Roanoke, VA 24015 August 30, 1983 -- The Board of Supervisors of Roanoke County, Virginia, met this day in open session at the Roanoke County Administration Center, Roanoke, Virginia, this being an adjourned meeting from August 23, 1983. IN RB: CALL TO ORDBR Chairman Johnson called the meeting to order at 8:06 p.m. The roll call was taken: MEMBERS PRESENT: Chairman, May W. Johnson; Vice Chairman, Harry C. Nickens; Supervisors Athena E. Burton, Gary J. Minter, and Robert E. Myers MEMBERS ABSENT: None IN RB: OPBNING CEREMONIBS Superintendent of the Department of Fiscal Management, John Chambliss, offered the invocation. The Pledge of Allegiance was recited by all present. IN RB: WEST RURITAN ROAD PROPBRTY OPTION Supervisor Nickens suggested that the Board proceed with the remaining Agenda items eliminating the need to take any action on the West Ruritan Road Property Option. The Option expires on August 31, 1983. IN RE: CONSBNT AGENDA Supervisor Nickens moved the following prepared Consent Agenda resolution: 89~ 8-30-83 RESOLUTION NO. 83-155 APPROVING AND CONCURRING IN CERTAIN ITEMS SET FORTH ON THE BOARD OF SUPERVISORS AGENDA FOR THIS DATE DESIGNATED AS ITEM B - CONSENT AGENDA BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That that certain section of the agenda of the Board of Supervisors for August 30, 1983, designated as Item B - Consent Agenda be, and hereby is, approved and concurred in as to each item separately set forth in said section designated as Items 1 through 2, inclusive, as follows: 1. That that certain bid of Eastman Kodak Company in the amount $108,138.20, being the best bid submitted to purchase microfilm equipment and laborato services for the Office of the Clerk of the Circuit Court of Roanoke County, upon and singular the terms and conditions of the invitation to bid, the specifications of t County of Roanoke, the bidder's proposals, and the provisions of this resolution, b , and the same hereby is ACCEPTED; and 8-30-83 9 () 2. That that certain bid of S & S Paving Company, Inc. in the amount of $9,191.00, being the best bid submitted to overlay existing pavements with 1 t- inch of bituminous concrete at Mount Pleasant, Masons Cove, and Clearbrook Public Safety Buildings, upon all and singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder's proposals, and the provisions of this resolution, be, and the same hereby is ACCEPTED; and 2. That that certain bid of John A. Hall & Co. in the amount of $5,445.00, being the best bid submitted for grading and paving the entrance to the Mount Pleasant Public Safety Building, upon all and singular the terms and conditions of the invitation to bid, the specifications of the County of Roanoke, the bidder's proposals, and the provisions of this resolution, be, and the same hereby is ACCEPTED; and 2. That the County Administrator is hereby authorized and directed to enter into a contract upon a form approved by the County Attorney for this project; and 3. She requested that the funds allocated for the Plant Mix Program at the June 14, 1983 Board of Supervisors Meeting be applied to Sugar Loaf Road from Elbert Drive to as far as the funds would permit paving. Supervisor Burton moved the following prepared resol uti on : RESOLUTION NO. 83-156 AMENDING THE PRIORITY LIST FOR FEDERAL REVENUE SHARING SECONDARY HIGHW AYS IN THE WINDSOR HILLS MAGISTERIAL DISTRICT BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the Board of Supervisors, having heretofore established a priority list for plant mix paving in the Windsor Hills Magisterial District as follows: Hollowdale Drive (Route 818) from Rt. 682 to Rt. 1343 Brookwood Drive (Route 1697) Glenbrook Drive (Route 1699) from northern intersection with Rt. 1697 8-30-83 9.4 does hereby amend the above list by deleting the above three set out projects and substituting as follows: Sugar Loaf Road from Elbert Drive to End Length: 0.75 miles Width: 16 - 20 feet Estimated Cost: $22,362.47 2. That an attested copy of this resolution be forthwith forwarded to the Virginia Department of Highways and Transportation, Salem, Virginia. Adopted by the following roll call vote: A YES: NAYS: Supervisors Myers, Minter, Burton, Nickens, Johnson None IN RE: REPORTS OF OFFICERS, DEPARTMENTS, AND COMMITTEES County Treasurer - Alfred C. Anderson submitted for the Board's inspection the 1982 Real Estate Delinquent List and the 1983 Personal Property Delinquent List. He requested the Board's authorization to publish the oldest delinquent list (1980 Real Estate) in the newspaper. Supervisor Burton moved to publish this list, and the motion carried by a unanimous voice vote. Department of Fiscal Management - John Cham bliss first reported on the insurance coverages for Auxiliary Police. The County currently provides $10,000 accidental death and dismemberment insurance, and the Workers' Compensation coverage provides an accidental death benefit of $36,600. The ''Virginia Tax Bulletin" distributed by the Virginia Department of Taxation has informed that the 1983 General Assembly established a separate classification for computer hardware owned by data processing services businesses. Mr. Chambliss indicated that the staff recommendation is that there are not sufficient numbers of data processing service bureaus in Roanoke County to justify establishing a separate classification at the present time. Supervisor Burton expressed concern that the current classification would not cause any tax burden on businesses currently operating in Roanoke County. 95~ 8-30-83 - -:-: -::-- . .~ ..- "' Department of Development - Superintendent, Timothy w. Gubala, informed the Board that application can be made to the Virginia Urban Enterprise Zone Program to develop low moderate income areas within Roanoke County. Since 26 applications have been distributed and limited County staff time in this project would delay current work on the Comprehensive Plan, Supervisor Minter moved to table this item, and the motion carried by a unanimous voice vote. Department of Public Facilities - Superintendent, John Hubbard, reported that C &: P has refused negotiations with the Virginia Municipal League and the Virginia Association of Counties regarding rates for governmental units. Some suggestions to force C & P into negotiations are to refuse pay increases filed for by C & P and not to sign any Centrex agreements which would stabilize rates for three years. Donations from Counties are also being requested to support these negotiations. Execution of the Service Agreement from Appalachian Power Company to install electrical service to Starkey Well 13 was authorized by the following prepared resolution on motion of Supervisor Nickens. RESOLUTION NO. 83-157 AUTHORIZING THE EXECUTION OF A SERVICE AGREEMENT WITH APPALACHIAN POWER COMPANY TO INSTALL ELECTRICAL SERVICE TO STARKEY WELL #3 BE IT RESOLVED by the Board of Supervisors of Roanoke County, Virginia, as follows: 1. That the County of Roanoke is hereby authorized and directed to enter into an agreement with Appalachian Power Company to install electrical service to Starkey Well # 3 at a cost to the County of $1,509.00; and 2. That the County Administrator is hereby authorized and directed to execute said contract upon a form approved by the County Attorney on behalf of Roanoke County. The motion carried by a unanimous voice vote. At 10:45 p.m. Supervisor Myers left the meeting.
