a volunteer in the Roanoke Valley. IN RE: PROCLAMATION FOR RED CROSS WEEK PRO C LAM A T ION WHEREAS, the American Red Cross will celebrate its 100th year of service to the people of the United States on May 21, 1981; and WHEREAS, Red Cross volunteers and staff have made life-saving contributions to the people of the nation, of the Commonwealth of Virginia and to the citizens of Roanoke County; and WHEREAS, the Roanoke Valley Chapter which serves Roanoke County has benefited the citizens of Roanoke County and its disaster victims by providing food, clothing, shelter, medical care and other basic necessities; and WHEREAS, some of their most notable contributions were the care of victims and workers following Hurricane Camille which struck the James River Basin in 1969; and the aid rendered following tropical storm Agnes which occurred in 1972, and further they have continuously served the needs of the citizens of Roanoke County whose homes have been destroyed by fire, flooding or other natural disasters; and WHEREAS, in 1980 Red Cross chapters across Virginia assisted 67,330 I I I 4-28-81 4,5 Virginia servicemen. their families and veterans by providing emergency communications. counseling. financial aid and other benefits. In addition. during that time, Red Cross advocacy brought $1,088,105 in benefits to I Roanoke area veterans, their families and survivors; and WHEREAS, the Red Cross is involved in training individuals~to save lives, this effort being reflected by efforts last year to train 3,345 individuals in the Roanoke Valley in the life-saving skills of cardi- opulmonary resuscitation and first aid; and WHEREAS, the Red Cross blood service maintains an adequate supply of blood for patients in the Roanoke area by operation of its center in Roanoke. NOW, THEREFORE, I, Robert E. Myers, Chairman of the Roanoke County Board of Supervisors do hereby proclaim the week of May 3 through May 9 as Red Cross Week and ask all residents of Roanoke County to join with me in celebrating the 100 years of service given to the Roanoke Valley by the Red Cross and participate in the parade celebrating this event I which will occur in downtown Roanoke on May 9 at 2 p.m. Adopted on motion of Supervisor Terry and a unanimous voice vote. sf Robert E. WHEREAS, the surrender of the British forces under Cornwallis to the American forces under General Washington on October 19, 1781, at Yorktown brought the American Revolution to a successful termination, and thereby provided the opportunity for all Americans to possess the fundamental freedoms which were declared on July 4, 1776; and WHEREAS, the York County Board of Supervisors has made numerous I attempts over the past several years to have October 19 declared by the General Assembly as "Yorktown Day" and further to have it made a state holiday. Supervisor Terry stated he would like to have this matter carried over until Supervisor White of the Hollins District can be present. Mr. Puckett explained this would create a hardship since his lease expires in thirty days at his present location. CLARK TO REZONE FROM BUSINESS DISTRICT * B-2 TO BUSINESS DISTRICT B-3, A PARCEL OF LAND CONTAINING LESS THAN ONE-ACRE AND BEING LOT 3, BLOCK 2, SECTION 1, OF NORTH HILLS IN THE HOLLINS MAGISTERIAL DISTRICT. *CONTI * D * The purpose of this rezoning is to convert an existing building to be used as an eat-in restaurant. Charles H. Osterhoudt, Attorney, was present to support this I request. Several citizens were in attendance and opposed to this request. Chairman Myers again stated he would like to have this item continued until Supervisor White could be present to hear this request. Mr. Osterhoudt asked permission to allow Mr. Clark and some of the citizens in opposition to speak regarding this matter in the event that Mr. White would not be able to attend the meeting of April 30. Permission granted. Mr. Clark stated he plans a "high-class" restaurant and not a "beer...,.j oint." The restaurant will serve luncheon specials and steaks at night. A lounge with music and drinks is also planned. Several residents of the area were present and stated opposition to the lounge which plans to be open until 12:00 midnight. The question of adequate parking space was raised. Mr. Clark stated that Ron Pendleton, an I adjoining business establishment owner, has agreed to allow Mr. Clark to use his parking spaces at night and will submit a written statement to that affect, therefore approximately 105 spaces are available at night for parking. Supervisor Terry informed those present that he had been contacted by the Commission and that they were unable to attend this meeting and would like to appear on a future agenda. IN RE: REQUEST FOR PARTICIPATION CONTRACT REGARDING BLACK PROPERTY CARVIN STREET Administrator Clark informed the Board that Mr.Paul Black~ had been contacted and he concurred this matter should be held over until Supervisor White could be present. On motion of Supervisor Johnson and a unanimous voice vote, this matter was continued. 4-28-81 .~ . 460 IN RE: WILLOW CREEK WATER LINE Utility Department, reminded the Board that the County previously agreed to John Hubbard, Director of Administration and Engineering for the increase the size of the water line at Willow Creek from 6 inches to 8 inches and that $2,200 was appropriated for this project. It now seems that an additional $2,100 will be necessary for completion and an appropriation resolution is submitted for consideration. Supervisors Park, Terry, Johnson and Myers None Supervisor White RESOLUTION NO. 2839 AUTHORIZING THE COUNTY OF ROANOKE TO ENTER INTO A REIMBURSEMENT CONTRACT WITH OVERNITE TRANSFER FOR THE INSTALLATION OF AN 8-INCH WATER LINE TO THEIR PROPERTY LOCATED ON PETERS CREEK ROAD AT 1-581 UPON CERTAIN TERMS AND CONDITIONS. BE IT RESOLVED by the Board of Scpervisors of Roanoke County, Virginia, as follows: reimbursement contract with Overnite Transfer providing for the installation 1. That the County of Roanoke is hereby authorized to enter into a of 800 feet of 8-inch water line and a bulk water meter at no cost to the County to Overnite's property located on Peters Creek Road at 1-581; and further that Overnite will be reimbursed for costs actually expended by it on the installation of this line and meter from fees from connections actually made to the line to be constructed; and 2. That the County Administrator is hereby authorized to execute a reimbursement contract to this effect on behalf of Roanoke County upon a form approved by the County Attorney. LORITSCH Mr. Loritsch was present to support this request and stated that he had a permit for septic tank "about a year ago" but the system had not been installed. The property in question is near the County's Hunting Hills wells, (Wheeler well) and could present a problem with the water system in that area.
