I A special meeting of the Board of County Supervisors of Roanoke County, Virginia, was held on Thursday, April 27, 1978, in the Engineering Division of the Roanoke County Public Service Authority, 523 East Main Street in Salem, Virginia, called at the request of Supervisors May W. Johnson and Lawrence E. Terry for the purpose of proclaiming Roanoke County a disaster area due to the severe storm which occurred April 25 and 26, 1978. All members did execute a form waiving any defects in the notice of said special meeting, which waiver is filed with the minutes of this meeting. The meeting was called to order at approximately 9:00 p.m. by Chairman R. Wayne Compton. Those present in addition to Mr. Compton included Vice-Chairm n Robert E. Myers and Supervisors May W. Johnson and Lawrence E. Terry, County Executive William F. Clark, members and staff of the Roanoke County Public Service Authority. Following an explanation by the County Executive, the Board adopted the following resolution: I IN RE: RESOLUTION NO. 2042 REQUESTING GOVERNOR OF STATE OF VIRGINIA TO DECLARE ROANOKE COUNTY A DISASTER AREA WHEREAS on Tuesday and Wednesday, April 25, a severe storm occurred in the Roanoke Valley and elsewhere in the State of Virginia resulting in heavy rainfall as well as unseasonable snowfall in certain portions of Roanoke County; and I WHEREAS as a result of this storm numerous properties throughout Roanoke County have sustained serious flood damage, residents and businesses have been isolated by high water, heavy snowfall, loss of electric power; and WHEREAS due to these extreme situations, a condition of period to 1 ife and property necessitates the proclamation of the existence of an emergency; NOW, THEREFORE, BE IT HEREBY PROCLAIMED than an emergency now exi~ts throughout Roanoke County; and BE [T FURTHER PROCLAIMED AND ORDERED that during the existence of said emergency the powers, functions, and duties of the Director of Emergency Service and the Emergency Services organization of Roanoke County shall be those pres- cribed by State law and the ordinances, resoluti'ons, and approved plans of the County of Roanoke in order to ~ttigate the effects of said emergency; and BE IT FINALLY RESOLVED that the Board of County Supervisors does hereby request the Governor of the State of Virginia to declare Roanoke County a disast r area and seek similar declaration from the Federal government in order to make available to the citizens of Roanoke County all possible Federal disaster assis- tance. On motion of Supervisor Johnson and adopted by the following recorded vote: AYES: Mrs. Johnson, Mr. Myers, Mr. Terry, Mr. Compton NAYS: None ABSENT: Mr. Park 4-27-78 135ft This concluded the business before the Board at this session and on mot ion of Supervisor Myers and the unanimous voice vote of the members present, the meeting was adjourned at approximately 9:10 p.m. CHA I RMAN I I I
